Thank you for taking the time to write and request a meeting with Mr. Matt Levatich, President
and CEO of Harley-Davidson, Inc.in Paris.

As you know, there has been much coverage in the global media of the announcement, in our 8-
K filing to the U.S. Securities and Exchange Commission, that we intend to relocate some
vehicle production destined specifically for the European Union, from the U.S.A.

This difficult decision was made as a direct consequence of the tariffs the E.U. has imposed on
motorcycles produced in the U.S.A. as part of the rebalancing measures. We are still exploring
the details of this production shift; however, it is certain that we will be using one of our existing
international motorcycle production plants. Contrary to some inaccurate media reports, we will
not be building a new facility in Europe.
