Petitioner filed a petition before the Court of Land Registration to be declared owner of a land in
Baguio. The State opposed claiming that the land is part of the US Military Reservation. Petitioner
then contends that he should be given a grant by reason of his immemorial use and occupation.

RULING: Petitioner did not possess the land since time immemorial. No public land can be acquired
by private persons without any grant, express or implied from the government; it is indispensable that
there be a showing of a title from the state.
