DIGITAL VISION OF RAJASTHAN STATE


SECRETARIAT

Rajasthan evokes colourful images of a land of chivalrous rulers, brave and

beautiful women, and bedecked camels dotting the desert landscape, rich folklore

and friendly people. In the last fifty years, it has emerged as a major tourist

destination in India, both for the domestic and foreign tourists. The State, in its

present form, is a conglomeration of 19 princely States and 3 chiefships, which

varied in size, population, administrative efficiency, and the level of socio-economic

development. Administratively, Rajasthan is divided into 32 districts, which are

further sub-divided into 241 tehsils and 237 development blocks. The State has an

area of 3.42 lakh sq. kms. and after bifurcation of Madhya Pradesh and formation of

the new State of `Chhattisgarh', has become the largest state in the country. i

Secretariat

As at the union level, each state has a secretariat of its own which is the

highest echelon of the state administrative structure offering locus for the exercise of

authority by the state government. The expression “Secretariat” is used to refer to

the complex of departments whose political heads are ministers while the

administrative heads are Secretaries to the Government. The entire administrative

machinery of the state is divided into several departments. The secretariat is a

conglomeration of all these departments. The ministers are incharge of these

departments and are answerable to the legislature for the activities therein. Below

the ministers are posted in each department several career civil servants who carry

out the orders of their political bosses, advise them and help them by providing

necessary information required for facing the legislature and its committees.

A secretariat department is different from an executive department. The

latter is the executive organisation of the government and has its top a functionary,

generally known as the head of the department. The Agriculture Department in the

secretariat, for instance is headed by the Secretary Agriculture, but has the Director

of Agriculture as its head of the department. The latter is subordinate to the former.

Not all secretariat departments have, executive departments’ attached to them are

engaged in an advisory and controlling capacity. Departments of Finance, Personnel,

Planning, Administrative Reforms, Law, etc. come under this category.

The head of the department is generally a specialist and a secretary is a

generalist civil servant, though there are a number of executive departments which

are headed by generalists and, conversely, a few (in fact very few) secretariat

departments are headed by specialists.

The number of secretariat departments is usually more than the number of

secretaries. The normal practice is to entrust more than one department to the charge

of one secretary though, in the case of major departments like Finance and Home,

the secretaries have only single charge.

A secretariat department has been an organisational unit consisting of a

Secretary to the Government together with a part of the State Secretariat under his

administrative control to which responsibility for the performance of specified

functions has been assigned under the Rules of Business framed for this purpose. As

mentioned already, the secretariat is divided into a number of departments. The

exact number of departments varies from state to state. For instance, Sikkim as of

1989, had only 15 departments, while most of the other states have 30 to 40

departments. But there are few departments which are common to all states viz,

General Administration, Personnel, Home, Finance, Agriculture, Public Works,

Industries, Irrigation, Health, Education, Law, Medical, Planning, Information,

Rural Development, Transport, Revenue etc.

Each state has experimented from time to time with new departments

according to the needs of the time. Some have survived, some have not.

Amalgamations, bifurcations, trifurcations and again merger are a continuing

process of departmentalisation in India at the union as well as at the state levels. In

India the political executive is at liberty to design and redesign its administrative

system. In Rajasthan, for instance, the Department of Education was bifurcated into

two- one Department for Primary and Secondary Education and the other for Higher

and Technical Education. This was done as late as 1993.

In Rajasthan, the Department of Personnel and Administrative Reforms has

been split into two, the Art and Culture Department has evolved out of the

Education Department and Rural Development and Panchayati Raj Department co-

exists with special schemes and IRD Department. Besides the functionally

specialised departments, there exist, in the Secretariat, crucial organisations in the

form of the Chief Minister’s Secretariat, Cabinet Secretariat and the office of the

Chief Secretary which collectively, are the critical centres of policy making, control

and coordination.

The basic pattern of organisation in departments is broadly similar. The

secretary is the official head and is assisted by one or more additional/ joint/ special,

deputy and under/ assistant secretaries, depending upon the size of the department.

Nomenclatures of these officials differ from state to state. In Rajasthan, for

instance, the hierarchy comprises secretary, special secretary is given to an I.A.S

officer who is of selection scale. Further a number of deputy and assistant secretaries

belong to the State Secretariat Services.

Most of the secretaries to the Government are I.A.S officers. Only a few

belong to the specialist services. For instance, in Rajasthan the PWD Secretary is an

engineer. For a few years, even the Secretary Irrigation was an engineer. Each

department is divided into a number of sections with the section officer as incharge.

He is assisted by assistants, clerks, typists etc.ii

Functions of Secretariat

The broad functions of the secretariat in the Indian States may be mentioned

briefly here:

1. With its proximity to the seats of power, the secretariat tends to be the

repository of all powers and authority of the state government. The

secretariat helps the ministers in their individual and collective capacity to

formulate policies on all matters of state administration.

2. It serves a ‘think –tank’ and ‘brain-trust’ of the state government. Since each

policy is based on a body of data, the secretariat is a sort of data bank

engaged in collecting information, classifying it, analysing it and supplying it

promptly when most needed.

3. It is the main coordinating agency for state administration. The Departments

of Planning, Finance, Personnel and General Administration help in this

process of coordination.

4. It gives directions and guidance to the directorates and field organisations for

the implementation of government policies.

5. It lays down rules and regulations for the guidance, advice and control of

various public agencies and also helps the government in undertaking an

evaluation of the work of these public agencies.

6. It also undertakes quasi-legislative work, as it helps the ministers in drafting

legislation, framing rules and regulations and also formulates principles of

procedures and financial control.

7. It approves service rules and their amendment.

8. It receives the complaints, representations and appeals from the people and

solves them.

9. It appoints heads of the departments and look into the consequent

establishment work like salary administration.

10. It assists ministers in discharging their responsibilities to the state legislature,

like answering questions.

Secretariat Reforms in Rajasthan

The first major review of the working of the Rajasthan Government

Secretariat was undertaken by G. Swaminathan of the Ministry of States,

Government of India, in October, 1951. He made a number of recommendations

regarding the norms, methods of working and strength of the Secretariat, a majority

of which were implemented. Later in November, 1954 a committee was set up under

the chairmanship of S.D. Ujjwal, the then Secretary to Government Home

Department “to examine the mechanics of the Secretariat work, delegation of

powers and methods of disposal and to make recommendations to the government to

effect concrete improvement in the secretariat work”. As a result of its

recommendations, the secretariat departments were reconstituted and more powers

were delegated to field departments. In 1955, the Organisation and Method section

was established (which now functions under the Department of Administrative

Reforms) to serve as a nucleus for constant review of the administrative system and

procedure in the government.

