2005 ASME Code Edition Synopsis

The 2005 Addenda to the 2004 Edition (2005 Addenda) of the ASME Boiler and Pressure Vessel
Code was published on July 1, 2005. The revisions/additions/errata published in these addenda
represent items voted and approved by the ASME B&PV Committee between May 2004 and
February 2005 meetings. The changes associated with the publishing of the 2005 Addenda are
called out by the designation “A05” in the margin next to the revised paragraph. Please note that
the revisions published in the 2005 Addenda do not become mandatory until January 1, 2006.
However, you may begin using them immediately, as long as you identify construction to the
2005 Addenda on the Manufacturers Data Reports.

The Codes and Standards Group of HSB CT prepared the following summary of Code revisions.
Summary tables containing revisions/additions/errata are provided for Sections I, II, III, IV, V,
VIII, IX, X, XI, & XII. In addition to the summary tables for each Code section, an Executive
Summary of the more significant changes in the 2005 Addenda has been provided. This year the
Executive Summary includes additional helpful information about using the Codes in their new
metricated format

Commentary on revisions represents HSB CT's opinion of the changes, and is not intended to be
an official interpretation of the ASME Code. Every effort was made to accurately describe the
addenda changes. However, we caution Code users to always refer to the actual Code rules that
apply and to use this document as a supplementary tool to the Code. Please contact HSB CT’s
Codes & Standards group if further background information is desired on any of the revisions or
Code Cases published.

Code Cases
This Synopsis includes a listing of Code Cases that have been newly approved or revised
between May 2004 and February 2005. Since Code Cases are published four times per year, they
are not actually part of the published Edition, however we use this document as an opportunity to
alert our customers of the significant Code Cases approved during the past year. We have
intentionally not included reaffirmations of Code Cases. However, since ASME has removed
expiration dates from Code Cases, we have included those that have been annulled. The status of
a known Code Case may be found by visiting ASME’s website, www.ASME.org , clicking on
the Codes and Standards tab, and then accessing the BPVC Code Case Database. Many of the
cases listed in our Synopsis have not yet been published in hard copy by ASME; however, you
can always obtain the latest publication status of a Code Case in this database on ASME’s
website.

General Code Revisions

Metrication Issues
The ASME Boiler and Pressure Vessel Codes were “metricated” with the 2004
Edition. The 2005 Addenda contains many corrections to improperly converted values
published in the 2004 Edition. More errors are likely to be found as time passes, so we
encourage you to closely check all numerical values presented in SI units. Significant
concerns have been brought to the attention of the B&PV Committee by Code users
attempting to apply new words in the Foreword, requiring Code users to apply either US
Customary or SI units for compliance with the requirements, as it is not clear what the
Committee’s intent was behind the phrase “one system shall be used consistently
throughout for all phases of construction”. A special Task Group has been formed to
clarify the intent of this phrase and its many implications for Code users. All of these
issues have not been resolved, so we encourage you to pay close attention to our website
www.hsbglobalstandards.com for announcements regarding these developments.

Submission of Technical Inquiries to ASME

Each Code Section contains a Mandatory Appendix providing guidance for Code
users to follow when submitting technical inquiries and requests for Code revisions.
These Mandatory Appendices have been revised for uniformity between Code Sections,
and now provide more detailed information for submitting such requests to the
Committees.

E-1
2005 ASME Code Addenda Synopsis
Executive Summary

Code Revisions By Sections

Section I
PG-14 is added to Section I, listing acceptable materials for use as rivets in riveted
construction. Currently only SA-31 grades A and B are listed. This material was
previously deleted, but has been reinstated in Sections I and II. Subparagraphs of PG-14.1
add provisions for using SA-36 as an acceptable alternative rivet material when SA-31 is
not available.

PG-31.4 introduces a new attachment detail, including a machined backing strip on the
inner surface of a flat head to facilitate welding. This detail is a derivative of former
Figure PG-31 sketch (g). The old detail is redesignated as (g1), and the new sketch added
as sketch (g2). Except for the backing strip area, a full penetration weld whose depth is
equal to the required thickness of the head is required. PG-31.4 provides a C factor for
this detail.

PG-32.1 was extensively revised to clarify the requirements, as well as introduce a couple
of technical changes. In PG-32.1.3 the definition for "single opening" was added for
openings in shells and headers. Previous restrictions on placing openings in the corner
radius (knuckle region) of formed heads were removed, allowing openings other than
water column connections to be placed in this region. Manufacturers may need to revise
their standard designs to comply with these changes.

PG-59, PG-61, PFT-43, PFT-44 & PFT-47 have relaxed requirements for inspection
openings, feedwater connections, blowoffs, gage glasses and safety valves for boilers
which meet the dimensional limits of Part PMB, but are unable to apply Part PMB rules
due to having an MAWP > 100 psi. These revisions are intended to provide more

E-2
2005 ASME Code Addenda Synopsis
Executive Summary
reasonable requirements for smaller boilers commonly used on "live steam" reduced scale
locomotives and traction engines operated by hobbyists.

PG-72.1, PG-73.3.3, PG-73.4.2 & PG-110(e) have removed maximum blowdown limits
for safety valves sent for initial testing and certification, and now require only a
minimum blowdown setting for production valves, which is the primary safety
consideration. Valve manufacturers are no longer required to obtain agreement from
boiler owners or manufacturers for specific blowdown performance requirements, and
testing to demonstrate blowdown performance on production valves is no longer
required. Blowdown adjustments are set per manufacturers’ specifications. This change
may allow safety valves to remain open longer and reseat at lower pressures than they
have before, increasing makeup water lost by relieving valves. It will also remove the
need for accumulation testing of newly installed boilers to verify and/or adjust blowdown
performance.

PW-39.2 imposes PWHT requirements consistent with base metal PWHT requirements
for ferritic filler metals whose Cr content exceeds 3%. Highly hardenable filler metals
developed for joining these base metals are also highly hardenable, but the Code had not
previously considered their hardenability when applying PWHT requirements. This
action may require revisions to production sequencing, and is likely to require
requalification of applicable welding procedure specifications.

