AGRICULTURAL LEASE
City of Boulder - Open Space and Mountain Parks
Hunter-Kolb & Kolb Brothers Properties
The City of Boulder’s Open Space and Mountain Parks Department (OSMP)is seeking proposals from
qualified vendors for the leasing of the Hunter-Kolb & Kolb-Brothers properties.
A Mandatory Pre-Proposal meeting tour is scheduled for 1:00 p.m., January 26, 2018 at the Hunter
Kolb Open Space Agricultural Property, 7715 Arapahoe Road. Please arrive promptly at this location.
Please allow 2 hours for the meeting and tour. In case of inclement weather, call 303-441-3440 for
alternate meeting location. A representative from your company must be in attendance at the meeting.
Proposals from firms/individuals not represented at the Mandatory Pre-Proposal meeting will not
be accepted.

Submittal instructions
Submittals are due at Open Space Annex or the email box (preferred) listed below, for time and date
recording on or before 2:00 p.m. Mountain Time on February 19, 2018.
Your response can be submitted in the following ways. Please note that e-mail responses to this
solicitation are preferred, but are limited to a maximum of 25 MB capacity. NO ZIP FILES ALLOWED.
Electronic Submittals must be received in the e-mail box listed below. Submittals sent to any other
address with NOT be forwarded or accepted. This e-mail box is only accessed on the due date of your
questions or proposals. Please use the Delivery Receipt option to verify receipt of your email. It is the
sole responsibility of the proposer to ensure their documents are received before the deadline specified
above. City of Boulder does not accept responsibility under any circumstance for delayed or failed email
or mailed submittals.

US Mail One (1) unbound copy of your submittal must be submitted in a sealed envelope, clearly
marked OSMP Ag Leasing to the Administrative Services Desk located at 7315 Red Deer Drive,
Boulder, CO, 80301
All RFP’s must be received and time and date recorded by authorized city administrative staff
by the above due date and time. Sole responsibility rests with the Offeror to see that their RFP
response is received on time at the stated location (S). Any responses received after the due
date and time will be returned to the offeror.
TERMS AND CONDITIONS
1. Proposers are expected to examine the drawings, specifications, schedule of delivery, and
all instructions. Failure to do so will be at the bidder’s risk.
2. Each bidder shall furnish the information required in the Request for Proposals (RFPs).
3. The Contract/Purchase Order will be awarded to that responsible bidder whose submittal,
conforming to the Request for Proposals, will be most advantageous to the City of Boulder,
price and other factors considered.
4. The City of Boulder reserves the right to reject any or all proposals and to waive
informalities and minor irregularities in proposals received, and to accept any portion of or
all items proposed if deemed in the best interest of the City of Boulder to do so.
6. Any interpretation, correction or change of the RFP documents will be made by Addendum.
Interpretations, corrections and changes of the RFP documents made in any other manner
will not be binding, and proposer shall not rely upon such interpretations, corrections and
changes. The City’s Representative will not be responsible for oral clarification.
The following criteria will be used to evaluate proposals and award a lease:
1. Ability of prospective tenant to provide the best stewardship of the property, based on
agricultural experience and past performance in agricultural endeavors.
2. Proposed operation described in proposal. Incorporation of farming and/or grazing
management practices that conserve soil, water, rangeland, and other resources.
3. Flexibility of proposed operation.
4. Ability to meet equipment requirements for the proposed operation.
5. Ability to meet the financial demands of proposed operation.
6. Amount bid for the property
Proposals will be evaluated by an evaluation team consisting of staff from the Open Space and
Mountain Parks Department

Location: 53 Acres located in the northeast corner of the intersection of Arapahoe Rd. and 75th
Street.
Legal description: SE ¼ of Section 25 T1N R70W
Irrigation Water: 2 ½ shares of Original Cottonwood Ditch Company and ¼ share of Enterprise
Ditch. There is a well on the property that services the house. The well has not been tested for
salinity.
Fencing: Partial perimeter fencing. Open Space and Mountain Parks staff will work with lessee to
develop fencing plan and timeline.
Facilities: A home and several outbuildings are on the property. Open Space and Mountain Parks is
currently remodeling the 3 BR, 2 BA house and it will be completed in 3rd Quarter 2018. The bidder
must use the house for personal housing or farmworker housing. Housing is subject to City of
Boulder Occupancy Limits, which is up to 3 unrelated individuals for this zoning designation.
Management Considerations: Initial three-year lease. The Hunter-Kolb & Kolb Brothers properties
are contiguous and will be bid out as one property. Management of the properties will not be split
between two lessees. These properties were identified in the OSMP Agricultural Management Plan
as a best opportunity area for a small-scale dairy operation. For more details, please see

SUBMITTAL SECTION
1. Please submit your name, EMAIL address, mailing address, and phone number.
2. Please describe the operation you propose for this property, with as much detail as possible.
3. Please include practices that conserve soil, water, and other resources.
4. Please describe your proposed Crop Production; e.g., crops raised, tillage, irrigation.
5. Please describe how and where you will market the products grown on the property.
6. Please describe any kind(s) of infrastructure improvement(s) that you envision for the
property.
7. Please describe how you will use the Hunter-Kolb Farmhouse and how it fits into your
agricultural operation
8. Please submit other details of your management not included above.
9. If you are currently involved in other agricultural enterprises, briefly describe the
operation(s). Include general locations.
10. How will the City of Boulder agricultural land you are proposing to lease, fit in with the rest of
your operation?
11. Please describe your agricultural background.
12. Please list the machinery and equipment needs for your planned operation on the property
and how you will meet those needs; e.g.: own, lease, borrow, hire custom, etc.
13. Describe how you will meet the labor demands for the proposed operation. Are you involved in
your agricultural enterprises on a full-time basis? If not, what percentage of your time is
dedicated to agricultural pursuits?
14. Amount bid for the property, either cash rent or per ton of hay and/or AUM
Please provide personal references that are familiar with your agricultural experience. If you are
currently leasing agricultural land, one of your references must be the owner.

Stewardship Plans
Tenant will be required to complete a Conservation Plan with a Natural Resource Conservation Service
(NRCS) Specialist within six months of execution of the lease contract. Tenant shall meet with their
Open Space and Mountain Parks lease manager following the completion of the NRCS Conservation
Plan to develop a stewardship plan outlining practices and technologies from the Conservation Plan
that will be integrated into the tenant’s farming operation
Tenant shall comply with all applicable laws of the United States, the State of Colorado, Boulder
County and the ordinances and codes of the City. This includes Federal minimum wage laws.
