General Project Description

The Project is situated at ASVY in the Eastern Province of Rwanda. GWG plans
to build an 8.5 MWp solar installation at this site and connect the installation to
the national electric grid.

The subject of this Request for Proposal (RFP) relates to a solar project at the
Agahozo Shalom Youth Village (ASYV), a residential community in rural Rwanda
with a total installed peak power capacity expected to be 8.5 MWp (the Project).
The Government of Rwanda and GWG signed a Power Purchase Agreement
(PPA), Concession Agreement and Government Guarantee on July 22, 2013.
The tenderer is invited to submit an pre-indicative offer before 20 of th

December 2013 for the engineering, procurement and construction on a turnkey,


lump sum and date certain basis.

1 – INTRODUCTION

This document (the Employer’s Requirements) describes the design, supply, delivery erection,
connection, commissioning and testing, completion and remedying Defects of a photovoltaic
(PV) electricity generation project at ASYV , Rwanda (the Project). 1

Capitalized terms not defined herein shall have the same meaning ascribed to it in the Contract
unless the context otherwise require.

2 - PROJECT SCOPE

The Works include all labour and material required to complete the engineering, procurement,
construction, testing, commissioning and remedying of Defects. All Works will be executed in
accordance with current industry practice. (see the scope of works in annex “scope of work”)

The Works include:


• Detailed engineering of the Plant
• Equipment and material procurement, delivery and installation
• Site work and land preparation
• Supply and installation of all cabling, including cabling for tracker system.
• Installation of junction boxes, inverters, transformers, switchgear, meters,
equipment, monitoring and control system on site
• Supply and installation of interconnection equipment, and security system
• All other balance of system and balance of Plant work
• Installation of all MV (15 kV) switchgear equipment, transformers, protective
systems and metering systems on the Site
• Installation of all MV (15 kV) equipment
• Connection of the MV Delivery Station to the PUC (Point of Utility connection)
Supply and installation of all needed equipment and solutions to secure the
auxiliary power for the operation of the Plant
• Commissioning and testing of the Plant
• Remedying Defects during the Defects Notification Period.

The works not include:

• Supply and installation of tracker system (substructure, motor unit, control unit)
• Supply PV Modules
• Supply solar junction boxes, tracker system junction boxes
• Supply inverters
• Supply transformers
• Supply delivery station

The Works shall include any work above mentioned or that is implied by the Contract, and all
works which (although not mentioned in the Contract) are necessary for stability or for the
completion, or safe and proper operation, of the Works.

3 - SITE DESCRIPTION

The Plant is located in ASYV School, Rwanda at the following geographical coordinates:

For design and yield simulations, the following meteorological data shall be used:

ASYV School

The yield was calculated with the above mentioned irradiation by an independent engineer.

For a polycrystalline Module design the following P50 yield was determined:

1800 kWh/kWp/year (preliminary yield)

The Plant will be built on an area of approximately 14,3 hectares located at the road R388, with
flat topography and easy access (the “Site”). The EWSA connection point is also located on the
the Site. The nearest large cities are Kigali, the capital, approximately a 1 hour drive away.

The Employer shall have made available to the Contractor for his information, prior to the Base
Date, all relevant data in the Employer's possession on climatic, background noise, subsurface
and hydrological conditions at the Site, including environmental aspects and the transportation
study prepared by or on behalf of the Employer. The Employer shall similarly make available
to the Contractor all such data which come into the Employer's possession after the Base Date.

The Contractor shall be responsible for verifying and interpreting all such data and ensuring that
the Works are suitable for the climatic, background noise, subsurface and hydrological
conditions of the Site and can be transported to Site. The Contractor is responsible for securing
the timely grid connection with utility.

4 - PERMITS

All design and construction work shall comply with all applicable permit conditions, and all
applicable regulations and Standards.

Employer is responsible for obtaining the Necessary Consents listed in Schedule 1 of the
Contract.

