The Complainant submits this complaint to the Court and states that there is probable cause to believe
Defendant committed the following offense(s):

Charge: Child Neglect
Minnesota Statute: 609.378.1(a)(1), with reference to:  609.378.1(a)(1)
Maximum Sentence: 1 year in jail, a $3,000 fine, or both
Offense Level: Gross Misdemeanor

Charge Description: On June 14, 2018, in Sibley County, defendant, being a parent, willfully deprived her
child of necessary supervision and car appropriate to the child's age and such deprivation was likely to
substantially harm the child's physical, mental, or emotional health.

STATEMENT OF PROBABLE CAUSE 6/15/2018 10:44:57 AM

PLEASE TAKE NOTICE: Pursuant to Minn. Stat. 609.49., intentional failure to appear for duly scheduled
court appearances may result in additional criminal charges, and in addition to any arrest warrant that may
otherwise be issued by the Court. Your Complainant is a peace officer employed by the Sibley County
Sheriff's Office. In this capacity your Complainant believes the following to be true and correct.

On June 14, 2018, at 9:00 p.m., the Sibley County Sheriff’s Office received a call from a concerned citizen
who stated that her son just caught a child who fell out of a second story window at a residence in the City
of Green Isle, Sibley County. The reporting party stated that she and her son were driving by the residence.
He son then told her to stop and he quickly got out of the vehicle. They observed a child hanging from the
second story window. The child then fell and her son was able to catch the child. 

The child brought the reporting party to the front of the residence and went inside. The child’s mother was
asleep. The child told the mother, “don’t lock me in the room again.” 

Sibley County Deputy Sheriff, Chris Davis, went to the residence and made contact with the mother, April
Marie Grams (DOB 12-02-1970), hereinafter referred to as “defendant.” The child was identified as a five
year old female.

Defendant showed Deputy Davis the child’s bedroom. The door to the room had a lock on the outside,
whereby the child could apparently be locked in her room. The window had locks on it, but the window had
been opened and the screen had been cut. Defendant stated that she put the child in the bedroom at 7:30
p.m. and locked the door. Defendant then went to sleep. There was no bathroom in the child’s bedroom.
However, there a small Halloween pumpkin in the bedroom that had urine inside of it. The child said that
while she was locked in her room, she had to use the bathroom, so she urinated in the pumpkin. 

Deputy Davis then made contact with the on-call social worker for Sibley County Public Health and Human
Services. It was determined that the child could remain in the residence if the lock was removed from the
door. Defendant removed the lock in Deputy Davis’s presence and he then cleared the call.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
pending further proceedings. Defendant is therefore charged with the above-stated offense(s).

X SUMMONS
THEREFORE YOU, THE DEFENDANT, ARE SUMMONED to appear on July 12, 2018 at 9:45 AM before the
above-named court at 400 Court St PO Box 867, Gaylord, MN 55334 to answer this complaint.

IF YOU FAIL TO APPEAR in response to this SUMMONS, a WARRANT FOR YOUR ARREST shall be issued.

WARRANT
To the Sheriff of the above-named county; or other person authorized to execute this warrant: I order, in the name of the State
of Minnesota, that the Defendant be apprehended and arrested without delay and brought promptly before the court (if in
session), and if not, before a Judge or Judicial Officer of such court without unnecessary delay, and in any event not later than
36 hours after the arrest or as soon as such Judge or Judicial Officer is available to be dealt with according to law.
