1 Scope

This Specification defines the mandatory requirements for the following:

1.1. Outdoor, maximum 600A rated switchracks which are either completely or
partially field assembled or whether it is installed as a fully assembled unit.
The switchrack may be comprised of factory-built assemblies (FBAs) built to
either IEC or NA based Standards, or a mixture of both. Individual FBAs built
utilizing a mixture of standards is unacceptable.

1.2 Indoor or outdoor FBAs and associated installation and interconnection.

2 Conflicts and Deviations

2.1 If there are any conflicts between this Specification and associated purchasing,
project or engineering documents, this specification shall take precedence.

2.2 Direct all requests to deviate from this Specification in writing to the Company
or Buyer Representative, who shall follow internal company waiver procedure.

2.3 The designation “Commentary” is used to label a sub-paragraph that contains


comments that are explanatory or advisory. These comments are not mandatory,
except to the extent that they explain mandatory requirements contained in this
SAMSS.

3 References

4 Information Required with Quotation

The following is a list of the information which shall be supplied with the Quotation:

4.1 Certified Test Reports/Certificates for motor switching assemblies utilizing


instantaneous trip breakers; as indicated in paragraph 15.3.3. These shall
represent typical switching assemblies which will be used within the switchrack
construction.

The “Certified Test Reports/Certificates” above shall be from, or endorsed by,


an independent testing laboratory and shall provide clear, traceable evidence that

the subject tests were performed. If requested, the Supplier shall provide the
Buyer with all the necessary detailed testing information suitable for
independent verification of the test data. This request may be made at any time
prior to, or after, the award of the Purchase Order.

4.2 User's List of the same or similar equipment which has been in service for a
minimum of two (2) years. List should indicate:
a) User company name.
b) Installation site.
c) Date of installation.

4.3 A detailed listing of all deviations from this standard with an explanation against
each item. In addition, written certification shall be provided that the proposed
equipment shall fully comply with all other items within this Standard.

4.4 The items listed in 4.1 to 4.3 above are necessary to complete the technical
evaluation of the Quotation. Failure to provide this information will result in the
automatic disqualification of the Quotation. This list is in addition to the
information requested within the Quotation Request or the Purchase Order
documents.

4.5 Completed Data Schedule 2.

5 Definitions

Definitions of terms within this Specification shall be as per IEC 60050.

Compression Connectors: Connectors which are compressed onto the conductor


using a die and high mechanical force. The process is not reversible and the connector
becomes a permanent part of the conductor. The connector can only be removed from
the conductor by either cutting the conductor or cutting the connector

Conductor: All material, devices and parts which are expected to carry current as part
of their normal function (e.g., cable, bus, relay contacts, terminal block studs, etc.).

Copper Free: Containing a maximum of 0.4% copper.

e.g. “for example.”

Enclosure: The case or housing surrounding electrical devices to protect these devices
from the environment, from physical damage, or to prevent personnel from accessing
the devices. This definition does not include raceway/wireway fittings (i.e., unions
couplings, reducers, elbows, conduit bodies, etc.) which are considered an integral part

of the raceway/wireway system of which the only purpose is to provide mechanical


protection for the conductors.

FBA: Is a “factory-built assembly” as generally defined by IEC 60050. For the


purposes of this specification, it refers to the individual electrical equipment
(e.g., switching assemblies, panelboards, distribution transformers, etc.) which are
mounted and interconnected on the switchrack structure.

Hot-dip Galvanized: Material shall meet the requirements of ASTM A123.

i.e. “that is” or “in other words.”

Main Circuit Disconnector: A switch or circuit breaker which is used to disconnect


the main incoming power into the entire switchrack assembly.

Main Circuit: Per the IEC 60050 definition, is all the conductive parts of an assembly
included in a circuit which is intended to transmit electrical energy to the connected
load.
Commentary Notes:

1) Note that per the IEC 60050 definition, “main circuit” includes the controlgear neutral
conductor system.

2) For example, when “main circuit circuit breaker” is used, it means a circuit breaker which
is connected to the main circuit.

Mechanical Connectors: Connectors which are attached onto the conductor using,
generally, a standard, non-proprietary tool. The process is reversible and the connector
can be removed from the conductor without cutting the conductor or the connector.

Raceways: Enclosed channels for housing and protecting electric wires and cable.
This term includes rigid and flexible conduit.

Series Rated Protection Systems: A short-circuit interrupting rating assigned to a


combination of two or more overcurrent devices connected in series and in which the
rating of individual upstream and/or downstream device(s) in the combination is less
than the series rating.

Service Connection Equipment: The electrical devices which carry the entire current
load for the switchrack. This includes, for example, the service entrance terminations,
main incoming disconnector (if used) and the enclosure which is used to distribute the
main circuit to the individual FBAs.

Specification: The main body (i.e., sections 1 to 22) and does not include the
information contained within the Data Schedules.

Supplement: Refers to the applicable “North American Supplementary Requirements”


or “International Electrotechnical Commission Supplementary Requirements.”
These supplementary requirements are throughout the Specification and presented
under the abbreviated heading of “(NA Supplement)” and “(IEC Supplement).”

Switching Assembly: Is the assembly of switching devices and associated control and
auxiliary equipment which controls or distributes power to a single load, or group of
loads via a single circuit (e.g., a motor starter is a switching assembly).

Switchrack: A self-supporting structure consisting of a framework on which discrete


electrical factory-built assemblies (FBAs) are mounted. These devices are
interconnected on the framework to form an electrical distribution/control system.
Where the term “switchrack” is used, it means the complete switchrack assembly as it
will appear after installation.

Three-wire Control: Refers to a control circuit design where a contactor is maintained


in the energized position through auxiliary contact(s) in parallel with a momentary
START pushbutton and through a STOP pushbutton. These pushbuttons are remote
from the switching assembly. If the contactor coil circuit is broken, the motor can not
be restarted until the START pushbutton is operated. The three wire term designates
the minimum number of conductors which must be run to the remote location to
implement this control scheme.

Wireways: Troughs, channels, etc., with or without hinged or removable covers, for
housing and protecting electric wires and cable.