5 - PROJECT PHASES

The Works shall be executed in 4 phases:

a) Engineering and long-lead procurement, as described below

b) Staff training and site preparation

c) Construction, testing and commissioning, as described below, and

d) Remedying Defects during the Defects Notification Period as described in Sub-


Clause 11 of the Conditions of Contract

5.1 - Engineering and Procurement Phase

The Engineering and Procurement Phase shall commence with issuance by Employer of a
Notice to Proceed.

A one day kick off and design review for the foundation and structure design meeting will be
conducted at the Site or other location agreed by the Parties. At the review meeting, Contractor
shall identify and justify any proposed modifications to the Final Design that Contractor
considers necessary to comply with the requirements of the Contract.

The Technical Design shall including the following:

• Complete Plant layout

• Technical specifications, brand and model of the electrical and mechanical


equipment, monitoring and control system which will be comprised in the Plant

• Technical specifications of the Module support structures, their foundations and


civil works

• Technical specifications of the connection to the grid and all associated works

• Relay protection diagram

• Electrical auxiliary system single line diagram

• General specification and architecture of proposed solution for protection,


control, monitoring system

• Contractor's preliminary programme

• Any deviation from the Programme as set out in Schedule 6 of the Contract.

Not later than 5 weeks after Notice to Proceed, a final design review meeting will be conducted
on the Site or in another location as agreed between the Parties at which Contractor shall present
a final package of design documents (Executive Design). These documents shall include the
following information:

• Complete design documentation, drawings and specifications ready for


procurement and construction of the Plant in accordance with these Employer’s
Requirements and all applicable laws, Standards and national and local utility
company regulations. The drawings shall include, as a minimum:

including conflicts associated with medium voltage (MV), electrical or phone
lines, vegetation, rivers, water pipelines, roads, etc., together with Contractor's
plan for avoiding such conflicts.

• Detailed Health, Safety & Environmental (HSE) Plan in accordance with all
applicable regulations

5.2 - Construction, Testing and Commissioning Phase

The Construction, Testing and Commissioning Phase shall not commence prior to issuance by
Employer of the Notice to Proceed.

The construction works shall be organized in four (4) Zones, each Zone being capable of
producing approximately [2,125] MWp.

The first phase of work will consist of performing, cleaning land, moving of the soil on few
zones, all cable trenching and installation of the DC cables.

Phase two will involve the installation and connection of the Inverters and components which
are necessary for the monitoring of the Plant, in which one or more Zones will achieve
Mechanical Completion at the same time as the start of construction of another Zone.

Phase three will consist the commissioning of the 8 Zones, which will connect the whole Plant
to the grid.

The construction, testing and commissioning shall be completed in accordance with the
requirements of the PPA, the Implementations Agreement and the Distribution Agreement, as
set out in Schedule 7, 8 and 9 to the Contract.

6 - MEETINGS AND DOCUMENTATION

The Contractor shall promptly report to Employer any events, changes in programme or other
impacts that could affect the Project.

The Contractor shall submit monthly reports describing project progress. The monthly reports
shall include the following:

• HSE status

• Project status

• Engineering and procurement progress by task

• Commitment and cancellation liability schedules for all long-lead procurement


orders

• Construction, testing and commissioning progress by task

• Monthly updated programme as specified in Schedule 6 [Programme]

• Manpower assigned compared to plan

• Quantities installed compared to plan

• Quality status

• Current and potential Project issues, problems, risks and corrective actions

• Plans for the next reporting period

This monthly report shall be distributed by the Contractor to all parties involved at least 24
hours prior to each monthly Project review meeting.

Project review meetings will be held weekly, at a time and location as agreed between the
Parties. In addition, Project review conference calls will be held when deemed reasonably
necessary. The Contractor's Project Manager shall attend all Project meetings and participate in
all conference calls if so reasonably required.

All Project-related documents shall be in English.

7 - PLANT DESIGN

7.1 - General Requirements

The Contractor may propose alternative technical approaches, provided that any deviations from
these Employer’s Requirements shall comply with the Necessary Consents and are subject to
Employer approval.

