Regulatory Requirements

– Notification of adjacent safe workplaces
– Notification of assembly point

• Emergency
– A present or imminent event
– Requires prompt coordination or special
regulation

Definitions cont.

• Incident Commander
– The incident commander is the person responsible
for all aspects of an emergency response;
including quickly developing incident objectives,
managing all incident operations, application of
resources as well as responsibility for all persons
involved.

• Emergency Controller
– The Emergency Controller is the person whom
facilitates the safe and orderly implementation of
the emergency procedures, including the
evacuation of the site personnel.

• FAT
- First Aid Team which is a group of pepole
trained to administer emergency medical
treatment

- Damage Control Team which is a group of pepole
trained to administer repairs in an emergency to
minimize damages and losses
• SRT
- Spill Response Team is a group of pepole trained to
administer hazmat spills

GEMS Responsibilities
• Ensure:
– emergency risk assessments are conducted and
documented
– emergency evacuation and rescue program is
maintained
– all facilities have accessible exit routes
– exit routes - marked and have emergency lighting
as required

GEMS Responsibilities
• Ensure:
– local emergency response plans are in place
– workers are trained in fire prevention, emergency
evacuation and rescue
– an incident commander is appointed
– Establish policy to designate emergency response
team

• Assign emergency response team
• Ensure emergency plan is posted clearly
• Assign responsibilities of the emergency response
team
• Ensure emergency evacuation and rescue of all
personal properly completed

Responsibilities - Incident Commander cont.
• Activate the Emergency Response team
• Activate additional response contractors and local resources
• Evaluate the Severity, Potential Impact, Safety Concerns, and Response
Requirements based on the initial information provided by the First
Person On-Scene (emergency controller)
• Confirm safety aspects at site, including need for personal protective
equipment, sources of ignition, and potential need for evacuation
• Communicate and provide incident briefings to company superiors, as
appropriate
• Coordinate/complete additional internal and external notifications
• Communicate with Emergency Response Team, as the situation
demands

Responsibilities – Emergency Controller

• Identify need for emergency response


• Review and update risk assessments
• Compile and maintain documentation
• Designate workers to assist disabled individuals
• Ensure evacuation routes and floor plans are
available

Responsibilities – Mustering Point Checker
• Updates the ERT board on daily basis
according to the shifts schedule
• Ensures staff are complying to POB plan
• Assembly point head counting
• Updates the incident commander with the
assembly point head counting result

Responsibilities – First Aid Team
• Provide immediate, lifesaving, medical care before the further medical
achieved i.e. (CPR, bleeding stoppage, etc.)
• Manage the incident and ensure the continuing safety of themselves,
bystanders and the casualty
• Assess casualties and find out the nature & cause of their injuries
• Arrange for further medical help or other emergency services to attend
If trained, priorities casualties based upon medical need
• Provide appropriate first aid treatment as trained
• Make notes/observations of casualties
• Fill out any paperwork as required
• Provide a handover when further medical needed

Responsibilities – Fire Fighting Team.
• Upon hearing the plant fire alarm activation, the Fire fighting
team (FFT) shall immediately proceed to the Fire Command
Center
• At the Fire Command Center, the firefighting team shall
update their attendance on the emergency head count check
list for Company Emergency Response Team and shall
immediately done the fire retardant coverall, full face
respirator and simultaneously check prepare the
fire extinguisher & gas detector
• Upon fully gowned, the fire fighting team shall assemble at
the fire command center awaiting for Site incident
commander further instructions

Responsibilities – Firefighting Team cont.
• When fire situation is reported during office hours, Fire case is
confirmed, reported fire is incipient:
-all fire fighters shall proceed to the control point together with the Site
Incident Commander utilizing the available fire extinguishing media i.e.
CO2, Foam, etc. and carry with them gas detector and walkie talkie
- Meanwhile the standby fire fighting team shall prepare themselves
for possible reinforcement or backup duties by preparing new set of fire
-The process of moving to and from the fire command center to
the control point with new set of fire extinguisher and vice versa only stop
when the fire have been put out or when Civil Defense took over the
incident management and fire fighting is near to any flammable chemicals
or risky installations

Responsibilities – Firefighting Team cont.
• extinguisher and standby at the fire command center awaiting for
Site Incident Commander instructions.
• Upon activated by the Site Incident Commander to proceed to the
fire scene, the fire fighting team stationed at the control point shall
proceed to the fire scene utilizing the available fire extinguishing
media i.e. CO2, Foam, etc. and carrying with them gas detector and
walkie talkie
• Meanwhile the standby fire fighting team shall leave the command
center carrying a new set of fire extinguishers to the control point.
These new fire extinguishers shall be replaced with those used by
the fire fighting team.

Responsibilities – Firefighting Team cont.
• When fire situation is reported after office hours, Fire case is
confirmed - reported fire is incipient:
• Duty Fire fighting team based on the weekly supervisor and company
• emergency response team duty roster will fight the fire without risk to
• their life and shall report to the Fire Command Center via Walkie
Talkie
• the following information
• a) what is on fire?
b) what material is being burnt
c) the extent of the fire
• d) whether the fire location is near to any flammable chemicals or
risky installations

Responsibilities – Firefighting Team cont.

• When fire situation is confirmed - reported fire is uncontrolled


- If the reported fire is uncontrolled, the fire fighting team shall radioed
back to the Fire Command Center via their walkie talkie and report to
the FCC the following information before they evacuate the fire scene
using the nearest fire emergency exit to the Assembly Area.

A) what is on fire?
B) what material is being burnt?
C) the extent of the fire
D) whether the fire location
