1. GENERAL PROVISIONS

The Tender book herein applies to the support works for the earthworks of the cutting
slope and includes the technical and quality conditions that the materials, the quality
control and the acceptance criteria of the works have to fulfil.
This Tender Book is drawn up according to the specifications of the General Tender
Books compiled by the Ministry of Transport - CNADNR, published in the Traffic
Technical Report no. 6 of 2004, re-updated taking into account the Romanian and
European Standards and Norms valid in May 2011 and the provisions of the
Government Decision 28/2008.
Also, it takes into account the execution features from the respective site.
The constructor has the obligation to draw up the execution procedure according to the
execution drawings, to the tender book, to the norms, instructions and standards
specified in this tender book, to the details of the execution manner and to the
acceptance documents. The execution procedure will be submitted to the Consultant for
approval before the beginning of the work.

2. MATERIALS

2.1. WATER

Water can come from the public network or from another source, but if it is taken from
another source, it has to fulfil the conditions of SR EN 1008 - 2003. If the water is
procured from another source, it will be tested by a specialised laboratory, according to
the specifications of the respective standard.
While the water is used on the site, its pollution with cleaners, organic matter, vegetable
oils, clay etc. will be avoided.

2.2. CEMENT

2.2.1. Characteristics
The characteristics of all cement will be verified according to: SR EN 197-1/2011, SR
EN 196-1/2006÷CEN/TR 196-4/08, SR 196-6/2010, SR EN 196-8/2010.
The cement used is CEM I; CEM II A-S; CEM II B-S; CEM II H-S; CEM II A-LL; CEM II
A-M according to SR 13510/2006.

2.2.2. Recommended cement types


The recommended types of cement are specified in the execution drawings and are
according to the recommendations from CP 012 - 2007,
Also, cement with ingredients of smooth materials can be used.

2.2.3. Quality Control


− at delivery: by verifying the certificate of quality/warranty issued by the
manufacturer or by the delivery base;
− before use, by an authorised laboratory.

2.2.4. Delivery
If the user procures the cement from a warehouse (delivery base), the delivery of the
cement will be accompanied by a declaration of conformity, which will include:
− the type of cement and the manufacturer plant;
− the date of arrival in the warehouse;
− the no. of the quality certificate issued by the manufacturer;
− the no. of the quality analysis report, performed by an authorised laboratory.

2.2.5. Storage
The storage of the cement can be made:
− in bulk, in hopper-type boxes, in which no other material has been stored.
− packed in bags, in closed rooms, put in piles on boards placed with spaces
between them to ensure the circulation of the air.
The cement must be used before its expiry date.

2.3. NATURAL AGGREGATES

The natural aggregates used to process concrete and drain must fulfil, from the quality
point of view, the provisions of SREN 12620+A1-2008, NE 012 and NE 013-2002.

2.3.1. Quality control of aggregates


If the aggregates are purchased as such, they will be purchased from authorised
production plants.
The quality control of the aggregates will be made for each purchased batch, according
to the provisions of CP 012/1-2007 and the inspection methods will take into account
SREN 12620+A1-2008.

The laboratory of the site will keep record of the quality of aggregates, as follows:
− in a file which will include all the quality certificates from the provider;
− in a registry (registry for aggregates tests) which will include the results of the
determinations performed in the laboratory.

2.3.2. Transportation of aggregates


The aggregates will be dispatched by means of clean and well confined means of
transportation. Each transport will be accompanied by the way bill which will include: the
number and the date of its issue, the trademark (gravel plant), the receiver, the type and
the sort of the aggregates, the quantity delivered, the number of the quality certificate.

2.3.3. Storage of aggregates


The aggregates will be stored on concrete platforms with elevations and drainpipes to
discharge the water. To store the various types of aggregates, partitions with
accordingly height will be provided in order to avoid mixing the types of aggregates.
The storage directly on the ground or on gravelled platforms is not allowed.

2.4. CONCRETE

The basic requirements that the concrete must fulfil are according to SR EN 206-1/2002
and SR 13510/2006. According to the exposure method of the constructions specified in
the documentation, in accordance with the environmental conditions, the exposure class
will be established (SR 13510/2006).
The exposure class, the concrete class and the maximum recommended values for the
compositions and the properties of the concrete are specified in the project drawings.

2.4.1. Fresh concrete

2.4.1.1. Composition of concrete

The composition of concrete is defined by the percentage in volumes of the various


categories of dried aggregates, the weight of the binder for a cubic meter of concrete
already processed and the volume of the water. The necessary quantities for each
component of concrete will be determined before the beginning of its processing by the
Contractor.
While dosing the component materials of the concrete (after the establishment of the
network) the following aberrations are allowed:
− aggregates ± 3%;
− cement and water ±2%;

The determination of the physical characteristics of the fresh concrete, as well as the
admissible limits of its values will be according to the table below.

