I LEGAL BASES AND GENERAL CONDITIONS


1. This European Technical Approval is issued by Servizio Tecnico Centrale of Consiglio
Superiore dei Lavori Pubblici, in the following STC, in accordance with:
- Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws,
regulations and administrative provisions of Member States relating to construction
products 1, modified by Council Directive 93/68/EEC 2 and Regulation (EC) N°
1882/2003 of the European Parliament and of the Council 3;
- D.P.R. n.246 del 21 aprile 1993. Regolamento di attuazione della Direttiva europea
89/106 sui prodotti da costruzione4 and further successive modifications;
- Common Procedural Rules for Requesting, Preparing and the Granting of European
Technical Approvals set out in the Annex of Commission Decision 94/23/EC5 ;
- ETAG 013 – Guideline for European Technical Approval of Post-Tensioning Kits for
Prestressing of Structures – Edition June 2002 and Comprehension document ETAG
013 – Amendment December 2007.
- Opinion n.135 of the First Section of the Italian Consiglio Superiore dei Lavori Pubblici,

2. STC is authorized to check whether the provisions of this European Technical Approval are
met. Checking may take place in the manufacturing plant (for example concerning the fulfillment
of assumptions made in this European Technical Approval with regard to manufacturing).
Nevertheless, the responsibility for the conformity of the products with the European Technical
Approval and for their fitness for the intended use remains with the holder of the European
Technical Approval.

3. This European Technical Approval is not to be transferred to manufacturers or agents of


manufacturer other than those indicated on page 1; or manufacturing plants other than those
indicated on page 1 of this European Technical Approval.

4. This European Technical Approval may be withdrawn by the STC according to Article 5 (1) of
the Council Directive 89/106/EEC.

5. Reproduction of this European Technical Approval including transmission by electronic means


shall be in full. However, partial reproduction can be made with the written consent of STC. In
this case partial reproduction has to be designated as such. Texts and drawings of advertising
brochures shall not contradict or misuse the European Technical Approval.

6. The European Technical Approval is issued by the approval body in its official language. This
version corresponds to the version circulated within EOTA. Translations into other languages
have to be designated as such.

II SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL

1. Definition of product and intended use

1.1 Definition of product


This European Technical Approval (ETA) applies to a kit:
TTM tension technology s.r.l.
Bonded Strand Post-Tensioning System with 4 to 27 Strands
including the following components:
• tendon:
bonded tendons with 4 to 27 tensile elements;
• tensile elements:
7-wire prestressing steel strand with a nominal diameter and nominal tensile strength as given in the
following Table 1:

1.2 Intended use and working life


The Post-Tensioning System is assumed to be used for the prestressing of structures of normal weight
concrete with internal bonded tendons, also subjected to dynamic loads. Fatigue tests (see following
table) have been performed according to ETAG 013.

The structural members used have to be designed in accordance with national laws.
The provisions made in this European Technical Approval are based on an assumed working life of the
Post-Tensioning System of 100 years. The indications given on the working life cannot be interpreted
as a guarantee given by the kit manufacturer or the Approval Body, but are to be regarded only as a
means for selecting the appropriate product in relation to the expected, economically reasonable
working life of the works.

2. Characteristics of product and methods of verification

2.1 Characteristics of product

2.1.1 General
The components correspond to the drawings and provisions given in this European Technical Approval
including the Annexes. The characteristic material values, dimensions and tolerances of the
components not indicated in the Annexes shall correspond to the respective values laid down in the
technical documentation6 of this European Technical Approval. The arrangement of the tendons, the
design of the anchorage zones, the anchorage components and the diameters of the ducts shall
correspond to the attached description and drawings; the dimensions and materials shall comply with
the values given therein.

2.1.2 Identification
This European Technical Approval for the TTM tension technology s.r.l., Bonded Strand Post-
tensioning System with 4 to 27 Strands issued on the basis of agreed data, deposited with STC, which
identifies the TTM Tension Technology s.r.l., Internal Bonded Post-tensioning System with 4 to 27
Strands that has been assessed and judged. Changes to the production process of the TTM Tension
Ttechnology s.r.l., Internal Bonded Post-tensioning System with 4 to 27 Strands, which could result in
this deposited data being incorrect, should be notified to STC before the changes are introduced. STC
will decide whether or not such changes affect this European Technical Approval and consequently the
validity of the CE marking on the basis of this European Technical Approval and, if so, whether further
assessment or alterations to this European technical Approval are considered necessary.