Table PW-39 adds a new Table for P-No. 5B, Gr.2 PWHT requirements, now separated
from PWHT requirements for P-No.5A and P-No. 5B, Gr.1. Minimum hold temperature
is increased to 1350oF (730o), and limited to a maximum hold temperature of 1425oF
(775oC). Minimum hold temperature reverts to 1300oF (705oC) when welding dissimilar
metals to P-No.5B, Gr. 2 with nickel based, austenitic, or low Cr (less than 3%) filler
metals. Maximum hold temperature may be increased for certain verified filler metal
chemistries. Corrective actions are included for resolving upper hold temperature limit
violations. This change will require revision of welding procedure specifications and
PWHT procedures for P-No.5B, Group 2 materials. Welding procedure qualification is
dependent upon time and temperature conditions of PWHT, potentially requiring
requalification to comply with construction Code requirements, even though WPS
requalification may not be required per Section IX.

PMB-21 allows a reduced pressure test temperature of 60oF (15oC) for miniature boilers
constructed of P-No.1 and P-No.8 materials. Since these boilers have thinner shells, the
reduced risk of brittle fracture allows this test temperature reduction.

Section II, Part D

Section II, Part D, Nonmandatory Appendix B, “Locating Materials in Stress Tables, and
in Tables of Mechanical and Physical Properties”, was developed as a User’s Guide, but
had been inconspicuously located in the back of the book. This information has been

E-3
2005 ASME Code Addenda Synopsis
Executive Summary
recast as a “Guideline”, and relocated in front of Subpart 1 for the convenience of Code
users. Appendix B has been deleted.

Section III, Division 1

Mandatory Appendix V has modified Form NPV-1, removing Footnote (1) "For
manually operated valves only", allowing use of this Form for documenting valves other
than manual valves. Form NS-1, Certificate of Conformance for Welded Support
Systems, is added to Table V-1000, allowing documentation of welded support
assemblies in lieu of a Data Report form.

NB-2545.1 allows the use of Magnetic Particle examination techniques acceptable in

Section V, Article 7 when examining forgings for Section III, Class 1 construction, even
when a conflict exists with NDE requirements imposed by the material specifications.
This is particularly helpful for examining SA-508 forgings, previously requiring DC
examination techniques by reference to SA-275. The specifications are being revised to
align with this provision, and an associated Intent Interpretation has been issued.

NC-4433 deleted the phrase "using full penetration welds" from line 7, while the General
Note in Figure NC-4433-1 added the words "full penetration", making other types of
welds acceptable.

NC-7314 adds a new final sentence, waiving overpressure relief device requirements for
vessel designs which comply with NB-7120(c) when isolated.
NF-3224 & NF-3324.6(a) now reference Tables U and Y in Section II, Part D for
properties of bolting materials used in Part NF. Previously, Part NF required calculations
based on Sm and S values.

NH-3300 permits using NB-3338 and NB-3339 component stress analyses to evaluate
strain and creep fatigue limits using elastic and simplified inelastic analyses. NH-3600
restricts the use of stress intensification factors (B and C stress indices) to load controlled
stress limits and strain limits based on elastic analyses, and permits detailed stress
component indices for determining strain and creep-fatigue limits using elastic and
simplified inelastic analyses.

Section III, Division 3

Expanded the scope of Section III, Division 3 to include containments for spent nuclear
fuels, and introduced new Part WC for Class SC items based upon Division 1, Class 2
rules, incorporating Code Case N-717. Article WC-1000, Introduction, defines the scope
of Part WC and establishes containment boundaries.

E-4
2005 ASME Code Addenda Synopsis
Executive Summary

Section IV
New scope limits within the Preamble encompass all parts of a boiler within the limits
of the primary supply and return connections, including headers used to connect sections
of cast boilers and other required appurtenances. The inclusion of external headers
connecting cast sections into a completed boiler within the scope of Section IV was not
previously clear.

HC-200 includes cast or welded headers or other appurtenances used to complete the
assembly of a cast sectional boiler within the scope limits of the Preamble, requiring
them to be Code compliant. Previously it was not clear whether the headers should be
Code compliant, or were considered external piping.

HC-402 permits terminating proof tests prior to bursting or rupture, provided the
intended design pressure has been satisfied by the pressure reached when the test is
terminated.

Article HLW-6 changed references to "water heaters" to read "vessels" in several places
(where appropriate), and add references to storage tanks, applying this Article to both
water heaters and storage tanks. HLW-602.4 adds “Part” stamping requirements.

HLW-503.1 broadened its scope to include objects other than water heaters, such as
storage tanks. HLW-503.2 adds burst testing requirements for cast parts constructed
under Part HLW.

Section V
Article 2 adds Mandatory Appendix VIII, adopting the phosphor imaging plate
radiographic technique. Most construction Codes allow any radiographic examination
technique addressed by Section V, Article 2.

Due to the development of "instant on" blacklights not requiring a warm-up period before
they are able to produce adequate levels of black light, the warm-up requirements for
black lights has been eliminated from Article 6, T-676.4 and Article 7, T-777.2. It is
simply required to verify required light intensity with a black light meter prior to use, and
at selected intervals during examinations.

Article 8 adds Mandatory Appendix VI, providing flaw location and sizing techniques
for nonmagnetic materials using Eddy Current testing with surface probes.

New Article 16, Magnetic Flux Leakage (MFL) Examination, contains information
relocated from Article 7, Appendix III, which has been deleted. The principles of
Magnetic Flux Leakage (MFL) examination are substantially different from principles of
Magnetic Particle Examination, requiring them to be handled separately.

Executive Summary

Section VIII, Division 1

UG-4 and UG-20 clarify that the maximum allowable design temperatures given in the
Applicability Column of Section II, Part D Tables 1A, 1B and 3 are absolute limits for
Code Materials. These stress tables (especially the metric version of II-D) provide
allowable stress values at temperatures greater than the maximum allowable design
temperatures, to allow the designer to interpolate for intermediate temperatures that are
acceptable. The presentation of stress values for temperatures greater than the maximum
allowable design temperature given in the Applicability Column does not imply material
acceptability for use at these temperatures. For example, allowable stresses are published
for SA-537 plate up to 700F for Section III applications; however per the Applicability
Column, this material can only be used up to 650F for Section VIII, Division 1.

