Announcements
Below are announcements for updates to Brazilian Localizations. SAR numbers are included in
each announcement.

Brazil - EFD SOCIAL (Posted April 29, 2014)


eSocial is a project of the Brazilian federal government that will collect labor, social
security, tax and fiscal information related to the hiring and use of the labor force,
with or without an employment relationship.

JD Edwards EnterpriseOne has no current plans to address this requirement. .


Brazil – NFe Transportation Invoice or CT-e (Conhecimento de Transporte)
(Posted April 29, 2014)
Transportation Invoice or CT-e (Conhecimento de Transporte) is one of the
components of the Nota Fiscal Eletrônica . The CT-e is issued and stored
electronically in order to document the provision of transport services, whose legal
validity is guaranteed by the issuer’s digital signature and authorization of use
provided by the tax administration.

JD Edwards EnterpriseOne has no current plans to address this requirement.

Brazil – NFe MDF Electronic Invoice (Posted April 29, 2014)


MDF is a national model of electronic invoice that replaced the paper document with legal
validity guaranteed by the digital signature of the issuer, thereby simplifying the ancillary
obligations of taxpayers and allowing the same real-time monitoring of business operations by
tax authorities.
The MDF must be issued by providers of transportation or companies whose transportation is
performed in their own or leased vehicles, or by hiring a standalone charge carrier.

JD Edwards EnterpriseOne has no current plans to address this requirement.


Brazil NFe XML layout change 3.10 (Posted April 18, 2014)

Oracle development is currently developing solution for releases 9.0 and 9.1, Law
NT2013.005_v1.03. Please review this article for updated information. Estimated delivery
date July, 2014.

The development, release, and timing of any features or functionality described for Oracle’s
products remains at the sole discretion of Oracle.

Brazil - NFe New Contingency Environment SVC (Posted April 7, 2014)


Technical Note 2013/007 presents a new contingency system for NF-e authorization called
"SVC - SEFAZ VIRTUAL CONTINGENCY".

Brazil - Withholding Taxes Services (Posted February 12, 2014)


When generating Nota Fiscal for services sold in Brazil with split payments the system will be
able to split the withholding amount for PIS, COFINS and CSLL taxes accordingly .

Brazil – Fiscal SPED New block K (Posted December 10, 2013)


ATO COTEPE/ICMS 52 from November 21, 2013 obsoletes the Fiscal Book Model 3 (control of
production and inventory). The records of this book will be part of the layout-SPED Fiscal (new
Block K) from January 2015.

Oracle has no current plans to address this requirement.

Brazil – SISCOSERV (Posted December 3, 2013)


Transactions between Brazilian and foreign residents / domiciled, involving services,
intangibles and other operations that produce variations in entities’ equity, shall be reported to
the Ministry of Development, Industry and Foreign Trade - MDIC through the SISCOSERV
system. It was issued by Joint Ordinance RFB/SCS nº 1.908, dated July 19th, 2012. The
registration of such operations in SISCOSERV shall comply with the classification rules
established by the Brazilian Nomenclature of Services, Intangibles and Others – “NBS.”

Brazil – ICMS Federal Senate Resolution N 13 (Posted December 3, 2013)


Legal Resolution 13 of 2012, originally published on April 25, 2012, changed the ICMS (Tax on
circulation of Goods and Services) tax rate to 4%. ICMS tax is applicable to interstate
transactions involving imported goods. The law is effective as of May 1, 2013. There are 3
main requirements:
 New Tax Rules for Importations Transactions
 New Tax Classification for Importations Transactions
 Import Content calculation and FCI generation

Resolution 13 was adjusted in November 2012 by normative SINIEF 19 and 20. These
adjustments describe the procedures to be followed in the application of ICMS. The resolution
created several claims from contributors from the different states of Brazil because it exposes
business confidential information from contributors.
The CONFAZ met in early April to analyze changes to the regulation but no agreement was
reached. The government plans to meet again and is expected to publish more information in
May, 2013.

Brazil – Law 12.741 (Posted September 3, 2013)


Law No. 12.741 passed on 08 December 2012 determines that the total amount of federal,
state and municipal taxes levied on the sale of goods or services need to be stated in the fiscal
documents.

Brazil - EFD IRPJ (Posted June 19, 2013)


The Secretary of Revenue of Brazil, approved by MF Ordinance No. 203 of 14 May 2012
resolved:
Art 1 is hereby established the Digital Bookkeeping Tax the Tax on Income and Social
Contribution on Net Income of Corporations ( EFD-IRPJ ), in accordance with the provisions of
this Instruction.
Oracle has no current plans to address this requirement.

In 28 Nov 2012, the Federal Revenue Agency of Brazil - RFB has released the Layout 2 -
Version 3.0.1 of the Digital Accounting Bookkeeping - "ECD“.
Oracle development is currently analyzing the impact to our solution.

Brazil - Nfe Transmission (Posted April 8, 2013)

JD Edwards EnterpriseOne software now provides business services to submit NFEs to the
Brazilian Fiscal Authority (Receita Federal Do Brazil) which is known as SEFAZ. The new
submission process can be used to request nota fiscal approvals, cancel nota fiscal numbers,
or to notify SEFAZ when nota fiscal documents are destroyed. In previous versions of JD
Edwards EnterpriseOne software, users had to either write custom programs to handle the
submission to and response from SEFAZ, or use third-party software to submit and receive
XML files.
Minimum Technical Requirement for Release 9.1 is Tools Release 9.1.2

Withholding Income report. Changes are effective as of November 23, 2012.

Nota Técnica 2011/006 published by the Brazilian Fiscal Authority created a new legal layout
for the cancelation NFe XML files (Send and Return process). The current cancellation XML files
will become obsolete 12/01/2012 when the new ones are in force.

As part of the SPED Fiscal initiative the Brazilian Fiscal Authority created a new electronic
reporting requirement through legal resolution IN1052/2010 for PIS/PASEP and COFINS taxes
(Contribution for the Financing of Social Security). After several modifications, this new
obligation will affect transactions from April 1st 2011, and the first file will have to be
submitted in June 2012.

Brazil - Electronic Invoice Layout 5.0 Change 2012 (Posted June 14, 2012)
The Brazilian government published Guide 5.0 which defines the technical specifications and
criteria for the XML format that must be used to generate the NFe. Guide 5 consolidates
previously published technical notes. The EnterpriseOne NFe XML format complies with the
standards documented in Manual de Orientação do Contribuinte - versão 5.0 - Março 2012 .

14, 2012)

The Ato Cotepe number 41 dated September 2011 announced changes to the Fiscal SPED
report. Some of the changes were effective January 1, 2012 and others are effective July 1,

July, 2012.

Brazil - Access Key Validation (Posted May 17, 2012)


Electronic invoice receipts include a 44 character fiscal access key, including a check digit as
the last digit. Solution will validate the check digit keyed in by users and generate an error if
they don’t match.