2.2 Components

2.2.1 Strands
Only 7-wire strands shall be used in accordance with nationally provisions (as long as an harmonized
standard is not issued for the product) with the characteristics given in Table 2:

To avoid any possible confusions, only strands with one nominal diameter shall be used on one site.
Only strands stranded in the same direction shall be used in a tendon. Further characteristic values of
the strands are reported in Annex 9.

2.2.2 Wedges
Wedges type T15 are made of case hardening steel 16NiCrS4+Pb according to EN 10277-4. Only one
type of wedge is used. The 3 segments of the wedges, hold together by a spring ring, are 43 mm long
and have 60°-tooth. In case of passive anchorages wedges are kept in place by springs and a retaining
plate.

2.2.3 Anchor heads

The technical documentation of this European Technical Approval is deposited at STC and, on request as far as relevant for the tasks of the
approved bodies involved in the attestation of conformity procedure, is handed over to the approved bodies.

Anchor head, realized by closed die forging, are made by steel C40-45 according to EN 10083-2 and
have conical hole drilled in circular arrangement to accommodate strands and wedges. Additionally,
passive anchorage have threaded holes to fix the retaining plate and cylindrical seating for retaining
springs. Further characteristic values of the anchor heads see Annex 2.

2.2.4 Cast iron block


Cast iron blocks are made of a EN-GJS-500-7 cast iron according to UNI-ISO 4544. They are designed
with a shape able to transmit prestressing forces fron anchor head to concrete. For 4 to 27 strands
circular bearing plates shall be used (see Annex 3). An air vent is provided and in order to guarantee a
suitable ventilation a tube must be fitted to these air-vent.

2.2.5 Helixes and stirrups


The steel grades and dimensions of the helixes and of the stirrups shall comply with the values given in
the Annexes. The helix shall be placed exactly in the tendon axis. The helix dimensions shall comply
with the values specified in Annexes 5 to 7.
If required for a specific project design, the reinforcement given in the Annexes 5 to 7 may be modified
in accordance with the respective regulations in force at the place of use as well as with the relevant
approval of the local authority and of the ETA holder to provide equivalent performance.

2.2.6 Tubes and trumpets


Tubes and trumpets are positioned between the sheath and the anchorage and guarantee proper
protection to the strand. They are made of H.D.P.E. and they are able to keep stability when high
temperatures are reached during the injection process.

2.2.7 Grout
Grout according to EN 447:1996 shall be used.

2.3 Methods of Verification

2.3.1 General
The assessment of the fitness of the “TTM – Bonded Post-tensioning System with 4 to 27 strands” for
the intended use in relation to the requirements for mechanical resistance and stability in the sense of

Essential Requirement 1 of the Council Directive 89/106/EEC has been made in compliance with the
Guideline for European Technical Approvals of Post-tensioning kits for prestressing of structures,
ETAG 013.
The release of dangerous substances is determined according to ETAG 013, clause 5.3.1. A
declaration was made by the kit manufacturer that the product does not contain any dangerous
substances.
In addition to the specific clauses relating to dangerous substances contained in this European
Technical Approval, there may be other requirements applicable to the products falling within its scope.
(e.g. transposed European legislation and national laws, regulations and administrative provisions). In
order to meet the provisions of the Construction Products Directive, these requirements need also to
be complied with, when and where they apply.
The structural members (normal-weight concrete) prestressed by means of the TTM – Internal Bonded
Strand Post-Tensioning System used to be designed in accordance with national regulations.

2.4 Design

2.4.1 Tendons – maximum prestressing forces


Prestressing and over-tensioning forces are specified in the respective national provisions:

The number of strands in a tendon may be reduced by leaving out strands lying radial-symmetrically in
the anchor head. The provisions for tendons with completely filled anchors also apply to tendons with
only partly filled anchor heads. Into the free drills in the anchor head the short pieces of strands with
wedges have to be pressed to prevent slipping out.
The admissible prestressing force is reduced per strand left out as shown in Table 7:

2.4.2 Losses of the prestressing force due to friction and wobble effects
The losses of the prestressing force due to friction and wobbling effects may normally be determined in
the calculation by using the friction coefficients μ and the unintentional angular displacement k (wobble
coefficient) given in Table 8. The value μ and k depend on the given duct dimensions and maximum
distances between the tendon supports.
The given value of k only apply if the strands are in the ducts at the time of concreting.
If the strands are arranged after concreting, the given values μ shall only be used in the calculation if
the ducts are adequately stiffened during concreting, e.g. by means of PE and/or PVC pipes, or if
reinforced ducts are used in connection with smaller distances between tendon supports.
For the determination of strains and forces of prestressing steel friction losses ΔPμA in the active
anchorage zone shall be taken into account according to Table 8.

