Guide to the English Debate Competition
Nursing Debate Competition (NDC) 2018

GENERAL REQUIREMENTS
In this Regulation, what is meant by:
1. Nursing Debate Competition (NDC) 2018 is a competition in the field of national
science held by students of the Faculty of Nursing, Universitas Airlangga (FKP
Unair).
2. The English Debate Competition is part of the 2018 NDC series.
3. Participants shall be teams consisting of 3 (three) students of universities throughout
Indonesia who have registered themselves, and recorded as participants by the
Committee.
4. The committee is a student of the Faculty of Nursing of Universitas Airlangga who
acts as the organizer of the race event which is a unity with the Nursing Debate
Competition (NDC) 2018committee.
5. Technical Meeting is a meeting organized by the Committee before the race begins
which aims to explain the rules of the race, appraisal, implementation technique, race
system and team draw.
6. The motion is a topic that has been announced by the committee to be debated by the
participants in the race.
7. The impromtu motion is a motion not previously announced, this motion will be given
to the committee shortly before the game to be debated by the participants
8. Team Pro is a team that agrees with a debate motion and is responsible for providing
arguments to support the motion.
9. The Counter Team is a team that disagrees with the debate motion and is responsible
for arguing against the motion.
10. The speaker is one of the participants who are presenting his argument.
11. Chairperson is one of the Pantia who served to facilitate the course of the debate.
12. Timekeeper is one of the committees in charge of overseeing the timeline in the
debate.
13. Interruption is a refutation or question given by the opposing team upon approval by
the speaker according to the applicable provisions.
14. The Jury is a party who has the authority to provide an assessment in accordance with
the criteria established in this race.
15. Assessment is the result of the jury's observation of the debate that occurs based on
the criteria set by the Committee, in the form of a score given after the debate.
16. Victory point is a score determined based on the team's losing win, worth 1 for the
winning team and 0 for the losing team.
17. Margin is the difference in value between two competing teams.
18. Score Team is the accumulated score of each speaker in one round.
19. The preparation of the argument is the time given to the participants before the debate
begins to prepare the material and arguments to be debated.
20. Supporters shall be parties other than participants and committees brought by the
participants pursuant to the approval of the Committee
TERMS AND CONDITIONS OF PARTICIPANTS

1. Participants are active students of D-III and Strata-1 (S1) or equivalent nursing who
are still enrolled in universities both public and private in Indonesia. Debate
participant is team.
2. In one university both State and Private maximum send 2 (two) team.
3. Participants must meet administrative requirements. Each team must include a self
identity scan of each member of Student Identity Card (KTM), 3x4 photo
softfile, proof of payment.
4. Participants may not be assigned to different teams of the same university.
5. Participant who has paid the registration fee then canceled his / her participation, then
the fee is not refundable.
6. Teams that can not meet the requirements of point 1 (one) can not participate in the
game.

SYSTEMATIC OF THE COMPETITION

Competition consists of 3 (three) round of match, that is:

1. Preliminary Round;
2. Semi Final Round;
3. Final Round.

ELIMINATION ROUND

1. The preliminary round consists of 1 (one) debate game.


2. The committee will conduct a draw against the team to determine the opponents of
each team.
3. Ten teams with the highest score in this round can proceed to the semi-finals.
4. The highest order of value is determined by the Victory Point.
5. If there is the same Victory Point value then the order of values is determined based
on the scores.
6. If there is a Victory Point value and the same score, then the order of values is
determined by margin.
7. If there is a similarity of Victory Point, score, and margin then the order of values is
determined based on the opinion of the jury.

SEMIFINAL ROUND

1. Ten teams that qualify from the preliminary round will return to compete in the
semifinals.
2. The semifinal round uses a system of accumulated scores from the preliminary
round.
3. Four teams with the highest score in the semi-final will continue the final round.

FINAL ROUND

1. Four teams that qualify from the semifinals will be back in the final round.
2. The final round uses the system of the cumulated score.

COMPETITION SYSTEM

1. In every game there will be 2 (two) teams, which will be divided into pro teams and
counter teams.
2. Determination of pro teams and counter teams will be made before the preparation of
the argument.
3. Pro teams and counter teams each have three speakers.
4. The three speakers consist of the first speaker, the second speaker, and the third
speaker.
5. One of the first speakers or the second speaker acts as the closing speaker.
6. Each member of the pro teams and counter teams acting as third speakers are not
allowed to be closing speakers.
7. All members of the pro teams and counter teams can interrupt. (when the second or
third speaker presents the argument).
8. The match is started by the first speaker of the pro team followed by the first speaker
of the counter team, followed by the second speaker of the pro team followed by the
counter-teams 'second speaker, followed by the third speaker of the pro team followed
by the counter-teams' third speaker followed by the speaker counter team cover ended
by the pro cover team speaker.

