SCOPE

This document is for users wishing to evaluate the performance of the T-Mobile Radio Access
Network (RAN). It covers all key performance indicators for all vendors that can be derived from the
vendor network performance counters.

PURPOSE

This document aims to give detailed description of the key peformance indicators to be used for
evaluating the performance of the T-Mobile GSM and UMTS radio networks.

1. INTRODUCTION

This document aims to give users an outline of how to measure the performance of the GSM and
UMTS networks from a vendor perspective. This includes counters output on the Ericsson and Nortel
BSC and PCU, plus the counters from Nokia Node B and Nokia RNCs. It will detail the formulas and
counters required to measure a particular aspect of performance. It also forms the reference for
terminology used to report performance so everyone uses the same term for the same indicator.
Since there are so many counters that make up some indicators, each low level indicator is given its
own section and hyperlinks are used to build up the high level indicators.

Chapter 2 gives the GSM performance indicators. This section is split into two parts, 2.1 details the
formulas used in management reports and for TMO in order to compare national companies. These
formulas have been agreed by all TMO national companies that use the appropriate vendor
equipment. 2.2 gives the remaining detailed reports that enable investigation in patricular problems
or areas of performance.

Chapter 3 gives the UMTS performance indicators. This section is split into two parts, 3.1 details the
formulas used in management reports and for TMO in order to compare national companies. These
formulas have been agreed by all TMO national companies that use the appropriate vendor
equipment. 3.2 gives the remaining detailed reports that enable investigation in patricular problems
or areas of performance.