6 Service Conditions

6.1 General

The switchrack will be installed outdoors and shall be suitable for continuous
operation under the following service conditions:
a) Ambient air temperature:
i) A maximum of 50°C.
ii) A minimum of 0°C, unless a lower temperature is specified within
Data Schedule 1.
iii) Average temperature, measured over a period of 1 month, is a
maximum of 45°C.
Commentary 6.1.1 a):

The ambient air temperature presented above are the conditions


external to the switchrack. The switchrack design shall assume

additional heat rise due to solar radiation and internal devices.

b) Altitude is under 1000 meters, unless a higher altitude is specified within


Data Schedule 1.
c) Average value of the relative humidity:
i) For a period of 24 hours, does not exceed 95%
ii) For a period of 1 month, does not exceed 90%.
d) Relative humidity may be temporarily 100%.
e) Exposure to the following:
i) Air-borne dust concentration of 1 mg/m³ with 95% of all particles
less than 20 micrometers in diameter. “Dust” includes compounds of
calcium, sodium, magnesium, silicon and aluminum.
ii) Pollutants such as H2S - 20 ppm, SO2 - 10 ppm, CO - 75 ppm,
NOX - 5 ppm, hydrocarbons - 100 ppm, NaCl - 300 ppm and
MgCl - 50 ppm.

6.2 Hazardous (Classified) Areas

Installations in hazardous locations shall be per ANSI/NFPA 70 (i.e., National


Electrical Code). EEx rated enclosures are permitted under the conditions
specified in Section 11.

7 General

7.1 Terms in bold font are defined within Section 3.

7.2 Refer to Section 2 for direction on conflict resolution between documents.


For example, if there are any conflicts between this Specification and associated
project or engineering documents, this specification shall take precedence.

7.3 This specification shall take precedence over any referenced third party
document.

7.4 Switchracks shall be constructed in accordance with the latest editions of


ANSI/NFPA 70 (National Electrical Code) and ANSI C2 (National Electrical
Safety Code), with the following addition:

It is acceptable that the switchrack be comprised of FBAs built to either IEC or


NA based Standards, or a mixture of both. The individual FBAs (e.g., a
combination starter), however, shall be built to fully meet either IEC or NA

based Standards. Individual FBAs built utilizing a mixture of Standards is


unacceptable.

7.5 Whenever this Specification requires compliance to a third party document


(e.g., ANSI, UL, IEC, etc.), this document shall be the edition which was in
effect on the date of the Quotation Request.

7.6 The switchrack structure, and devices mounted on the switchrack may be of
dissimilar metals. However, all devices and structural members shall be suitably
protected against galvanic action where dissimilar metals are in contact.

7.7 All conduit and cable gland connections shall be threaded. All threading of
conduit and cable gland connections shall be tapered (NPT) in accordance with
ANSI/ASME B1.20.1. Metric to NPT conversion fittings shall not be used.

7.8 Conduit or cable shall terminate into hubs. Enclosures, devices, switching
assemblies, FBAs, etc., without built-in hubs shall be provided with conduit hub
fittings. Conduit hub fittings shall have an equal, or better, environmental rating
as the device into which it is installed and shall meet the requirements of
Section 13.2. Hubs shall be threaded in accordance with paragraph 7.5.

7.9 Oil immersed switching devices shall not be used in any circuits.

7.10 Adhesives shall not be used to control, restrict or prevent movement


(e.g., attachment of nameplates, wire straps, wireways, gaskets, etc.) and
shall not be used to maintain a seal (e.g., interconnection of gasket surfaces,
cable entries, etc.).

7.11 Controllers for fire pump motors shall meet the additional requirements
presented within NFPA 20.

7.12 Incoming power to the switchrack shall be distributed in a radial, star type
fashion from the dedicated enclosure indicated within Section 11.

7.13 All documentation shall be in English.

7.14 Form 175-162700 documents the inspection procedures.

7.NA1 Clearance and creepage distances and spacings shall meet the requirements of
NEMA ICS 1. For the application of these standards, the following shall also
be assumed per NEMA ICS 1, Annex A:
a) Group A “General Industrial Control.”
b) Category III “Distribution Level” Overvoltage Category.

c) Climatic Environmental Category IV.


d) Pollution Degree 4.

(IEC Supplement)

7.IEC1 Clearance and creepage distances and spacings shall meet the requirements of
IEC 60947-1. For the application of these standards, the following shall also
be assumed:
a) Material Group I
b) Pollution Degree 4.

8 Corrosion Protection

8.1 Corrosion primary protection shall be via material selection (e.g., stainless steel,
aluminum) or plating. Paint shall not be used for corrosion or oxidization
prevention.
Exception:

Enclosures which, under certain circumstances described within Section 12,


accepts coatings for corrosion protection.

8.2 Threads of plugs, conduits, cable glands, explosion-proof/flame-proof cover


threads/flanges, etc., shall be lightly lubricated with a rust preventive grease
equivalent to Crouse Hinds thread lubricant.

9 Labeling/Listing/Certification

9.1 The labeling, listing, and certification shall be as per SAES-P-100.

9.2 The labeling, listing, or certification of electrical equipment required by the


National Electrical Code (NEC) to be approved for use in hazardous locations
shall be based upon at least one of the following standards or procedures:

9.2.1 UL standards (for approved enclosures and fittings: UL 886)

9.2.2 FM procedures

9.2.3 CSA standards

9.2.4 CENELEC EN 50014 and EN 50018 (for flameproof enclosures


EEx d II)

9.2.5 CENELEC EN 50014 and EN 50019 (for increased safety apparatus


EEx e II)

9.3 Labeling, listing or certification of all equipment shall be by at least one of the

10 Rating

10.1 The overall switchrack shall be rated as follows:

10.1.1 Rated Duty: Continuous, 600A maximum.

10.1.2 Rated Phase Current (minimum) of service connection equipment:


As specified within Data Schedule 1.

10.1.3 Rated Neutral Current (minimum) of service connection equipment:


100% of the rated phase current.

10.1.4 Short Circuit interrupting rating (minimum): 10 kA rms

10.1.5 Rated Control Supply Voltage (nominal): 120 VAC

10.2 “Continuous/Thermal Current” rating of a switching assembly shall not be less


than the current rating of the load connected to the switching assembly.

