1. SCOPE

1.1 General

1.1.1 This specification covers the design requirements, material selection, application procedure and
inspection for the external surface protection of buried steel piping, including sleeves.

1.1.2 Pipe materials of carbon steel and galvanised steel shall be coated and wrapped in accordance with
this standard.

1.1.3 It may be considered necessary, in certain environments, to provide protection in addition to that
supplied by the pipe Manufacturer for materials such as grey cast iron, ductile cast iron, etc. The
requirement to wrap these materials shall be considered on a case by case basis.

1.1.4 Plastic, concrete and other non-metallic piping where used for underground systems shall not be
protected.

1.1.5 Coatings for above ground pipe shall be in accordance with S-000-13A0-0001V.

1.2 Reference

1.2.1 Standards

1.2.1.1 The latest editions revisions of the following standards shall be used to supplement and
define the intentions and requirements of this specification

1.3 Definition

1.3.1 'Employer' shall be defined as the limited liability company formed by Vietnam Oil and Gas Group,
Vietnam; Idemitsu Kosan Co., Ltd, Japan; Kuwait Petroleum Europe B.V., Netherlands; and Mitsui
Chemicals, Inc., Japan, with the purpose of developing and operating an integrated refinery and
petrochemical complex and its associated infrastructure and utilities and offsites in Nghi Son, Tinh
Gia District, Thanh Hoa Province, Vietnam.
1.3.2 'Contractor' shall be defined as the Joint Venture formed by JGC Corporation, Chiyoda Corporation,
GS Engineering & Construction Corporation, SK Engineering & Construction Co., Ltd., Technip
France, and Technip Geoproduction (M) Sdn. Bhd., for the execution of the NSRP Complex
Project.
1.3.3 'Purchaser' shall be defined as Employer or Contractor
1.3.4 'Manufacturer' shall be defined as a party which manufacture and/or supplies materials, equipment,
technical documents/drawings and services to perform the duties specified by Purchaser.
1.3.5 'Wrapping subcontractor' shall be defined as a party who carried out all or part of coating and
wrapping application work at Shop and/or Field.
1.3.6 'Shop' shall be defined as a Manufacturer/Wrapping subcontractor’s shop or equipment works.
1.3.7 'Field' shall be defined as the site of construction or a controlled environment coating and wrapping
facility erected at the permanent site of construction.
1.3.8 'NB' shall be defined as 'normal bore'.
1.3.9 'DFT' shall be defined as 'dry film thickness'.
1.3.10 'P.V.C'. shall be defined as 'poly vinyl chloride'.

2. DESIGN

2.1 Coating and wrapping protection to this standard shall be applied to piping having surface
operating temperatures within the range of minus 20º
C to plus 75º
C.
2.2 The Contractor shall be consulted with Employer when the pipeline operating temperature is
outside that stated in 2.1.
2.3 Buried piping shall be fully protected along its length underground and for at least 500mm of its
length above ground. The above ground portion shall be protected from UV deterioration in
accordance with tape Manufacturer’s recommendation.
2.4 Shop surface preparation and Shop coating & wrapping of buried pipe lengths and prefabricated
spools shall be maximised before delivery site delivery.
2.5 The engineering flow diagrams shall identify the underground sections of process and utility lines
from the buried/above-ground transitions by the use of the symbol "UG/AG" as a piping
specification break.
2.6 Field wrapping shall not commence until Field pressure tests have been carried out unless agreed
otherwise with the Contractor.
2.7 The coating on individual pipe lengths shall be terminated 125mm±10mm from the edge of the
weld bevel.

3. MATERIALS

3.1 General

3.1.1 The use of the following substances or products containing these substances in any form is
prohibited:

 Asbestos
 Lead
 Cadmium
3.1.2 All materials shall be furnished from the same Manufacturer.

3.2 Pipe Wrapping

3.2.1 Piping shall be wrapped with a cold applied, heavy, self adhesive bituminous rubber compound
combined with a highly conformable thick P.V.C. carrier or tape material with equivalent corrosion
protective performance. It shall be self sealing and self bonding. The compound thickness shall
not be less than 875 microns, with a carrier thickness of not less than 750 microns, resulting in a
total thickness of not less than 1625 microns.
The equivalent tape materials chosen shall be subject to written approval from the Purchaser.

3.2.2 Widths of pipe wrapping shall be chosen from the table below. If the widths stated are not available
from the selected Manufacturer, alternative widths chosen shall be subject to written approval from
the Purchaser.

3.2.3 The rolls of wrapping tape shall have an over width interleaf of releasing paper, between adjacent
layers, throughout their length.

3.2.4 The color of wrapping tape is in accordance with tape Manufacturer’s standard.

3.3 Primer

3.3.1 The use of a primer shall be governed strictly by the tape Manufacturer’s instructions and shall be
compatible for use with the pipe wrapping tape.

3.4 Moulding Putty

3.4.1 Putty for use on irregular shaped items, e.g. valve bodies, flanges, etc. shall be compatible for use
with the pipe wrapping tape as recommended by the tape Manufacturer.