New paragraph UG-6(b) for forgings refers to UG-14 for forged bar limitations. New
paragraph UG-14(b) explicitly prohibits the use of rod and bar for certain applications
(flanges, elbows, return bends, tees), while allowing its use for small diameter hollow
parts (NPS4 and smaller) consistent with the ASTM/ASME material specifications for
forgings and fittings. UG-14 had previously only permitted the use of rod or bar for
components with primarily axial tension or bending stresses parallel to the axis of the bar,
as supported by published Interpretation VIII-1-92-95. The primary concerns with using
rod or bar for nozzles, fittings, heads or shells are center segregation or porosity, axial
defects such as stringers or laminations, and lower transverse mechanical properties
oriented in the direction of the highest primary membrane stress (such as hoop stress of a
cylinder) or primary bending stress (such as with a flat head). Code Cases 2148, 2155,
and 2156 continue to provide an alternative for using rod and bar for shells, nozzles and
heads greater than NPS4.

Revised Footnote 6 for UG-11(a)(1) clarifies the definition of standard pressure parts
produced to a manufacturers standard. Manufacturer’s standards must provide pressure-
temperature ratings, and parts must be adequately described in the manufacturer’s
literature. The Manufacturer of the completed vessel must also be satisfied all parts
produced to a Manufacturer's standard comply with all the applicable rules in the Code,
and are suitable for the design conditions of the vessel. For example, if a vessel
Manufacturer purchases a bolted clamp assembly per a Manufacturers standard, he must
verify that all applicable Code rules are satisfied, such as the need for a bolt retainer, as
well as the minimum bolt size specified by Appendix 24.

UG-101(a)(4) adds requirements for transferring proof test documentation when a change
in ownership occurs. The requirements closely parallel those in Section IX for
transferring ownership of welding documentation.

UG-129(e) adds requirements for marking rupture disk holders with the ASME Code
symbol and year built. This is a NEW requirement for these devices, so Manufacturers
and users of these devices should take note.

E-6
2005 ASME Code Addenda Synopsis
Executive Summary
Table UCS-56 has corrected the minimum PWHT hold temperatures for P-No.1 and P-
No.10B materials from "1200 (650)" to read "1100 (595)".

Table UHA-32, P-No.6 increases the minimum PWHT hold temperature from "1250
(677)" to read "1400 (760)", based upon industry experience that 1250F is inadequate.
The new requirements match those of Section I. This action requires revision of welding
procedure specifications and PWHT procedures for P-No.6 materials. Though welding
procedure requalification may not be required by Section IX, it may be necessary for
compliance with the construction Code requirements.

UHA-51(a)(4) now permits Submerged Arc Welding (SAW) for constructing vessels of
Part UHA materials with MDMTs colder than -320F. This welding process had been
excluded without sound technical justification.

Appendix 2 added mandatory flange rigidity calculations in 2-14, formerly appearing in

Nonmandatory Appendix S. Custom flange manufacturers please note, this may require
an increase in thickness for previously designed flanges to satisfy the allowable stress
limits. Recommended minimum gasket contact width are added in Table 2-4, and new
paragraph 2-15 refers to optional flange assembly guidelines “ASME PCC-1 2000,
Guidelines for Pressure Boundary Bolted Flange Joint Assembly”, a newly developed
standard representing industry best practices for bolted assembly procedures and
guidelines for qualifying assemblers.

Appendix 28, 28-2(f)(4) allows Manufacturers to waive qualification testing for corner
joint welds in box headers when the ratio a2/ts exceeds the value of “K” shown in the
Table attached to Fig. 28-1(b). Special weld qualification tests were previously required
when welding double bevel corner joints if not satisfying “a + b > 2ts” per Fig. UW-13.2.
This change may result in a savings of time and money for box header heat exchanger
Manufacturers who can meet this requirement.

Section VIII, Division 2

Table AF-402 increases the minimum PWHT hold temperatures for P-No. 4 from “1100
(593)” to “1200 (650)”. Research and industry experience have shown these increases are
necessary to adequately temper the weld metals and/or heat affected zones.

Section VIII, Division 3

KG-311.14 and KG-324 require the User's Design Specification to indicate the
applicable Code Edition, Addenda, and relevant Code Cases to be applied to the design;
and for the Manufacturer's Design Report to address their fulfillment. A Footnote added
to KG-311.14 and KG-324(a) allows certification of the Users Design Specification and

E-7
2005 ASME Code Addenda Synopsis
Executive Summary
the Manufacturers Design Report by more than one RPE, when multiple engineering
specialty experts are needed to address various design aspects. The collective certification
must cover all design elements indicated in the reports.

KM-101 requires material test reports to "consist of a Materials Manufacturer's certified

material test report showing numerical results of all required tests..". These are more
detailed requirements than previously given, so all Manufacturers using Section VIII,
Division 3 should take note.

Article KF-11 adds requirements for welding age hardened stainless steels. This practice
was previously prohibited, but is now permitted when performed in compliance with the
requirements.

KS-310 and KS-320 require the retention of radiographs and other specified production
documents for a minimum of five years. This is a new requirement, so all
Manufacturers using Section VIII, Division 3 should take note.

Section IX
QW-381.3 permits welders previously qualified on groove welds to expand qualifications
to include deposition of corrosion resistant weld metal overlay, eliminating special
welder qualification testing for overlay welding. This provision applies only when the
base metals and weld metals are the same as qualified for groove welding, and deposit
chemistry is not specified in the WPS for the weld metal overlay.

Section X
RD-1172.1 applies a fully documented approach to external pressure design calculations
based on the rigorous NASA SP-8007 Solution for lateral and longitudinal pressure. This
new approach more accurately represents the anisotropic properties of composites and the
contribution of both the axial and hoop properties of each laminate combination.

Section XI
New paragraph IWA-4411(i) permits weld overlay repairs of Class 1, 2, and 3 austenitic
stainless steel piping, and references new Appendix Q requirements for repair and
inspection. Previous paragraph IWA-4411(i) was redesignated as IWA-4411(h).