10.NA1 Rated Operational Voltage: 480 V
10.NA2 Rated maximum voltage: 575 V
10.NA3 Dielectric Voltage Withstand rating: 2.15 kV for 1 minute

(IEC Supplement)

Values specified are minimum values.


10.IEC1 Rated Operational Voltage: 600 V
10.IEC2 Rated Insulation Voltage: 660 V
10.IEC3 Dielectric Test Voltage: 2.5 kV for 1 minute

11 Structure

11.1 Switchracks shall be fabricated from standard structural shapes resulting in a


self-supporting rigid structure. Material of construction shall be either:

11.1.1 UNS A96061 aluminum alloy as defined by ASTM DS-56D.

11.1.2 Steel which has been hot-dip galvanized after completion of the
welding and drilling associated with the fabrication of switchrack
structure. It is acceptable to field drill the holes necessary to attach the
FBAs providing the bare metal is touched-up with a zinc-rich paint.

11.2 The switchrack structure shall not be painted or coated after galvanizing.

11.3 Equipment shall be fastened to the rack with stainless steel or hot-dip
galvanized hardware.

11.4 Vertical and horizontal clearances between enclosures shall be sufficient to


permit installation and removal of all auxiliary devices such as breathers, drains,
etc. This clearance allowance shall include field installed seals and fittings.

11.5 A gable canopy(ies) shall be provided with the following characteristics:

11.5.1 Shall extend a minimum of 1 meter horizontally from the surface of the

switchrack to which FBAs are installed.

11.5.2 With the top of the switchrack structure as the horizontal plane, the
gable canopy(ies) shall be sloped a minimum of 15 degrees.
Exception to Section 11.5:

Canopy is not required if the switchrack is installed in a location where the


shading provided by the above is achieved by other means.

11.6 Lifting attachments/connectors shall be provided for lifting the entire switchrack,
with canopy attached, without permanent distortion to any part of the structure.

12 Enclosures

12.1 General

12.1.1 As indicated within Section 9, all enclosures shall bear labels from a
third party testing laboratory (i.e., UL, CSA, BASEEFA, KEMA, etc.)
indicating that they are designed, constructed and tested to the
applicable standards referenced within this specification.
Exception:

Enclosures dedicated to wire/cable terminations.

12.1.2 Enclosures installed outdoors shall have the following characteristics:


a) For dry type distribution transformers, NEMA type 3R or IPYX
per IEC 60529. Where 'Y' shall be the numeral '2' or greater and
'X' shall be a numeral '2' or larger.
b) If “severe corrosive environment” has been specified within
Data Schedule 1 the enclosure design shall be either:
i) Type 4X per NEMA 250
Exception:

With the exception that painted or coated carbon steel


sheet metal material shall not be used.

ii) Type 3 or 4 per NEMA 250 manufactured of copper free


cast aluminum.
iii) IP6X per IEC 60529 and manufactured of stainless steel,
copper free cast aluminum or non-metallic material.
The 'X' shall be a numeral between '4' and '8' inclusive.

iv) In hazardous areas, enclosures shall meet the above ratings


in addition to the rating required for the hazardous area
(e.g., 4/7, 3/7, EEx d II/IP 65).
c) If Data Schedule 1 specifies that the switchrack is not being
installed within a “severe corrosive environment”, it is acceptable
that the enclosures meet the requirements of either:
i) Type 4, 4X, 6, 6P, 3/7, 4/7 or 4X/7 per NEMA 250.
ii) IPYX per IEC 60529. Where 'Y' shall be the numeral '5' or
'6' and 'X' shall be a numeral between '4' and '8' inclusive.
iii) “EEx d II” per CENELEC EN 50014 and 50018 in Class I,
Division 1 and Division 2 provided all of the following
conditions are met:
1) Cable entry is per the ANSI/NFPA 70 (i.e., NEC).
2) If installed within a Class 1, Division 1 environment,
the overall enclosure shall be flameproof EEx d II
(explosion proof) as a whole, not only its components.
3) The enclosure is constructed of a conductive metal or
has integral metal bonding devices that ensures a
positive low resistance bond between conduits or/and
cable armors entering or terminating at the enclosure.
iv) “EEx e II” per CENELEC EN 50014 and 50019 only within
Class I, Division 2 locations.

12.1.3 Enclosures required to be approved by the NEC for use in hazardous


areas shall labeled, listed or certified by at least one of the agencies
listed within Section 8 of this specification.

12.1.4 Each FBA shall be within a separate enclosure.

12.1.5 A separate enclosure shall be provided for distributing the main


incoming power to the individual FBAs.

12.1.6 All switchrack devices shall meet the requirements of the following:
a) Under the test conditions indicated below it shall not be possible
for a flexible rod, having a diameter of 13 mm and a rounded tip
(radius of 0.5 times rod diameter), to contact live parts or be
inserted into any openings.

Exception:

If the distance between an opening and the nearest live part is


greater than 100 mm, a rod having a diameter greater than 13 mm
shall be permitted to enter the opening but a rod having a diameter
greater than 20 mm shall not be permitted to enter the opening.

b) The term “live part(s)” shall mean parts at a voltage greater than
24V.
c) The “test conditions” shall be each of the following:
i) With the main circuit disconnector compartment door/cover
open, the switching device in the open position and the line
side of the main circuit disconnector energized.
ii) With any of the FBA doors/covers in the open position, the
associated switching device in the open position and the
line side of the switching device energized.

12.1.7 Enclosure doors shall:


a) Be hinged, unless:
i) The door weighs less than 10 kilograms and
ii) There are no devices mounted on the door and
iii) The door is not required to be interlocked as specified in
Section 18.
b) Be equipped with captive hardware.

12.1.8 Stainless steel breathers and drains shall be provided for enclosures
installed outdoors, including bus enclosures. Aluminum alloy vent
caps are acceptable.

12.1.9 Gasketing material shall have the following characteristics:


a) Shall be suitable for continuous exposure to a maximum surface
temperature of 80°C.
b) Attachment of gasket to enclosure shall not be dependent upon
adhesive material.
c) Shall provide a continuous seal. Continuity of seal shall not be
dependent upon adhesive material.