• The Plant shall be based on a modular block design, with 4 blocks

• each modular block (Blocks), that shall include two centralized inverter SMA
CP Outdoor of a nominal power of 900kVA and one SMA Compact Station
with a transformers of 1800 kVA rated power.

The Plant shall be designed for a minimum 25 years continuous performance of its intended
function under normal operating conditions based on regular scheduled maintenance being
performed (Design Life). The Plant shall be designed so to as ensure that it can be dissembled.

All Material and equipment employed at the Plant shall conform to these Employer’s
Requirements, the Standards and all applicable laws, codes, regulations and other requirements.
All switchgear, circuit breakers and AC cables shall bear the international and especially the
Rwanda country specific requirements. All Materials shall be new of quality and shall be
supplied by leading manufacturers that are capable of providing Material in accordance with
best industry practice. Special care shall be taken to choose equipment that is backed by
reliable servicing and easy maintenance.

The Contractor shall during the execution of the Works adequately protect all Material against
exposure to rain, sun, snow and other adverse environmental conditions.

Normal operation of the Plant shall not create risks to operations or maintenance personnel. The
Plant shall incorporate all safety elements required by applicable national and local utility
regulations.

The Contractor shall comply in accordance with the regulations set out under the Rwandan
Health and Safety

7.2 - Modules

The Modules used to construct the Plant shall be 295 Wp (1956 mm * 992 mm * 40 mm)
polycrystalline PV Modules, procured from the Employer.

The Contractor shall provide the Employer with the following information as provided by the
Module manufacturer for each Module installed:

• Serial Number of each Module displayed in the layout drawings

• Factory-measured Module peak power, voltage and current data (Flash Test)
according to EN 60904-1 Photovoltaic devices - Part 1: Measurement of
photovoltaic current-voltage characteristics & EN 60904-3 Photovoltaic devices
- Part 3: Measurement principles for terrestrial photovoltaic (PV) solar devices
with reference spectral irradiance data.

Contractor shall also fulfil the following obligations:

• The Contractor shall provide Employer with as-built information on the location
(block, inverter, array and string) of each Module with its serial number in a
table form.

• The average nominal Wattage of the Modules is 295Wp

• The Contractor shall measure the IV-characteristic of 10% of the strings for
each construction zone. The results of those measurements should be included
in a report and provided to the Employer.

• The Employer shall not provide any Employer’s Equipment for benefit of the
Contractor

7.3 - Module substructure and layout

The Module substructure involves critical components and services of the Works. The
Contractor shall furnish and install all cabling for the modules in accordance with the Design.

7.4 - Inverter package

The Contractor shall install all inverter packages in accordance with the requirements specified
herein and in accordance with the Design

The transformer cabins shall conform to all relevant regulations, norms, laws and all applicable
construction and electrical regulations.

The inverters package has the following characteristics:

• Features: Inverter 1 to 8

• Rated power of inverter: 900kVA

• Config. Inverter & transformer: 1 transformer for 2 inverters

• Rated power of MV transformer: 1800kVA

• Number of transformers: 4

• Insulation type: MINERAL-OIL IMMERSED

• Cooling: ONAN

• Rated voltage of MV winding: 15 kV (±2x2.5%)

• Frequency: 50 Hz

The protections trip the upstream MV circuit breakers and downstream LV circuit breaker/s.

7.5 – MV Switchgear and MV Network

The MV Network rated voltage and variation is 15 kV ± 5%, 3 ph.

7.6 – Cabling and connections

The Contractor shall furnish and install all cabling in accordance with the requirements
specified in the Design, and according to applicable regulations.

All cables shall be properly sized for:

Alternatively a certification of the technical advisor of the Contractor for all cable confirmations
has to be provided. For cable ampacity, IEC 60287 Std shall be applied. All cables shall have
the required level of isolation according to the voltage level of the grid and the selected
grounding system.

All data and communication cables shall be of type LiYCY, UTP Category 5 or fiber and
properly shielded to minimize interference.

The Contractor shall perform the detailed design of all cable routings and cable ways, including
final tracks, sections, joint positions, crossings, pits, installation details, etc. The Contractor
shall verify on Site all required cable routing and cables lengths and shall be responsible for
avoiding all potential obstacles.