4. APPLICATION

4.1 Surface Preparation

4.1.1 All oil, grease, rust, scale, burrs, weld slag, sharp edges and any other foreign matter shall be
removed from the pipe surface. Removal of grease and oil shall be carried out using suitable
solvents such as Xylene. Oil based solvents shall not be used. The pipe surface shall be clean, dry
and dust free prior to the application of primer.

4.1.2 The pipe surface of carbon steel shall be blast cleaned or power tool cleaned to achieve a level of
cleanliness equivalent to ISO 8501-1 Sa 2 or St 3, respectively. The pipe surface of galvanised
steel shall be blast cleaned or power tool cleaned to achieve a level of cleanliness equivalent to
SSPC-SP 16 or ISO 8501-1 St 2, respectively.

4.1.3 The steel surface temperature shall be minimum 3ºC above the atmospheric dew point during
surface preparation.

4.2 Primer Application

4.2.1 The primer shall be applied to the prepared surface with one continuous coat in accordance with
the Manufacturer’s instructions, minimum DFT and shall not be applied excessively. The finished
application shall present an even appearance free from runs, drips and bare spots. It should be

allowed to thoroughly dry according to the Manufacturer’s instructions, before the application of
pipe wrap.

4.2.2 Primer material shall be well stirred or the tins well shaken before use. The debris from surface
cleaning shall not be allowed to contaminate the primed surface. Excess debris shall be removed
from the working area.

4.2.3 Pipes shall be primed within four hours of final preparation and while the surface is at the specified
standard of preparation and cleanliness. If Wrapping subcontractor controls the relative humidity
less than 85%, prepared surfaces is accepted to be primed within 8 hours of final preparation.

4.3 Pipe Wrapping

4.3.1 The pipe wrap shall be applied by hand or wrapping machine depending on the extent to be
wrapped. It shall be applied evenly and in such a manner that there are no creases or confined air
bubbles evident in the finished appearance.

4.3.2 The tape Manufacturer’s instructions for wrapping procedure shall be read in conjunction with this
standard.

4.3.3 Application of the tape shall not take place until the primer is touch dry. The primed surfaces shall
be free from moisture at the time of tape application.

4.3.4 Pipe shall be spirally wrapped with an overlap of 50% minimum.

4.3.5 Where the wrapping ceases the tape shall be adjusted so that the amount of overlap for the last
turn shall be 100%. This last turn shall be applied without tension.

4.3.6 Where a single length of tape is insufficient to cover the length of pipe to be wrapped, the new tape
shall overlap the end of the tape previously applied by at least 75 mm, on pipe up to 8 inches
diameter and 125 mm on pipe 10 inches diameter and over.

4.3.7 On Shop applied wrapping, 125 mm from each end of the pipe shall be left unwrapped.

4.4 Field Applied Wrapping, Wrapping of Fittings and Repair of Shop applied Wrappings

4.4.1 Field wrapping shall not commence until Field pressure tests have been carried out unless agreed
otherwise with the Purchaser.

4.4.2 Field welded joints, fittings (e.g. valves and flanged joints) and damaged areas of Shop applied
wrapping shall be cleaned and primed as in para. 4.1 and 4.2.

4.4.3 Where valve bodies and flanges are to be wrapped, the contours and spaces around bolts etc.
shall be filled and smoothed by an application of suitable putty, to present an even surface for the
pipe wrap.

4.4.4 The Shop applied coatings on either side of weld joints, fittings and repair areas shall be cleaned
free from oil or grease.

4.4.5 Pipe wrapping shall proceed as described in para. 4.3.1, 4.3.2, 4.3.3 and 4.3.4 above.

4.4.6 Damaged areas shall be patched or double wrapped according to the severity of the damage.
The extent of repair shall be agreed with the Contractor. Tape Manufacturer's
recommendations regarding required cleaning and preparations shall be followed.

5. INSPECTION

5.1 Applied Wrapping

5.1.1 The finished wrapping shall present a smooth appearance and be free of voids, blisters, creases,
pinholes, open seams, entrapped air or any other defects likely to cause failure of the wrapping.

5.1.2 Wrapping continuity shall be checked by final inspection with a high voltage spark test in
accordance with NACE SP0188, and any holidays located shall be immediately repaired in para.
4.4.6 and retested.

5.1.3 The test voltage shall be selected to suit the type of tape being used in accordance with the
specified minimum and voltage polarity, and the tape Manufacturer’s
recommendations/guidelines.

5.1.4 Inspection applies to both post-application Shop-inspected and Field-inspected coatings &
wrappings. Wrapping subcontractor shall submit procedure of inspection and tests for coating and
wrapping application work to Contractor for approval.

6 INSTALLATION, HANDLING, STORAGE AND SHIPPING

6.1 Handling of Coated Pipe

6.1.1 Pipe shall be stored off the ground on a sufficient number of padded skids properly levelled to
support the coated pipe. Each section of coated pipe shall be separated in a stack by the use of
padding such as sandbags. The stacks shall not be higher than three diameters above 12" NB, or
five diameters below 12" NB.

