This certificate is issued to allow mechanized extraction in order to dredge, silt, sand and gravel materials,
deepen and re- channel Tanjay River System in Negros Oriental. It should be located from a point in
Barangay, Balayong, Pamplona down to a point in Barangay Poblacion IV in Tanjay going downstream with
a stretch of 20 km. and average width of 30 in. within geographical coordinates 92400’’ N- 932’03 N
Latitude and 12303’00’’ E- 12310’00’’ E Longitude.
Depth of extraction should not exceed one point five (1.5) meters and should be 11m away from any bridge
or other government structures (NIA, irrigation) unless duty indorsed/ approved by concerned agency.
The project implementation is seen to have beneficial effect to the Barangay for residents will be given
preference in employment. Not only to the neighboring town but the whole province of Negros Oriental can
benefit from the materials from the project. It may also have positive and negative impacts to the
environment; but the predicted and evaluated impact could be mitigated provided that the enhance
measures in the Environmental Management Plan should be taken into consideration.
A. Compliance Monitoring
The operation of the project is under strict compliance of the terms and conditions stipulated in
the approved ECC 07 99 07 – 22 0109 303 granted to the Province of Negros Oriental dated July
22, 1999 issued by DENR Region 7 Cebu City and the Negros Oriental Mining Ordinance.
In terms of the volume of extraction, the operation will only extract the exact amount of volume
under the permit issued by the local government and based on the demand of the client or
proponent.
Prior to the project operation every first quarter of the year, the management will make sure
that all the permits and clearances to operate the business were required to legitimize the project
operation.
The quarry operation only operates at daytime, no operation on Sunday. It only extracts the
volume allocated by the permit issued of the Local Government and the DENR issued on May 11,
2017. To prevent slope failures of adjoining properties manual extraction of aggregate materials
should be concentrated at the designated area with buffer zone of 3 meters from the riverbanks.
There was no reported complaint against the project operation ever since it operated. Likewise,
the project caused a positive effect in the socio-economic development in the locality by
providing by providing livelihood to the residents and increasing the revenue collection due to
the taxes paid by the proponent of the project.

The management must always acquire the necessary and applicable permits and clearances from the
concerned government agencies, always submit required reports mandated on the ECC to a void
letter demand from the EMB.
A. Compliance Status
Since the start of the operation, all the necessary conditions pertaining to the Environmental
Compliance Certificate (ECC) were duly complied.
The following are the activities and initiatives for continuous compliance on the conditions on the
permit issued.
Manual extraction of aggregate materials is done at designated area with buffer zone to
prevent soil erosion and slope failures of adjoining properties.
There shall be no extraction and hauling of material from 6 PM and the whole day of Sunday.
Signboards and vertical pole markers are posted on the boundaries visible to the public.
Trees near the area are conserve and fast-growing trees are also planted near the area.
MMT is not mandated in the issued ECC. The ENRD and DENR EMB personnel with the project
proponent will undertake the monitoring of the project.
Environmental Unit was not created. The functions of the Environmental Unit will be managed and
undertaken by the proponent thru its authorized representative.
Updated PEMAP will soon be submitted in the EMB Regional Office as soon as the project’s operation
resumes in a sustainable manner.
Sufficient funds and budgetary requirements and figures were not reflected yet in the work and
financial plan. Figures and budgetary requirements will only be reflected as soon as the operation
resumes, in a sustainable manner. To do that, the management has to look for clientele and expand
market potentials.