2.4.1.2. The control of the concrete production

All concrete must be submitted to the production control, under the responsibility of the
manufacturer. The control of the concrete production includes all the necessary
measures to maintain the concrete according to the conditions specified in CP 012/1-
2007

2.4.1.3. The delivery of fresh concrete

The specifications regarding these operations will be according to SR 13510/2006.

2.4.2. HARDENED CONCRETE


The concrete class is defined based on the characteristic resistance fck cil (fck cub), which
is the resistance to compression in N/mm2 determined on cylinders of 150/300mm,
according to the provisions of EN 12390-3:2009 (or on cubes having the side of
150mm) at the age of 28 days, which can statistically include at most 5% of the results.

The concrete specified in the project will be ″heavy″ with the density of the concrete
hardened at 28 days between 2201-2500 kg/mc.

The definition of the concrete class takes into account the preservation of the test
samples according to SREN 12390-6/2010. The quality control of concrete works
accomplished on site will be performed according to SREN 12390-6/2010, SREN
12390-1/2002, STAS 2414/91.
2.5. STEEL CONCRETE

The steel concrete used for the elevation-foundation joint will be S255 and/or 235 and
355, 345 and will be according to SREN 1992-22006.
The fields of use are specified in STAS 10107/0-90.
The production and the mounting of the beams will be made strictly according to the
provisions of the project.
At delivery, the steel concrete has to be accompanied by the quality certificate issued by
the manufacturer. The control of the steel concrete will consist of:
− checking the dimensions of the section, the net weight;
− inspecting the aspect;
− the trade of the product, the type of the reinforcement, the Quality Control mark;
− checking its cold-working;
− inspecting the mechanical characteristics (tensile strength, yield limit, breaking
elongation).
The storage of the steel for reinforcements will be made separately, based on types, so
that it ensured conditions that cannot cause the corrosion of the reinforcement, the
contamination with soil or other materials and to allow an effortless identification of each
type and diameter.
The binding of the bars will be made according to the provisions of the project and the
provisions of STAS 10107/0-90. Usually the binding of fixtures is made by overlapping
without welding or by common welding (electric welding in points, edge to edge by
intermediary melting, manual arc welding by overlapping with straps).

2.6. ENCASEMENTS AND SUPPORTS

The encasements can be made of wood or wood-based products, metal or other


products based on polymers.
The materials for the encasements have to be according to the following STASs':
− gummy balls - round poles: STAS 1040-85;
− beams - ledges of beech STAS 1961-80 and gummy SR EN 1313-1/2010;
− tego revetment of 8 and 15mm; SR EN 313-1/2003 and SR EN 314-1/2005;

− nails: STAS 2111-90.


While manufacturing the encasements, NE 012 will be observed.
2.7. ADDITIVES

The additives are chemical products which are added in the concrete in quantities
smaller or equal to 5%substance from the mass of the cement for the purpose to
modify/improve the fresh/hardened concrete.
While using the additives the provisions of CP 012/1- 2008 will be observed.
According to SR 13510/2006 the compatibility of the additives with the cement used
must be verified by preliminary tests.
2.8. INGREDIENTS

The ingredients are smooth inorganic materials that can be added in concreted in
quantities of more than 5% dried substance from the mass of the cement, with the
purpose to improve its characteristics or to create special properties.
While using the ingredients, the provisions of CP 012/1- 2008 and SREN 206-1/2002
will be observed.
2.9. GEOTEXTILE MATERIAL

Used as filter at the drain behind the support wall and of the guardrail foundation, will be
of non-weaving and non-ingrained type and will be verified according to the Norm NP
075-02 - "Norm for the use of the geosynthetic materials on construction works",
published in the Constructions Paper no. 13/2002 and will need to have the following
characteristics:
− traction resistance: min. 7KN/m;
− breaking elongation: <70%;
− transverse permeability ratio KT>1 x 10-4m/s;
− piercing with CBR >1000N;
− dimension of porosities that withhold 90% of the particles quantity that can be
withhold by the geotextile: d90<0,15mm.

2.10. CEMENT MORTAR

The basic requirement that the mortar has to fulfil will be according to STAS 1030/85
"Common mortar for masonry and plastering" and STAS 2634/80 "Common mortar for
masonry and plastering. Trial methods."

3.1. PRELIMINARY WORKS

Before the beginning of the actual works, the Contractor will perform preliminary works:
− signalling the working area;
− inspecting the existence of the position of the possible utilities on the road territory
or adjacent to the road territory; all the measures to perform the works in safety
will be taken;
− marking the works;
− assuring the water discharge on the site.
3.2. DEMOLISHING OF THE EXISTENT SUPPORT WALL

The elevation of the wall made of stone masonry will be demolished and the stone will
be cleaned and sorted as follows:
- The stone that can be considered as appropriate to be reused on the masonry of
the elevation of the new wall
- The stone that can be considered as inappropriate to be reused on the masonry
of the elevation of the new wall, but that can be used in the cyclopean concrete in the
foundation of the wall.
The foundation of the wall will be demolished until the quota of the gravel foundation
level of the road.
3.3. DIGGING