The Contractor shall properly size all cable cross sections suitable for the actual cable length
and load current.

The Contractor shall take special precautions to ensure the LV cabling between the field
junction boxes and the Inverters is properly installed and electrically tested for proper operation
prior to being buried. The Contractor shall also confirm proper array polarity using a voltage
meter prior to connection.

Above Ground Cables: DC cables above ground shall be clamped to the Module mounting
structure or installed in conduits approved for specific use in solar plants and UV resistant.
Cables of different polarities shall be run side by side and the equipotentiality conductor shall
follow the same course.

In order to minimize induced tensions caused by lightning, the total area of the loops (created by
cabling) shall be as reduced to the maximum extent possible or as deemed necessary by the
Contractor.

MV cables joining the transformers to the MV switchgear shall be buried in case they are in
different houses.

In order to avoid damage in case of excavation by third parties, the Contractor shall lay a
polyethylene signalling tape along the entire length of the cables. Termination of the chosen
cables and attachment to the Modules shall require internal unipolar terminals with removable
insulation and cable lugs of the appropriate cross section. Junctures, connectors and terminals
must be acceptable to the Utility.

All cables to be buried or installed in underground conduit or tubing shall be megger tested (or
tested with an equivalent protocol provided by the cable manufacturer, subject to the
Employer’s approval) to ensure proper operation prior to being buried Thermography shall be
used for all above-ground DC electrical connections and for all inverter and transformer
equipment. The megger and thermographic testing protocols shall be subject to the Employer
approval. Megger and thermographic tests shall be fully documented and available for review
by the Employer.

7.7 - Cable Ducts

LV cables shall be buried with PVC tubing added only where needed for mechanical protection.
Such tubing shall be covered with sand (or sifted dirt) and the excavation shall be filled with
leftover material from the excavation (unless otherwise specified by the competent Responsible
Authority).

In order to avoid damage in case of excavation by third parties, the Contractor shall lay a
polyethylene signalling tape along the entire length of the cables at no less than 20 cm from the
uppermost protection.

As needed, mechanical protection shall be provided by flexible, red-coloured PVC tubing with
an appropriate rated diameter, and shall in any case have an additional extra space of 30% inside

the tubing and respect local regulation for buried cables, double-walled with a smooth internal
wall, in accordance with applicable international and local norms and regulations and classified
as normal with respect to impact resistance.

MV cables within the Plant shall be buried directly in excavations of minimal cross section,
with the variation in width determined by the type of cable ducts being installed. The process
shall involve:

the fibre optic cable shall be laid in the MV-cable trench as well

• Laying a bed of sand

• Laying MV cables (according Rwanda-norms) and grounding conductors

• Placing of MV cables and ducts

• Filling with washed pit sand

• Filling with sand

• Positioning one or more signalling tapes

• Backfilling with suitable dry material from the excavations for sections crossing
agricultural terrain)

7.8 - Protection from Short Circuits on the DC Side of the Plant

The Plant involves the serial/parallel connection of a specific number of Modules, each of
which entails the serial/parallel connection of PV cells that are arranged and sealed together to
form single Modules. A PV installation of any dimension retains the same electrical
characteristics as a single cell, but with higher levels of voltage and current as determined by the
number of cells connected in series (to obtain higher voltage) and in parallel (to obtain higher
current).

In PV installations, the short circuit currents of the station shall not exceed the sum of the short
circuit currents of the single strings. Because the strings are made up of a series of current
generators (the PV Modules) their short circuit current is slightly higher than the current at the
point of maximum power.

The DC junction boxes shall are class II, and include at least a fuse protection for a maximum of
2 strings on both polarities.

7.9 - Civil Works

The Contractor shall perform all required civil works for the Works in accordance with the
requirements specified herein:

The civil works shall include:

• Conditioning the terrain as necessary for installation of the Module support
structure and its foundation
• Modifying or installing drainage and storm water management systems as
necessary
• Installing trenches for the buried electrical cable and cable ducts
• Installing roads, pathways, foundations, buildings
• Eventual modification of drainage and storm management system and light
electrical supply, when necessary, to allow the installation of Module support
structure foundation and cables trenches.