2.4.3 Radius of curvature of the tendons in the structure


The smallest admissible radius of curvature of the tendons with circular duct depending on the
diameter of the duct is given in Table 9.

2.4.4 Concrete strength


At the time of transmission of the full prestressing force to the concrete member the mean concrete
strength in the anchor zone shall be at least fcmj,cube or fcmj,cyl according to Table 10. The mean concrete
strength shall be verified by means of at least three specimens, which shall be stored under the same
conditions as the concrete member, with the individual values of specimens not to differ more than 5%.

For partial prestressing with 30% of the full prestressing force the actual mean value of the concrete
compressive strength to be proved is 0,5 ⋅ f cmj ,cube or 0,5 ⋅ f cmj ,cyl ; intermediate values can be interpolated
linearly.

2.4.5 Centre and edge distances of the tendon anchorages, concrete cover
Spacing and distances shall not be less than values given in Table 11 and 12 and in the Annexes.
A reduction of up to 15% of the centre spacing of tendon anchorages in one direction is permitted but
should not be less than the outside diameter of the helix and the placing of additional reinforcement
shall still be possible. In this case the spacing in the perpendicular direction shall be increased by the
same percentage.

3. Evaluation and attestation of conformity and CE marking

3.1 System of attention of conformity


According to the decision 98/456/EC of the European Commission7 the system 1+ of attestation of
conformity applies.
This system of attestation of conformity is defined as follows:
Certification of the conformity of the product by a approved certification body on the basis of:
a. Tasks for the manufacturer:
1. factory production control
2. further testing of samples taken at the factory by the manufacturer in accordance
with a prescribed test plan;
b. Tasks for the approved body:
3. initial type-testing of the product;
4. initial inspection of factory and of factory production control;
5. continuous surveillance, assessment and approval of the factory production
control;
6. audit-testing of samples taken at the factory.

3.2 Responsibilities

3.2.1 Tasks of the manufacturer

3.2.1.1 Factory production control


The manufacturer shall exercise permanent internal control of production. All the elements,
requirements and provisions adopted by the manufacturer shall be documented in a systematic
manner in the form of written policies and procedures, including records of results performed. This
production control system shall insure that the product is in conformity with this European Technical
Approval.
The manufacturer may only use initial materials stated in the technical documentation of this European
Technical Approval.
The factory production control shall be in accordance with the “Control Plan” which is part of the
technical documentation of this European Technical Approval. The “Control Plan” is laid down in the
manufacturer and deposited at the STC 8.
The basic elements of the Control Plan comply with ETAG 013, Annex E1 (see Table 13).
The results of factory production control shall be recorded and evaluated in accordance with the
provisions of the “Control Plan”.
The records shall include at least the following information:
• designation of the product or the initial material and the components;
• kind of control or testing;
• date of manufacture and of testing of product or components and of initial material;
• results of controls and tests and, where relevant, comparison with the requirements;
• signature of person responsible for the factory production control.
The records shall be kept for at least ten years and submitted to the approved body. On request they
shall be presented to STC.
If the test result is not satisfactory, the manufacturer shall take immediate measured to eliminate the
deficiency. Construction products and components which do not comply the requirements shall be
handled such that they cannot be mistaken for products complying with the requirements. After
elimination of the deficiency the relevant test shall be immediately repeated as far as technically
possible and necessary for verifying the deficiency elimination.

3.2.1.2 Other tasks of manufacturer


The manufacturer shall, on the basis of a contract, involve a body which is approved for the tasks
referred to in section 3.1 in the field of Post-Tensioning Kits for Prestressing of Structures in order to
undertaken the actions laid down in section 3.3. For this purpose, the “Control Plan” referred to in
sections 3.2.1.1 and 3.2.2 shall be handed over by the manufacturer to the approved body involved.
The manufacturer shall make a declaration of conformity, stating that the construction product is in
conformity with the provisions of the present European Technical Approval.
At least once a year specimens shall be taken from one job site and one series of singles tensile
element test shall be performed according ETAG 013, Annex E3 (see Table 13). The results of these
test series shall be made available to the approved body.

3.2.2 Tasks of approved body


3.2.2.1 General
The approved body shall perform the measures according the section 3.2.2.2 to 3.2.2.5 and in
accordance with the provisions laid down in the above cited “Control Plan”.
The approved body shall retain the essential points of its actions referred to above and state the results
obtained and conclusions drawn in a written reports.
The approved certification body involved by the kit manufacturer shall issue an EC certificate of
conformity of the product stating the conformity with the provisions of this European Technical
Approval.
In cases where the provisions of the European Technical Approval and its “Control Plan” are no longer
fulfilled the certification body shall withdraw the certificate of conformity and informs STC without delay.