13 Wireways/Raceways

13.1 General

13.1.1 As indicated within section 19, conduit or cable armor shall not be
depended upon for equipment grounding.

13.1.2 The Supplier shall make provisions for the termination of the field
cable(s)/raceway(s) into the appropriate enclosure(s). The details shall
be provided on the Reference Drawings.

13.1.3 Wireways shall be either:


a) Copper-free aluminum.
b) Hot-dip galvanized.
c) Stainless Steel.

13.1.4 Wireways/raceways or cable tray are not necessary if armored cable is


used to interconnect the FBAs. In this case, the cable must be
mechanically attached to the switchrack structure at minimum
intervals of 150 mm.

13.2 Conduit

13.2.1 Shall have the following characteristics:


a) Be threaded, rigid steel per ANSI C80.1
b) Be hot-dip galvanized.
c) If a “severe corrosive environment” has been indicated within
Data Schedule 1, the conduit shall also have a minimum 40 mil
(1 mm) factory PVC coating per NEMA RN 1.
d) Minimum size shall be ½ inch trade size.

13.2.2 Fittings and supports shall have the following characteristics:


a) Be hot-dip galvanized cast steel, forged steel, cast iron or
malleable iron.
b) No aluminum fittings or supports shall be used.
c) Conduit seal fittings shall not be used.
d) If a “severe corrosive environment” has been indicated within
Data Schedule 1, the fittings and supports shall also have the
following:

i) A minimum 40 mil (1 mm) factory PVC coating per


NEMA RN 1, with the following exception:
Exceptions:

1) Red leaded brass or silicon bronze fittings may be used as


an alternative to the PVC coated fittings.

2) Threaded plugs and fittings, which can not be PVC coated,


shall be protected with either PVC patching compound or
with two coats of APCS-26 aluminum epoxy mastic.

ii) The internal surfaces of PVC sleeves and other mating PVC
surfaces shall be coated with a PVC patching compound.

13.2.3 When cables entering enclosures are required to be sealed by the NEC,
they shall be sealed by means of: barrier type cable glands, utilizing
sealing compound, (EEx d) or MI cable. These are called explosionproof
glands by some manufacturers, flameproof by others. See SAES-P-100
for third party approval requirements. Flameproof (EEx d) non-barrier
type cable glands, without sealing compound, are not acceptable.

14 Conductors/Cables

14.1 General

14.1.1 Phase arrangement of bus and connections shall be 1, 2, 3, counting


from front-to-back, top-to-bottom, or left-to-right, as viewed from the
front of the switching assembly.

14.1.2 Cable and wire bending radius shall be a minimum of 8 cable


diameters.

14.2 Material

14.2.1 All conductors shall be copper, silver or alloys of these materials.


Exceptions:

a) Parts which are internal to a pre-manufactured device (e.g., internals of


contactor, circuit breaker, etc.).

b) Connectors supplied as integral parts or components of manufactured


equipment such as molded case circuit breakers provided the
connectors are approved for copper conductors.

c) Plating of a non-copper, or silver or copper/silver alloy conductor


material is acceptable.

14.2.2 All insulated wire/cable, except wire/cable which is internal to a pre-


manufactured device (e.g., internals of contactor, circuit breaker,
protective relays, etc.), shall have the following characteristics:
a) Conductors shall consist of a minimum of 7 strands of copper
wire and shall be ASTM B8 Class B or C or IEC 60228 Class 2.
b) Wire and cable shall comply with either of the following:
i) ANSI/NFPA 70
ii) IEC 60502 or SSA 55 and flame retardant to IEC 60332.
iii) Armored cable shall be either:
1) ANSI/NFPA 70 Type MC.
2) IEC 60502 with galvanized steel wire armor or
galvanized double steel tape armor.
c) Minimum conductor size shall be the following:
i) 2.5 mm² or 14 AWG for conductors connected to the main
circuit.
ii) 1.5 mm² or 16 AWG for all other conductors.
d) Primary insulation shall:
i) Have a minimum rating of 600 V, phase-to-earth.
ii) Have a minimum continuous operating temperature rating
of 75°C.
iii) Be a minimum thickness of 0.38 mm (15 mils).
iv) Be of thermoplastic or cross-linked synthetic polymer
material.
v) Be of flame retardant construction.
e) Insulation color shall be as follows:
i) Ground/earth: Solid green or green/yellow striped.
ii) Neutral: White

14.2.3 Insulated wire/cable insulation temperature rating and ampacity shall


be selected to be compatible with the temperature rating of the devices
to which the wire/cable is terminated. (e.g., Wire/cable with 75°C
rated insulation shall not be terminated to terminations rated at 90°C.
Wire/cable with 90°C rated insulation shall only be terminated to

terminations rated at less than 90°C if the conductor is oversized so it


operates at a temperature not greater than the termination temperature
rating).

14.2.4 For armored cable, a cable terminator (gland) shall be used with the
following characteristics:
a) Shall ground the metallic sheath or armor. Terminators relying
on inward protruding flat springs (tines) for grounding the
metallic sheath or armor are prohibited.
b) Shall be designed to permit disconnection without the need to
rotate the cable or the device on which the gland is terminated
(e.g., sealing glands shall have built-in union).
c) Shall be threaded in accordance with paragraph 7.6.

14.3 Terminations

14.3.1 Conductors shall be terminated using either one or two hole,


mechanical or compression connectors.
Exceptions:

All insulated wire/cable operating at 240 V or less shall be terminated


using either:

a) Compression connectors of the ring, flanged fork, locking fork


or similar design which prevents the connector from accidentally
coming off a slightly loosened screw or stud.

b) Compression ferrules.

14.3.2 The size and number of main circuit supply conductors shall be as
indicated within Data Schedule 1.

14.3.3 Connectors shall only be used with the type and size of conductors
approved by the connector manufacturer.

14.3.4 Each wire/cable shall be identified with a thermoplastic, slip-on


wire/cable marker at each termination point. The marking system shall
be as follows:
a) The number/identifier for each wire/cable shall be unique within
each switching assembly.
b) The number/identifier shall be identical at each end of the
wire/cable.

c) Wire/cable markers shall have permanently printed characters.


d) Wrap-around, rigid snap-on and adhesive type markers are
prohibited.
e) The wire/cable number/identifier shall correspond to the
manufacturers' schematic and wiring diagrams.