All Material used in the Plant civil works shall bear Rwandan standard norm, where applicable.
All materials and workmanship shall comply with all applicable national regulations.

If necessary, materials used for the construction of the drainage, culvert, under drain and
collector piping systems shall conform to applicable regulations.

The Contractor shall take special care to ensure that land movement, settlement, drainage or
water do not impact the stability or alignment of the Module support structures during the
Design Life of the Plant.

7.10 - Trenches

The Contractor shall install all trenches required for the installation of DC/AC/MV cabling and
the grounding system according to the Design.

7.11 – Fencing

Fencing to prevent malevolent intrusions and animals. It shall be implemented along the site
perimeter and shall consist of welded wire panels, posts, fixing bolts and fixing accessories. Its
height shall be 2 meters plus step over protection.

7.12 - Meteorological stations (supplied by Employer)

The Contractor shall furnish and install all required meteorological stations to monitor incident
radiation and meteorological conditions at the Plant in accordance with the requirements
specified herein. The contractor shall install not less than 2 meteorological stations on the site.

At a minimum, the meteorological station shall include the following:


• Two secondary standard pyranometer installed at the angle of the Modules
operating independently with an error tolerance of no more than 2%, to measure
global solar radiation at the tilt of the Modules
• Two PT 100 sensor (DIN 43760) with auto adhesive to measure the
temperature of the Modules with a tolerance of +/- 1K.

At a minimum, the meteorological station shall transmit the following parameters to the Plant
monitoring system on a continuous basis:
• Solar global irradiation at the Module plane

• Module temperature

An additional meteorological station shall include the following:


• Global Irradiation: a calibrated irradiation sensors (pyranometer), min. first
Class type.
• Two Air temperature sensors with to measure ambient temperature with a
tolerance of +/- 1K.
• One anemometer to measure wind speed One Reference cell (not used for
performance tests)
• One reference cell installed horizontal to measure radiation.
• One reference cell installed coplanar with the Modules to measure radiation at
the inclined face.

7.13 - Monitoring and Control System (supplied by Employer)

The Contractor shall install an internal telemetry network for monitoring and controlling the
Plant on Site and remotely according to IEC 61724. The Employer will obtain all licences for
the monitoring software and ensure that all software updates and support will be provided by the
software supplier. The purpose of the monitoring and control system is to maximize
productivity of the Plant by ensuring operational reliability and continuity. The primary
functions of the system are:
• Enabling operation of some elements of the Plant locally and by remote control
• Ensuring protection against electrical breakdowns
• Acquiring and store data for Plant operation, performance optimization,
maintenance and analysis purposes
• Communicating with distribution companies and other third parties for power
control, meter reading and invoicing purposes

The Plant monitoring and control system shall be installed by the Contractor in the Site building
on an independent redundant server (Plant server) with a local robust industrial PC for HMI.
The Plant server shall be suitable for remote access by means IEC 60870-5-104 protocol to an
Employer-furnished server in Employer's remote data centre. The installer shall provide detailed
instructions on communication protocols, installation and ongoing maintenance of the system.

Monitoring, metering and surveillance equipment, if applicable can be accessed from the
outside via a DSL-line, UMTS connection or satellite connection. Monitoring system must be
tested and calibrated. The irradiation sensors must be calibrated every 2 years.

7.14 - Security System

The Contractor shall erect a primary industrial mesh fence with a double access door, to be
designed according to Rwandan regulations, to protect the Plant against theft. The control
building shall be equipped with a video surveillance system, which is installed at the outside of
the building, to monitor the gate entrance and all of the PV Plant

Security Fence Specifications:


It shall be implemented along the site perimeter and shall consist of welded wire panels, posts,
fixing bolts and fixing accessories. Its height shall be 2 meters plus step over protection.