In 1960, as mentioned earlier, the cell system was introduced. This was not

entirely an innovation of the Rajasthan government. It has been experimented with

at the centre under several names, such as the ‘Officer-Oriented’ System. ‘Attache

System’ and ‘Desk Officer System’. The system aimed primarily at cutting short

delays and increasing delegation of more responsibilities to the cell officers. The

system failed to develop roots for several reasons, some of which are that the cell

does not have the benefit of personal memory, new officers find it difficult to deal

with old cases as, despite the tenure system, transfers of administrative officers take

place, and in case of elimination of office notes, consistency and continuity suffer.

In 1962, an Administrative Reforms Committee was set up by the state

government and it also made suggestions regarding the working of the Secretariat. It

observed as follows:

a) The Secretariat should only deal with matters of importance.

b) More officers should be posted in the secretariat to reduce delays.

c) The term of secretaries should be filled on the basis of seniority-cum-merit

and not on seniority alone. These recommendations, however could not be

implemented with sincerity.

The Rajasthan Secretariat Reorganisation Committee was set up in 1969,

under the chairmanship of Mohan Mukerji to go into the details of the cell system

and it pointed out the merits and demerits of the cell system. In 1975 – 76, the Home

Department of the secretariat introduced some modifications in the groups according

to the convenience of a group handling one or more related subjects. iv

In July 1981, the Indian Institute of Public Administration, Rajasthan

Regional Branch, Jaipur organised a seminar on Administrative Reforms in

Rajasthan. As regards secretariat reforms the seminar suggested that:

a) Time schedule for disposal of papers at different levels be adhered to, to

avoid delays;

b) The levels of examination and decision making be reduced to three, to ensure

quick disposal; and

c) A continuous system of training for all levels of functionaries be started so

that new methods of work and procedure are imbibed. v

IT and ITES Policy 2007

Rajasthan would leverage Information & Communication Technology (ICT)

as a tool for improving governance by facilitating the electronic delivery of public

services. It would also create an environment favourable for investment in the

knowledge economy while at the same time taking effective steps to encourage the

talent pool of the youth so as to make them employable. Resources available under

NeGP and with the State Government shall be accessed for this purpose.

This Policy aims at:

• Making Government more accessible to citizens and empowering them

through enhanced access to information while improving governance

through the use of IT and enhancing the quality of services to citizens.

• Creating and expanding economic opportunities in the knowledge economy

and attracting investments to the State for this purpose.

• Enhancing employment opportunities by developing the capability of the

youth of the State and making them employable by the industry. vi

Vision and Blue Print of Digital-Governance in Rajasthan

Government of Rajasthan State is taking Digital-Governance as a major key

idea to develop towards the various factors. Rajasthan Government working very

seriously on Digital-Governance and try to starts various different types of projects

those are beneficial to the state under. Government of Rajasthan has developed a

broad vision towards the Digital-Governance.

According to Detailed Project Report Capacity Building for Rajasthan the

Vision of the Government of Rajasthan is articulated below :

The vision statement clearly elucidates the key theme of Rajasthan’s desired

e-Governance direction, which is:

• Use e-Governance as a tool for improving Governance and employment

opportunities: Use of ICT will facilitate the improvement in monitoring and

implementing various welfare schemes while increasing the accountability

and transparency in government. Moreover, employment opportunities for

entrepreneurs would be generated through the establishment of CSC’s and

kiosks.

• Improve the quality of life of citizens: e-Governance would help in attaining

this objective through the provision of citizen centric service delivery

thereby providing better turnaround times and convenience in demanding

and availing services.

• Leverage IT to empower masses and promote equitable development thereby

eliminating the socio-economic divide: ICT offers a compelling tool for the

government to empower the masses by decreasing the time and cost required

for demanding and availing services. Mechanisms like citizen feedback,

grievance handling systems, provision for citizen forums on the web portal

and increasing the number and breadth of access channels are some means of

attaining this objective. vii

By the visualization of e-Governance Blueprint for Rajasthan we can better

understand the E-Governance in Rajasthan. The following figure depicts the e-

Governance blueprint for the State of Rajasthan:

1. Capacity Building

The nature of digital-Governance initiatives requires extensive ownership

and commitment from the State. The projects have to be consistently implemented

in an integrated fashion across departments while ensuring optimal resource

utilization. Thus specialized skills are required within the government to provide

technical support to the policy & decision-making processes. Given the critical role

of the State Government in implementing and managing these initiatives the central

government is focussing on capacity building of government functionaries and

departments.

To ensure uniformity across states, the central government has issued

"Guidelines for implementation of Capacity Building Scheme". The Government of

Rajasthan has prepared a capacity building roadmap for the state defining the

framework for capacity building, as is situation and action plan for capacity building

to ensure success of NeGP projects undertaken at state level.

2. e-District Project

The project aims at providing support to the basic administrative unit i.e.

"District Administration" to enable content development of G2C services, which

would optimally leverage and utilize the three infrastructure pillars, SWAN for

connectivity, SDC for secure and safe data storage and CSCs as the primary front-

ends for service delivery to deliver services to the citizens at their doorstep.

The broad objectives of the project include

• Undertake backend computerisation of district and tehsil level offices to

ensure electronic delivery of high volume citizen centric services at the

district level.

• Efficient delivery of services with improved service levels by undertaking

extensive Business Process Re-engineering (BPR) of identified services.

• Extensive capacity building and training of field level functionaries to ensure

smooth migration to electronic delivery of e-district services and phasing out

manual delivery of services.

• Delivery of services through CSCs by leveraging the common infrastructure

of SWAN, SDC, and SSDG.

• Delivery of all public services at district/ sub district level in electronic form

through state portals by using the SSDG.

• Providing easy, anywhere and anytime access to government services (both

information & transactional) to ensure reliability, efficiency, transparency

and accountability.

• Reducing number of visits of citizens to a government office / department for

availing the services and thereby eliminating harassment.

• Reducing administrative burden and service fulfilment time and costs for the

government, citizens & businesses.

• Reducing direct interaction of citizen with the government and encourage e-

interaction and efficient communication through portal.

3. Rajasthan State Data Centre (RSDC)

The Government of India approved the National e-Governance Plan (NeGP),

comprising of 27 Mission Mode Projects (MMPs) and 8 components (three core

components and five other components), on May 18, 2006. The three main core

components identified under the Plan are:

• State Wide Area Network,

• State Data Center, and

• Common Services Centre.

State Data Centre (SDC) has been identified as one of the important element

of the core infrastructure for supporting e-Governance initiatives of National

e-Governance Plan (NeGP). The SDCs aim to consolidate services, applications and

infrastructure to provide efficient electronic delivery of G2G, G2C and G2B

services.

