1. Environmental impact assessment


a. The process of predicting the likely environmental consequences of
implementing a project and designing appropriate measures

2. Key principles
a. Assessment of direct and indirect impacts that can affect the
biophysical and human environment
3. Implementing rules and regulation is based on the DENR executive or
administrative order no. 2003-30
Another legal basis is the administrative order no. 42 which include;
rationalizing the implementation of the Philippine environmental
impact statement.
4. Scope of EIS can be summarized into 4 categories;
a. Environmental critical project
b. Environmental critical areas
c. Environmental enhancement
d. Not covered project
5. ECP is further divided into sub categories which include the ff.
a. Heavy industries
e. g
Petroleum
Non-ferrous metal
Iron and steel mills
Smelting plants
b. Resource extractive industries
e.g

foresting project
dikes and fishing project

TOPIC: THE PHILIPPINE CLEAN WATER ACT OF 2004

1. A.0 NO. 2005-10 includes the implementing rules and regulation of the
philipine clean water act of 2004.
The goal of the policy is to pursue economic growth which is
consistent with the protection, preservation and revival of the quality
of the fresh, and marine waters
2. The policy covers water quality management in all water bodies, and alsi the
control of pollution from land based source
3. Water quality management area- designated area as water quality
management area using appropriate physiographic units such as watershed ,
river basins or water resources regions.
a. Governing board should include the stakeholders such as the
LGU,national government agency, water utility sectors, etc.
4. section 27 of the CWA states the prohibited acts that can pollute water
bodies
a. pollution of water body- discharging, depositing or causing to be
deposited material of any kind directly or indirectly into the water
bodies or along the margins of any surface water
5. section 28 states the fines, damages and penalties that can be enacted upon
the violation of the section 27 of the PCWA

TOPIC: PHILIPPINE CLEAN AIR ACT OF 1999

1. Basic air quality policies


a. The concept of the policy is the balance between the development and
environmental protection.
2. The policy also promotes collaboration into various government agencies.
Quality standards is based in the WHO standards
a. In collaboration with other government agency motor vehicles should
undergo emission discharge testing to encourage the industries to
abate, reduce and prevent pollution.
3. Usage of clean fuels
a. In order to prevent pollution no person should allow the introduction
of leaded gasoline into any motor vehicle.
4. Polluting industries
a. provision of law
b. fines and penalties for violation of other provision of the clean air act
c. permit regulation for sanitary sources
5. pollution from sanitary sources
a. the act mandates any trade, industry, process and fuel burning
equipment or industrial plant emitting air pollution, the concentration
should not exceed the mandated limits.
