1 OBJETIVE
Establishing the minimum requirements that shall comply oil country tubular
goods (OCTG), of general use, thata are acquired by PDVSA.
2 SCOPE
This specification contains the additional requirements to the base international
specification for oil country tubular goods (API 5CT / ISO11960:2004
“Specification for Casing and Tubing” Eighth Edition, July 1, 2005); consequently,
it shall be applied together with the latter one.
This specification is not applied to tubular products previously purchased or
acquired before the publication date of this revision update.
NOTE: The numbers of the paragraphs of this specification are followed in some
cases by the numbers, in parenthesis, corresponding to the specification API 5CT
/ ISO 11960:2004 paragraphs numbers, when there are modifications to what is
stated on the base specification.

4.2 (4.1.28) The definition of pipe shall include the mechanical bar and the coupling
stock for couplings.
4.4 Coil
It is the original raw material used for RW pipe manufacturing.

4.8 Processors
It refers to the companies that process the raw material property of PDVSA.
4.10 Strip
It is a pice of sheet, obtained from a coil with the exact pipe dimensions. From a
coil it is possible to obtain one or mor strips.
5 GENERAL
5.1 All PDVSA suppliers shall have implemented a Quality Control System based on
the ISO Standard 9001:2000 “Quality Management Control Systems –
Requirements”.
5.2 The Product Specification Level (PSL) for every specific application shall be
defined by a Multidisciplinary Group constituted by staffs of various organizations
(including at least Drilling, Production, Materials Engineering and Procurement).
The PSL number indicates the product’s requirement level – thus, PSL1 has the
minimum requirements, while PSL2 has additional requirements with respect to
PSL1 and PSL3 contains even more requirements than PSL2.
5.3 PDVSA establishes for different tubular grades application, three (3) service. This
classification corresponds to Class 1, 2 and 3. The application of these classes
is defined by the Drilling Organization for each particular case (well design).
5.4 For casing strings over 14 inches diameter, pipes may comply with specification
PDVSA EM–18–00/03, only if they do not contain welded zones in the pipe body,
welding repairs and shall not be cold expanded.
5.5 The Characteristics of the proprietary grades shall be determined by the methods
specified in the API BUL 5C3 “Bulletin on Formulas and Calculations for Casing,
Tubing, Drill Pipe and Line Pipe Properties.”

5.6 As far as the application terms are concerned, products manufactured under
Revision No. 4 of this specification shall not be admitted until PDVSA has
inspected and accepted the Quality Certificate.
5.7 Tubular grades distribution according to the PDVSA Class is shown in Table 1.
6.2 The additional requirements applicable to all classes that must be complied with
are listed below:
6.3 In accordance with this specification, the purchaser shall indicate the Class (1, 2
or 3) in its purchasing.

6.3.1 The supplier shall require from the purchaser the technical documents (PDVSA’s
Technical Standards) for the requested product, associated to this specification,
in order to elaborate its technical offer. Likewise, the purchaser shall be sure to
supply all technical documents (PDVSA’s technical standards) related to the
requested product to the supplier.
6.4 A quality plan for each purchase order shall be agreed upon by the manufacturer
and PDVSA (Contracting Unit and BARIVEN’s Technical Department).
7 (7)MATERIAL REQUIREMENTS
7.1 In accordance with the requirements stated in the last edition of the API Q1
specification, the manufacturer (or processor) of the products shall be able to
provide objective evidence that allow PDVSA to know the statistical behavior of
mechanical properties (yield strength, tensile strength, elongation and impact
toughness), product variables (wall thickness, ovality) and inspection results
(non–destructive examinations), with an Acceptable Quality Level (AQL) equal to
2.5% under Type II inspection level and simple sampling for normal inspection in
accordance with Venezuelan standard COVENIN 3133–1:1997 or ISO 2859
standard.
8.2.2 PDVSA requires all thread elements inspection on 100% of threaded ends.