RajComp has been designated as State Implementing Agency for

implementation of the project. Rajasthan State Data Center was established by M/s

SPANCO Ltd. under SDC scheme of Government of India.

Advantage of SDC

The SDC has been envisioned as a managed infrastructure providing features

such as disaster recovery, remote management and service integration in a stable and

predictable physical environment. It is providing many advantages such as:

• Secure Centralized Repository of the State related data and applications

• Enablement of 24X7 Online Delivery of Government Services through

information and citizen service portals

• Hosting of State Intranet Portal and related websites

• Better operational & management control on state applications and data

• Minimization of overall cost of data management, IT resource management

and deployment of services

• Making available "IT infrastructure on demand" to various state departments

and agencies

• Standardization of systems

In addition to the new SDC which has already been setup under NeGP,

Rajasthan already has an old Data Centre which was established in 2005. This data

center has a capacity of 18 server racks, 4 network racks, 70 servers in production

and 5 servers in staging providing a complete set of hosting, e-mail, database and

network solutions in a secure environment. This SDC is currently hosting more than

200 web sites and applications.

The new Rajasthan State Data Center (RSDC) is equipped with the latest

technology and hardware and enhance the old data centers' capacity for web and

application hosting.

Activities Completed So Far

Activities which have been completed so far include:

1. Site-preparation and procurement / installation of all IT and non-IT

Components

2. Setting up of Service Deployment / Delivery Architecture

The deployment architecture of the RSDC has been created as per the typical

3-tier architecture in three zones- Internet, Militarized & De-Militarized

zone. A brief description of each of the zones is as below:

o Internet zone

The internet leased line has been terminated in this zone. Users come

to this zone to access web sites hosted at the RSDC via the internet

o De-Militarized zone

All web Servers, applications Servers and DNS Servers have been

installed in this zone.

o Militarized Zone

This zone consists of two segments i.e. a Database Server zone and

an Application Server zone.

Firewalls have been placed between each of the zones to ensure network

3. Inauguration of Rajasthan State Data Center

The Rajasthan State Data Center (RSDC) was inaugurated on 15th

December, 2010 by Shri Ashok Gehlot, Honb'le Chief Minister of Rajasthan.

It has been partially functional since December 2010.

4. Integration of old SDC and RSDC

The old SDC is also currently hosting a number of departmental applications

and websites. Data connectivity between the old SDC and new RSDC has

been established through optical fiber cable (OFC).

4. State Wide Area Network (RAJSWAN):

Government of Rajasthan (GoR) proposes to setup a Rajasthan State Wide

Area Network (RajSWAN) to establish the communication infrastructure with an

aim to improve the administrative efficiency and effectiveness, thereby improving

the quality of service to common man. Through implementing RajSWAN, the GoR

wishes to achieve the following:

o To provide reliable vertical and horizontal communication corridor within

the state administration to make Government more productive and

compatible for electronic transactions.

o To achieve e-Governance commitment and bring governance closer to

public.

o To provide efficient service delivery system.

o To strengthen Disaster Management Capacity.

RajSWAN Architecture

The entire RajSWAN is logically divided into two network segments as

depicted in the picture below.

o Vertical segment

Integration with Other Govt. Networks

It is also proposed that the RajSWAN shall also be integrated with other

existing/ upcoming Govt. networks like: SecLAN (Secretariat Local Area Network)

and Jaipur City Metropolitan Area Network

o State Data Centre (SDC)

o 33 District Data Centers

o CARISMA Network

o NIC Network (NICNet)

o Any other existing network of different govt. departments

5. State Service Delivery Gateway (SSDG)

The State Portal and SSDG project has been formulated under the National

e- Governance Plan (NeGP) to fulfill the vision of providing easy and convenient

access to the services for the citizens through remote access primarily through

Common Service Centres (CSCs) and enabling the State Portal by implementing the

key components namely SSDG, Electronic Form (e-Forms) Application and

Computing Infrastructure. The following figure highlights the overall vision of

NeGP and its fitment with respect to the SSDG project

The objective of the State Portal and SSDG project is to ensure the following:

The project is planned to be implemented within July 2011 or earlier and

would be followed by an Operations and Maintenance phase of 3 years.

The basic components of the project are as follows:

• State Portal including Application and Electronic Forms

• State Service Delivery Gateway (SSDG)

• e-Forms, State Portal and SSDG Infrastructure and Computing Infrastructure

at the destination offices including gaps in connectivity.

• Training for SSDG, State Portal and e-Form Application

• Compliance/Certification by STQC

1. State Portal including Applications and Electronic forms

With the Common Service Centres (CSCs) at the forefront for the end user,

the State Portal will act as a front-end interface to the State level e-Governance

initiatives and services. The State Portal and SSDG project infrastructure shall be

hosted in the State Data Centre located at Jaipur.

The basic functionalities required through the State Portal are:

o Information Dissemination: The Portal will provide information about

Government Departments, Line Ministries and web links to these

Departments. It will provide information about Government structure in the

State, service offerings, key notifications etc. to the business and citizen

community.

o Multilingual: The Portal would primarily be available in Hindi and English.

o Anytime, Anywhere Availability: The Portal will be available 24 hours a

day, 7 days a week, and accessible from anywhere in the world via the

internet. Both the technology and functional support should be available on

24x7 basis.

o Accessibility: The Portal can be accessed via a variety of established

channels, including individual desktops/laptops, Common Service Centres

(CSC), Government Service Delivery Counters (Kiosks), mobile phones etc.

o It shall exchange information and services seamlessly across State

Government Departments as well as Central Metadata Repository

o The State Portal shall also host all the electronic forms for various

Government Services accessible to citizens in the State. A citizen will be

able to fill the form electronically (both online and offline) through internet

services including Common Service Centre (CSCs) outlets and submit

his/her application electronically. A citizen will be able to track the status of

his/her application/ request at any point in time. Portal development shall

include development of a complete application for electronic receipt of forms

by the destination office, MIS, printing, accounting, status tracking, and

payment handling.

The government of Rajasthan has started various digital governance projects

to bring good governance. Key projects which are developed towards digital-

governance implementation in Rajasthan State are highlighted below:

e-Secretariat Suite ix

In order to improve the accountability, transparency and effectiveness of

governance in Rajasthan, the Government of Rajasthan is trying to utilize the

benefits of Information Technology to bring about radical changes in the way

various administrative processes are carried out. The e-Secretariat Office Suite

project is a step in this direction.

