Title of Bill: ​Securing Affordable Healthcare for Service Animals Act of 2017

BE IT ENACTED BY THE 115​TH​ UNITED STATES CONGRESS

1 Preamble:​ ​WHEREAS, these improved health care benefits will provide service
2 animal users with more affordable ongoing service animal expenses
3 WHEREAS, service animal applicants struggle to receive the financial assistance
4 available to them.

7 SECTION 1: Short Title
8 This act may be cited as the “Securing Affordable HealthCare for Service Animals Act of
9 2017”.

13 SECTION 2: Qualifications
14 All qualified citizens must be receiving Social Security, Medicare, or Medicaid. The only
15 other way they can be qualified besides these benefits is if they are honorably discharged
16 from the Armed Forces, retired military, or veterans.
17 Subsection A:​ The benefits are only for these specific people because they are the ones who
18 could benefit the most from the Act.
19 Subsection B​: A majority of the people receiving these benefits are in need of financial
20 support, so this act could ease their burden.

23 SECTION 3: Costs
24 The cost of equipping qualified citizens with subsidized healthcare for their service animals,
25 will be quite expensive. The average cost of a checkup for a vet visit reaches an average of
26 over 50 USD, the cost of blood testing can average up to 300 USD, and any cost on further
27 veterinary procedures rise from that point onward.

29 Subsection A: ​Insurance companies may sign up for this plan, to aid the owners of service
30 dogs with up to a minimum of half of the total price for a veterinary procedure.
31 Subsection B: ​Any Insurance companies of any premiums that sign up for this plan shall
32 become franchise and property tax exempt, in order have the funds to aid those who require
33 subsidization.

SECTION 4: Getting the Dogs


All citizens that qualify can receive a service dog through the ASPCA, however, there are
other alternatives. One can seek a service dog through adoption from reputable trainers or
can bring your own dog to a trainer.
​Sub-SECTION A:​ Our partnership with the ASPCA will cover the $265 yearly
examinations and further expenses from money and sponsorships from the government.
Sub-SECTION B: One may acquire complementary services and free service
animal care, but both the government and ourselves are not responsible for the training of
your own dog.
​Sub-SECTION C:​ In the process of obtaining a service dog with
complementary services, the qualified citizen must sign a contract or have a certificate to
show that they are qualified to receive a service dog with almost free of charge healthcare.
​Sub-SECTION D:​ In accordance with the ASPCA, together we will check each
service dog and determine if meets the current behavior and health requirements before
donating the dogs to qualified citizens.

SECTION 5: This bill shall go into effect within 100 days after it has been passed.
