Dear Mr. Pendergast:

Re: Request for Bypass of Authorized Works at the Revelstoke Wastewater Treatment Plant,
Permit PE-02147

The Ministry of Environment and Climate Change Strategy (ENV) is providing this response to
your request for approval to bypass the authorized works at the Revelstoke (City) Wastewater
Treatment Plant (WWTP). The City WWTP consists of two aerated lagoons (Cell #1 and Cell
#2) followed by a chlorine disinfection and dechlorination system. The final effluent is
discharged via outfall to the Illecillewaet River. The discharge of the WWTP effluent is
authorized under Perrnit PE-02147.

REQUEST

Based on the information provided, it is ENV's understanding that the City is seeking approval
to bypass the chlorine contact chamber to remove organic growth on the chamber walls, as well
as perform a routine inspection of the chlorine contact chamber. The bypass of the chlorine
contact chamber is anticipated to last approximately two days.

The City retained a consultant to provide an assessment of the potential impacts on public health
and the enviromnent from discharged effluent that has bypassed the chlorine contact chamber.
The findings of this assessment are presented in the letter report entitled ?Chlorine contact
chamber bypass?, dated November 27, 2017, and prepared by Masse Environmental Consultants
Ltd. for the City (2017 Potential Impacts Assessment).

Based on ENV's assessment of the abovementioned report, there is a low potential of impacts to
human health and the environment associated with the chlorine contact chamber bypass.

APPROVAL

In accordance with Section 3.3 of Perrnit PE-02 147, a bypass of a portion of the authorized
works is approved subject to the following conditions:

1. The duration of the bypass is authorized for May 14, 2018 to May 21, 2018, with the
bypass lasting no longer than five consecutive days within the approval period.

2. The discharge of effluent may bypass the chlorine contact chamber. No other authorized
works must be bypassed.

3. With the exception of the bypass of a portion of the authorized works, all terms and
conditions of Permit PE-02147 remain in full force and effect. Per Section 1.1 of Permit
PE-2 l 47, the quality of the effluent must meet the following requirements:

4. The requirement to maintain a cMorine residual at the point of discharge of between O.5
and 1.0 mg/L at all times and provide not less than one hours contact time at average
flow rates is temporarily removed while the bypass is in progress.

s. The City must notify the ENV regional office in writing immediately before the bypass
event is to commence, and immediately after the bypass event has terminated. Sacha
Clark, contacted by email at Sacha.Clarki,,gov.bc.ca, will be the regional office contact
for bypass commencement and termination notification.

6. To verify that the receiving waters are safe for human contact during and after the
bypass event, the City must carry out the following monitoring programs:

a. During the Bypass Event:


i. Once per day, one grab sample of effluent being discharged must be
collected at the regular sampling location and analysed for BOD5, TSS,
and fecal coliforms; and
11. The volume of effluent being discharged over a 24-hour period must be
measured and recorded daily.

7. The recommendations of the letter report entitled "Chlorine contact chamber bypass?,
dated November 27, 2017, and prepared by Masse Environmental Consultants Ltd. for
the City must be followed. These recommendations are:

Complete the cleaning and inspection in as short a time as possible;
*
If possible, continue using the chlorine contact chamber at night; and
*
Provide notice to the public of activities being conducted.

8. Notification must be placed one week prior to bypass commencement and remain in
place during the bypass. The method of notification must be on the City's website in an
easily accessible portion of the site, or in another area readily available to the public (i.e.,
newspaper, message board).

9. Following the bypass event, a summary report that quantifies Uhe outcomes of the bypass
must be prepared and submitted to the ENV regional office within 45 days following
completion of the bypass event. The bypass summary report must include:

Dates/times of cornmencement/termination of bypass;
*
Daily effluent flows during bypass event;
Tabulated effluent data;
*
Laboratory data including quality control summary of samples collected during
bypass event; and
Photographs of the bypass work conducted.

The bypass summary report must be submitted to Authorizations.South@,gov.bc.ca.

Any sludge removed during the bypass event, including sand/grit from the cblorine contact
chamber must be disposed or utilized in a manner approved by the Regional Waste Manager, or
as authorized by regulation under the Environmental Management Act.

Tis approval is provided pursuant to the Environmental Management Act. This approval is only
valid for the time period specified herein. The failure to comply with any conditions of this
approval will invalidate the approval. This approval does not affect any other requirements of
Permit PE-02 147, which remain in full force and effect.

This letter does not preclude the City's requirement to obtain any necessary approvals from
other relevant government agencies including but not limited to: the Department of Fisheries
and Oceans Canada, Enviromnent and Climate Change Canada, local health authorities, and
Ministry of Forests, Lands and Natural Resource Operations.

Any spill must be immediately reported to the Provincial Emergency Program by telephoning l-
800-663-3456 in accordance with the Spill Reporting Regulation