IWL-5210(b) exempts pressure test requirements of IWL-5000 for minor repair or

replacement activities not affecting structural integrity of the containment. The
Engineering Evaluation Report (IWL-3310) is required to demonstrate that the

E-8
2005 ASME Code Addenda Synopsis
Executive Summary
containment satisfies the original design criteria prior to and during performance of the
repair/replacement activity.

Appendix I adds paragraphs I-3200(c) & (d), I-3310, I-3320, deletes I-3400, and revised
I-3300 to define coverage requirements for dissimilar and overlaid piping welds and
nozzle inside corner region. The changes allow Appendix VIII qualified procedures to be
used for UT examination of the RPV flange welds and other vessel welds, in lieu of
Article 4 Section V.

Nonmandatory Appendix Q adds requirements for performing preservice inspections,

including additional examinations, examination category table requirements,
reevaluations, glossary of terms, risk calculations, change-in-risk evaluation
requirements, and the use of risk-informed methods.

Synopsis of the 2005 Addenda to the ASME Code

Code Book: I
Part:
Subpart/Table: Preamble

Paragraph Type Subject

Introduction Errata Returned the title to "Preamble" from a previously unintended change to "Introduction"

Subpart/Table: Part PG

Paragraph Type Subject

PG-9.1 Revision Deleted acceptability of SA-53, Grade F from Section I construction in Section II, Part D. This
welded pipe material is manufactured using an inferior welding process, and is deemed
unsuitable for use in Section I construction, even with very limited allowable stresses and
temperature ranges. PG-9.1 retains SA-53 as an acceptable specification, as other acceptable
grades of this material may be used.
PG-14 Revision PG-14 has been added to Section I, listing SA-31 as an acceptable rivet material for use in
Section I construction. This material was previously deleted, but is being reinstated into
Sections I and II. Note: The publication of SA-31 did not make the A05 Addenda. ASME is
considering an interim solution.
PG-14.1.1 & PG-14.1.2 Revision Added PG-14.1.1 and PG-14.1.2, allowing use of SA-36 as an alternative rivet material when
SA-31 is not available. Additional mechanical tests from SA-31 are required, and the allowable
stress values for SA-31 Grade B are applied. Note: The publication of SA-31 in Section II did
not make the A05 Addenda. ASME is considering an interim solution.
PG-19 Revision Added UNS S30815 under SA-182, SA-213, SA-240, SA-312, and SA-479 to PG-19 for cold
forming strain evaluation. This material was formerly permitted under Code Case 2033-2, but
is now incorporated into Section II.
PG-19 Revision PG-19 has deleted Figure PG-19 and the formulas of PG-19(d) for calculating forming strains
for swages, flares, and upsets; and simply requires stress relieving of these forms for all listed
materials regardless of the actual strain created by cold forming. The formatting of PG-19 has
been simplified, and references to swages, flares, and upsets in the General Note for Table
PG-19 have been deleted.
PG-31 Errata Changed PG-31.1, Footnote 11 reference to "Introduction" to read "Preamble". PG-31.2 deleted
the unused variable "te" and its definition from the nomenclature, removing potential conflicts
with reinforcement calculation nomenclature.
PG-31.4 & Figure PG-31 Revision Figure PG-31, sketch (g2) and PG-31.4 introduce a new attachment detail for flat heads, using
an integral machined backing strip at the root opening to facilitate welding. This detail is a
modification of former Figure PG-31 sketch (g), now redesignated as (g1), and the new sketch
(g2) added. Except for the backing strip area, the weld is full penetration, with a minimum
required weld depth equal to the minimum required thickness for the head. This detail is limited
to shell or header diameters not greater than NPS 4. PG-31.4, Footnote 14 was revised to
accomodate the redesignation of sketch (g) to (g1) and the addition of sketch (g2) to existing
radiographic exemptions for this type of joint.
PG-32 & PG-44.1 Errata The SI Unit equation for "d" in Note (c) of Fig. PG-32 has been corrected to replace the factor
"69.9" with "8.08", and the spelling of "Customery" has been corrected to "Customary". In
PG-44.1 the dimension "150 mm" has been corrected to "300 mm", which is the correct hard
conversion value for 12 inches.

HSB Code Services
Synopsis of the 2005 Addenda to the ASME Code

PG-32.1 Revision PG-32.1 was extensively revised to clarify the requirements and introduce minor technical
changes. The definition of a "single opening" in shells and headers was added to PG-32.1.3.
Openings placed in the corner radius (knuckle region) of a formed head are no longer restricted
to water column connections.
PG-35 Revision The ring frame of a fireside access opening in a firetube boiler waterleg serves as a line of
support for the penetrated surfaces, and does not weaken the plates, making reinforcement
calculations for such openings unnecessary. This revison clarifies this concept.
PG-42.1.8 Revision Corrected reference in PG-42.1.8 from "PG-4.11" to read "PG-42.1.11".
PG-59.3.5 & PG-61.3 Revision Alternative requirements for inspection openings, feedwater connections, blowoffs, gage glasses
and safety valves have been added to PG-59.3.5 and PG-61.3 for boilers meeting the
dimensional limitations of Part PMB, but unable to apply Part PMB rules because their
MAWP is greater than 100 psi. These revisions are intended to provide more reasonable
requirements for small boilers used on "live steam" reduced scale locomotives and traction
engines operated by hobbyists.
PG-72.1, PG-73.3.3, Revision This action removes maximum blowdown limits for safety and safety relief valves, leaving only
PG-73.4.2, PG-110(e) a required minimum blowdown equal to the greater of 2 psi or 2% of set pressure. The valve
manufacturer is no longer required to obtain agreement from the boiler owner or manufacturer
for specific blowdown settings, and requirements to test and demonstrate blowdown
performance on production valves were removed. Once the minimum blowdown percentage has
been demonstrated on the prototype safety valve during certification testing, the blowdown
adjustment settings used on the prototype become the Manufacturer's standard settings for all
production valves.
PG-73.2.3 Revision Revised PG-73.2.3 to clarify material requirements for safety valves by reference to ASME
B16.34 for pressure retaining bolting materials.
PG-73.3.4 Revision Revised PG-73.3.4 to allow the transfer of unmodified safety valve parts in sealed and marked
packages between authorized safety valve assemblers, provided the receiving organization has
controls in their QC program for the procurement and acceptance of such parts, and both
parties have "V" or "UV" Certificates of Authorization. This action incorporates provisions of
Interpretation I-98-02 into Code words.
PG-99 Errata The second paragraph of PG-99 has deleted a comma after "required", and changed the
semicolon after "paragraph" back to a comma. These changes were not intended, and tended to
obscure the meaning of the sentence.
PG-104.1 & PG-109.1 Errata PG-104.1 and PG-109.1 revised references to the "Introduction" to read "Preamble".
PG-106 Errata Figure PG-106 and PG-106M: changed "or" to "and" in the heating surface information line of
the stamping arrangement, indicating that both the generating banks and waterwalls are to be
included in the total heating surface.
PG-109.3 Revision Clarified the design capabilities of a "PP" Stamp Holder as being limited to welded piping
fabrication per B31.1. Designs for boiler proper, or parts thereof, must be performed by an "S"
Stamp Holder when these items are fabricated by a "PP" Stamp Holder under the provisions of
PG-109.3.
PG-112.3 Errata PG-112.3 revised reference to "PG-112.2.4(2)" to read "PG-112.2.4(b)".

