Integrated Tourism Masterplan for Borodubur

1. CONTEXT
TDI stated that they had arrived in Jakarta at the invitation of the Client and that it was
proposed that the contract would be signed during the course of the coming week. TDI noted
that the proposed contact was for the preparation of an Integrated Tourism Master Plan and
that the primary focus of the assignment was the development of the tourism sector in the
study area.

It was understood that the study would be lead to the identification of a range of initiatives,
and that works would be separately commissioned by the client. TDI noted that the World
Bank tourism programme for Indonesia, under which the contract falls, proposes a total of 10
master plan studies of which 6 remain to be tendered. It was agreed that MRI and TDI would
seek to cooperate on the development of further work in the tourism sector from both the
public and private sector clients.

2. PROGRAMME
TDI informed MR that it was anticipated that during the week ending Friday 8th June that the
contract would be signed with the Client and that an initial kick off meeting with the client
would be held. MMD stated that Lana Lubis, Marzuki Uzman and Triss Hardyano would attend
both meetings.

TDI stated that following meetings with the Client they would travel to Yogyakarta to initiate
the Inception Phase of the project programme. It was stated that Mr Jessamine will remain in
Indonesia until the end of June, and Mr MacNulty until June 16th. During that phase TDI will
identify an office and accommodation in Yogyakarta for the team and prepare an Inception
Report for deliver to the Client at the end of June.

JJ will return to Jakarta towards the end of June and proposes that a team meeting be held at
which the draft Inception Report will be discussed.
3. CONTEXT

Pak Marzuki advised that we need to examine the law/legislation in relation to Borobudur. At
present, Borobudur is a dead monument. The law needs to be changed so that Buddhists can
attend services at the temple. A further problem is that there are a number of Provinces/Govt.
Organizations involved in the study area.

Yogyakarta can become the service centre for Borobudur. New airport planned for
Yogyakarta. Land negotiation is underway.

Java has a population of 150 million. It is one of the most densely populated islands in the
world. If we don’t introduce policies, we will have the ‘City of Java’.

4. MMD SCOPE OF WORK


A brief discussion was held regarding the MMD scope of work set out in the Technical
Proposal. TDI requested MR to careful review the content of the scope of work together with
the proposed manning schedule. TDI requested MR to review their scope and manning and to
inform them of any proposed amendments which may need to be incorporated into the
Inception Report.

5. PROGRAMME OF URGENT INVESTMENTS


TDI and MR noted that a key task identified in the Terms of Reference was the preparation,
by August, of a programme of urgent investments for the study area for the coming fiscal
year. It was agreed that urgent clarification of this requirement be sought from the Client
and that outputs would be subject to the ready availability of existing programme details
and master plans.

Such urgent investments could include the roads from the new airport to Borobudur and
Prambanan. These roads will need special zoning along the road corridor to prevent high rise
development.

6. MANAGEMENT AND COORDINATION


TDI requested that MR nominate a project coordinator whose function will be to liaise with
the team leader as well as oversee the MR programme and deliverables.

Tris suggested that Mott Mac Donald would have a standard format software based on the
National GIS System. TDI to discuss with MMD.

TDI to provide Moores Rowland with access to the Dropbox information sharing platform for
the project.
