* Make sure adequate sleep
* If first shift, you will need to be at Polling Station at 6.45am
PACABA Dress Code
* Smart casual – remember you are on official duty

* No round-neck T-shirts. Collar T-shirts permitted
* No pictures of political logos or colours
* If in doubt, wear or bring something neutral as spare
* No sleeveless T-shirts
* No shorts nor mini-skirts
* No sandals nor slippers
PACA Kit
Each PACABA Kit will be labeled with Polling Stream

* Electoral roll (specific to each Polling Stream)
* Sample Forms 13, 14, 753, 757
* Sample of accepted or rejected ballots
* Pencil, Eraser, Sharpener, Pen & Ruler
* Permanent marker pen
* Paper clip
* Empty paper
* Three Objection Letters

Ballot Paper to voter and wholly. It must be stamped in the
middle under the serial number. It should
be consistently positioned in the Stream
Role of Polling Agent
* Ensure all above processes are followed

* Ensure secrecy provision are followed by all EC Officers, other
PAs and anyone who may come into Polling Stream
* Mark off name of Voter in own Electoral Roll, called out by EC
Clerk 1
* Collect all Forms 10, and 11; Note receipt of Form 10A
* If any infringement noticed
* Hand up to talk to PO and raise objection politely
* PO decision final; If not satisfied with PO decision, may
* Issue Letter of Objection, with copy retained. Inform Station Master
* Note down and inform incoming PA/CA and Station Master
* Do not be hindrance to voting process
* If you are not present, voting process will continue without you

Safeguard the Ballot Box
* AT ALL TIMES, keep Ballot Box in view, either by

yourself or by other PACA assisting you
* You may be asked to leave the room while furniture is
rearranged into a Counting Room
* Stay in the room if possible
* PO may close the room to go for prayers or dinner
* Ensure only PO has the key but keep windows open
Counting Procedures
Step 1: Opening Ballot Box
* PO will show that all baskets are empty before start

* PO will open Ballot Box and pour contents on table
* Ensure seals and signature are intact before opening
* Take photo before opening if allowed
* The fan will be on full blast and Ballot Papers may
fall off the table: DO NOT pick up
* You cannot touch Ballot Paper
* Point them out to the EC Clerks
* EC Clerk will extract and count Ballot Papers
* Ballot Papers bunched in bundles of 10s and 100s
* PO compare number of Ballot Papers with total in
Form 13
* If same or less then Form 13, update From 757
Step 2: Sorting into Candidates
* EC Clerk will call out party voted one at a time and

show Ballot Paper to all CAs
* Sit in the middle so that you can see all Ballot Papers
* Ballot Papers will be stamped at the back accordingly
* Invalid Ballot Papers to be rejected, placed
separately
* Before rejecting, PO must show CA and consider
views of CA but PO decision is final
* PO will then stamp “DITOLAK” and will count as
Spoilt Vote
* Check Ballot Papers sorted correctly
* Ensure placed in correct basket
* Maintain your own count
Invalid Votes
* Not stamped with Stamp of Stream or initialed by PO

* Votes given for more than one candidate
* Something is written or marked by which the Voter
can be identified
* Not marked or marked in place other than correct
place (as long as intention is unclear)
* Not clearly indicate intention of Voter

tetapi tidak menjejaskan butiran

tidak ditandatangani oleh Ketua

tandatangan KTM itu ialah di
bahagian atas sebelah kiri kertas
undi)
Tanda yang dibuat pada ruang Tanda yang dibuat di luar ruang
satu-satu calon tetapi melangkaui nama calon, ruang simbol dan
ruang calon yang lain ruang untuk memangkah

Step 3: Counting the Votes
* EC Clerk will count each Ballot Paper aloud

and sorted into groups of ten
* Make sure there are ten in each group and
Ballot Papers are secured down
* If they fall off table or got mixed up, ask for
recount of that group of ten
* EC Clerk will count each group of ten aloud
and sorted into groups of 100 and then for
the final tally
* Final tally to be included into Form 764
Announcing the Result
* PO will inform CA total number of

Votes for each candidate
* Text result to Station Master as
soon as practical. If there is a
problem, inform Station Master
* PO prepares & certify sufficient
copies of Form 14; CA to sign; PO
to issue one copy of Form 14 to
each CA
* Ensure sequence of candidates is
the same as on Ballot Paper
* Ensure the numbers are the same
as what you got

* PO will fill in Form 14

* Transferring all numbers
from Form 764
* Signed by PO and all CAs
* Ask PO to stamp using the
Stream Stamp
* Mandatory to be given to all

After the Counting
* Ballot Box (with two packets),

Form 14 will be handed over to PO1
* Handover your PACABA Kit and copy of
Form 14 to your Station Master
* Your task end when you handover
observations to your Station Master
* PO1 will then bring everything over to
Tallying Centre
* Your Station Master may ask your help
to follow the EC car to Tallying Centre
* You cannot sit in the EC car
Summary of Tasks
Before Polling Starts
1. Sleep early and prepare

2. Come early to meet your Station master
3. Enter with PACA Kit, MyKad, PACABA Tag,
Appointment Letter & Form A
4. Ensure polling is secret and free from influence on
voter
5. Check electoral roll and ballot papers
6. Sign Ballot Box seals
During Polling
1. Ensure Voter is correctly identified

2. Cancel name from Electoral Roll
3. No connection between Ballot Papers serial number
and Voter (voter number or MyKad number)
4. Nobody trying to influence Voter
5. Nobody trying to take Ballot Paper out or taking
pictures of Ballot Paper
After Polling
1. Copy Form 13 and sign

2. Ballot Box is sealed and sign
3. Watch Ballot Box
During Counting
1. Ensure Ballot Papers in Ballot Box is equal or less

than Form 13
2. Ensure sorted correctly
3. Ensure doubtful Votes sorted
4. Check totals from EC agree with your own count
5. OBTAIN FORM 14
6. Hand over PACA Kit and Form 14 to Station Master
7. Follow EC car to Tallying Centre