14.3.5 Shorting type terminal blocks shall be provided for current transformer
circuits.

14.3.6 Low voltage circuit terminal blocks used to terminate the field cables
to the switchrack shall have the following characteristics:
a) Be factory labeled to indicate that they comply with the standards
listed at the end of this section.
b) Operational voltage rating shall be a minimum of 600 V.
c) Continuous current rating shall be a minimum of 10 A.
d) Be either panel or rail mounted.
e) Be open style with screw terminals.
f) Be rated for 75°C.
g) Within enclosures dedicated to wire/cable terminations, spare
capacity shall be provided to allow the Buyer to add 10%
additional terminations. This shall be provided as spare terminal
blocks, spare rail/panel space or a combination of both.
Exception:

With the exception of terminal blocks for low level signals


(e.g., digital communication, analog or digital instrumentation
signals, etc.).

14.3.7 There shall be a maximum of two(2) connectors per termination point


and only if the termination point is approved for two(2) connectors by
the manufacturer.

14.3.8 Where compression connectors or compression ferrules are used,


there shall be a maximum of one(1) conductor per connector.

14.3.9 Where mechanical connectors are used, each conductor shall be


secured within the connector with a dedicated, independent screw/bolt.
(e.g., two conductors secured within the connector with a single bolt is
unacceptable.)

14.3.10 Within the enclosure dedicated to distribute the incoming power to the
individual FBAs, there shall be capability to add a minimum of two (2)
additional outgoing circuits without, in the case of cast metal
enclosures, drilling or tapping the equipment.

14.3.NA1 Terminal blocks used to terminate the field cables shall also meet
the requirements of NEMA ICS 4.

(IEC Supplement)

14.3.IEC1 Terminal blocks used to terminate the field cables shall also meet
the requirements of IEC 60947-7-1.

15 Switching and Distribution Devices

15.1 General

15.1.1 All switches and circuit breakers connected to the main circuit shall
have the following characteristics:
a) Be manually operable only with the external compartment door
in the closed, secured position. Note that this is conditional upon
the mechanical interlocking described within Section 18.
b) The center of the grip of the operating handle shall be a
maximum of 200 mm from the base of the switchrack or the
working surface.
c) The operating handle shall be directly mechanically connected to
the switch/circuit breaker irrespective of the position of any
compartment doors/covers.
d) The operating handle shall be padlockable in the OPEN
(switched off) position.
e) It shall not be necessary to remove the padlock(s) from the
operating handle to open or close the associated compartment
doors/covers.
Commentary Notes 15.1.1c), d) and e):

One result of meeting these three requirements is that the padlocking


of the operating handle in the OPEN position will mechanically prevent
switch/circuit breaker operation irrespective of the position of any of the
compartment doors/covers.

f) There shall be external indication to show the operating handle


position (e.g., “ON” or “OFF,” “CLOSED” or “OPEN”).
g) Switch and breaker operation shall not open neutral circuit.
Exception to 15.1.1a), c) and e):

Main circuit switching devices within panelboards or


explosionproof/flameproof rated switching assemblies.

15.1.2 When the switch/circuit breaker is in the OPEN position, the only
voltage present inside the switching assembly shall be at the incoming
terminals of the switch/circuit breaker.
Exception:

When the switching assembly has metering or protective devices


which have a control power source from either the line side of
switching assembly main circuit circuit breaker or from an external
source (refer to paragraph 16.3.6). Note that, for this situation,
mitigation will be required to comply with the requirements within
paragraph 12.1.6 to maintain the protection criteria against live parts.

15.1.3 Rated Making and Breaking Capacity shall not be less than the
Operational Rating of the switching device.

15.1.4 Shall not be mounted on the compartment door.

15.1.5 When a main circuit disconnector has been specified in Data Schedule
1, it shall function to isolate the switchrack from the main incoming
circuit. This device shall have the following additional characteristics:
a) For the purposes of meeting the short circuit interrupting rating,
shall not be, or considered to be, a short circuit protective device.
b) The switchrack shall not have more than one Main Disconnector.
Exception:

Additional main disconnector(s) are acceptable if they are each


in a separate FBA and are mechanically and/or electrically
interlocked to ensure only one disconnector can be closed at any
one time.

c) Shall not be equipped with instantaneous ground fault protection.

15.2 Switches

15.2.1 Shall only be used for a Main Disconnector as described above.

15.2.2 The operating mechanism shall be independent manual operation.

15.2.3 Automatic transfer switches shall not be installed on switchracks.

b) Enclosed switches shall also meet the requirements of UL 98.
c) Molded Case switches shall also meet the requirements of
NEMA AB-1.
d) Rated Insulation Voltage (minimum): 600 V.
e) Rated Short-Time Withstand Current (minimum): 10 kA for
1 second.

15.2.IEC1 Switches shall meet the following additional requirements:


a) Meet the requirements of IEC 60947-3.
b) Utilization Category (minimum): AC 21, Suffix A or B.
c) Rated Insulation Voltage (minimum): 660 V.
d) Short Circuit Withstand (minimum): 10 kA for 1 second.

15.3 Circuit Breakers

15.3.1 A circuit-breaker shall be supplied, as part of each switching


assembly, which will isolate each switching assembly from the
switchrack main circuit.

15.3.2 Shall have the following characteristics:


a) Trip elements shall be either electro-mechanical or solid-state.
b) Be trip-free.
c) Devices associated with a circuit breakers, which provide a
current limiting feature, shall have the following characteristics:
i) Shall be approved for use by the circuit breaker manufacturer.
ii) If dependent upon non-renewable devices (e.g., fuses,
fusible links or current limiter attachments), the design shall
be such that:

1) The non-renewable device can only be replaced by an


identical or similar unit having the same interrupting
capacity.
2) Faults which are interrupted by the non-renewable
device shall also open the circuit breaker to prevent
single phasing.
3) The circuit breaker poles can not be closed if any or all
of the interrupters have operated. Note that externally
mounted current limiter attachments do not generally
meet this requirement.
d) Circuit breakers within switching assemblies shall be of molded-
case construction.
e) The operating mechanism shall be stored energy. Energy storage
shall be via springs. A manual energy release shall be provided
for circuit breakers used as main circuit disconnectors.
In addition, if specified within the purchasing documents, an
integrated release, shunt release, or both shall be provided.
f) Within the switching assembly enclosure, circuit breakers shall
be fixed mounted.
g) Terminations shall be accessible with the breaker installed.
h) Terminations shall be suitable to accept the connectors indicated
within Section 13.