9.4.2 (10.15.11) Coupling stock pup joints, accessories and mechanical bar for
couplings
The inspection requirements include the detection of longitudinal and transversal
imperfections in the external and internal surfaces with an acceptance level of L2.
When component is manufactured from a mechanical bar that complies with this
specification, the inspection of the part shall be carried out after any machining
operation but before threading.
If the pup joints are manufactured from a green pipe or API pipe that complies with
this specification, the inspection shall take place after the forging and final heat
treatment operations, but before threading.
9.4.3 (10.15.13) Pipes upsets
The Section 10.15.13 requirements of the basic specification API 5CT / ISO
11960:2004 shall be strictly complied with for the upsets of all grades considered
on this specification.
9.4.4 (10.15.15) Evaluation of indications
It is not allowed inspection equipment adjustment to lower sensibility levels.

11 (13) DOCUMENTS
11.1 (13.2) Certification
11.1.1 The manufacturer shall submit a certificate of compliance indicating that the
material has been manufactured, sampled, tested and inspected in accordance
with this specification and that it complies with the requirements stipulated therein.
11.1.2 The quality certificates shall include, as a minimum, the aspects considered in API
5CT / ISO 11960:2004 A.9 SR15, A.9.1 SR15.1 parts A, C, D, H, J, I.
11.1.3 Regarding the couplings and mechanical bars for couplings, additionally to the
stipulations of API 5CT / ISO 11960:2004 A.9.1 SR15.1 part D, the reports shall
include the stress – deformation graphs (curves) that correspond to the coupling
lots).

12.3 When products cannot be acquired directly from the manufacturers and if PDVSA
decides to acquire them through a trading (non–manufacturing) company, the
latter shall comply with the requirements listed in the item 10.1.

13 PRODUCT PREQUALIFICATION
13.1 Procedure under which PDVSA agrees with the manufacturer the evaluation of
a product, for the purpose of knowing the capacity that the manufacturer has of
providing a product with the quality requirements demanded by PDVSA.
13.2 PDVSA has right to request a product prequalification when one of the following
conditions is rewarded:
1. New supplier.
2. Supplier, which in criteria of PDVSA, has kept the supply of a product
inactive.
3. Traditional supplier of PDVSA that furnishes for the first time a product.
13.3 In case that the supplier only commercializes with the product, PDVSA has right
to request a prequalification of the product as is indicated in 11.1.
14.2 The processor must take necessary precautions to prevent losses of finished
products due to tests.
14.3 The processor shall submit a detailed report about the causes that made the
processed pipes become scrap.

16 (11) MARKING
16.1 The products manufactured (pipes and couplings) for this class shall be marked
by stenciling and cold stamping method using dot matrices with rounded heads.
The maximum admissible depth of the stamp on the manufactured products shall
be 3% of the wall’s thickness.
16.2 The products manufactured for this class shall be marked with the API monogram
and the certification number 5CT of the manufacturing company. The minimum
stamped information must be the following: Type of PDVSA class (Class 1), heat,
manufacturer, grade and weight of the pipe.

18.7.3 Segregation
The material shall be free of segregations and, in order to prove it, the
manufacturer shall supply transverse metalographies from the coil/strip.

20 (9) COUPLINGS
20.1 (9.18) Couplings and Coupling Blank Protection
This section applies to all groups.

The tests carried out in the 0º position (see Figure 2) for welded pipes shall be
done to a sample of 10% of the pipes, considering both pipe ends of the pipe to
be tested.

21.7.2 The samples for collapse test shall have a length equal or greater than eight (8)
times of the pipe’s external diameter.
21.7.3 The results of these tests shall be 20% above the theoretical minimum resistance
according to the calculations indicated in the same bulletin.
22 (11) MARKING
22.1 (11.1.4) The manufactured products (pipes and couplings) for this class shall be
marked by stenciling and stamping by the cold die stamping with rounded–face
dies. The maximum permissible depth of the stamp on the manufactured products
shall be 3% of the wall’s thickness.
22.2 The products manufactured for this class shall be marked with the API monogram
and the manufacturer’s API 5CT certification number. The minimum information
stamped shall be the following: Type of PDVSA class (Class 2), heat,
manufacturer, grade and pipe’s nominal linear mass.
SECTION C – ADDITIONAL REQUIREMENTS FOR CLASS 3
The additional requirements that apply to Class 3 of this specification are found
in PDVSA specifications EM–18–00/01, EM–18–00/02, EM–18–00/06, and
EM–18–00/07.