The ultimate objective of this project is to streamline the delivery of G2G,

G2B and G2E services in the Secretariat by equipping officials with IT enabled

systems which aid their day to day activities.

The Major Components of the Project are:

I. Development and Implementation of Application Software

A. e-Office Suite, a product of NIC having following components

a. File – PUC tracking system

b. Knowledge Management System (KMS)

c. Communication and collaboration Services

d. e-file (initially to be implemented at DoIT & C)

B. Other modules

For other modules NIC would conduct detailed System study and submit a

Development and Deployment of a pilot project for File Tracking & Monitoring

System (FTMS)

A pilot project for development and deployment of a file tracking and

monitoring system is conceptualised and implemented. The FTMS has the following

features.

• Role based access to a web enabled system through username and password

• Registration / creation of departmental files.

• Printing of bar code enabled labels for files with auto generated file numbers.

• Picking / Selection of a file for processing by a user.

• Routing of files to a particular user.

• Indication of status of file such as under processing, received, dispatched etc.

• Setting of priority of files.

• Appending brief notes to a file.

• On-line tracking of a file and its status.

• Online dashboard for MIS and report generation.

The Department of Archaeology & Museums was established to manage the

cultural heritage of Rajasthan through conservation, restoration, research,

publication, survey, documentation, excavation, exploration, acquisition, exposition

and to promote cultural tourism.

RajCOMP was entrusted the work of digitization and e-Cataloging of

approx. 2.21 lac ancient coins in first phase. The following activities had been

2. Bureau of Investment Promotion (BIP)-Single Window

Clearance System (SWCS)

Single Window Clearance System (SWCS) is a digital-Governance initiative

of Government of Rajasthan for effective, accountable and transparent process of

investment proposals. SWCS has been conceptualized as an umbrella system

covering all modular systems and their integration to ultimately achieve the

computerization of state wide investment processing and efficient monitoring. It

would facilitate a interface across various departments viz. Bureau of Investment

Promotion, Industry, District Industry Centres and other Government Departments.

In order to strengthen the Single Window System and to give it a statutory status,

Single Window Act has been introduced by Government of Rajasthan. This system

will grant permissions, invoking and using clearance mechanism within specified

time. Directorate of Treasuries and Accounts under Bureau of Investment Promotion

is the nodal department and National Informatics Centre (NIC) is the executing

agency for the project.

3. Chief Minister Information System (CMIS)

CMIS is an integrated web-enabled information and decision-support system

for the office of Hon'ble Chief Minister (Rajasthan). It captures, filters, consolidates,

presents data, highlights issues, and provides accurate and timely information to

speed up the overall monitoring and planning process for all major projects/

developmental activities being executed under various schemes/plans. It facilitates

monitoring of CM announcements, budget announcements, projects and various

financially aided schemes of all the departments. The project is upgraded on regular

basis by incorporating new modules as per the requirement of CM Office. The

project is being extensively used by CM office for monitoring the progress of

various schemes of all the departments. The CM's Office and the IT department of

Rajasthan are the stake holders in this project.

Rajasthan VAT – IT Project, an integrated and automated IT System has

been implemented by Commercial Taxes Department catering to tax payers as well

as assesses. The project has been implemented in all 14 Zonal Head Quarters, 111

Circles, 328 Wards across the State. More than 50% of monthly revenue of the

Department is being realized through electronic payment system which is probably

one of the highest percentages amongst the Indian States.

constituted for procurements of various Hardware/ Software,

Network bandwidth and equipments required for project

implementation.

5. Computerization of Consumer Forums

Computerization and Computer Networking of Consumer Forums in

Country (CONFONET)

CONFONET- It is an internet based Case Monitoring System developed for

automating the work flow of the consumer forums, starting from case registration

until announcement of judgment.

The CONFONET project has been implemented in the backdrop of The

Consumer Protection Act, 1986, which is a social legislation, intended to protect

consumers from all forms of exploitation. Under the provision of the Act, quasi-

judicial machinery, namely, Consumer Forums at the district level and Consumer

Dispute Redressal Commissions at the State and National Level were setup, with the

objective to make the fruits of this benevolent Act reach its wide target audience.

This project was initiated and an Executive Finance Committee (EFC) was prepared

to provide a turnkey solution at each of the district forum, state commission &

national level, including linkages with respective state and central governments.

1. Objectives

The project aims at improving operational efficiency, co-ordination,

accessibility, speed in judicial administration and to set Information

Communication Technology (ICT) infrastructure at Consumer Redressal

forums all over India. It aims at providing:

• To achieve time bound delivery of justice to the consumers.

All cause lists that have been uploaded by NCDRC, various State

Commissions and District Forums can be easily accessed online.

5. Online Judgments

Date-wise and free-text search for copies of judgments uploaded by

NCDRC, State Commissions and District Forums can be accessed.

6. Online Case Status and Case History

Case status and history of various Consumer Cases can be accessed. Two

options for Case Status Search has been provided:

• Simple Search

• This option allows one to obtain the case status when exact Case

Number is known

• Advanced Search

This option allows one to search for the case status when the exact Case

Number is not known. The various search criteria include Complainant's Name,

Respondent's Name, Advocate's Name, Case Type etc.

2. Training

Three types of training is provided under the aegis of this project, namely:-

application software including maintenance of network setup,

backup, security and version management through a number of e-

learning sessions for various locations.

• Onsite training and handholding support to the court members and

staff on application usage since project commencement of the project

in the state.

3. Application Software – Case Monitoring System (CMS)

The CMS provides a single-window solution for automation of all the

activities undertaken at the Consumer Forums at the National, State and

District Levels. The registration of complaints, recording of court

proceedings, issue of notices, generation of cause lists, recording of

judgments, record-keeping and generation of statistical reports and all other

court related activities are carried out through this standardized software

alone. Role-based logins are created for the different users and related

services can be easily offered to them. The CMS has automated the tasks of

Consumer Forums by providing the following facilities:

• Cause list is generated automatically

• Case status is readily available

• Quick view of the case history

• Quick search facility using case number, complainant name,

respondent name etc.

• Judgment search using free text search.

• Automatic notice generation after one time master entry

• Various statistical reports generation

6. Department of Administrative Reforms (e-SUGAM)

e-SUGAM-Single Window System

e-SUGAM Single window system has been implemented in all 33 districts

and 247 tehsils across the state since April 1, 2011. The project aims to improve

delivery of services related to district/tehsil administration. These includes Caste

certificates, Domicile certificates, Solvency certificate, income certificate, Mutation

of Agricultural Land, Arms License renewal, etc.

• SUGAM centres have been started at all the district and tehsil HQs.