Camera Specifications:

The Contractor shall supply, install and connect a security system including around 10 cameras
dome PTZ Infrared with remote control all around the PV plant in order to have a good
visibility day and night. The Contractor shall install the cameras on pole 4 meters high.

Minimum requirements:
 Zoom autofocus : optic x 27 ; digital x12 ; 3,2- 91mm
 Rotation 360°
 Protection degree : IP 66 IK
 Temperature : -40° C à +60° C.

You shall integrate in the security room all equipment to record (120h minimum) to watch, and
control the cameras.
For information, you shall install at minimum 2 screens size 30” inches (78 cm). Each screen
shall allow watching 5 cameras.
A keyboard and a mouse to allow the control of camera (rotation, zoom, ...)
The recording of video shall be ensured by a digital recorder 16 channels with 1000Go of
capacity storage.
Watching and control of all cameras shall be possible by remote (de France for instance.)
The System shall be supplied by a back-up network (UPS 12 hours).

7.15– Site facilities


The Contractor shall erect a control building to be designed according Rwandan regulations,
based on maintenance staff of about 2 people permanent on site. The building shall be a
concrete building including toilets. The Contractor shall erect a Warehouse area of
approximately 20 m² on site, to store spare parts for the PV plant. The building should be
erected in such a way that the Material is protected against, theft and weather influence.

The Employer shall require a small office area to be included within the control building,
including power, LV supplies, telephone, internet connection, lighting, furniture and fittings

7.16 Electricity, gas, water and other supplies

The Contractor shall be entitled to use for the purposes of the Works such supplies of electricity,
water, gas and other services as may be available on the Site and will be paid to the Employer
equal to the applicable tariffs from the supplier.

8 - SITE SAFETY AND SECURITY

The Contractor shall be responsible for all safety and security at the Site from the
commencement of Contractor's work on Site until Taking Over of the Plant by the Employer.

The Contractor shall maintain a proactive safety program, including on Site safety management
during Contract performance that complies with all applicable regulations. The Contractor shall
maintain a proactive Site security program to protect all material, equipment and work from
damage and theft, including security personnel on Site 24 hours per day, 7 days per week from
the start of work on Site until Taking Over of the Plant by the Employer.

9 - COMMISSIONING AND PERFORMANCE TESTING

9.1 - Introduction

Clause 9 of these Employer’s Requirements sets out the requirements and Standards the
Contractor shall comply with for the inspections, checks and verifications to be carried out
during:

• Test on Completion
• Test after Completion

It also indicates acceptance criteria of the Employer for the Works.

After each test a certificate along with a report will be created, in which is stated what kind of
parts have been proven, what is the final conclusion and if there will be any minor outstanding
work.

All tests will be in compliance with the Standards.

The various tests imply the following:

Test on Completion includes

• Mechanical Completion shall mean in respect of each Zone (as set out in the
Programme) the tests to verify that relevant Zone is mechanically and electrically
completed other than minor outstanding works. 2 pre-commissioning tests,
commissioning tests as well as trial operation. Part of these tests shall be the all relevant
tests as outlined in the PPA and Distribution Agreement.

• Test after Completion shall mean the tests carried out to verify the achievement of the
Guaranteed Performance Ratio.

All test reports and certificates shall be kept on Site and available for the Employer’s
Representative inspection. For identification of all installed devices, serial number should be
visible.

Only qualified personnel of the Contractor, with suitable skill in electrical installation
measurement and equipment with a minimum of 5 year experience, shall be allowed to perform
the prescribed inspections. Before inspection, the area subject to inspection has to be cleaned
and any equipment that could hinder any functional test shall be removed. Before each test

session, the Contractor must deliver the documentation as indicated in the Technical
Specification section. As part of its preparation for the test sessions, the Contractor has to verify
that all Works are compliant to the Final Design (with agreed modifications). All tests carried
out and safety labels shall comply with the Health and Safety Regulations.

9.2 - Test on Completion

9.2.1 - Mechanical Completion per Zone

Subject
The mechanical completion is related to the PV Plant installation up to the Transformer station
and does not relate to the MV Sub-Station section. MV Sub-Station are considered under the
section commissioning. Testing is carried out per Zone. Each of the 4 Zones have an individual
mechanical completion test.

