In the Law on Spatial Planning No.26 of 2007, urban area is a region that has primary non-

agricultural activities with the composition of the function area as a place of urban settlements,

centralization and distribution of government services, social services and economic activities.

One of the cities in Indonesia is the city of Makassar. The city of Makassar is a city located

in the eastern part of indonesia, precisely in the province of south Sulawesi. The city of Makassar

is also known as the largest city and as the gateway of eastern Indonesia.

However, urban planning in Indonesia still has to be handled seriously because lately

newspapers or TV media, radio and online media are increasingly preaching about :

1. floods

2. landslides

3. congestion

4. air pollution, and

5. poverty
 Makassar city from year to year continues to grow especially in the field of

infrastructure development, such as the expansion of Makassar sea port, reclamation of losari

beach, hasanuddin airport, toll road, makassar industrial area, and various other projects have

been implemented.

One of the infrastructures built in Makassar city is underpass intersection of mandai. This

project was built to address the frequent congestion in this area. The project began in 2015 and

will be completed by 2017. The project cost 265 billion.

 The intersection underpass of mandai is built because the intersection condition often has

long congestion. Congestion itself is one of the problems that never finished in Indonesia. During

peak hours, the volume of vehicles at this junction can reach 10,000 units of passenger cars / hour.

This underpass is expected to be able to overcome the congestion that is also access to and

from the airport. In addition, the existence of underpass intersection will later be able to increase

the carrying capacity of Makassar city on economic growth in eastern Indonesia.

Construction of this underpass is scheduled to be completed in July 2017. But to smooth

the flow of ied mubarak, this underpass will be opened for the vehicle during ied mubarak or about

19 June 2017. This applies to serve regional traffic and vehicles in and out of the airport In

prediction will increase.
