Hayes, Laurie L. Two-Thirds in Substance Treatment Programs Neglected As Children

COUNSELING TODAY
April 2000

"As children who have been abused or neglected move through adolescence and become adults,
they face a significantly higher risk for substance abuse, addiction and a variety of physical and
mental health problems.”

This article reviews a new treatment guide which suggests that substance abuse counselors
across the U.S. screen patients for childhood abuse. Included are guidelines for conducting such
a screening. It is estimated that as many as two-thirds of adults in substance abuse treatment
programs were abused or neglected as children. In turn, substance abuse is believed to cause or
exacerbate seven out of 10 cases of child abuse.

“The plan is to create a safety net for children, said Katrina Hotrum, Bernalillo County's
behavioral health director, one that includes services such as counseling and substance abuse
treatment for parents who are not covered by Medicaid.”

Spurred by high-profile cases of endangered children and chronically overworked caseworkers,

many states have taken steps this year [2017] to shield children from abuse and neglect,
including adding caseworkers, tightening reporting requirements and expanding the definition of
'abuse.'...Nationwide an estimated 1,670 children died from abuse or neglect in 2015, the most
recent year for which national data are available." (stateline.org) Expanded efforts by U.S. states
to protect children from abuse and maltreatment are featured.
Lanning Kenneth V. INVESTIGATOR'S GUIDE TO ALLEGATIONS OF "RITUAL" CHILD
ABUSE

U.S. Dept. of Justice

Jan. 199

“I have devoted more than seven years part-time, and eleven years full-time, of my professional
life to researching, training, and consulting in the area of the sexual victimization of children.
The issues of child sexual abuse and exploitation are a big part of my professional life's work.”

If the guilty are to be successfully prosecuted, if the innocent are to be exonerated, and if the
victims are to be protected and treated, better methods to evaluate and explain allegations of
"ritual" child abuse must be developed or identified. Until this is done, the controversy will
continue to cast a shadow over and fuel the backlash against the validity and reality of child
sexual abuse.