Scope of Testing
• On all Works (inspection in order to record):

o The correspondence of the installation according to the Executive Design.


Installation area status (ground, layout/orientation, cable paths, fence, cabins,
access, surveillance system, warning signs);
o The correspondence of the installed equipment according to the specifications
of the suppliers;
o The correspondence according to the building permit (e.g. foundations of
buildings, internal streets).

• Photovoltaic generator:
o Capturing surface integrity inspection (absence of damages and incomplete
assembly);
o Verification of cabling between the Modules (checking labelling, cable type and
size and the connector type);
o Crosscheck of serial number with installed Modules to verify capacity against
vendor flash list;
o Check Modules against shadowing obstacles i.e. packing material etc.;
o Providing string measurement protocols.

• String combiners:
o Insulation measurements on all circuits;
o Verification of the correct marking of the terminal block strips and cable
terminals;
o Verification of the correct labelling of the indoor and outdoor equipment;
o Verification of the grounding system, surge and over-voltage protection devices
via visual checks;
o Check of validity of string measurement protocols. Protocols will be provided
by the sub EPC electrician.

• Inverter:
o Cross-section areas and cable type of the cabling according the Executive
Design;
o Torque measurement of DC cable connection;
o Labelling of the DC cables;
o Verification of cable loss calculation.

• Transformer
o Torque measurement of AC cable connection;
o Labelling of the AC cables.

• Check of monitoring system:


o Presence of system components;
o Check all installation parameters e.g. angle of installed pyranometers,
placement of temperature sensors etc.;
o Verify the electrical and connection requirements according to specifications.

• Security systems:
o Check of fence system functionality;
o Visual damages;
o Video surveillance installation according to supplier specification.

Documentation
All the certifications and tests on components necessary for Mechanical Acceptance.
The documentation required in accordance with the Distribution Agreement as well the PPA.

Instrumentation
Test instrumentation indicated hereunder, together with calibration certificates, is the
responsibility of the Contractor. All calibration certificates of all the testing and measuring
instruments should be valid and not older than 2 years. Instrumentation and equipment without
the calibration certificate will not be used for testing and controlling. The calibration certificates
will be provided in the technical documentation.

• Torque wrench;
• Multimeter;
• Ohmmeter for the grounding resistor measurement;
• Megohmmeter for all insulation testing;
• I/V testing system.
• Temporary communication equipment as necessary for the commissioning team.

As soon as the Mechanical Completion Test per zone is successfully completed as described
above, the Contractor shall submit a report (certified by the Technical adviser of the Lenders) of
the results of the test for each zone to the Employer. If the Employer does not submit duly
documented comments to the report within ten (10) days the Mechanical Completion Test per
zone shall be deemed to have been satisfactory to the Employer.

9.3 - Pre-Commissioning Test and Commission Tests

9.3.1 - Pre-commissioning Tests

Scope of testing:
• Protection device calibration:
o Verify compliance to requirements and Standards;
o Verification and regulation of the intervention thresholds of equipment and
protection devices, by means of simulated intervention tests (blank tests) when
possible.

• Inverter settings:
o Verify the combiner box serial no.
o Verify open circuit voltage and short circuit current of combiner box
o Verify basic inverter and transformer settings

• Measurement protocols:
o Verify open circuit voltage and short circuit current of the strings
o Verify insulation measurement
Verify earthing system

9.3.2 - Commissioning Test (prior condition: grid connection)

Scope of testing
• Parallel operation with the electric power grid:
o It is verified with EWSA operator that the circuit corresponds with the electric
schemes, the equipment status and the full operation of protection devices, all
MV control and switching apparatus. MV/LV transformers and inverters
(auxiliary equipment and power side) are energized. The procedure will be
provided to EWSA.

• Sub-Station MV:
o Check of cable and switch labelling;
o Check of correct laying of the cables;
o Check of cable terminations.