15.3.3 Circuit breakers within switching assemblies shall have a short circuit
rating not less than that of the complete switchrack.
Exceptions:

Breakers which do not have an independent rating (e.g., magnetic only


circuit breakers, motor short circuit protectors) are acceptable providing:

a) The switchrack manufacturer provides Certified Test


Reports/Certificates, with the Quotation (refer to Section 4),
indicating that the switching assembly has been tested as a
complete unit and is rated to at least the short circuit rating of the
switchrack.

b) Each switching assembly unit shall be labeled by the


switching assembly manufacturer, in a conspicuous location,
with the conditions of the switching assembly rating (e.g., the
make and model of circuit breaker which must be used).

15.4 Contactors

15.4.1 Main circuit contactors shall have the following characteristics:

d) Have field replaceable: coils, main circuit contacts and auxiliary
contacts.
e) Be equipped with a minimum of one spare Normally-Open and
one spare Normally-Closed auxiliary contact.
f) Allow additional auxiliary contacts be added by the Buyer.
g) Poles shall disconnect all phase conductors of the load circuit.

15.4.2 Switching assemblies for motors 0.75 kW/1.0 HP or larger shall


utilize contactors.

15.4.3 The contactor drop-out voltage shall not be greater than 75%, or less
than 10% of the rated voltage of the contactor coil which is holding the
main contacts closed.

15.4.4 The contactor coil shall withstand 110% of rated voltage continuously,
without damage to operating coils, and close successfully at 85% of
rated voltage.

15.4.NA1 Shall be Class A Controllers and shall also meet the general
requirements of NEMA ICS-2, Part 1 and UL 508.

15.4.NA2 Shall be a minimum of Size 1.

15.4.NA3 Contactors employed as switching devices for induction motors

15.4.IEC2 Shall be AC-4 rated.

15.4.IEC3 Rated Insulation Voltage shall be a minimum of 660 VAC.

15.4.IEC4 Shall be rated for Uninterrupted duty.

15.4.IEC5 Rated Operational Current shall be a minimum of 24 A.

15.4.IEC6 All auxiliary contacts shall have the following characteristics:


a) Meet the requirements of IEC 60947-5-1.
b) Shall have a minimum Rated Insulation Voltage of
660 VAC/VDC.
c) Shall have a minimum Rated Operational Voltage of
600 VAC/VDC.
d) Shall have a minimum Rated Operational Current of 6A.
e) Utilization Category of the switching elements shall be a
minimum of AC-13/DC-13.

15.4.IEC7 Contactors for motor service shall be selected based upon the
following:
a) On the assumption that all motors operate under 90% AC-3
duty and 10% AC-4 duty.
b) Under the above conditions, the endurance of the main contacts
shall be a minimum of 50,000 make/break operations.

15.5 Panelboards

Shall meet the requirements of 16-SAMSS-518.

15.6 Distribution Transformers

Transformers shall have the following characteristics:

a) Dry-type.
b) Windings and all main circuit conductors shall be copper.
Exception:

Aluminum is acceptable for transformers installed indoors and transformers


installed outdoors in an area that is not a “severe corrosive environment”.

c) Windings shall be encapsulated with solid insulation or vacuum pressure


impregnated.
d) Shall fully comply with either of the following:
i) IEC 60726
ii) UL listed which requires the transformer be manufactured in
accordance with applicable NEMA, ANSI, UL and IEEE standards.
e) Enclosure material shall meet the criteria presented within Section 12.

16 Protection, Control and Metering

16.1 General

16.1.1 Control, metering and protection devices, with manual features which
are operable with the compartment doors closed, (e.g., selector
switches, pushbuttons, protective relays, etc.) shall be mounted a
maximum of 2000 mm from the base of the switchrack.

16.1.2 Switching assemblies employing contactors shall be factory wired


to accommodate the installation of a field START/STOP device.
The design shall accommodate the STOP device being hardwired
between the control transformer and the contactor. Only electro-
mechanical switching devices (i.e., not solid-state) are permitted
within this hardwired circuit.

16.1.3 The activation of a STOP/OFF device (e.g., STOP pushbutton/switch,


overload contact, relay contact, etc.) shall instantaneously open the
contactor poles.

16.1.4 When an auto-restart feature is specified for switching assemblies


controlling motor loads with a “three-wire” control scheme, it shall
function in the following manner:
a) If the contactor poles were closed and then opened because of an
undervoltage/voltage loss of the switching assembly control
power system, the contactor will instantaneously reclose if the

control voltage is restored to it's nominal value within a manually


adjustable period of approximately 0 to 5 seconds.
b) If control power is not restored within the above time period, the
contactor closing must be initiated manually once control voltage
is restored.
c) If the contactor was closed and then opening was initiated while
control voltage was present at it's nominal value, the contactor
poles shall open instantaneously and must be manually reclosed.
d) If the contactor is open and control voltage is at it's nominal
value, the activation of the START pushbutton shall
instantaneously close the contactor poles.
e) If specified within Data Schedule 1, a bypass feature shall be
provided. This feature, when activated, shall defeat the
functioning of the auto-restart system.

16.1.5 Series rated protection systems are not acceptable. Note that
paragraph 15.3.3 accepts the use of non-rated magnetic only breakers
under certain conditions.

16.1.6 All devices shall have screw type terminals suitable to accept the
connectors indicated within Section 14.

16.1.NA1 Pilot devices shall meet the requirements of NEMA ICS 5, Part 5
and shall have the following characteristics:
a) Pilot devices shall be heavy-duty and oil tight.
b) Pilot devices shall have the same, or better,
environmental/corrosion resistance rating as the enclosure in
which they are mounted.
c) Contact ratings shall be a minimum of A600/P600.

