RRC Setup Failures Should be analyzed at cell level and per failure reasons

RRC_CONN_STP_FAIL_RNC
•Typically RNC fault or Incoming SRNC Relocation Failure –No optimization actions
needed

RNC decides to reject the RRC connection request because the handover control entity
reports a failure

•Check UL Interference and DL Power & Code occupancy if there is need to upgrade
radio capacity

has not received the NBAP message which indicates that L1 synchronization has been

Business Objects KPI analyze

Cell Availability= The number of samples when WCEL is in Working or power saving
state.
The counter is updated with the value 1 once in approximately 5 seconds when the
WCEL is in Working or power saving BL (P) state.

CSTR and Voice Retainability

CSTR= 3G Voice Call Successfully Terminated Ratio (CSTR)(target >98.4%). To


measure the probability that a call can be successfully set up, terminated by the user,
without dropping the call during set up, or active phase.

Voice Retainability= How often are customers rudely interrupted by dropped calls.
Retainability reflects the percentage of good terminations. Carriers want to see retention
above 98%. Retainability is defined as the percentage of calls that were terminated by the
customer rather than the network.

RAB SSR= RAB Success Ratio. Covers RAB Active Phase of a call. This is taking into
notice just calls which has ended this cell, but might have been started in other cells.
(target >99.5%)

RRC SSR= RRC Success Ratio. Covers RRC Active Phase of a call. The normal release
counter in the formula includes also the cases when CN has released the RRC connection
with cause 'unspecified'. (target >99.5%).

RRC Attempts & SR

RRC PS Attempts= The number of RRC PS connection attempts. When the RNC
receives an RRC: RRC CONNECTION REQUEST message from the UE, and the RNC
starts to reserve resources for the RRC connection.

RRC CS Attempts= The number of RRC CS connection attempts. When the RNC
receives an RRC: RRC CONNECTION REQUEST message from the UE, and the RNC
starts to reserve resources for the RRC connection.

RRC PS SR= RRC PS Success Ratio [%] over the reporting period. Covers RRC Active
Phase of a call.

RRC CS SR= RRC CS Success Ratio [%] over the reporting period. Covers RRC Active
Phase of a call.

RAB CS Setup Failure Causes

Rab Acc Fail Cs Voice Rnc= A number of RAB setup access failures for CS Voice Calls
caused by RNC's internal reasons.

Rab Acc Fail Cs Voice Ms= A number of RAB setup access failures for CS Voice Calls
caused by the UE. When the RAB access setup for a CS Voice Call fails because of the
UE.

Rab Stp Fail Cs Voice Trans= The number of RAB setup failures caused by transport for
CS voice. When the RNC decides to reject the CS voice RAB request due to transport
failure. This happens before the RRC: RADIO BEARER SETUP message would be sent
to the UE.

Rab Stp Fail Cs Voice Rnc= The number of RAB setup failures caused by RNC for CS
voice. When the RNC decides to reject the CS voice RAB request due to RNC internal
failure. This happens before the RRC: RADIO BEARER SETUP message would be sent
to the UE.

Rab Stp Fail Cs Voice Frozbs= The number of RAB setup failures caused by frozen BTS
for CS voice. When the RNC decides to reject the CS voice RAB request because the
admission control entity blocks the radio link establishment to ensure the setup of high
priority calls. This happens before the RRC: RADIO BEARER SETUP message would
be sent to the UE.

Rab Stp Fail Cs Voice Bts= The number of RAB setup failures caused by BTS for CS
voice. When the RAB assignment fails due to radio link setup or reconfiguration failure.
The failure can happen either in the Iub or in the Iur interface.

Rab Stp Fail Cs Voice Ac= The number of RAB setup failures caused by admission
control for CS voice. When the RNC decides to reject the CS voice RAB request because
the admission control entity reports a failure (excluding frozen BTS reason). This
happens before the RRC: RADIO BEARER SETUP message would be sent to the UE.

RRC Setup Failure Causes

Rrc Conn Acc Fail Rnc= The number of RRC access failures caused by reasons not
covered by the other failure counters. When an RNC internal failure occurs before
receiving the RRC: RRC CONNECTION SETUP COMPLETE message from the UE.

Rrc Conn Acc Fail Radio= The number of RRC access failures caused by radio interface
synchronization failure. When the RNC does not receive the RRC: RRC CONNECTION
SETUP COMPLETE message from the UE within 6 seconds, and the RNC has received
the NBAP message which indicates that L1 synchronization has been established
between UE and BTS.

Rrc Conn Acc Fail Ms= The number of RRC access failures caused by UE. When the
RNC does not receive the RRC: RRC CONNECTION SETUP COMPLETE message
from the UE within 6 seconds, and the RNC has received the NBAP message which
indicates that L1 synchronization has been established between UE and BTS.