3.2.2.2 Initial type-testing of the product


For initial type-testing the results of the tests performed as part of the assessment for the European
Technical Approval may be used unless there are changes in the production line or plant. In such
cases the necessary initial type-testing has to be agreed between the STC and the approved body
involved.

3.2.2.3 Initial inspection of factory and of factory production control


The approved body shall ascertain that, in accordance with the “Control Plan”, the factory, in particular
the staff and equipment, and the factory production control are suitable to ensure a continuous and
orderly manufacturing of the Post-tensioning system with the specifications mentioned in section 2.1 as
well as in the Annexes of this European Technical Approval.

3.2.2.4 Continuous surveillance, assessment and approval of factory production control


The approved body shall visit the kit manufacturer at least twice a year. It has to be verified that the
system of factory production control and the specified manufacturing process are maintained taking
account of the “Control Plan”.
Continuous surveillance and assessment of factory production control have to be performed according
to the control plan.
The results of product certification and continuous surveillance shall be made available on demand by
the approved body to the STC.

3.2.2.5 Audit-testing of samples taken at the kit manufacturer


During surveillance inspections the approved body shall take samples of components of the Post-
tensioning system for independent testing. For the most important components Table 14 contains the
minimum procedures which have to be performed by the approved body.
The basic elements of the Audit testing comply with ETAG 013, Annex E2 (see Table 14).

3.3 CE Marking
The CE marking shall be contained by the delivery note. The symbol “CE” shall be followed by the
identification number of the approved certification body, where relevant, and be accompanied by the
following additional information:
• the name or identifying mark and address of the manufacturer and of the production
plant (legal entity responsible for the manufacture);
• the identification of the product (trade name).
• the last two digits of the year in which the CE marking was affixed;
• the number of the EC certificate of conformity for the product;
• the number of the European Technical Approval;
• the category(ies) of use
• "for further information, refer to the ETA"

4. Assumptions under which the fitness of the product for the intended use
was favourably assessed

4.1 Manufacturing
TTM tension technology s.r.l. Bonded Strand Post-Tensioning System with 4 to 27 strands is
manufactured in accordance with the provisions of this European Technical Approval. Composition and
manufacturing process are deposited at STC.

4.2 Design
Other than all the provisions of p.2.4 of this ETA, also the following provisions shall be considered.

4.2.1 Anchorage recess


The anchorage recess shall be designed so as to ensure a concrete cover of at least 20 mm at the
protection caps in the final state. Clearance is required for the handling of prestressing jacks. The ETA
holder shall keep available information on prestressing jacks and appropriate clearance behind the
anchorage.

4.2.2 Reinforcement in the anchorage zone


The helix and the additional reinforcement as given in Annexes 5 to 7 shall be adopted.
Verification of the transfer of prestressing forces to the structural concrete is not required if the centre
spacing and edge distances of the anchorages as well as grade and dimensions of additional
reinforcement, see Annexes 5 to 7, are complied with. The forces outside the area of the helix and
additional reinforcement shall be verified and, if necessary, resisted by appropriate (transversal)
reinforcement.
If required for a specific project design, the reinforcement given in Annexes 5 to 7 may be modified in
accordance with the respective regulations in force at the place of use as well as with the relevant
approval of the local authority and of the ETA holder to provide equivalent performance.

4.3 Installation

4.3.1 General
Assembly and installation of the tendons shall only be performed by qualified post-tensioning specialist
companies which have the required technical skills and experiences with this TTM – Post-tensioning
System. The company’s site manager shall have a certificate of the ETA holder certifying that he is
instructed by the ETA holder and the required knowledge and experience with this post-tensioning
system. Standards and regulations valid on side shall be considered.
The ETA holder is responsible to inform anyone concerned about the use of this TTM – Post-
tensioning System. Additional information as listed in ETAG 013, section 9.2 shall be held available at
the ETA holder and shall be distributed as needed.
The tendons and the components shall be handled carefully.

4.3.2 Welding
Welding at the anchorages is only permitted at the following points:
• welding of the end of the helix to a closed ring;
• for ensuring of the central position the helix may be attached to the bearing plate or
anchor body by tack-welding.
After placing the strands in the ducts no more welding shall be performed at the anchorages.

