PREFACE 3
Since 1994, the Baden-Wuerttemberg State Police Force has been participating in international
police patrols. The first mandate was the Western European Union (WEU) for the peace mission
in Mostar / Bosnia. Only shortly after, the Standing Conference of the Ministers for Interior and
Senators of the States and the Federal Government (IMK) responded and set up a permanent
Federal-States Task Force on International Police Missions (AG IPM).
The IPM Group uses for the preparation, organization and coordination of measures in connec-
tion with the deployment of German civil servants within the framework of missions an office
set up in the Federal Ministry of the Interior and the Federal Police Board with the personnel
support of the States (GSt. AG IPM).

In addition to the Generic Basic Peacekeeping Trainings (UN & ENTRi certified), the Pre-Deplo-
yment Mission-Specific Training (e.g. Palestine; Somalia; Libya, Iraq…) and the Post-Mission
Debriefing Course various specialization courses are offered. (see year program). At these se-
minars, however, only German Police Officers could participate for a long time.
In 1999, the UN Training Centre of the Bundeswehr, the German Armed Forces (VNAusbZBw),
was founded, and in 2002, the Center for International Peace Operations (ZIF) was established
to provide a structure in which civilian experts are identified and prepared for field assignments.
Very soon, all the institutions involved in the International Peacekeeping Operations became
aware that one can act as a single actor with only little impact.
The importance of cooperation and communication with other training institutions continued
to grow. As a logical consequence, the National Training Partner Platform (TPP) was founded in
2008. In addition to the three training facilities of the police and the aforementioned VNAusb-
ZBw and the ZIF, the Command and Staff College of the German Armed Forces (FüAkBw) and
the German Society for International Cooperation (GIZ) belong to this national platform as well.
The TPP has recognized the necessity and the opportunity for a joint, interdisciplinary prepara-
tion for IPM, and has also agreed in their discussions a joint line for international committees,
such as the International Association of Peacekeeping Training Centers (IAPTC), the European
Association of Peacekeeping Training Centers (EAPTC), the European Union Police Services Trai-
ning II (EUPST II) or the Europe‘s New Training Initiative for Civilian Crisis Management (ENTRi).
As a further step, the three training institutes of the police have applied for admission to the
European Security and Defense College (ESDC) network of the European Union. Since its crea-
tion in 2005, the ESDC has grown to the most important training provider on Common Security
and Defence Policy (CSDP) of the European Union. At the same time, the ESDC has retained its
principle characteristics and strong points, namely: its network structure, its ownership by the
28 EU Member States, its close links to the EU Institutions which guarantees access to expert
lecturers, the lessons learnt and new policies, its intrinsic civilian-military integration which
makes it the perfect platform to discuss and teach the EU’s comprehensive approach to crisis
management, its dedication to exploring new technologies and methodologies in its training
activities through blended learning and, finally, its cost-effectiveness.
Here, the circle closes with the initial statement that this year program represents a step into
a new, digital world. For the first time, the Baden-Wuerttemberg State Police College, Depart-
ment for Foreign Assignments will set up its seminars on the web-based platform of the EU,
Goalkeeper/Schoolmaster , as well as actively promoting national and international activities.

Beside the provision of the theoretical background about UN/EU guidelines and standards, the
main emphasis is to improve different abilities which are necessary for a successful mission
service. This includes the use of radio communication, map reading, safety and security and
others, like project management, mediation, negotiation and stress management. “Women,
Peace and Security”, „Child Protection“ and related topics like “Sexual and Gender Based Vio-
lence”, are also parts of the generic training as well as „Conduct and Discipline incl. Sexual Ex-
ploitation and Abuse (SEA)”. The Police College carries out the trainings in small groups which
give an extensive opportunity for practice and feedback. The methods used during the training
are diverse and include presentations, syndicate work, discussions and situational training ac-
tions. On the evenings several kinds of sports and social events are provided.

EUBAM Libya supports the Libyan authorities in developing border management and security
]
at the country’s land, sea and air borders. As a civilian crisis management mission with a ca-
pacity-building mandate, EUBAM assists Libyan authorities at strategic and operational level.
The work is carried out through advising, training and mentoring Libyan counterparts in strengt-
hening the border services in accordance with international standards and best practices, and
by advising the Libyan authorities on the development of a national Integrated Border Manage-
ment (IBM) strategy.

The EU has been at the forefront of efforts for peace in the Middle East. Its priorities include

further strengthening law and order, and in this context, EUPOL COPPS is an important ele-
ment in the improvement of security in the occupied Palestinian territories. The aim of the Mis-
sion is to contribute to the establishment of sustainable and effective policing arrangements
and to advise Palestinian counterparts on criminal justice and rule of law related aspects under
Palestinian ownership, in accordance with the best international standards and in co-operation
with the EU institution-building programmes conducted by the European Commission and with
other international efforts in the wider context of the security sector, including criminal justice
reform.

The United Nations Assistance Mission in Somalia (UNSOM) was established on 3rd of June
]
2013 by UN Security Council Resolution 2102, following a comprehensive assessment of the
United Nations in support of the establishment of the Federal Government of Somalia. Among
its other mandated functions, UNSOM is helping build the Federal Government’s capacity to
promote respect for human rights and women’s empowerment, promote child protection,
prevent conflict-related sexual and gender-based violence, and strengthen justice institutions.
Further, it is monitoring, helping investigate and reporting to the Council on any abuses or viola-
tions of human rights or of international humanitarian law committed in Somalia, or any abuses
committed against children or women.

Negotiation is a dialogue between two or more people or parties intended to reach a benefi-

cial outcome over one or more issues where a conflict exists with respect to at least one of
these issues. This beneficial outcome can be for all of the parties involved, or just for one or
some of them. In this seminar you will improve your negotiation skills. Additionally you will

Police play a crucial role in regaining people´s trust in a post conflict environment as they are
the most visible indication of public security at hand. The professional conduct of the Police
will have a positive impact on the welfare of all community members, even more though
when it comes to dealing with cases of SGBV.
This course is designed for police personnel assigned or willing to be assigned to UN, EU or
AU peacekeeping operations. It is also open for police personnel from host countries, if they
are supported by their government or by international organizations. It is based on the UN
DPKO/ITS curriculum on SGBV. It is a Train-the-Trainer course and intends to qualify multip-
liers for SGBV trainings along current standards of adult education. This course is offered and
supported by the AG IPM (Task Force for International Assignments) of the German Ministry
of the Interior in Berlin.

The gate service at the State Police College, Department for Foreign Assignments (DfFA) is not
operating continuously.
Therefore, access is possible within the following times only:
The arrival times are limited, otherwise the access to the area is not possible.
Otherwise can be expelled only to local accommodation enterprises.
In this case, the overnight stay is at participants own expenses.
During the stay the participants will receive a transponder which allows access to the area also
beyond the gate business hours.