Subpart/Table: Part PW

Synopsis of the 2005 Addenda to the ASME Code

PW-39.2 Revision PW-39.2 now imposes PWHT requirements for ferritic filler metals whose Cr content exceeds
3%, for greater consistency with base metal requirements. These highly hardenable filler metals
were developed for joining base metals of similar chemistry, but associated PWHT requirements
had not been considered. These new requirements may require changes to previous production
sequences, and potentially require requalification of welding procedure specifications.
PW-41.5.1 Errata PW-41.5.1 revised incorrect reference "ANSI" to read "ASME"
PW-53 Revision PW-53 and its associated Figures were revised to clarify their applicability, and the
requirements for test specimen size, location and orientation, improving the clarity of reduced
size tension specimen requirements.
Table PW-11, PW-41.5.6 Revision The 850 F (455 C) furnace gas temperature criteria applied to acceptable types of welds, shell
extensions beyond tubesheets, and radiographic or ultrasonic examination requirements lacked
sound technical justification. It has been removed to improve consistency with the general
design philosophy of Section I, using mean metal temperatures and not gas temperatures.
Table PW-39, P-No. 5B Revision Table PW-39 has created a separate Table for P-No. 5B, Group 2 materials, divorcing these
Gr. 2 requirements from those given for P-No.5A and P-No. 5B, Group 1. Minimum specified
holding temperature has increased to 1350F (730C), but reverts back to 1325 for thicknesses
not greater than 1/2", and 1300F (705C) when welding dissimilar metals to P-No.5B, Gr. 2 with
nickel based, austenitic, or low Cr (less than 3%) filler metals. An upper limit on holding
temperature of 1425F (775C) is now imposed, which may be increased if the filler metal
chemistry is verified to meet qualifying conditions. Corrective actions are given for remediating
weldments whose upper holding temperature limits have been exceeded. This action may
require revision of welding procedure specifications and PWHT procedures for P-No.5B,
Group 2 materials. Welding procedure requalification is dependent upon time and temperature
conditions of PWHT, and may require requalification to comply with construction Code
requirements, even though requalification may not be required per Section IX.
Table PW-39, P-No.4 Errata Note (1)(a) previously consisted of subparts (1) through (4). The publisher inadvertently
removed DELETED subpart (1)(a)(1) shown in the 2001 Edition, 2003 Addenda, and
renumbered the remaining subparts, without revising other text areas to address the subpart
renumbering. This did not affect exemptions in Note (1)(a), but impacted exemptions in Note
(1)(c), which referenced (1)(a)(2) and (1)(a)(3). The text was restored to its previous
appearance.

PWT-11.4 Revision The 850 F (455 C) furnace gas temperature criteria applied to acceptable types of welds, shell
extensions beyond tubesheets, and radiographic or ultrasonic examination requirements lacked
sound technical justification. It has been removed to improve consistency with the general
design philosophy of Section I, using mean metal temperatures and not gas temperatures.

PFT-11.3.5 Revision The 850 F (455 C) furnace gas temperature criteria applied to acceptable types of welds, shell
extensions beyond tubesheets, and radiographic or ultrasonic examination requirements lacked
sound technical justification. It has been removed to improve consistency with the general
design philosophy of Section I, using mean metal temperatures and not gas temperatures.
PFT-40 Revision The ring frame of a fireside access opening in a firetube boiler waterleg serves as a line of
support for the penetrated surfaces, and does not weaken the plates, making reinforcement
calculations for such openings unnecessary. This revison clarifies this concept.
PFT-43, PFT-44 & Revision Alternative requirements for inspection openings, feedwater connections, blowoffs, gage glasses
PFT-47 and safety valves have been added to PFT-43.1, PFT-43.2, PFT-43.3, PFT-44, PFT-47.1, and
PFT-47.2 for boilers meeting the dimensional limitations of Part PMB, but unable to apply Part
PMB rules because their MAWP is greater than 100 psi. These revisions are intended to
provide more reasonable requirements for small boilers used on "live steam" reduced scale
locomotives and traction engines operated by hobbyists.

Subpart/Table: Part PFH

Paragraph Type Subject

PFH-1.6 Revision Revised PFH-1.6 to clarify that Form P-5 is no longer considered a Master Data Report.
Deleted the list of Master Data Reports, and referenced PG-113 for Master Data Reports.
Associated revisions to the Code were previously published, but this reference had been
overlooked.

Subpart/Table: Part PMB

Paragraph Type Subject

PMB-21.1.1 Revision PMB-21.1.1 now permits a minimum hydrostatic test temperature of 60F (15C) for miniature
boilers constructed of P-No.1 and P-No.8 materials. Since these boilers have thinner shells, the
reduced risk of brittle fracture permits a reduction in test temperature as a convenience.

Subpart/Table: Part PEB

Paragraph Type Subject

PEB-15.3 Revision PEB-15.3 permits installation of pressure relief valves at angles up to 30 degrees from vertical,
when space does not permit vertical installation. Alternative installation provisions require
verifying the suitability of the valve for the proposed installation, and ensuring adequate
drainage of downstream cavities.