DEBATE MECHANISM

1. Participants are given 15 (fifteen) minutes to prepare the argument after the
announcement of the motion and the position of the team is announced by the
committee.
2. The period of time the speaker has in his argument is as follows:
3. The first, second and third speakers are given 5 (five) minutes with the following
conditions:
a. In the third minute, the timekeeper will give the code a tap as much as 1 (one) time
to indicate that the interruption is not allowed.
b. In the fourth minute, the timekeeper will give the code a tap as much as 2 (two)
times to indicate that the time to expose the argument has been completed.
c. In the fifth minute, the timekeeper will give the code a persistent tap until the
speaker completes the delivery of his argument to indicate that the speaker has
exceeded the given time.
4. Closing speakers are given 3 (three) minutes, subject to the following conditions:
a. In the first minute, the timekeeper will give the speaker a code of time that has been
used by doing 1 (one) tap.
b. In the second minute, the timekeeper will give the code a tap as much as 2 (two)
times to indicate that the time to expose the argument almost completed.
c. In the third minute, the timekeeper will give the code a persistent tap until the
speaker completes the delivery of his argument to indicate that the speaker has
exceeded the given time.
d. If the speaker still exposes his argument while the given time has expired, then the
argument will not be judged by the jury.
e. If the marketers spend less than 4 (four) minutes over 5 (five) minutes, then the
methods aspects will be reduced.

INTERRUPTION
1. Participants are permitted to deliver Interruptions between the first minute and the
fourth minute when the second or third speaker is presenting his argument.
2. The interruption referred to in paragraph (1) shall be prohibited when the first and
final speakers are submitting the argument.
3. The maximum time to deliver Interruptions is a maximum of 10 (ten) seconds.
4. An interruption that exceeds the time limit of 10 (ten) seconds will be terminated by
the chairperson.
5. Request for Interruption shall be done by raising the hand while standing.
6. Interruptions are made with the speaker's permission.
7. After being granted permission by the speaker as referred to in point 5, Interruption is
performed while standing.

JUDGING

1. The jury shall consist of 1 (one) person in the elimination round.


2. For the semifinal round, the jury consists of 2 (two) persons.
3. For the final round, the jury consists of 10 (ten) persons.
4. All debates in this race will be judged and decided by the jury.
5. The jury's verdict is final and can not be contested.
6. Judging will be done by considering 3 (three) aspects, namely materials, attitudes, and
methods (matter, method, manner), each composition in sequence is 50 points, 30
points, and 20 points.

MOTION

1. The list of motions for will be given on April 21,2018 on the Web Group (line).
2. The motion in the preliminary round will be taken from the list of motions.
3. Semi final and final round using impromptu motion.
4. The specified motion is final and can not be contested.

TECHNICAL PROVISIONS

General

1. Each participant is required to wear a polite and neat outfit during the race.
2. The whole game is done by using good and correct English.
3. Every participant must attend on time.
4. Every participant is prohibited from communicating any motions of any kind with
any other party outside of his team-mates during the preparation of the argument.
5. Each participant must notify the speaker's order in exposing the argument to the
panel during case building in the discussion room
6. Participants are prohibited from using electronic media connected to the internet to
search sources at the time of argumentation.

Participant's Code of Conduct During the Game

1. Every participant is prohibited from personally attacking other participants during the
game.
2. Every participant is prohibited to use abusive, indecent and / or offensive language.
3. Each participant is prohibited from taking any action that may interfere with the
concentration of other participants during the game.
4. Speaker team members can signal to speakers who are presenting an argument as
long as the signal does not interfere with the course of the debate.
5. Speakers are prohibited from communicating verbally with their teammates while
exposing their arguments.
6. During the match, participants who are not speakers are allowed to hold discussions
as long as they do not disrupt the course of the debate.
7. Violations against the above provisions result in a reduction of scores.

SUPPORT

1. The number of supporters who are allowed to watch the game as much as possible is
3 (three) people.
2. Supporters are prohibited from disturbing the game.
3. Supporters are prohibited from entering the race room as long as the speaker is
exposing his argument.
4. Supporters who violate the provisions of paragraphs (2), and (3), shall be warned
twice, if warnings are ignored then such support shall be excluded from the race
room.

CLOSING

This rule applies and binds all participants since its establishment.