16.1.IEC1 Pilot devices shall meet the following requirements:

IEC 60947-5-1 and shall have the following characteristics:


i) Manually operated control circuit device actuators shall have
the same, or better, environmental/ corrosion resistance rating
as the enclosure in which they are mounted.

ii) Shall have a minimum Rated Insulation Voltage of


660 VAC/VDC.
iii) Shall have a minimum Rated Operational Voltage of
600 VAC/VDC.
iv) Shall have a minimum Rated Operational Current of 6A.
v) Utilization Category of the switching elements shall be a
minimum of AC-13/DC-13.

16.2 Fuses

16.2.1 Fuses shall not be used in the main circuit except to provide the
current limiting function as part of a circuit breaker (refer to Section 16
for restrictions).

16.2.2 All fuses shall have the following characteristics:


a) Be of the non-renewable type.
b) Fuse body shall not be of glass.
c) Rated a minimum of 240 V.

16.2.3 Fuses shall be replaceable without having to remove or disassemble


other devices within the switching assembly.

16.2.NA1 Fuses shall meet the requirements the following:


a) UL 198C for fuses connected to the main circuit.
b) UL 198C, D or E for fuses supplied with the control or
auxiliary circuits. These fuses shall be cartridge type fuses of
the ferrule-type design.

(IEC Supplement)

16.2.IEC1 Fuses shall meet the requirements the following:

IEC 60269-1, 269-2 and 269-2-1 with the following characteristics:


i) Fuses connected to the main circuit shall be current limiting.
ii) Fuses supplied with the control or auxiliary circuits shall be
of the “cylindrical cap” design as described within
IEC 60269-2-1.

16.3 Protective Relaying


16.3.1 If the switching assembly is feeding a motor, the following minimum
protective relaying functions shall be provided: It is acceptable that all
these functions be provided by a single device.
a) Overload.
b) Phase Overcurrent
c) Undercurrent Relay; only for submersible motors.
d) Single phasing protection if specified in Data Schedule 1.

16.3.2 If the switching assembly is feeding a non-motor load, the following


minimum protective relaying functions shall be provided:

Phase Overcurrent.

16.3.3 Devices which provide the overload function shall have the following
characteristics:
a) An overload on any of the three phase conductors shall open the
main circuit to the motor.
b) Trip characteristics shall be automatically ambient compensated.
c) Class 20 trip class. If specified for specialized applications
(e.g., submersible motors, hermetic motors, etc.) or where
specifically recommended by the motor manufacturer, Class 10
or 30 trip class is acceptable.
d) Be manually resettable with the switching assembly
compartment door closed.
e) Trip setting be either:
i) Adjustable over a minimum range of 90% to 110%.
The overload device shall be selected so the required setting
shall be at the midpoint of the operating range (i.e., 100%
±10%).
ii) Have interchangeable heating elements.
f) For manually controlled motors 0.75 kW (1.0 HP) or less, it is
acceptable that the overload function be provided by a thermal-
magnetic circuit breaker.
g) Be trip free.

h) Trip indication should be provided on the exterior of the


switching assembly compartment door.

16.3.4 The phase overcurrent function shall be provided by the switching


assembly circuit breaker. Characteristics shall be as indicated in
Section 14.

16.3.5 All protective devices shall be either self-powered, or be powered from


within the switching assembly on the load side of the main circuit
circuit breaker.
Exception:

If necessary to comply with the “trip indication” functional requirements


within paragraph 16.3.6, power may be obtained on the line side of the
main circuit circuit breaker or from an external source. Note that, for
this situation, mitigation will be required to comply with the
requirements within Section 13 to maintain the protection criteria
against live parts.

16.3.6 Where “trip indication” is specified, this indication shall be functional


after the switching assembly has interrupted the circuit.

16.3.NA1 Overload relays shall be designed and tested per UL 508.

(IEC Supplement)

16.3.IEC1 Overload relays shall be designed and tested per IEC-947-4-1.

16.4 Instrument and Control Transformers.

16.4.1 Control/auxiliary power for each switching assembly shall be


provided by an individual control transformer. This transformer shall
supply all control power and power for the auxiliary devices and shall
have the following characteristics:
a) Nominal secondary voltage shall be 120 VAC.
b) The primary winding shall have a minimum Rated Insulation
Voltage of 600 VAC.
c) Shall have a minimum rating of 50 VA.
d) The secondary voltage shall be maintained between 105% and
95% of 120 VAC (i.e., the Rated Control Supply Voltage)
between the conditions of:

i) An open circuit of the transformer secondary and


ii) The transformer supplying the peak inrush current of the
control circuit.

16.4.2 The ungrounded secondary conductor of voltage and control


transformers shall be provided with a fuse in each phase.

16.4.3 All phase current transformers within each switching assembly shall
be identical in all characteristics.

16.4.4 The rated burden of all instrument, control and voltage transformers
shall be a minimum of 125% of the load burden.

16.4.NA1 Control circuit transformers shall comply with the “Control


Transformer” or “Industrial Control Transformer” requirements
within NEMA ST-1.

16.5 Indicating Lights

16.5.1 Indicating lights shall have the following characteristics:


a) Fixture design shall be able to withstand the continuous shorting
out of the lamp terminals. Under these conditions, the associated
switching assembly shall function normally.
b) Lamp shall be high density LED (Light Emitting Diode) type.
LED lamps shall provide a light intensity similar to an
incandescent fixture.

16.5.2 Individual indicating lights shall be mounted on the compartment door


for each switching assembly employing contactors. They shall be red
“RUNNING,” “ON” or “I” and green “STOPPED,” “OFF” or “O.”
These lights shall be controlled through the contactor auxiliary
contacts.

16.6 Control Switches/Pushbuttons

Pushbuttons shall be guarded, recessed or constructed in such a manner as to


prevent accidental actuation.

16.7 Meters

16.7.1 Metering systems shall have the following characteristics:

a) Be mounted completely within an enclosure. Enclosure for the


main incoming metering (see 16.7.2 below) shall have a viewing
glass.
b) 2% or better full scale accuracy.
c) Minimum continuous overload capacity shall be 1.2 times
measurement range.
d) Voltmeter/voltage input rating shall not be greater than 150 V.
e) Ammeter/amperage input rating shall not be greater than 25 A.
f) Shall be self-powered or:
i) For switching assemblies; powered from their associated
switching assembly control transformer.
ii) For the Main Incoming Metering indicated below; powered
from dedicated control transformers.