Subpart/Table: Appendix I

Code Book: VIII-1

Part:
Subpart/Table: Introduction

Paragraph Type Subject

Table U-3 Revision Added standard ASME PCC-1 2000, "Guidelines for Pressure Boundary Bolted Flange Joint
Assembly” to Table U-3. ASME PCC-1 provides recognized and generally accepted good
practices for completing bolted flanged joints.
U-1(c)(2)(h) Revision Revised U-1(c)(2)(h) to add a reference to Appendix 9, 9-1(c). This paragraph cites a situation
where a jacketed vessel could actually be within the scope of the Code, depending upon the
pressure rating of the vessel and the jacket attached to the vessel. This is not a new requirement,
but draws greater attention to this possibility for consideration.

Subpart/Table: Part UG

Paragraph Type Subject

UG-4(a) & UG-20(c) Revision UG-4 and UG-20 were revised to clarify the maximum allowable design temperature limits
given in the Applicability Column of Section II, Part D Tables 1A, 1B and 3 are an absolute
limit for Code Materials. The stress tables (especially the Metric version of II-D) have
provided allowable stress values at temperatures greater than the maximum design temperatures,
allowing the designer to interpolate for intermediate temperatures which are acceptable. The
presentation of stress values associated with these temperatures does not permit use of these
materials at temperatures greater than the maximum allowable design temperature given in the
Applicability column. As an example, allowable stresses are published for SA-537 plate up to
700F; however per the Applicability column, this material can only be used up to 650F for
Section VIII, Division 1.
UG-6(b) & UG-14(b) Revision New paragraph UG-6(b) restricts the use of forged rod and bar to the limitations of UG-14.
New paragraph UG-14(b) explicitly prohibits the use of rod and bar for certain applications
(elbows, return bends, tees and header tees), while allowing its use for small diameter hollow
parts (NPS4 and smaller) consistent with the ASTM/ASME material specifications for forgings
and fittings. Previously, UG-14 specifically limited use of rod or bar for producing components
with primarily axial tension or bending stresses parallel to the axis of the bar, as supported by
Interpretation VIII-1-92-95. Primary concerns for using rod or bar to construct nozzles,
fittings, heads or shells are center segregation or porosity, axial defects such as stringers or
laminations, and lower nominal transverse mechanical properties radial to the centerline, which
is the direction of the highest primary membrane stress (such as hoop stress of a cylinder) or
primary bending stress (such as with a flat head). Code Cases 2148, 2155, and 2156 continue to
provide an alternative for using rod and bar for shells, nozzles and heads greater than NPS 4.
UG-11(a)(1), Footnote 6 Revision Revised Footnote 6 for UG-11(a)(1) clarifying the definition of standard pressure parts
produced to a Manufacturer's standard. Manufacturer's standards must provide
pressure-temperature ratings, and the parts must be adequately described in the Manufacturer's
literature. The Manufacturer of the completed vessel must also be satisfied all parts produced
to a Manufacturer's standard comply with all the applicable rules in the Code, and are suitable
for the design conditions of the vessel. As an example, a vessel Manufacturer purchasing a
bolted clamp assembly per a Manufacturers standard must verify that all applicable Code rules,
such as bolt retainer and minimum bolt size requirements of Appendix 24, have been satisfied.

Synopsis of the 2005 Addenda to the ASME Code

UG-32(a), UG-33(a) & Revision The geometry of Fig.1-6(a) has been found acceptable for attaching bolting flanges to ellipsoidal,
UG-35.1 torispherical, hemispherical and toriconical heads for pressure either on concave side (UG-32)
or convex side (UG-33), for heads with skirts meeting the dimensions shown in Fig. 1-6(a).
UG-32(a) and UG-33(a) were revised to require heads with bolting flanges to meet the
requirements of UG-35.1, which references Appendix 1, paragraph 1-6. UG-35.1 was revised to
remove specific references to spherically dished covers, allowing it to address all types of
bolted flanged covers with a dished center.
UG-32(c), (d) & (e) Revision Revised UG-32(c), (d) and (e) to base the t/L limit on specified head thickness, instead of
required head thickness. Added a definition for "ts", which is the "minimum specified thickness
of the head", and changed "t/L" in each location to read "ts/L".
UG-37(g) Revision Relocated the rules for telltale holes for nozzle reinforcement from UW-15(d) to UG-37(g).
UG-44(i) Revision UG-44(i) was revised to include long weld neck flanges (forged nozzle flange) meeting the
dimensional requirements of B16.47. When the dimensional requirements are met, the pressure
and temperature ratings assigned by B16.47 may be applied to both the flange and the nozzle.
UG-84 Revision Revised General Note (b) of Fig. UG-84.1 and Fig. UG-84.1M to address rounding of CVN
average energy values when considering their acceptability.
UG-101(a)(4) Addition New paragraph UG-101(a)(4) adds provisions for transferring ownership of proof test
documentation when a change in corporate ownership occurs. The provisions closely parallel
those found in Section IX for transferring ownership of welding documentation.
UG-116(h), Form U-2, Revision UG-116(h) has been revised regarding marking requirements for Code Parts. Required marking
Form U-2A may be applied by either stamping or a nameplate. Parts may be stamped without pressure
testing prior to shipment, but the deletion of testing must be noted on Partial Data Report.
Small parts (5 in. OD and under) may be marked with a coded identification acceptable to the
AI and traceable to the Partial Data Report. A new "Identification of Parts" block was added to
the Partial Data Reports (Forms U-2 and U-2A).
UG-116(a)(5) Errata UG-116(a)(5) adds "(C)" to the text for degrees Celsius.
UG-125(a), UG-125(d) & Revision Revised UG-125(a) to more fully address the responsibilities of the vessel user for selection and
UG-135(a) installation of pressure relief devices. UG-125(d) and UG-135(a) now allow placement of the
pressure relief device in alternative locations which are most effective for the anticipated
operating conditions of the device.
UG-129(e) Revision UG-129(e) adds requirements for marking rupture disk holders with the ASME Code symbol
and year built. This is a NEW requirement for these devices, so Manufacturers and users of
these devices should take note.
UG-133(c) Revision UG-133(c) now allows vessels connected by piping without intervening valves or having valves
meeting the requirements of Appendix M, M-5 to be treated as one unit when determining
required relieving capacity.
UG-136(b) & UG-137(b) Revision UG-136(b) and UG-137(b) were revised to clarify that pressure retaining materials, including
bolting, used to construct pressure relief valves and rupture disk devices must be Code
acceptable materials that are listed In Section II, Part D. Deleted redundant parenthetical
references to UG-20 for toughness requirements, which are already addressed within the text.