Rrc Conn Stp Fail Trans= The number of RRC setup failures caused by Transport. When
the RNC decides to reject the RRC connection request due to transport failure. After this,
the RNC sends an RRC: RRC CONNECTION REJECT message to the UE.

Rrc Conn Stp Fail Rnti Allo= Number of RRC setup failures caused by RNTI allocation
failure. When the RNC decides to reject the RRC connection request due to RNTI
allocation failure caused by RRMU overload. After this, the RNC sends an RRC: RRC
CONNECTION REJECT message to the UE.

Rrc Conn Stp Fail Rnc= The number of RRC setup failures caused by RNC internal
reason. When the RNC decides to reject the RRC connection request due to RNC internal
failure. After this, the RNC sends an RRC: RRC CONNECTION REJECT message to
the UE.

Rrc Conn Stp Fail Iub Aal2= The number of RRC setup failures caused by Iub AAL2
transport resource shortage. When the RNC decides to reject the RRC connection request
due to Iub transport resource shortage between RNC and WBTS. After this the RNC
sends an RRC: RRC CONNECTION REJECT message to the UE.

Rrc Conn Stp Fail HC= The number of RRC setup failures caused by Handover Control.
When the RNC decides to reject the RRC connection request because the handover
control entity reports a failure. After this, the RNC sends an RRC: RRC CONNECTION
REJECT message to the UE.

Rrc Conn Stp Fail Frozbs= The number of RRC setup failures caused by frozen BTS.
When the RNC decides to reject the RRC connection request, because the admission
control entity blocks the radio link establishment, to ensure the setup of high priority
calls. After this, the RNC sends an RRC: RRC CONNECTION REJECT message to the
UE.

Rrc Conn Stp Fail Bts= The number of RRC setup failures caused by BTS. When the
RNC decides to reject the RRC connection request due to unsuccessful radio link setup.
After this, the RNC sends an RRC: RRC CONNECTION REJECT message to the UE.

Rrc Conn Stp Fail Ac= The number of RRC setup failures caused by Admission Control.
The reason for the rejection can be uplink power, downlink power, spreading codes or a
temporary failure in the cell common measurement reporting by the BTS. When the RNC
decides to reject the RRC connection request because the admission control entity reports
a failure (excluding frozen BTS reason). After this, the RNC sends an RRC: RRC
CONNECTION REJECT message to the UE.

RAB CS Attempts / Success Ratio

RAB CS SR Attempts= The number of RAB setup attempts for CS voice calls. When the
RNC receives an RANAP: RAB ASSIGNMENT REQUEST message, the purpose of
which is to initiate the establishment of a new CS voice RAB.

RAB CS SR= RAB Success Ratio for AMR Voice [%] over the reporting period. Covers
RAB Active Phase of a call. This is taking into notice just calls which has ended this cell,
but might have been started in other cells.

RAB CS Voice Drops & DCR

RAB CS Voice Drops= Volume of REL99 CS RAB drops. To count the number of lost
RAB for REL99 CS after establishment. (Total number of RAB dropped for REL99 CS).

RAB CS Voice Drop Call Rate= RAB CS Voice Drop Ratio over the reporting period
.Covers RAB Active Phase of a call.

RAB PS Attempts / Success Ratio

RAB PS SR Attempts= The number of RAB setup attempts for PS data streaming calls.
When the RNC receives an RANAP: RAB ASSIGNMENT REQUEST message, the
purpose of which is to initate the establishment of a new PS data streaming RAB.

RAB PS SR= RAB PS Success Ratio [%] over the reporting period. Covers RAB Active
Phase of a call.

RAB PS Drops / Drop Rate

RAB PS Drops= Volume of REL99 PS RAB drops. Total number of RAB dropped for
REL99 PS
RAB PS Drop Rate= RAB PS Drop Ratio over the reporting period .Covers RAB Active
Phase of a call.
Voice Drop & Release Causes

Rab Act Rel Cs Voice Isho= The number of RAB active failures caused by Inter-system
Handover related problem for CS data streaming. When the RAB is released due to some
abnormal reason related to Inter-system Handover issues.

Rab Act Rel Cs Voice Ganho= The number of RAB active failures caused by Generic
Access Network (GAN) Handover related problem for CS data streaming. When the
RAB is released due to some abnormal reason related to GAN Handover issues.

Rab Act Rel Cs Voice Hho= The number of RAB active failures caused by Intra System
Hard Handover related problem for CS data streaming. When the RAB is released due to
some abnormal reason related to Intra System Hard Handover issues.

Rab Act Fail Cs Voice Trans= The number of RAB active failures caused by
Transmission related problem for CS data streaming. When the RAB is released due to
some abnormal reason related to Transmission.