• http://www.sugampms.raj.nic.in website launched to obtain progress reports

on certificate issued since April, 2011, also used to monitor activities of the

project.

• Simultaneously, SUGAM RPG (web portal) has also been implemented by

AR Department in collaboration with NIC. The SUGAM RPG system

provides multiple channels for grievance lodging to the citizen. A grievance

related to any department, corporation, Urban Development Authorities, etc.

can be lodged through SUGAM-RPG web portal at http:// sugamrpg.

raj.nic.in, through letter, mail or by approaching any govt. office upto Tehsil

level.

• A call centre has also been setup for providing government services and

information related to Right to Information Act. Services will be provided on

telephone. This service is available on http://sugamrpg.raj.nic.in and

telephone no. 0141-2227549.

7. Disaster Management & Relief

DMIS is a web enabled integrated system designed and developed to

monitor and control various activities being carried out under relief works. The

scope of the system entails the following:

• Raise demand by District Administration/Departments for allocation of

budget for carrying out relief works.

8. Excise

The Rajasthan State Excise Department (RSED) On-line Project was

initiated for the electronic creation, control, monitoring & administration of all types

of liquor licenses, permits for all distilleries, breweries, Bonds, contractors,

wholesalers, shops, hotels, bars etc as well as liquor shops in the state of Rajasthan.

Excise department/RSBCL/RSGSM/ Manufacturer’s/ 9000-Retailers and

manufacturers outside the state of Rajasthan are the major stakeholders of this

project.

1. The main features of the centralized system are:-

• Control and monitor revenue collection at each DEO office.

• Systemize the existing record keeping procedure.

• Generation of permits for (liquor (IMFL, Country Liquor, and

Foreign Liquor)/ Beer / Bhang/ LPH, Molasses / Spirit) online. Once

the permit has been issued same will be reflected on all DEO’s.

• Online monitoring of Revenue MIS and Revenue deficits thus helps

the Excise Department to generate permits for various excisable

goods and to collect revenue against them.

Till 2004-05 the state of Rajasthan followed the 'Exclusive Privilege System'

for liquor sales & it was manually operated till 2002. This policy of State

Government led to anti-competitiveness and failures with loss of state revenue.

Now the system is seamlessly integrated with sales and distribution module

of RSBCL (Rajasthan State Beverages Corporation Ltd) & RSGSM (Rajasthan State

Ganganagar Sugar Mills Ltd), Excise department has real-time control on the input

stock/ purchase by each of 9000 plus retailers in the state. This process also

engineered the supply chain, which lead to quantum jump in excise revenues by

nearly one third.

Integrated Financial Management System (IFMS)

Integrated Financial Management System (IFMS) is Digital Governance

initiative of Government of Rajasthan for effective, accountable and transparent

Public Finance Management. IFMS has been conceptualized as an umbrella system

covering all modular systems and their integration to ultimately achieve the

computerization of state wide financial transactions and efficient monitoring. It

would facilitate a Single Window interface across various functions viz. Finance

Department, other Government Departments, Directorate of Treasuries and

Accounts, Directorate of Pension and Pensioners' Welfare, Treasuries, Sub

Treasuries and DDOs with due exchange of data with external entities like AG, RBI,

and Agency Banks.

9. Jail Department

Jails are custody and correctional homes for citizens and non-citizens who

have indulged in unlawful activities. They also serve as custody for those who are

facing prima facie charges for indulging in unlawful activities. The PMS project

relates to establishment of IT enabled processes in jails to improve Jail

administration. As a major step towards jail reforms computerization has been

initiated in the Jails of Rajasthan. The project involves Computerization of 8 Central

Jails of Rajasthan & Prison Headquarters Jaipur.

Litigation Information Tracking and Evaluation System (LITES)

Monitoring the progress of litigation to which state is a party helping the

state government to focus on areas socially relevant and sensitive, and minimizing

litigation expenses.

1. Justice to Common man is an integral part of good governance and aim of

Justice Department is to assist the Administrative Department in the State to

effectively and economically handle litigation and to streamline systems and

procedures to maximize efficiency and transparency.

2. Administrative aspects of litigation like appointment of advocates,

preparation of factual statements by department, filing reply in time,

effective participation during proceedings, timely action on the order of

courts, etc. are to be given attention. Also, effective analysis of data would

provide the dimension of problems being faced by the government and

weaknesses in the current system of the handling litigations. This would

logically lead to strengthening systems and procedures.

3. A comprehensive and reliable database on litigation will help the State

Government to focus on areas socially relevant and sensitive, and

minimizing litigation expenses. The following are the few of the benefits

eNagar Mitra Project for Computerization of 184 ULB’s of

Rajasthan

Last decade has witnessed special focus on good governance. The increasing

complexity of local government has prompted many city administrations in the

country to discover creative and innovative solutions with varying degrees of

success. It includes use of ICT technologies by re-engineering the age-old citizen

service delivery process to improve citizen services, making them faster, efficient

and transparent. ICT has also provided the means to the citizens to avail services

anytime, anywhere. Using ICT, Government of Rajasthan is implementing e-Nagar

mitra project to provide various municipal services to the citizens.

Local Government has also decided to add collection of revenue on

outsource basis in Project Implementation Scope for E-nagar mitra project for

efficient services delivery to citizens, Proper management of Municipal Functions,

Revenue Improvement & Revenue Collection. This will provide complete

centralized IT solution required to bring uniformity of processes across all the UB’s

in Rajasthan.

Arogya Online

Government of Rajasthan has taken the initiative to automate the Hospitals

in the state to improve the patient care. eHealth or 'Arogya Online' is the electronic

management of health information to deliver safer, more efficient, better quality

healthcare to the citizens of the state. This landmark initiative is facilitating the

transition of paper-based clinical record keeping to electronic means for better

information exchange. eHealth is a buzz word comprising innovative methods and

tools for more dynamic health systems, new technologies that aim to improve

disease prevention, facilitate patient safety and quality, provide more efficient

disease diagnosis and treatment, and increase health system coordination and use of

resources. eHealth has the potential to help to create a safer, more efficient and more

equitable health sector.

13. Mines & Geology (http://www.dmg-raj.org)

The aim of the IT enablement of Department of Mines and Geology (DMG)

was to improve the present system of record keeping, efficient monitoring and

control of the various processes and better information dissemination to the

stakeholders through an interactive web portal. The stake holders of the project

include miners, lease holders, prospecting minerals exploration companies, various

government departments like forest department, legal department, revenue

department & ancillary department. This project covers 73 offices of DMG

Rajasthan and 12000 Miners, 24000 quarry licensees who can transact on line with

the department.