Subpart/Table: Part UW

Paragraph Type Subject

UW-13(b)(5) Revision The geometry of Fig.1-6(a) has been found acceptable for attaching bolting flanges to ellipsoidal,
torispherical, hemispherical and toriconical heads for pressure either on concave side (UG-32)
or convex side (UG-33), for heads with skirts meeting the dimensions shown in Fig. 1-6(a). To
facilitate this requirement, UW-13(b)(5) was added to reference requirements for bolting flanges
to be attached to formed heads per 1-6.

and SA-479, incorporating Code Case 2458. This alloy has been assigned P-No.45.
UHA-32, P-No.6 Revision Increased the minimum specified holding temperature in Table UHA-32 for P-No.6 from "1250
(677)" to "1400 (760)", based upon industry experience that the previous value was inadequate.
The new value was selected to match the requirements of Section I. This action requires revision
of welding procedure specifications and PWHT procedures for P-No.6 materials. Though
welding procedure requalification is not required by Section IX, it may be necessary for
compliance with the construction Code requirements.
UHA-51(a)(4) Addition UHA-51(a)(4) now permits using the Submerged Arc Welding (SAW) process for construction
of vessel of Part UHA materials with MDMT colder than -320F. This welding process was
previously excluded without sound technical justification.

Appendix 2, 2-14 Addition In addition to some minor editorial changes, Appendix 2 has added mandatory flange rigidity
calculations in 2-14, formerly appearing in Nonmandatory Appendix S. Custom flange
manufacturers please note, this may require an increase in thickness for previously designed
flanges to satisfy the allowable stress limits. Recommended minimum gasket contact widths
were added to Table 2-4. A new paragraph 2-15 refers to optional flange assembly guidelines
“ASME PCC-1 2000, Guidelines for Pressure Boundary Bolted Flange Joint Assembly”. This
is a standard describing best industry practices for bolted assembly procedures and guidelines
for qualifying assemblers.

Introduction Errata Corrected "2001" to read "2004" in the third paragraph of the Introduction to address the
current Edition of the Code.

Subpart/Table: Article I

Paragraph Type Subject

QW-161.1 Revision By revising words in the second paragraph of QW-161.1 to read "a thickness of "1-1/2 inch and
greater", it is permitted to prepare side bend specimens from materials exactly 1-1/2 inches
thick. Previously the words read "greater than 1-1/2 inch". This simplifies specimen preparation
by allowing bend specimens approximately 3/4 in. wide from materials exactly 1-1/2 in. thick.
QW-191.1(b) Revision QW-191.1(b) deleted references to T-285 in Article 2, Section V. The referenced information
has been relocated, and it was determined that direct references are not necessary. Also changed
"penetrameter" in QW-191.1(a) & (b) to read "image quality indicator", conforming with recent
Section V terminology updates.
QW-196 Revision Revised QW-196 to address separate qualification requirements for spot, projection, and seam
resistance welds; including specimen preparations, required testing and acceptance criteria.
Previously the requirements were too generic, lacking sufficient detail to produce meaningful
testing.
QW-199 Revision QW-199 adds requirements for qualifying the flash welding process to weld other than tubular
cross sections. QW-219 and QW-402.19 were also revised to complement this action.

Subpart/Table: Article II

QW-381.3 Revision New paragraph QW-381.3 allows welders previously qualified on groove welds to also be
considered qualified for depositing corrosion resistant weld metal overlay, eliminating the need
for separate welder qualification testing for overlay welding. This provision is valid only for
situations where the base metals and weld metals qualified by groove welding are the same as
those to be used for overlay welding, and where the WPS for applying the weld metal overlay
does not specify a deposit chemistry.
QW-384 Revision Revised QW-384 to address separate qualification requirements for spot, projection, and seam
resistance welds; including specimen preparations, required testing and acceptance criteria.
Previously the requirements were too generic, lacking sufficient detail to produce meaningful
testing.