16.7.2 Main incoming amperage and voltage metering shall be provided for
each switchrack assembly. This metering shall have the following
additional requirements:
a) Shall display a continuous voltage indication of at least one
phase. If a main circuit disconnector is used, voltage shall be
measured on the load side of the Disconnector.
b) Shall display a continuous amperage indication of at least one
phase.
c) Voltmeter or ammeter switches shall not be used.

16.8 Control and Auxiliary Relays

All relays shall have the following additional characteristics:


a) Either convertible contact construction (i.e., contacts can be changed from
normally open to normally closed and vice versa in the field) or universal
contact construction (i.e., a fixed contact construction in which the pole
has both normally open and normally closed contacts but in which only
one or the other mode may be used).
b) Terminals shall be accessible from the front of the relay.

16.8.IEC1 All electrical relays shall have the following characteristics:

b) Shall have a minimum Rated Insulation Voltage of

c) Shall have a minimum Rated Operational Voltage of
600 VAC/VDC.
d) Shall have a minimum Rated Operational Current of 6A.
e) The “Limited Making Capacity” of the contacts shall be a
minimum of 7200 VA, AC and 120 VA, DC.
f) The “Limited Breaking Capacity” of the contacts shall be a
minimum of 720 VA, AC and 120 VA, DC.

17 Utilities

17.1 Receptacles

If the switchrack includes a 230 VAC distribution system, a 230 VAC utility
receptacle shall be provided with the following characteristics:
a) SASO 2203 type.
b) Mounted within an approved enclosure and equipped with self-closing
covers.
c) Weatherproof when the covers are closed.
d) Fed from a minimum of 16 A rated Ground Fault Circuit Breaker with
5 mA or 30 mA sensitivity. (i.e., receptacles with integral ground fault
protection are not acceptable).

17.2 Lighting

Task lighting fixture(s) shall be provided which have the following characteristics:
a) High Pressure Sodium type.
b) Fixture operates at a maximum voltage of 277 V.

c) Provide, in a vertical plane, a minimum illumination level of 50 lux (5 foot-


candles) at any manually operable device, indicating lamp or warning sign.
d) Controlled as follows:
i) Via a photoelectric switch with an inherent time delay to prevent
unnecessary operation.
ii) Operated with a Hand-Off-Auto selector switch or similar design
which allows the on/off manual operation.
e) Approved for the Electrical Area Classification indicated within
Data Schedule 1.

18 Grounding (Earthing)

18.1 The switchrack structure shall be designed to accommodate two, two hole
compression connectors, one at each end of the switchrack structure.
Unless mentioned otherwise within Data Schedule 1, these lugs shall be
provided by the supplier and shall be designed to accommodate a 70 mm²
(2/0 AWG) copper grounding conductor.

18.2 Conduit, cable armor, wireway, raceways or cable trays shall not be depended
upon for equipment grounding. A separate grounding conductor shall be
installed within each conduit or cable.

19 Interlocks

Mechanical interlocks shall be provided to prevent:

19.1 The switching assembly or Main Disconnector compartment door/cover from


being opened if the switch-disconnector or circuit breaker operating handle is in
the closed position. This interlock shall be defeatable with the use of a tool
(i.e., screw-driver, wrench, etc.) and two separate operations.
Exception:

The exception to this requirement is for flameproof/explosionproof designs.

19.2 The switch-disconnector or circuit breaker operating handle from being closed
unless the compartment door/cover is in the closed, secured position. This
interlock shall be defeatable with two separate operations.

20 Nameplates and Marking

20.1 As indicated within section 9, all equipment (e.g., enclosures, conduit,


transformers, etc.) shall bear labels from a third party testing laboratory (i.e., UL,
CSA, BASEEFA, KEMA, etc.) indicating that they are designed, constructed and
tested to the applicable standards referenced within this specification.

20.2 All nameplates/equipment tags shall be of non-corrosive material and shall be


attached with mechanical, non-corrosive hardware. White nameplates with
black lettering shall be provided to identify the switchrack with the tag number
indicated within Data Schedule 1.

20.3 Warning nameplates shall be provided on each compartment door in which an


external voltage source (i.e., a voltage source which is not derived from within
the switching assembly) is terminated, reading: “CAUTION - THIS UNIT
CONTAINS AN EXTERNAL VOLTAGE SOURCE.” These nameplates shall
be engraved laminated plastic with white characters on a red background and
shall be written in both Arabic and English. Who supplies theses nameplates
shall be specified within Data Schedule 1.

20.4 Motor switching assemblies utilizing instantaneous circuit breakers shall be


marked as indicated in paragraph 15.3.3.

21 Testing

The switchrack shall meet all the requirements of the following:

“Design Tests” (i.e., performed on representative assemblies) shall be as required within


the standards to which they are manufactured.

21.1.NA1 “Production Tests” (i.e., tests shall be performed on each switchrack at


the manufacturer's or FBA manufacturer premises) shall meet the
following requirements:
a) Production testing of the FBAs shall be as required within the
standards to which they are manufactured.
b) The entire main circuit of the switchrack shall be submitted to a
Dielectric Voltage Withstand Test per the requirements of UL 845.

21.1.NA2 The above Dielectric Voltage Withstand Test “Production Test” results
shall be submitted prior to the delivery of the equipment:

21.1.IEC1 “Routine Tests” (i.e., tests shall be performed on each switchrack at the
manufacturer's or FBA manufacturer premises) shall meet the following
requirements:
a) Routine testing of the FBAs shall be as required within the standards
to which they are manufactured.
b) The entire main circuit of the switchrack shall be submitted to a
Dielectric Test per the requirements of IEC 60439-1.

21.1.IEC2 The above Dielectric Test “Routine Test” results shall be submitted to the
Buyer prior to the delivery of the equipment.

22 Shipping

Unless specified otherwise, the switchrack shall arrive at its installation location
completely assembled.

For example, the switchrack may be fully or partially field assembled.