DMGOMS program was initiated with the vision to reengineer old

departmental process and to achieve the below broad objectives:

• Better, faster, reliable flow of information within the Department and with

other Govt. depts. with an improved recordkeeping system.

• Integrated Mining cum GIS application for the DMG.

• Seamless integration of Mine Prospecting/leasing Module with GIS.

• Online filing of Monthly returns by lessee on the departmental site.

• Royalty Assessment and demand notices to generate and alerts to lessee by

The integration with GIS along with work flows in the application has made

overlaps with (existing Leases ML, Prospecting License (PL), Reconnaissance

Permits (RP's)), free areas, bifurcation of areas etc. in fraction of seconds.

14. Planning Department

eGRAM (http://egram.raj.nic.in)

The e- Gram project has been designed as a tool for reality check on the

status of amenities being provided by Government Departments in rural areas. It

also provides useful statistics and information for planning purposes. The web based

application (http://egram.rajasthan.gov.in) has been developed by NIC to get the

village-wise monthly status of selected amenities directly from the grass root level.

The information has been segregated into two parts: basic information and the

permanent information relating to the selected sectors is being collected on annual

basis in CMO EG-1 and the information relating to status of service delivery is

being captured on monthly basis in CMO EG-2. The important fields in EG-1 are

geographical information, facilities available, important crops and minerals, names

of important government officials, drinking water facilities, status of electrification,

health facilities, education facilities, etc. EG-2, on the other hand, provides

information on the status of delivery of services like education, health, agriculture,

fair price shops, etc. Some examples of the data contained in EG-2 are repairable

hand- pumps / tube-wells, electric supply, number of outdoor / indoor patients in

health institutions, number of institutional deliveries, number of births / deaths of

children, outbreak of diseases, persons benefitted under Chief Minister BPL Jeevan

Raksha Kosh, no. of beneficiaries under PDS, average attendance of students /

teachers in schools, distribution of mid-day-meal, distribution of social security

pensions etc.

A "Gram Prabhari" has been entrusted the job of filling in the form, in

consultation with the villagers. 11 Departments viz Health, Education, PHED,

Women & Child, Power, Social Justice, Agriculture, Animal Husbandry, PDS,

Cooperative and Rural Development & Panchayati Raj have been covered under the

project.

Web-enabled software has been developed for easy entry/reports at all levels

(Local language interface). The data is housed in a single data repository for 44617

villages covering about 400 attributes of each village. Various reports can be

generated using the application.

15. Rajasthan Public Service Commission

Rajasthan Public Service Commission was established on 16th August, 1949.

It was published in Raj. Gazette at 20th August, 1949 and it came into effect from

this date. The project for computerisation of RPSC was initiated in the year 2009.

1. Objectives of the Project

This project targets to provide Government to Citizen Services. The G2C

services are being provided through website where electronic dissemination

of information and electronic delivery of services takes place, fulfilling the

primary objective of digital government. Initiatives in this form of

interaction attempt to make transactions such as filing of online application

form, obtaining admit cards etc.; less time consuming and convenient for

citizens.

16. Rajasthan State Archive, Bikaner

E-Cataloguing and preservation of the archive records is the basic, most

essential and primary work of utmost important for preserving our rich ancient

cultural heritage. There are around 75,000 Patta records &about 4 lacs bahiya are

lying un-catalogued. Among these archive records there are certain rare Patta &

Farman, which need to be preserved for posterity by scanning such records. Further

there is a need to create awareness for the preservation and handling process of such

archive records, which are lying in a highly dilapidated condition at present. The

State Archive would identify the objects and compile the information. The data

entry shall be done in parallel to digitisation work. As soon as the digitisation work

is finished the images shall be embedded along with the corresponding data record

and database would be created using E-cataloguing software of NIC. NIC/NICSI

shall customize the software to facilitate presentation, retrieval of information using

search mechanism and navigation tools.

17. Rajasthan State Pollution Control Board

1. NIC Rajasthan has undertaken the computerization of the Rajasthan State

Pollution Control Board from 17-April-2007.

2. The project scope was to develop, deliver, install and implement automated

application systems for the various sections in the department through the

use of ICT for information compilation, dissemination and sharing

throughout the department and the customers for better decision-making and

quick responses on queries.

3. Basic activities included technology up gradation at Head office and

Regional offices namely:-

by the MAS Industry, auto-dispatch of the assessment order to the Industry,

status of the water Cess, and availability of the vital statistics that includes

outstanding orders, payments made, conciliation of the orders, details of the

interest & penalties etc.

18. Registration & Stamps RajStamps

RajCrest (Rajasthan Computerized Registration System) project has

been deployed across the state to simplify the process of Registration in an efficient

and transparent manner and help in reducing revenue leakage and avoiding undue

delays in service delivery.

Pilot project "Anywhere Registration" has been implemented in Jaipur

whereby property registration is possible irrespective of the jurisdiction of the Sub-

Registrar Office.

In the year 2006, The project was awarded first prize for "Professional

Excellence for Process Re-Engineering" by Ministry of Communication & IT, GoI

under "Exemplary Implementation of e-Governance Initiatives".

19. Revenue

National Land Records Modernization Programme (NLRMP)

Land record computerization is a G2C and G2G initiative of Revenue

Department of Government of Rajasthan started in 1995-96. The main objective was

to facilitate easy maintenance and updation of change due to irrigation, natural

calamities, on account of legal changes, transfer of ownership, land acquisition lease

etc.

The project is successfully operational in 244 tehsils and 6 additional tehsils

covering 42,665 villages. The copies of Records of Rights (RoR) are being issued

from Tehsil Computer Centre (Apna Khata Center) and also from each District Data

Centre. For all vital information, citizens can now log at http://apnakhata.

raj.nic.in and obtain RoR from 957 kiosks.

The manual process of preparing the New Chausala is completely

discontinued. The computer generated Chausala are being used by the Patwari in the

field. The copies of RoR are being issued from Tehsil Computer Centre (Apna

Khata Centre) regularly. However the manual process of providing the copies of

RoR in field by Patwari is in practice. Hence both the systems exist.

The State Insurance & Provident Fund Department was created keeping in

view the aspect of social security and welfare of the state government employees.

The Department maintains the Insurance, Provident Fund (GPF) and New Pension

Scheme (NPS) accounts of more than 6 lakh state government employees including

Boards, Corporations etc. These schemes are compulsory in nature and the

Insurance premium, Provident Fund subscription and New Pension Contribution of

government employee is deducted at source from the monthly salary bills. This

department is also responsible for maintenance of various General Insurance

Schemes.