4.3.3 Installation of the tendon


The central position of the helix or stirrups shall be ensured by tack-welding to the bearing plate or the
anchor body or other appropriate mountings. The bearing plate or anchor body and the anchor head
shall be in direction vertical to the axis of the tendon.

The tendon shall be placed straightforward the first meter at the anchorage.
The connection between trumpet and duct shall be sealed carefully by tape in order to prevent the
penetrating of concrete.

4.3.4 Wedging force, slip at anchorages, wedge securing and corrosion protection mass
If the calculated prestressing force is less than 0.7 Pm0,max the wedges of fixed anchorages shall be pre-
wedged with P0,max (see section 2.4.1).
The wedges of all anchorages which are no more accessible during tensioning shall be secured by
means of wedge keeping plates and bolts.

4.3.5 Tensioning
Before tensioning the minimum mean concrete strength shall comply with the values given in section
2.4.4.
It is admissible to restress the tendons by releasing and re-using the wedges. After restressing and
anchoring, wedge marks on the strands resulting from first stressing shall be moved to the outside by
at least 15 mm.
The minimum straight length for tensioning behind the anchorages (strand protrusion) depends on the
jack which is used on site. All strands of a tendon shall be stressed simultaneously. This can be done
by centrally controlled individual jacks or by a bundle jack.

4.3.6 Grouting
4.3.6.1 Grout and grouting procedures
Grout according section 2.2.7 shall be used. Grouting procedures shall be carried out in accordance
with EN 446:1996.

4.3.6.2 Water rinse


Normally, tendons shall not be rinsed with water.

4.3.6.3 Grouting speed


The grouting speed shall be in the range between 3m/min and 12m/min.

5. Recommendations for the manufacturer

5.1 Recommendations on packaging, transport and storage


The components and the tendons shall be protected against moisture and staining.
The tendons shall be kept away from areas where welding procedures are performed.
During transport a minimum admissible diameter of curvature of tendons with duct up to 22 strands is
1.65 m and exceeding 22 strands is 2.0 m.
For tendons without duct the smallest diameter of curvature during transport is 1.65m.
The ETA holder shall have instructions related to:
• Temporary protection of prestressing steels and components in order to prevent
corrosion during transportation from the production site to the job site;
• Transportation, storage and handling of the tensile elements and of other components in
order to avoid any mechanical, chemical or electrochemical changes;
• Protection of tensile elements and other components from moisture;
• Segregation of tensile elements from zones where welding operations are performed.

5.2 Recommendations on installation


The installation guidelines of the manufacturer have to be followed, see ETAG 013, Annex D.3.

5.3 Accompanying information


It is the responsibility of the ETA holder to ensure that all necessary information (design and
installation) is submitted to those, responsible for design and execution of the works constructed with
the TTM tension technology s.r.l. Bonded Strand Post-Tensioning System with 4 to 27 Strands.

1. Preparatory work: the components of the prestressing kit shall be stored so as to avoid any damage or
corrosion.
2. Anchorage recesses: adequate space to accommodate and to use the prestressing jack shall be ensured.
3. Fixing the bearing plates: four holes are provided to fix the bearing plates to the formwork. The trumpet
is screwed into the bearing plate. The helix is either welded to the bearing plate by means of radial bars
or positioned by fixing it to the existing reinforcement.
4. Placing of the sheaths: the sheaths are placed on supports with minimum radii of curvature according to
Clause 2.4.3. The sheaths have to be jointed in a leak-proof way. The sheaths shall be supported such
that any movement is prevented.
5. Installation of tensile elements (prestressing steel): the prestressing steel is pushed or pulled into the
sheaths before or after concreting of the structure.
6. Installation of the inaccessible fixed anchorages: after passing the strands through the anchor head, they
are anchored individually in the cones by means of ring wedges. After assembling the wedges are
secured with springs or a wedge retaining plate.
7. Checking the tendons before concreting: before concreting the structure the fixation and position of the
entire tendon have to be checked and corrected if necessary. The sheaths shall be checked for any
damage.
8. Assembly of anchor block: after passing the strands through the anchor head, they are anchored
individually in the cones by means of ring wedges.
9. Prestressing: at the time of stressing the mean concrete compressive strength shall be at least according
to Table 10.
The elongation of the tendon and the prestressing forces shall be checked and recorded systematically
during the stressing operation.
10. Grouting the tendons: the grout shall be injected through the inlet holes until it escaped from the outlet
tubes with the same consistency. All vents and grouting inlets shall be sealed immediately after grouting
(see also clause 4.3.6).