When the execution of the diggings involves the exposure of some existent
underground networks (water, gas, electricity etc.) that will continue to operate,
measures to protect these networks must be taken in order to avoid damages. If these
networks are unknown and are found during the execution of the digging, the works will
stop and the Consultant will be informed in order to take the necessary measures.
The digging, both in elevation and in foundation, will be made on a recommended
length of maximum 15m. After the integral performance of the wall, the diggings will
continue to be made on the same recommended length of 15m.
The last 30 cm until the foundation quota will be dug before concreting to avoid the
degradation of the bordering land and the boundaries of the shoe of the foundation.
3.4. ENCASEMENT

The encasements and their supports should be formed so that to fulfil the conditions in
NE 012:

− to ensure obtaining the form, the dimensions and the finishing degree specified in
the project for the elements that are going to be performed, observing the
admissible aberrations (for the length of the encasement elements ±15mm, for the
width ±6mm, height ±10mm);
− to be sealed so that to block the loss of the cement grout;
− to be stable and resistant under the action of the loads that appear in the
execution process.
Before beginning the mounting of the encasements, the surfaces that come into contact
with the concrete that is going to be cast will be cleaned and prepared and the position
of the reinforcements will be checked and corrected.
In order to reduce the adherence between the concrete and the encasements, they will
be lubricated with striking agents on the sides that come into contact with the concrete
before mounting.
For the architectural treatment of the seen side of the elevation, compression elements
will be mounted on encasement according to the specifications from the execution detail
drawings of the project.
The mounting of the encasements will include the following operations:
− marking the encasements;
− assembling and temporary supporting the panels;
− finishing, linking and permanently supporting the encasements.
Control and acceptance of the encasements works inspection at every step will be
made, as follows:
− preliminary, inspecting the preliminary works and the elements of sub-assemblies
of encasements and supports;
− during the execution, inspecting the positioning in relation to the marking and the
method to fix the elements;
− at the end, the acceptance if the encasements and the recording of the
observations in a registry of minutes.
In the case of encasements that close after the mounting of the reinforcements, a
common minutes will be drawn up for encasements and reinforcements.
3.5. FASHIONING AND MOUNTING THE REINFORCEMENTS

The fashioning of the reinforcements mounted at the elevation-foundation joint will be


made from OB37 and PC52, according to the reinforcement drawings in the project.
These operations will be made according to NE 012 and STAS 10111/87.

The connectors will be made of bars PC52 and will be fixed un the existent concrete
with cement grout or epoxy resins in holes performed in a network with eyelets of
0.50m.
3.6. CASTING AND PROTECTION OF CONCRETE AT THE FOUNDATION OF
THE WALL

The casting of the concrete and its subsequent treatment will be made according to the
provisions of NE 012. The casting of the concrete must be made after:
− finishing the digging;
− the acceptance of the quota and of the nature of the foundation land.
Based on the inspection of the conditions above, based on the minutes of hidden works
and/or of determined phases, the beginning of concreting will be approved.
The concrete in the foundations will be cyclopean concrete with 35% stone from
demolitions and recoveries and will be cast at the walls of the digging.
The concrete has to be spread uniformly along the foundation digging, taking into
account the performance of layers of maximum 50cm height and the casting of the new
layer before the beginning of the hardening of the concrete previously cast.
The dropping inner height of the concrete will not be greater than 1.5 m.
The working joints must be avoided and if this is not possible, they will be treated
according to the "Practice code for the execution of concrete, reinforced concrete and
pre-compressed concrete works: indicative NE 012.
The elevation-foundation joint will have a rough aspect, the stone being raised and the
metallic compound bars being mounted to it.
3.7. ROUGH STONE MASONRY IN THE ELEVATION

The rough stone masonry will be made according to STAS 2917/79 "Masonry works
from natural rough stone. Composition prescriptions"
To ensure the levelling of the seen side and of the back side of the elevation, the
masonry in encasement is recommended.
The designer can opt to perform only the seen side of the wall from natural rough stone
masonry and to perform the rest of the elevation's body as cyclopean concrete.
After striking, the joints between the stones will be finished and possibly filled with
cement mortar.
3.8. STRIKING

While striking, the provisions of NE 012 will be observed.


3.9. THE EXECUTION OF THE DRAINING SYSTEM

The wall of the drain will be performed from rough stone masonry or granular and
geotextile material with role of reversed filter, according to the details in the project.
The surface of the drainage ditch of the wall will be mashed off with cement mortar
M100; the end of the weepers will be connected with the drainage ditch.
3.10. THE COVER OF THE DRAIN

The cover of the drain will be made of compacted and seeded local land, having the
thickness of 30 cm.

4. THE CONTROL OF THE EXECUTION OF WORKS

- the conformity of the work with the specifications of the tender book, of the
execution details drawings, of the agreed procedure
