Dacoycoy, Master of Science in Criminal Justice Student, an d I


am going to share my research work to all of you, entitled, “STATUS OF VAWC CRIME VICTIMS: A BASIS FOR A
COMPREHENSIVE VICTIMOLOGY PROGRAM”.

Violence against women in many different forms has been existing many years ago. To strengthen the call of action against this
phenomenon, the government has built campaigns and programs. Despite of this, the Philippines still remains as one of the
countries with the most number of cases of violence against women.

This study determined the status of crime victims, particularly victims of violence against women in order to arrive in practical
solutions to the stated problems of the study.

It sought to determine the factors contributory to victimization among crime. Second, it determined the effects of victimization.
Third, it determined the support provided to be extended for the treatment of crime victims. Fourth, it proposed an enhanced
victimology program to assist crime victims and minimize the impact of victimization.

This study used mixed methods of research (DESCRIPTIVE – QUALITATIVE) in which the researcher combined all the elements
of qualitative and quantitative approaches for the purpose of breadth and depth of understanding and corroboration. In terms of the
respondents, initially fifty participants were listed to be interviewed; however ten victims took part due to the sensitive nature of the
study. No software was used in analyzing the data though. In analyzing and interpreting the data, the researcher categorized each
response into initial categorizations and themes based on the topics of interview guide and existing literature.

The researcher found out that the primary factors that lead to victimization of women victims of violence are socio-economic
factors (financial and discontentment) and vices (drunkenness, drug addiction, womanizing and jealousy) on the part of the
husbands. Most of the abuses committed to victims were in the form of verbal abuse so there is no much visible physical effect.
There is lack of support given to the victims.

With this, the researcher came up with the proposed comprehensive victimology program that may be adopted in order to
mitigate one of the reasons for commission of acts of violence against women which can be done in three ways: prevention,
development of effective response and impact mitigation.

Under the Prevention Program, the researcher listed


1. Economic approach/Poverty reduction – which can be achieved through enactment of provision of livelihood program and
financial assistance to VAW victims and their husbands through close coordination with DOLE, DSWD and other concerned
agencies. This includes more livelihood trainings, free or affordable skills development courses and more jobs fair during the
celebration of VAWC month.

2. Behavioral Approach – can be done by restraining children from witnessing the commission of violence (Dalal, 2008),
such as those committed by their father to their mother. Once a domestic violence was identified, the government should
immediately find a way to segregate the children from their parents.

3. Vice – Prevention Approach – there must be a comprehensive vice prevention approach to prevent VAW cases linked to
alcoholism and other vices. This includes the organization of therapeutic sessions and establishment of more rehabilitation centers
for drugs addicts, alcoholics, gambling addicts and sexual addicts.

4. Victim Factor Prevention – in the form of conduct of counseling, information dissemination and education to victims on how
they themselves can stop violence against them or eliminate the possible reasons in them why their husbands abuse them like
provoking their husbands to get jealous, being nagger, being irresponsible, engaging into vices or other similar reasons.

Under the development of effective response program, it is imperative to


1. Identify victims in need of support – this can be done if there is a regular DSWD personnel assigned at the barangay level
and at the WCPD of the PNP in order to identify VAW cases and readily provide support to VAW victims. The DSWD should not wait
for VAW victims to go to them.

2. Information and Education – is very important for personnel of concerned agencies to be informed or educated regarding
the nature and seriousness of VAW and the proper procedures in handling VAW cases.

The last program is impact mitigation which includes:


1. Economic and Physical Support – by rendering of actual medical treatment to VAW victims through government-assigned
medical personnel or volunteer individuals, or organization, and provisions of livelihood programs and financial assistance to VAW
victims to aid them in their medical expenses, in coordination with concerned agencies like DSWD.

2. Moral and Emotional Support - Conduct of training and counseling to VAW victims on how to handle the emotional
effects of VAW victimization like proper way of handling depression, stress, trauma and suicidal tendencies. This also includes
provision of an environment to VAW victims where there are readily available people to listen and help them in order to prevent them
from becoming sick or insane or to prevent them from resorting to violent or suicidal tendencies.

3. Prevention of re-occurrence - Conduct of counseling and other approaches to prevent VAW offenders from re-offending and
VAW victims from being victimized again. This includes segregation if necessary.
