FREE EDUCATION

A. Background
Looking a few years ago, face education may be quite sunk. Budget funds which he said
up to 20%, obviously not too felt equally by students. Moreover, those who have a passion for
school but hit the expensive cost. Various opinions emerged as a reaction to the not-compliance
of the implementation of the program. And most give a bad statement in the form of satire,
"where 20% of the budget?".
But the unrest was finally answered. All schools ranging from elementary school, junior
high school through senior high school are included in the 12-year compulsory education truly
free in total.
Free school is a government program that seeks to solve the problem of equitable access
to education. This policy is also an effort to realize the education budget of 20% of the state
budget. Free school policy is expected to be able to solve the problem of high cost of education
that many people complain mainly of lower middle class. Operational costs for providing
education which is borne by the school of several donations education (extortion) of the
community, is replaced by the BOS.
The emergence of free schools was not to solve the problem, but it raises a more serious
problem. Free schools threaten the existence of private schools are costly because they have to
bear their own costs. Free school attendance possible could harm private schools because people
are more interested in sending their children in public schools are free. A second problem
concerns the quality problems. The quality of public free schools often questionable. The lack of
funds provided by the government to be the reason that the school may not organize a quality
education at minimal costs.

B. Contents
Policies that have recently been ditretapkan by the central government, the exemption of
school fees for elementary, junior high and high both public and private. It aims to realize the
government's work program. Apart from that also in improving the quality of human resources
and capable competent in national and international arena. In order to establish government's
policy is government not arbitrary in setting the policy. Surely the government takes such
decisions with consideration and thought mature enough to realize the ideals of the Indonesian
nation is listed in UUD 1945 which reads "protect the entire Indonesian nation and the entire
country of Indonesia and promote the general welfare, the intellectual life of the nation and
participate in implementing world order ". These goals can be achieved if the government and
the whole society in cooperation to realize the ideals of the Indonesian nation. Free school policy
is a major event that we need to examine and think together. Wherein the incident may affect the
reciprocation of a State, beause free school program can give birth to the next generation of
qualified or not. Behind it all depends on the managers (educators) to manage well in order to
produce qualified human resources, not the other way around. Policy free school, free school is
able to provide a positive impact for the achievement of national goals. As for the impact that is
capable of arising from free schools, including:
A. Can to provide opportunities and opportunities for children who are less able to get an
education, during which only exist in shadow and delusion them alone.
B. Can to improve the quality of education in the future.
C. Can to reduce the level of ignorance, unemployment and poverty.
D. Can to produce qualified human resources.
E. Can to realizing the ideals of the Indonesian nation is involved educating the nation's
children.
Free school policy in addition to providing benefits, it can also negatively
affect,including :
A. With free school program that still lay people were thinking that they would be just enough
to send their children to elementary school, junior high school or senior high school.
B. Costs that are free only administrative costs, giving rise to opportunities for the abuse of
school parties who are not responsible, for example, would not want the students are forced
to buy textbooks, worksheets, and Tutoring which ultimately not free also.
C. Raises most of Learners apply arbitrarily in terms of learning or financing.
D. If the school needs funds for the purpose of procuring equipment that sudden confusion
The concept of education raise the degree of human beings as creatures of culture is
creatures in bless the ability to create culture and cultural functions and education is an activity
catapult cultural values from generation to generation. The community’s culture if it is associate
with education then found a number of educational concept, as follows :
1. The existence of schools can not be separated from the surrounding community, both support
each other. Schools are supposed to be agents of development in the community.
2. Need to be in the form of cooperation between the school with community leaders, including
representatives of parents of students to participate in developing education.
3. The process of socialization of children needs to be improved.
4. Group dynamics is used to study.
5. Culture involves the whole way of life and human life created by human influence education
or child development. Conversely education can also change the culture.
6. Due to contemporary culture, there is the possibility of a paradigm shift in education, from
school to the wider community with a wide variety of experiences.
To improve the quality of schools and increase output better, there should be a nice
synergy between the principal with the school committee, represented by the public. Principal is
responsible for the entire school management, both internal and external schools, but on the other
side, the committee is entitled to various considerations for the design made by the principals and
their staffs. The interaction between the Principal and School Committee, this is what is said to
be cultural social relationship in education. With the good synergy between the Principal and the
School Committee, it will be able to produce a good school program.
Four roles of the school committee, namely:
A. As consideration institutions (advisory agency) in the determination and implementation of
education policy at the education unit.
B. As a supporter of the institution (supporting agency), both tangible financial, thought or
effort in organizing education in educational units.
C. As institutions controller (controlling agency)in order to complete accountability in
conducting education unit.
D. As an institution of mediators (mediators agency) between the government (executive) with
the community in the education unit.
C. Conclusion
Free school policy is a big events that we need to examine and think together. Wherein
the incident may affect the reciprocation of a State, because free school programs bring up the
next generation of qualified nations or not. Behind it all depends on the managers (educators) to
manage well in order to produce quality human resources, instead of human resources capable
only tarnish the good name of the nation.

D. Suggestion
Should, free school in Indonesia really be considered, given the limitations of the cost for
the middle to lower. If in Indonesian education is increasingly expensive, then only certain
circles who can get an education bench. Therefore, education that aims to educate the nation can
not be implemented to the maximum.
