Social Health Insurance Project: Improving access, quality, efficiency and financial protection

Social Health Insurance Project: Improving access, quality, efficiency and financial protection (the Project)
is a joint initiative co-financed by the Government of Kazakhstan and International Bank for Reconstruction
and Development (IBRD, WB, or the Bank) with implementation period between 2017 and 2021 years. Its
objective is to improve accessibility, quality, and efficiency of health service delivery, and reduce financial
risks to the population that are caused by serious health problems. Implementation agency is the
Ministry of Healthcare of the Republic of Kazakhstan (the Ministry).
Ministry intends to apply part of the proceeds for consulting services: Capacity building of teachers of
medical universities of Kazakhstan on innovative educational technologies.
Scope of Services:
Task 1. Training of experts (trainers) on development of competences of faculty staff of medical
universities of Kazakhstan.
1. Determining key competencies of faculty of medical universities of the Republic of Kazakhstan and
designing a teaching package on development of these competences;
2. To develop teachers' competencies assessment system;
3. Training of experts (trainers) on development of pedagogical competencies out of the teachers of medical
universities.
Task 2. Transfer of innovation methods of teaching during the process of medical education in
Kazakhstan
1. Training of experts (trainers) based on developed E-learning Implementation Strategy;
2. Training of experts (trainers) based on developed Research-based learning Implementation Startegy
(RBL);
3. Training of experts (trainers) based on developed Learning Implementation Strategy based on scenarios
(PBL, TBL and etc.);
4. Methodological assistance to trained trainers in the course of training of faculty staff of universities of the
Republic of Kazakhstan.
The Ministry of Healthcare of the Republic of Kazakhstan now invites eligible consulting firms ("Consultants")
to indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the Services. The
shortlisting criteria are:
*Organization should be in the TOP-200 in the field of medicine for the last three years;
*recognition of the University's educational programs in medicine in the global medical community;
*experience in training of competitive trainers in the field of medical education in the Central Asia and post-
Soviet space countries;
*experience in development and application of online programs / courses (massive online courses) and e-
learning (e-learning) in the field of medical education.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection
and Employment of Consultants under IBRD Loans and IDA Credits & Grant by World Bank January 2011
(revised July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance
their qualifications.
A Consultant will be selected in accordance with the Quality and Cost based Selection method set out in
the Consultant Guidelines.