Rab Act Rel Cs Voice P Emp= The number of RAB releases due to pre-emption for CS
voice calls. When the RNC receives an RANAP: RAB ASSIGNMENT REQUEST
(release RAB), or an RANAP: IU RELEASE COMMAND message from the CN after
the RNC has sent an RAB/IU RELEASE REQUEST to the CN with the cause "RAB pre-
empted" - if the RAB type is CS voice.

Rab Act Fail Cs Voice Rnc= The number of RAB active failures caused by some reason
not covered by the other failure counters for CS voice. When the RNC receives either an
RANAP: RAB ASSIGNMENT REQUEST (release RAB) or an RANAP: IU RELEASE

related problem for CS voice. When the RAB is released due to some abnormal reason
related to Iu-interface.

Rab Act Fail Cs Voice Iur= The number of RAB active failures caused by drift RNC
procedures (for example, radio link reconfiguration failure in DRNC) for CS voice. When
the RNC receives either an RANAP: RAB ASSIGNMENT REQUEST (release RAB) or
an RANAP: IU RELEASE COMMAND message from the CN, and the RNC has sent an
IU/RAB RELEASE REQUEST message to the CN before that, and the release is
requested procedure failure in drift RNC, and the RAB type is CS voice. If the CN does
not send a release message to the RNC within certain time period, the RAB is released
anyway and this counter is updated.

with such failure message that the connection must be released, and the RAB type is CS
voice. If the CN does not send a release message to the RNC within certain time period,
the RAB is released anyway and this counter is updated.

Rab Act Fail Cs Voice Bts= The number of RAB active failures caused by BTS (for
example, radio link setup or reconfiguration problem) for CS voice. When the RNC
receives either an RANAP: RAB ASSIGNMENT REQUEST (release RAB) or an
RANAP: IU RELEASE COMMAND message from the CN, and the RNC has sent an
IU/RAB RELEASE REQUEST message to the CN before that, and the release is
requested due to BTS failure, and the RAB type is CS voice. If the CN does not send a
release message to the RNC within certain time period, the RAB is released anyway and
this counter is updated.

Rab Act Fail Cs Voice Radio= The number of RAB active failures caused by radio
interface synchronization for CS voice. When the RNC receives either an RANAP: RAB
ASSIGNMENT REQUEST (release RAB) or an RANAP: IU RELEASE COMMAND
message from the CN, and the RNC has sent an IU/RAB RELEASE REQUEST message
to the CN before that, and the release is requested due to radio interface synchronization
failure, and the RAB type is CS voice. If the CN does not send a release message to the
RNC within certain time period, the RAB is released anyway and this counter is updated.
RAB PS Drop Causes

Rab Act Fail Ps Background xxx= The number of RAB active failures , related problem
for PS data background.

Rab Act Fail Ps Inter Ue= Number of RAB active failures caused by UE for PS data
interactive. When the RNC receives either RANAP: RAB ASSIGNMENT REQUEST
(release RAB) or RANAP: IU RELEASE COMMAND message from the CN, and the
RNC has sent IU/RAB RELEASE REQUEST message to the CN before that, and the
release is requested because the UE is not responding to an RRC message or the UE is
responding with such failure message that the connection must be released, and the RAB
type is PS data interactive. If the CN does not send a release message to the RNC within
certain time period, the RAB is released anyway and this counter is updated.

Soft Handover Attempts & SR

SHO Attempts= Number of active set updates.


SHO SR= Soft Handover Success Rate means branch addition, branch deletion or branch
replacement over the reporting period in the Source Cell of the Soft Handover. It is
compared how many successful Active set updates there are compared to initial
Addition/Replacement/Deletion requests.

ISHO Att\ SR & Conv Rate

Inter System HO Attempts= Number of ISHO attempts, which has been started after
ISHO measurements.
Inter System HO SR= Inter System Hard Handover Success Ratio [%] for the reporting
period in the Source Cell of the Hard Handover.

ISHO Conversion Ratio=

IFHO Att\ SR

SRNC RT/NRT IFHO Attempts= The number of inter-frequency hard handover attempts.
This counter is updated for a measurement object in which source and target cells are
defined. Inter-RNC handovers are counted as well. If cells A and B are in the active set
and inter-frequency hard handover to cell C is attempted, this counter is updated by 1 for
objects (A,C) and (B,C). When the SRNC starts resource allocation for an inter-frequency
HHO. This counter is not updated if the hard handover is prevented by an ongoing layer-
3 procedure.
SRNC RT/NRT IFHO SR= The number of completed inter-frequency hard
handovers.When SRNC successfully ends inter-frequency HHO.

RAB PS Setup and Access Failure Cause