• Inverter Start/Stop tests:


(Tests are carried out separately on each inverter and gradually on the whole system):
o Verify inverter phase sequence;
o Verify the DC voltage at the individual combiner box level and on the DC side
of the inverters. A testing protocol will be provided validated by SMA.

• Alarms and signalling:
o Verify correspondence to requirements;
o Verify correct operation of alarms and signalling, by means of intervention
simulations (blank tests).

• Measurements:
o Verify the correct operation of all measurement instrumentation
o Verify that energy meters are sealed (demand and production)

• Monitoring and Data Acquisition Systems:


o Verify the meteorological station and of all installed sensors/pyranometer;
o Verify communications with inverters;
o Verify the alarm message forwarding Control of the 100% display and
memorization of acquired data, event recording, data storing from local to
remote;
o Verify UPS operation and correct dimensioning (if applicable);
o Verify the remote transmission system - Control of the display and elaboration
data software, visualization from local to remote;
o Verify the remote data downloading and further processing via SCADA system
Synchronisation with the installed equipment of the solar park and the
possibility of data storage;
o Handover all passwords and access rights to the Employer along with the
instruction manual for the monitoring system.

All monitoring data will be downloaded from the SCADA system and will be handled in excel
format.

More detailed test reports and internal testing procedures being done by the inverter supplier
and will be attached in the technical documentation. Along with this all the pre commissioning
tests / checks which are done by the inverter supplier will be recorded and shared with the
Employer. The settings which are done on the Inverters by the inverter supplier will also be
shared once the Inverters are configured as per the local regulations.

10 - DOCUMENTATION

The Contractor shall provide the Employer with a technical documentation as specified in the
Rwandan regulations.

11 - OPERATIONS AND MAINTENANCE

11.1 - Operations and Maintenance Manual

The Contractor shall provide the Employer with a comprehensive Operations and Maintenance
(O&M) Manual for the Plant in accordance with the following:

The O&M Manual shall, at a minimum, include:

• Operating instructions detailing all normal start up, operating and shut down
procedures, emergency operating procedures and any precautions recommended
to prevent Plant deterioration during periods of non-operation

• Manufacturer instruction books, leaflets and drawings for installation,


maintenance, operation, erection, dismantling, reassembly and testing of all
equipment, including complete information for ordering spare parts and
performing repairs

• Final, as-built, Site layout, general arrangement drawings, design data and test
results for all equipment, including copies of all settings, readings and/or
calibrations for all equipment during commissioning and performance testing

• Final as-built electrical drawings, including single lines, schematics and wiring
and cable diagrams for all equipment

• Final as-built drawings of the interconnection facilities (one line diagram and
protection scheme)

• Routine/preventative maintenance schedule (supported by the Employer)

• Calibration certificates and final settings for all Plant instruments

• Schematic diagrams and general arrangement drawings of as installed control


systems

The O&M Manual shall include thorough written descriptions for all Plant systems and
processes that provide Employer with the information required to safely and efficiently operate
Plant. Each System description shall include the following sections:

• Overview Section summarizing the purpose and function of the system in


relation to the overall Plant

• Electrical Section describing the Plant electrical system, including descriptions


of the DC and AC systems, cabling, equipment, breakers, relay settings and
trips and any other critical information required for safe operations and
maintenance. This section shall provide the physical location of the breakers in
the Plant.

• Operations Section describing the modes of operation that O&M Personnel may
experience operating the systems and all information needed to safely, reliably
and efficiently start-up, operate and shut down the Plant and any system or
subsystem. The operations section shall include descriptions of infrequent,
abnormal and emergency operation situations and recommended actions. This
section shall include trip, alarm, and normal operating range data and describe

the process points that need to be monitored to assure safe and reliable
operation.

• Monitoring and Control Section describing the Plant monitoring and control
system and philosophy and the purpose and function of each subsystem and
item of equipment contained in the system. This section shall also describe the
Plant monitoring and control instrumentation, operational features and the
purpose thereof. All alarm and trip points shall be included in the system
descriptions indicating precaution measures desired to be taken by O&M
Personnel.
