REQUEST FOR AGRICULTURAL LAND MANAGEMENT PROPOSALS

WATT/WEBB PROPERTY
CITY OF BOULDER
OPEN SPACE AND MOUNTAIN PARKS

The City of Boulder Open Space and Mountain Parks Department (OSMP)
announces the availability of agricultural property for management, referred to
here as the Watt/Webb Property.

BID SCHEDULE:

1. A property tour is scheduled for Friday, March 31, 2017 at 1:30 P.M. .
The property tour will be held in conjunction to the Spicer Property
Tour. The Property tour will begin at the Spicer Property (7901 Scenic
Dr.) OSMP staff will be available to answer any questions you may
have. Agricultural land management proposals from operations/
individuals not represented at the property tour will not be accepted.
No exceptions.

Directions to Property tour: 0.5 miles east of 75th st and Baseline. Just
east of Glenhaven Ct.

2. Completed packets must be received by 4 p.m. Mountain Time on Tuesday,


April 10th . Bid packets can be mailed, e-mailed, or hand delivered to:

3. Late or incomplete bids will not be reviewed.

4. Selection of a land user for the property will be based on the criteria
outlined in this packet. The selected user will be notified by phone.

DESCRIPTION OF PROPERTIES
LEGAL DESCRIPTION:

Watt/Webb
A parcel of land of approximately 36 acres located in the SE ¼ of Section 31, T1N, R69W,
of the 6th P,M. in Boulder County, Colorado.

GENERAL LOCATION: The property is approximately 1 Mile east of the intersection of Baseline/
75th, and borders the railroad tracks on the north side.

IRRIGATION WATER SHARES: Associated City of Boulder water rights:

Associated City of Boulder water rights: ½ shares of Marshallville Ditch.


Associated City of Boulder water rights: 5 shares of Davidson Ditch.

Ditch assessment fees will be paid by the City of Boulder Open Space and Mountain Parks
Department.

ADDITIONAL INFORMATION: There are no outbuildings associated with this lease. The
majority of the lease area is irrigated hay field. Visitors are allowed to access the
areas and are allowed to have dogs off-leash, but does not have designated
visitor access to the property. It is the lessee’s responsibility to check on livestock
daily, to ensure their safety, access to water, and that they are in the correct
pasture. Owner reserves the right to require tenant to remove livestock that pose
a threat to other users of the property.

Livestock water is available at a developed water well on the property, along with
seasonal water in the irrigation ditches/laterals.

INSURANCE REQUIREMENTS:
General Liability - $1,000,000 per occurrence and $2,000,000 in the aggregate.
Insurance shall:

1. Provide coverage on an Occurrence Form;

2. Provide coverage at least as broad as Insurance Services Office (ISO)


form CG0001;

3. Provide primary coverage;

4. Include the City of Boulder and its officials and employees as additional
insureds as their interests may appear; and

5. Be Issued from a company licensed to do business in Colorado having an


AM Best rating of at least A- VI.

EVALUATION OF BIDS:

The following criteria will be used to evaluate agricultural bids:

1. The proposed management of the agricultural operation on the property


2. Ability of the prospective tenant to provide for the best stewardship of the
property
3. Agricultural experience of the manager/bidder
4. Benefit of the property to the bidder’s existing agricultural operation
5. Contribution of the proposed operation to Boulder’s local food economy
6. Amount bid for the property

Bid proposals will be evaluated by City of Boulder Open Space and Mountain
Parks agricultural staff. Final selection will be confirmed by the Director of Open
Space and Mountain Parks.
