Re
Citizen Participation in Selection of Keisha Butler, Chair, FPC
Greetings!
This communication comes as a result of my office perceiving a “rush to
judgment” and failure to be INCLUSIVE in Citizen Participation of the CORE
CONSTITUENTS of the city of Milwaukee for such a major SAFETY.
Firstly, the KEISHA BUTLER listening meeting scheduled for last evening, May 22
at 5:30 p.m. at Gerald Ignace Indian Health Center, 930 W. Historic Mitchell, does
NOT in any way give VOICE to the CORE CONSTITUENTS of the Milwaukee
population as we “Change the Guard”.
Citizen Participation in Selection of Keisha Butler, Chair, FPC | 5/23/2018 2
SECONDLY, we have MEGA concerns around the role and responsibilities of the
Fire & Police Commission that is impacted by the Office of Tom Barrett, Mayor.
THIRDLY, Mayor Tom Barrett recent abrupt firings are on the radar – Bevan Baker,
Health Department and MaryNell Regan, Fire & Police Commission. Followed by
a recent conflict regarding Common Council selection (overriding veto) of Dr.
Patricia McManus.
This is what Mayor Barrett said when submitting name of Keisha Butler, “This
appointment will serve at my pleasure during the duration of my term and
thereafter until a successor is appointed or confirmed”.
FOURTHLY, Mayor Tom Barrett has a very troubling record of “TRUST” due to
NO RESPONSE from his office (email to Tom Barrett and calls to Nick Ramos) and
his cronyism MONOPOLY-OLIGOPOLY takeover of Milwaukee with Milwaukee 7,
Greater Milwaukee Committee, United Milwaukee, MMAC and MEDC Council-Tim
Sheehy). Below is an example of how the mayor of Milwaukee has FAILED
transparency and accountability.
For the last four months, Milwaukee Professionals Association LLC has actively
sought a response from the Office of Tom Barrett, Mayor to provide role and
responsibility of his administration – Milwaukee Public Library – Paula Kiley.
Given the behavior of the past Chief of Police, Lining up the police force in African
American neighborhoods giving a NEGATIVE image that broad brushed ALL the
families and taxpayers; lack of Neighborhood Policing with the BRAND of the
citizenry NOT DISTRICTS OF POLICE or SAFE AND SOUND (Safe & Sound board and
administration consist of law enforcers, cronies of law enforcement – inside and
outside of Milwaukee as well as “hired hands” to do their bid); brutality and bad
behavior of law enforcement – including outright murdering of African American,
other People of Color and the Work Challenged – those marginalized in ALL zip
codes of Milwaukee; WE NEED MORE CITIZEN DISCUSSIONS.
Alderman Ashanti Hamilton, as the Charter Officer for District 1 and the selected
head of the Common Council, Charter Officer Alderwoman Chantia Lewis for
District 9, Charter Officer Alderman Bob Donovan for District 8, and Charter
Officer Alderman Mark Borkowski for District 11 where are the OTHER citizen
participation sessions for BUY IN of the Fire & Police Commission? Also, how did
Ald. Perez become the ONLY alderperson on your committee to think of the
citizenry?
for District 9 – WE HAVE TOO MANY DEATHS, brutality, profiling, $$million dollar
suits, destroyed families, and INCARCERATIONS.
With respect to Alderwoman Lewis interaction with Ms. Butler in the past; at that
time, she was working with city Department of Administration. Her position then
is worlds apart from the horrific climate of the Fire & Police Commission of a
Milwaukee population that is 75% People of Color and marginalized AND a police
department that is majority Caucasian, too often seen misusing the citizenry and
needing training after-the-fact with NO discipline as well as many Milwaukee
Police living outside of the city of Milwaukee.
The musical chairs that involves Tom Barrett, mayor and Charter Officer Alderman
Jim Bohl, District 5 as a lobbyist for the city of Milwaukee (where Ms. Butler
comes from) appears he is YET seeking NEW pastures (earlier seeking a Madison,
WI position). If we are not mistaken, prior to being Alderman, Mr. Bohl worked
for Tom Barrett, U.S. Congressman.
It appears that once you get in office – depending on where you come from (i.e.,
Alderman Cavalier Johnson – city of Milwaukee) – you are scrutinized to see
where your loyalty lies. It must be to honor the Oath of Office. It is mandatory
that we REMIND, RESEARCH, SUPPORT, QUESTIONED and hold those around the
table of “legislation” for the city of Milwaukee accountability. No one is Exempt.
As a matter of fact, those who are People of Color will NOT be given privileges.
Expansion of Streetcar into Walker’s Point – Alderman Jose G Perez, District 12;
and, BRONZEVILLE/Dr. Martin L. King Drive – Alderwoman Milele Coggs, District 6.
For what?
Yet you scratch your head about the increase of ORGANIC “bad actors” in
Enduring Poverty areas plagued by TRAUMA of all types – including bad decisions
by city legislators and forgiveness of bad actors that are elected, appointed, hired,
donor for hire government representatives.