The pipes shall be stacked in such a way that flanges and/or socket ends cannot penetrate the
coating of the surrounding pipes.

6.1.2 Pipe shall be hoisted by means of wide belt slings. Chains, cables, tongs, hooks or other
equipment likely to damage the coating are not permitted. Dragging and skidding of the pipes are
not permitted.

6.1.3 During transport the coated pipes shall be treated with care to prevent damage, and stacking
precautions as described in para. 6.1.1 shall apply. Props or posts supporting the outermost pipe
shall be adequately padded to protect the external surfaces of these pipes from the risk of
abrasion and impacting during transit.

6.1.4 Swaying and bending of the pipe shall be prevented during transportation.

6.1.5 Suitable precautions, e.g. the use of wide belt or nylon straps, shall be taken to ensure that the
wrapped pipe is not damaged during lowering into the trench.

6.2 Installation

6.2.1 The bed of the trench shall not contain protruding sharp rocks, stones, etc., which may damage
the pipe wrapping material.

6.2.2 Before proceeding with backfilling, acceptance of the finished jointed pipe and the quality of the
finished coating and wrapping must be received from the Contractor or his designate.

6.2.3 The trench shall be backfilled with uniform readily compactable material free from clay lumps
retained on a 75mm sieve and stone retained on a 25mm sieve, hand compacted in maximum
layers of 150mm thickness to give a minimum total thickness of 450mm over the pipe barrel. The
remainder of the trench shall be backfilled with approved selected excavated material compacted
by mechanical means.

6.2.4 Care should be taken to avoid damage to the pipe wrap by shovels or tamping tools during the
backfill operations.

7 DOCUMENTATION

7.1 General

7.1.1 Wrapping subcontractor shall submit detailed procedures and quality plans covering all coating
activities for revision and agreement.

APPENDIX-A: ADDITIONAL REQUIREMENTS FOR EXTERNAL COATING SYSTEMS FOR


UNDERGROUND STEEL PIPING

A1. Scope
A1.1 This appendix defines additional requirements for external coating systems, i.e., protective coating
systems “UG1” and “WT1”, for underground steel piping specified in TABLE 1 of S-000-13A0-0001V.
A1.2 This appendix shall be followed for the external coating systems.

A2. Design
A2.1 Paint/wrapping tape manufacturer’s standard color is acceptable for the external coating systems for
underground steel piping.

A3. Application
A3.1 General
A3.1.1 The external coating systems shall be applied in accordance with TABLE 1 of S-000-13A0-0001V.

A3.2 Glass Flake Epoxy Paint System (UG1)


A3.2.1 The paint shall be overlapped at field on shop applied coating on pipes at least 5 cm.
A3.2.2 The paint contractor shall confirm compatibility between the existing coating and overlapping paint.
A3.2.3 Above ground portion of the shop applied coating shall be overcoated for color identification purpose
by paint with suitable temperature resistance for exposed temperature, such as two pack acrylic
modified polyurethane, from ground level below 10 cm to electric isolation flange with the color
specified in S-000-13A0-0001V in accordance with the paint manufacturer’s recommendation for
application. The paint contractor shall confirm compatibility between the existing coating and the
paint for color identification purpose.

A3.3 Wrapping Tape System (WT1)


A3.3.1 Wrapping tape shall be applied in accordance with this specification.

A4. Repair
A4.1 General
A4.1.1 Paint/wrapping tape contractor shall confirm compatibility between the existing coating and the
overlapping coating/tape.

A4.2 Glass Flake Epoxy Paint System (UG1)


A4.2.1 Damaged areas shall be repaired by either glass flake epoxy in accordance with paragraph 3.5.8 of
S-000-13A0-0001V or wrapping tape in accordance with paragraph 4.4.6 of this specification.

A4.3 Wrapping Tape System (WT1)


A4.4.1 Damaged areas shall be repaired in accordance with paragraph 4.4.6 of this specification.

A5. Inspection
A5.1 Glass Flake Epoxy Paint System (UG1)
A5.1.1 Shop applied coating continuity shall be checked with a high voltage spark test at shop in
accordance with NACE SP0188.
For field applied portions, the same testing method shall be applied. Any holidays located shall be
immediately repaired in paragraph A4 of this appendix and retested.
A5.1.2 The test voltage shall be selected to suit the paint being used in accordance with the specified
minimum voltage polarity and the paint manufacturer’s recommendation.

A5.2 Wrapping Tape System (WT1)


A5.2.1 Continuity of wrapping tape shall be checked in accordance with paragraph 5 of this specification.

A6. Storage and Storage


A6.1 The coated pipe shall handle with care.
A6.2 The coated pipe shall be handled, stored and transported to prevent damage of the coating.
A6.3 Coated pipe and wrapping tape manufacturers shall submit the detailed storage and handling
procedure for Contractor approval.