The Schemes are managed by 38 unit offices, 33 at each District Head

Quarters, and five at Jaipur rural, Jaipur Secretariat, Jodhpur Rural, Beawar & New

Delhi treasury along with 8 Divisional Offices, one GIS Wing and Head Office.

The main input data containing the details of monthly deduction for every

individual policy/ account holder are manually prepared by the concerned drawing

& disbursement officer and are prone to various errors. However, the volume of data

prohibits the timely detection of discrepancies and this often imparts inaccuracy to

the premium/subscription accounts. Therefore, it was felt that modern techniques of

information storage & processing be used to remove the basic problems of manual

accounting system & to improve the efficiency of the Department.

Looking at the size of the data and the kind of technological complexity

involved, the Department choose to transform its procedures & methodologies,

decided to develop a Web Portal, selected Wipro, a reputed and experienced

professional Software Developer to Develop Application Software, its overall

implementation and complete maintenance under the Supervision and guidance of

the Department.

Objectives of Proposed Computerisation System

1. An automatic work flow and a user friendly online web-enabled application

was required to be developed to cater the requirements of department's

functions and activities performed at various levels. Amongst others, the

system should be able to provide for and ensure:-

• Capture /uploading both debit and credit entry and any data relating

to each subscriber at the treasury level after performing necessary

tests to ensure that the debit/credit relates to the concerned employee.

• Upload the data directly/automatically in the ledger and other records

• Software has been designed in such a manner that it is compatible

with the existing/any future changes in the software and is in modular

form to cater the needs of the future changes and requirements.

• User based access is provided to the employee/s and DDOs to enable

them to view their accounts and update information and to apply for

loans/withdrawals/settlements electronically based on roles and rights

assigned to each of them.

• Facility for receipt of first deal, allotment of no., withdrawal/

settlement of claim applications electronically to be processed at the

district offices to deliver services through ID's.

• Facility to generate and issue policy no. and account no. to the stake

holders & to transfer accounts within/across district offices.

Transport department is an important public dealing department. People visit

various offices of the department daily for different services like obtaining driving

licence, vehicle registration, permit/fitness certificates, deposition of motor vehicle

tax etc. In addition to this, the department is also linked with important activities like

collection of revenue. In order to bring transparency and fast disposal of public

offices in the State was undertaken by the Department under the National e-

governance project of Transport Department by MoRTH (GoI) Implemented

through NIC.

E-Stamp

E-stamping is an electronic way of paying stamp duty to the Government

through a web based system. The Chief Minister in his budget of the FY 2011-12

had announced that implementation of e-stamping is a need of the hour as it is a

safe, secure and tamper proof way of paying stamp duty. e-Stamping was formally

inaugurated by the Chief Minister on July 22nd, 2011. e-Stamping was

operationalized from the 7 divisional Headquarters and 4 District headquarters for

stamp duty payments above Rs. 500/-.

Benefits to the Government

• Stops leakage of Government revenue as it is the safest & secured mode of

stamp duty collection. Each certificate carries a unique identification number

(UIN) through which it can be tracked online.

• Payment is made direct to Government account, which is once for each day,

thereby ensuring that reconciliation of funds becomes very easy for

Government.

• Saves cost to the Government and is administratively convenient as it does

away with printing, stocking, distribution and reconciliation as required for

the physical stamp papers.

• The e-stamps with UIN are generated online and capture the issue date and

hence can not be back dated. The possibility of litigations using back dated

stamp papers also gets eliminated.

• The MIS reports to the government are online and accurate. All information

related to stamp duty mobilised and remittance to government is available on

real time basis through web based system.

Benefits to the Citizens

• The authenticity of an e-Stamp can be verified by citizens themselves by

checking the UIN on the Stamp on www.shcilestamp.com

• There is no scarcity / shortage of stamp papers as same can be downloaded

from the eStamping system anytime for any denomination.

• Single e-stamp certificate of exact denomination is generated, thereby

ensuring no excess payments are made and also leads to ease of handling.

• Payments can also be made through NEFT/ RTGS/ DD.

e-Procurement

State Government aims to implement a single, unitary, end-to-end e-

Procurement solution in the state with a vision to enhance efficiency and

transparency in public procurement through the implementation of a comprehensive

e-Procurement solution to be used by all government organizations in the State,

including the Public Sector Undertakings (PSUs). This will also help the

government to maintain a clear picture of its procurement activities on a real-time

basis.

Keeping in view of the same, Government e-Procurement solution of

National Informatics Centre (GePNIC) is being implemented in the state as part of

Mission Mode Project under National e-Governance Plan (NeGP) being pursued by

Ministry of Commerce, Government of India.

A Government Order has also been issued in this regard that from April,

2012 it is mandatory for all the departments to process their tenders of value Rs.

50.00 lacs or above and for PWD to process their tenders of value Rs. 25.00 lacs or

above through this system only.

In view of the same, e-procurement application (i.e www.eproc.rajasthan.

gov.in) has already been implemented 89 Departments/PSUs and approximately

15700 tenders amounting to Rs. 88477.00 Crores have been floated through this

system successfully and 44185 Bids received on e-tendering portal i.e.

eproc.rajasthan.gov.in.

In order to ensure smooth and timely implementation of the project,

RajComp Info Services Limited (RISL) has been assigned the responsibility of

imparting training to Government Officers as well as bidders participating in the

bids. The complete operational support to the Government Departments in using the

system would also be extended by RISL on need basis.

The expected benefits from the project are as follows:

• Improved efficiency in the form of reduced cycle time, elimination of delays

arising out of processing tenders manually and on paper.

• Publication of tender notice in Newspapers can be avoided resulting in

saving of time and money.

• Cartel formation can be arrested, as any bidder interested will be able to

participate with anonymity.

e-Speech Application through Network for automated Communication Help

And Response project integrates mobile / telephony network with I.T. for generating

voice calls for timely transfer of information to rural citizens under various

beneficiary programmes. The project integrates Data Migration, Text To Speech in

Hindi and Automatic dialling and play back of pre-defined message to the

beneficiary. Project idea was conceived by Sh. Tanmay Kumar, the then Secretary,

IT & C, Govt. of Rajasthan.

Project integrates mobile telephony with Information Technology for

generating voice calls for timely communication of information to rural citizens

such as old-age, physically challenged & widow pensioners for the sanction and

monthly releases of pension, social messages and many more. It harnesses the

benefits of the telecom technology in providing information to rural citizens.

The Project has been awarded as the best project under the category of

"Maximum Social Impact" by PC Quest's 'Best IT Implementations Awards 2009."

1. Project Objective

• This project integrates mobile telephony with Information Technology for

generating voice calls for timely transfer of information to rural citizens such

as old-age, handicap & widow pensioners for the sanction and monthly

releases of pension, social messages and many more.

