REQUEST FOR INFORMATION

Enterprise Asset Management Tracking System

1.0 Description

1.1 The Baltimore City (City) Department of Finance, Bureau of Procurement (BOP), in support
of the Baltimore City Information and Technology Office (BCIT) is seeking information on how
an interested contractor could provide a centralized Enterprise Software Asset Management
solution and its implementation and training services. The solution should function as an
inventory system for the city’s physical IT assets.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for
information and planning purposes – it does not constitute a Request for Proposal (RFP) or a
promise to issue an RFP in the future. This request for information does not commit the City to
contract for any supply or service whatsoever. Further, the City is not at this time seeking
proposals. Respondees are advised that the City will not pay for any information or
administrative costs incurred in response to this RFI; all costs associated with responding to this
RFI will be solely at the interested party’s expense. Not responding to this RFI does not
preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be
advertised through Citibuy (https://www.baltimorecitibuy.org/bso/external/publicBids.sdo),
eMARYLAND MARKETPLACE (https://emaryland.buyspeed.com/bso/), and in local
newspapers.. It is the responsibility of the potential offerors to monitor this site for additional
information pertaining to this requirement.

2.0 Background
BCIT serves over 65 City and quasi City agencies in addition to the many community partners
throughout local areas. Technology services provided by BCIT include but are not limited to
computer hardware and software deployment, distribution of GIS data, broadband services,
service call ticketing system, and call center management. The need for an enterprise asset
management software system has been identified by BCIT to support the activities listed above.

3.0 Responses

3.1 Interested parties are requested to respond to this RFI with a white paper.

3.2 White papers are due no later than 17 May 2018, 12:00 p.m. EST. Responses shall be
limited to no more than 50 pages and submitted via e-mail only to
[Abraham.Bey@Baltimorecity.gov]. Proprietary information, if any, should be minimized and
MUST BE CLEARLY MARKED. To assist the City, please segregate proprietary information.
Please be advised that all submissions become City property and will not be returned..

3.3. Section 1 of the white paper shall provide administrative information, and shall include the
following as a minimum:
3.3.1. Name of entity, mailing address, phone number, and e-mail of designated point of
contact.
3.3.2. Executed Non-Disclosure Agreement (NDA) is not required.

3.0 Industry Discussions

City representatives may or may not choose to meet with potential offerors. Such discussions
would only be intended to get further clarification of potential capability to meet the
requirements.

4.0 Questions

Questions regarding this RFI shall be submitted in writing to the Question and Answer (Q & A
Tab) Verbal questions will NOT be accepted. Questions will be answered by posting the
answers to the CitiBuy Q and A Tab; accordingly, questions shall NOT contain proprietary or
classified information. The City does not guarantee that questions received less than 24 hours
prior to the bid opening date will be answered. To access the website, go to

Tab to view other important information related to this RFI. Interested parties are invited to

5.0 Summary

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide
an Enterprise Asset Management Tracking System for City’s use. The information provided in
the RFI is subject to change and is not binding on the City. The City has not made a
commitment to procure any of the items discussed, and release of this RFI should not be
construed as such a commitment or as authorization to incur cost for which reimbursement
would be required or sought. All submissions become City property and will not be returned.