Synopsis of the 2005 Addenda to the ASME Code

Code Case 2444 Addition Code Case 2444 allows early implementation of revisions to the requirements for inspection
openings, feedwater connections, blowoffs, gage glasses and safety valves for boilers meeting
the dimensional requirements for Part PMB, but which are not eligible to apply Part PMB rules
with an MAWP > 100 psi. The revisions apply more reasonable requirements for smaller
boilers used in "live steam" reduced scale locomotives and traction engines operated by
hobbyists.
Code Case 2446 Addition Code Case 2446 permits the use of a pilot operated safety relief valve on economizers. Spring
loaded safety relief valves typically experience excessive wear due to chattering during boiler
startups. Using a pilot operated valve allows for smoother operation and reduced chattering.
Code Case 2449 Addition Adopted Code Case 2449, permitting a reduction of the inside corner radius dimensions shown
in Figure UW-16.1 and Figure ULW-18.1 for Section VIII, Division 1 construction.
Code Case 2450 Addition Adopted Code Case 2450, permitting the use of UNS S38815 austenitic stainless steel for
Section VIII, Division 1 construction.
Code Case 2452-1 Revision Revised Code Case 2452 to allow for external pressure design using external pressure chart
HA-5.
Code Case 2452-1 Revision Revised Code Case 2452 to delete the maximum thickness limit of 1".
Code Case 2458 Addition Code Case 2458 permits the use of UNS S31277 materials for Section I and VIII, Division 1
construction. Material is assigned P-No.45. External pressure charts to be added after
preparation is complete.
Code Case 2458-1 Revision A new external pressure chart specific to this alloy was developed and added to the Case.
Code Case 2466 Addition Adopt Code Case 2466, permitting the use of the submerged arc welding process for
construction under UHA-51(a)(4). This process had been unnecessarily excluded from this
paragraph, and this implementing Code Case will allow its use until the revisions appear in
publication.
Code Case 2472 Addition Adopted Code Case 2472, providing an external pressure chart for SB-161, N02200 up to 400F
for Section VIII, Division 1 construction.
Code Case 2472 Revision Annulled Code Case 2472 due to its incorporation into Section II, Part D.
Code Case 2473 Addition Adopt Code Case 2473 to classify nominal 33Cr-32Ni-31Fe-Mo-Cu (UNS R20033) bare wire
conforming to AWS A-5.9 as F-No. 45 filler metal.
Code Case 2474 Addition Code Case 2474 allows early implementation of a derivative design of the Figure PG-31 sketch
(g) attachment detail, redesignating this sketch as (g1), and adding a new version as sketch (g2)
which includes a machined backing strip on the inner surface of the head to facilitate attachment
welding. With the exception of the backing strip area, the weld is still a full penetration weld.
Text revisions to PG-31.4 address the assignment of a C factor for this detail, and requiring the
minimum weld depth to meet the minimum thickness required for the head.
Code Case 2475 Addition Adopted Code Case 2475, permitting the use of 18Cr-9Ni-2.5W-V-Cb austenitic seamless steel
tube (XA704) for Section I construction
Code Case 2476 Addition Implementing Code Case 2476 has been approved to allow the immediate use of a radiographic
technique using a phosphor imaging plate in lieu of radiographic film, while awaiting publication
of Appendix VIII to Article 2 in the 2005 Addenda. Most construction Codes will allow use of
this radiographic examination technique by their reference to Section V, Article 2 for
radiographic examination with no further actions.
Code Case 2478 Addition Adopted Code Case 2478, permitting the use of SB-247, 6061-T6 aluminum alloy die and hand
forgings in Section VIII, Division 2 construction at temperatures not exceeding 300F.
Code Case 2484 Addition Adopted Code Case 2484, permitting the use of Nickel alloy UNS N06035 for Secvtion VIII,
Division 1 construction up to 800 F (427 C).
Code Case 2487 Addition Adopted Code Case 2487, permitting the use of breaking pin devices for pressure relief
protection to comply with the requirements of UG-125 for unfired steam boilers produced to
Section VIII, Division 1 requirements.

Minimum Specified Yield Strength of 35 ksi, for use with the construction of Section III.
Division 1 Class 2 and 3 Components.
Code Case N-4-12 Revision Revise Code Case N-4-11, Special Type 403 Modified Forgings or Bars, to include a second
heat treated strength level of this material previously covered in Code Case N-2, which was
annulled in January 1981.
Code Case N-595-4 Revision Revised Code Case N-595-3 to permit the use of progressive surface NDE in lieu of RT when
examining closure welds, and to clarify the use of helium leak testing as an alternative to
pressure testing.
Code Case N-504-3 Revision Revised to correct references to IWA-4410 and Tables IWB-3641-5 and IWB-3641-6, as the
referenced information has been relocated in subsequent Code revisions. Clarified applicability
to axial flaws and acceptance of laminar flaws.
Code Case N-712 Addition Revised to offer the alternative that a surface examination need only be performed during each
interval for socket weld areas identified as susceptible to outside surface attack. Additionally,
for all areas identified as susceptible to thermal fatigue a VT-2 at operating pressure shall be
performed during each refueling outage.
Code Case N-703 Revision Adopted Code Case N-703, permitting the use of strain hardened austenitic materials at lower
design stress values for Section II, Division 1 Class 1 valves. This material is currently
permitted only for fittings.
Code Case N-643-2 Revision N-643-1 was revised to include new fatigue crack growth curves for environmentally assisted
cracking (EAC) applicable to ferritic steels with low and medium sulfur content (less than or
equal to 0.013 wt-percent). Also, the threshold level for sulfur content below which ferritic
steel will not be susceptible to EAC has been changed from 0.005 wt-percent to 0.004
wt-percent based on review of recent/additional data.

number of examinations currently required in ASME Section XI, IWX-2430 to address NRC
limitations established in Regulatory Guide 1.147, Rev. 13.
Code Case N-373-3 Revision Revised Code Case N-373-2 to remove applicability for P-No.5B, Group 2 materials, since the
lower PWHT temperatures do not sufficiently temper this material.
Code Case N-593-1 Revision Revised to remove requirements for the examination of the nozzle inside corner region, and
require examination of the remaining examination volume, incorporating NRC comments on
N-593 as necessary to get the Code Case approved for generic use in a future revision of
Regulatory Guide 1.147.
Code Case N-707 Addition Adopted Code Case N-707 to permit the use of SA-537, Class 1 plate materials for Section III,
Division 3 construction of spent fuel containers.

Synopsis of the 2005 Addenda to the ASME Code

Code Case N-494-4 Revision Revised Code Case N-494-3 to expand the applicability of the failure assessment diagram
approach to include Class 2 and 3 piping. This action also revises the failure assessment
diagram limit load cutoff equation so that it is consistent both with the use of separate
structural factors on membrane and bending stresses and with the allowable primary bending
stress of Appendix C.
Code Case N-732 Addition Adopted Code Case N-732 to permit the use of AC magnetizing current examination techniques
for SA-508 forgings. Previously this material required examination using DC magnetizing
current only per SA-275. SA-508 is being revised to permit this technique for future use.
Code Case N-7 Revision Annulled Code Case N-7 due to its incorporation into Section III, Division 1.
Code Case N-731 Addition Adopted Code Case N-731 to allow a reduction in the Class 1 system leakage test pressure
requirements for portions of Class 1 safety injection systems which are continuously
pressurized, to a value less than currently required under IWB-5221(a). The lower pressure is
sufficient to identify any through-wall or through-weld flaws by leakage when conducting the
Class 1 system leakage test at each 10-year interval, potentially reducing personnel radiation
exposure, resources, and unnecessary challenges to safety related equipment.
Code Case N-416-4 Revision Revised Code Case N-416-3 to remove 1992 Section III NDE requirements, which exceed
current NDE requirements for Section XI.
Nuclear Code Cases Revision Reaffirmed Code Cases N-323-1, N-494-3, N-498-4, N-516-3, N-528-1, N-533-1, N-552,