• It is harnessing the benefits of the telecom technology in providing

information to rural citizens.

• It integrates mobile / telephony network with I.T. for generating voice calls

to rural citizens under various beneficiary programmes.

The voice call, apart from communicating the above information also

presents the humane face of administration and helps in build up trust and faith in

government besides bringing in efficiency and effectiveness in administration

through greater transparency, accountability, responsiveness and accessibility.

The aforesaid objectives can be met only when the information flows over a

mobile platform which has a much larger penetration in rural areas as compared to

IT. Moreover, transmission of information as outlined above through voice call does

away with the problem of illiteracy which is quite common in this age group as well

as in the target population being covered under the project.

Basic aims of the project are:

• State & national level social campaign related messages

I-Facts

The key objective of the project is to involve citizens/society in governance

by obtaining their views regarding various government programmes /policies/

schemes/projects at the cutting edge level and also to seek their views regarding any

proposed scheme(s) to be launched at different levels in an independent, unbiased

and transparent manner by integrating "Information Technology & Communication"

(ITC) solutions with IVRS technology. Government requires reports and feedbacks

about schemes from districts / tehsils / villages about various sectors e.g. education,

medical & health, electricity, food & civil supplies, agriculture etc. and status and

resultant in several reports are required to take adequate measures to strengthen the

system of the schemes in the State. Presently, there is no established automated

system of survey and reporting on a real time basis. The conventional survey method

is still being used which consumes considerable time due to manual intervention,

thus chances of human error also remain open which may lead to incorrect results or

manipulation in the same.

Apart from the above, the technology shall entail "Interactive voice

response", or IVR, which is a computerized phone system that enables a person /

citizen; be it rural or urban, to make a selection in survey. The selection is made

pressing phone-keypad. This mass interaction allows the individual to communicate

with the phone system through its keypad.

A sample questions is given: Sector - (Education system)

• Whether schools are opened timely?

• Do teachers come? Etc.

After having public opinion collected through telephone network(IVRS), the

same can be used to generate charts(graphical representation), comparative

statements, analysis etc. based on which administration may take further action in

the scheme for providing better governance and transparency.

SecLAN Project

As part of the overall initiatives of digital-governance, Government of

Rajasthan through DoIT&C has created basic networking & ITC infrastructure at

Secretariat Campus and Yojna Bhawan for data, IP-voice and Internet.

The SecLAN-MAN connects not only all the buildings within the Secretariat

premises to the SDC at Yojana Bhawan over a high-speed gigabit Ethernet backbone

but also important 43 Government buildings outside the Secretariat through a mix of

fiber optic / wireless / leased links thereby providing 24x7 Internet facility through

Internet leased lines of NKN.

M/s CMC Ltd was selected as project consultant for designing of network,

preparation of RFP & selection of TSP and monitoring of network for five years.

M/s HCL Infosystems Ltd. was selected as TSP to build & commission the network

& operate the network and also to provide Facility Management Services(FMS) for

5 years. The project was started on 31-05-2005 and got commissioned on 28-03-

2006 and facility management services were stared from 03-12-2007

UID (AADHAAR)

The UID (AADHAAR) Project is an ambitious initiative of Government of

India to issue Unique Identification Number (AADHAAR) to all the residents of

India in order to provide clean, accessible identification that could be used for

administering benefits and entitlements. UID offers online authentication for service

delivery that could be used across India.

AADHAAR is a 12 digit number (a Random number generated devoid of

any classification based on caste, creed and religion) which would be issued by the

Unique Identification Authority of India (UIDAI) to all the residents. The number

will be stored in a centralised database and linked to the basic demographics and

biometric information – photograph, ten fingerprints and iris – of each individual.

The relevant details can be viewed at www.uidai.gov.in.

UID (AADHAAR) Project is a G2C initiative and has been perceived as the

most impacting transformational Initiative of Government of India in the recent

times in Governance paradigm which would use ICT abundantly during both

implementation and operation phase.

UIDAI in conjunction with State Governments and other partners is

committed to deliver AADHAAR to residents. To achieve this UIDAI has signed a

Memorandum of Understanding (MoU) with many State Governments including

Government of Rajasthan (GoR), a Memorandum of Understanding has been

executed on 28th May 2010 between the Unique Identification Authority of India

(UIDAI) and the Government of Rajasthan for the implementation of the UID

project.

The enrolment process involves collection of the demographic and biometric

data following the verification procedure as laid down by UIDAI. The Enrolment

will be done by the enrolment agencies selected by the registrars. The enrolment

agencies deploy devices and manpower tested and certified by the nominated

agencies. The demographic data capture includes basic information like Name, Date

of Birth/Age, Residence Address, Gender whereas biometric data capture contains

Photo, Eye scanning, Finger print scanning. Resident has to be physically present for

enrolment process. The aadhaar card is delivered through post only.

Video Conferencing

Video Conference Facility is a Government to Government (G2G) initiative

of Rajasthan Government. The objective of the project is to improve efficiency and

responsiveness in administration. All Government Departments are stake holders in

this project. Taking advantage of the Video Conferencing facilities through NIC

Network (NICNET) in the State, the Senior Govt. officers of the state are utilizing

the facilities in reaching out the officers posted in the far flung remote Districts in

Rajasthan. Chief Secretary has conducted several Video Conferencing Sessions with

DCs, SPs and other heads of department in the Districts to assess law and order

situation and various developmental activities in the districts. All 33 district

collectorates have been linked to the State Headquarter through video conferencing

network.

The setup has help the government in monitoring various schemes and

projects being implemented by the state government on a regular basis by interacting

with the district administration, thus leading to good governance, accountability and

transparency in the government.

Mobile Services Delivery Gateway (MSDG)

Mobile Seva is the first centrally-driven mobile governance project started in

Rajasthan that aims at enabling rapid development and deployment of public

services on the mobile platform for all government departments and agencies. The

project is continuously expanding as more and more government departments and

agencies are being integrated. The Mobile Service Delivery Gateway (MSDG)

developed under the Mobile Seva project enables integration of mobile applications

with the common Digital-Governance infrastructure in the country and thereby

expedites the delivery of public services to the users through mobile phones. A long-

term vision of the project is to offer all non-emergency public services to all citizens

of India through a single 3-digit nationally available number. xii

A journey of digital governance seems to be productive and progressive.

Many policies/ plans/ projects are functional, still the impact of digitalisation seems

to be restricted. The data collection has been done and analysed in the coming

chapters

Everything seems to be simple at the level of documentation, but

complexities emerge when these are translated into action. This study highlights few

of such complexities which are prevalent in the system.
