I. Background
One of the absolute requirements that a country must have is the territory of
sovereignty, in addition to the people and government that are recognized. The
basic concept of the archipelago has been put through the Declaration of Djuanda
December 13, 1957. The declaration has a very strategic value for the Indonesian
nation, because it has given birth to the concept of archipelago insight that unites
the territory of Indonesia.
Insight is the perspective of the Indonesian nation based on Pancasila and the
Constitution of UUD 1945 on the self and its environment in its existence that
sarwa archipelago and its emphasis in expressing itself as the nation of Indonesia
in the midst of its environment that sarwa archipelago. The basic elements of the
insight of the archipelago are: container, content, and code of conduct. As an
archipelagic country with its diverse society, the Indonesian state has elements of
strength as well as weakness. Its strength lies in the position and geography of a
strategic and rich in human resources (HR). The weakness lies in the form of the
archipelago and the diversity of society that must be united in one nation, one
country and one country. In its life, the Indonesian people can not be separated
from the influence of interaction and interrelation with the surrounding
environment (regional or international). One of the guidelines of the Indonesian
nation of national insight based on the form of the archipelago region called
archipelago Insight. It is only with this effort that the nation and state of Indonesia
still exist and can continue the struggle towards a just, prosperous and prosperous

DISCUSSION

I. Understanding Archipelago Insight

Archipelago insight is the perspective and attitude of the Indonesian people to
know themselves and their environment by giving priority to the unity and unity
of the nation and the unity of the region in organizing the life of society, nation
and state.

II. Function of Archipelago Insight

General Archipelagic Functions
Archipelago insight serves as a guide, motivation, encouragement, and signs in
determining all policies, decisions, actions, and actions for the implementation of
the State center or in the region.

The Function of Insight Archipelago by Cristine S.T. Kansil, SH., MH.

Archipelago insight serves as a builder and coach unity and unity of the nation and
state of Indonesia. The archipelago's insight is the basic national teaching that
underlies national development policies and strategies. The function of insight of
the archipelago as a conception of national resilience is as a concept in
development, defense, security, and territorial. The function of the archipelago's
insight as a national development is to include political, social and economic
unity. The function of national insight as security and endurance is the
geopolitical view of Indonesia as a unity in all parts of Indonesia.

III. The Purpose of Archipelago Insight

The goal of the archipelago insight is to realize the high nationalism of all
aspects of the life of the Indonesian people who prioritize national interests rather
than their personal interests, groups, organizations, ethnic or regional.

3
IV. Historical Resources Insight Archipelago
The insight of the archipelago is how we see the view of the Indonesian nation
and the attitude of the Indonesian nation about the identity of the nation and the
environment of the Indonesian nation is diverse and strategic value by prioritizing
a unity and unity of the nation and unity of the region in organizing life in a
society, nation and state in order to achieve national goals . Seeing from the ideals
of the Indonesian nation is wanting a whole nation. Because Indonesia had once
experienced a life where as a colonized and divided nation with suffering and
misery poverty and full of the sheep of the invaders.
Not only that, we also have separate territory because it was formerly a former
Dutch colony, the Hindia districts are still separated by the 1939 ordination where
the territorial sea of Hindia Dutch is 3 millimeters in the presence of the
provisions of the sea or waters more than 3 mill is a free ocean or international
sea.

V. Sociological Sources of Archipelagic Insights

Common socio-cultural attributes such as language, flags, nations that
differentiate with other nations and which enable citizens to have a sense of unity.
Code of conduct is the basis of the interaction between the container and the
contents, which consists of the inner and outward codes of conduct. Inner conduct
reflects the soul, spirit, and good mentality of the Indonesian nation, while the
outward order is reflected in the actions, deeds, and behavior of the Indonesian
nation. Outward manners are an intact force, in the sense of unity. Includes
planning, execution, supervision and control. Both of these things will reflect the
identity of the identity or personality of the Indonesian nation based on kinship
and togetherness that has a sense of pride and love to the nation and the homeland
so as to generate high nationalism in all aspects of national life.

Political Resources of Archipelago Insight

There is a national interest in how to have a unified region and a united nation that
can be developed, conserved, and perpetuated continuously. The national interest
is a further derivation of the national ideal. The national ideals of the Indonesian
nation as set forth in the 1945 Constitution of alenia II is to create an independent,
united, sovereign, just and prosperous Indonesian State while the national goals of
4
Indonesia as stipulated in the 1945 Constitution of Alenia IV one of which is to
protect the entire Indonesian nation. The insight of the archipelago that originated
from the Djuanda Declaration of 1957 was later made into a state political
conception. The formulation of the insight of the archipelago is included in the
text of the State Policy Guidelines (GBHN) as a result of the MPR Decree from
1973, 1978, 1983, 1988, 1993, and 1998. After the GBHN is not applicable, the
concept of insight into the archipelago is inserted in the formulation of Article 25
A of the 1945 Constitution of 1945 Fourth Changes of 2002. Archipelago insight
is basically the geopolitical view of the Indonesian nation. Geopolitics derives
from the Greek word GEO and POLITICS "Geo" means earth and "politria"
which means the unity of a standing society. Geopolitics has traditionally been
defined as the study of "the influence of geographical factors on political action".
Geopolitics is interpreted as the science of the administration of the State whose
every policy is linked to the geographical region or residence of a nation.

VI. The Essence and Urgency of Nusantara Insights

Nusantara insight is the need for unity and the needs of the territory of
Indonesia that stretches from sabang to meraoke. The territory of Indonesia as a
unity has its own uniqueness, among others: It has an island nation with 17,508
islands. The main distance is south of 1888 and the west east distance is 5,1100
km. Located between two oceans and two continents. Located on the equator.
Being in a tropical climate and two seasons. Being two meetings of the
mountainous path of the Mediterranean and the pacific pacific. Located at 6 LU -
11 LS and 95 BT -141 BT. The area is lush and habitable (inhabitable). Rich in
flora and fauna and natural resources. The nation of Indonesia as a unity also has a
uniqueness, namely: Having a diversity of tribe that is about 1,128 tribes. It has a
large population of about 242 million. Have a diversity of races. Having a
diversity of religions. It has a diversity of cultures as a consequence of cultural
diversity. The concept of insight of the archipelago creates the view that Indonesia
as one unity of the region is a political, socio-cultural, economic and defense and
security such an important view as the visional foundation of the Indonesian
nation, especially in carrying out the development.

and the State. That political life throughout the archipelago is a political entity
organized under the Pancasila. That the entire archipelago is a unity of the legal
system. That the Indonesian people who live side by side with other nations also
create a world order based on independence.

The archipelago embodiment of the archipelago as an economic unity has a

meaning:
That the wealth of potential and effective archipelago area is shared capital of
nations together. The level of economic development should be harmonious and
balanced throughout the region. Economic life throughout the archipelago is an
economic entity organized as a joint effort on the principle of kinship.

The archipelago embodiment of the archipelago as a social-cultural unity has a

meaning:
That the people of Indonesia are one, the unity of the nation must be the life of
the nation that is compatible with the same level of progress of society. That the
culture of Indonesia is essentially one while the existing cultural style describes
the cultural wealth of the nation that became the capital and the foundation of the
development of the entire nation's culture.

The archipelago archipelago embodiment as a unit of defense and security has

a meaning:
That the threat to one island or one region is essentially a threat to the whole
nation and the State. That every citizen has the same rights and obligations in the
