RESUMO
A exigência legal dos novos programas PCMSO e PPRA representou, na prática, a superação de um
“viés biologista/ ambiental” e a introdução de um “olhar coletivo” nas questões relacionadas com a
segurança e a saúde dos trabalhadores brasiIeiros. Os aspectos preventivos envolvidos na segurança
do trabalho, principalmente os preconizados no PPRA e no PCMSO, buscam minimizar os riscos e as
condições inadequadas e incorporar a melhoria contínua das condições de trabalho, introduzindo
requisitos mínimos de segurança cada vez mais rígidos. Objetiva-se nesse trabalho verificar a
significância destes documentos quanto à qualidade ou estado de falta de consistência, de
fundamento ou de coerência entre os dados e informações contidas nos documentos fornecidos pela
empresa e aqueles verificados fisicamente no local de trabalho, entre os riscos à saúde dos
trabalhadores e os procedimentos médicos efetivamente realizados no desenvolvimento do programa
médico, visando a minimização de riscos. Apresenta-se algumas metodologias de suporte aos
programas, como mapa de riscos, diagrama de causa efeito e ciclo PDCA, bem como a verificação da
eficácia dos programas.

ABSTRACT
The new programs PPRA and PCMSO legal requirements have in practice played the role of the
overcome of a biologist / environmental bias and the introduction of a collective view in the issues
related to the security and health of the Brazilian workers. The preventive aspects involved in work
security, mainly the ones preconized by the PPRA and the PCMSO, aim to minimize the risks and the
inadequate conditions and to incorporate the continuous improvement of the working conditions,
introducing the minimum security standards which have been becoming much stricter. The goal of this
study is to verify the correspondence of such documents in terms of quality or state of lack of
consistency, the principals or the coherence between the data and information presented in such
documents given by the enterprise and those physically verified in the work setting, between the risks
to the workers heath and the medical procedures effectively accomplished in the development of the
medical program, aiming the risk minimization. Some support methodologies to the programs have
been presented, such as risk maps, cause and effect diagram and the PDCA cycle, as well as the
verification of the efficacy of such programs.
