THE TECHNICAL SPECIFICATIONS FOR PURCHASE OF EQUIPMENT AND

SUPPLIES
UNIDO Project: MP/MCD/12/002-HCFC Phase-Out Management Plan - Stage 1,
Conversion from HCFC-141b to HFC in the manufacture of polyurethane foam for the commercial
refrigeration units, sandwich panels and insulated doors in Macedonia

This Terms of Reference will be used for the preparation of bids on the supply of the low pressure rigid
PU foam injection machine and spare parts to the factory Frogoteknika, Tetovo, Macedonia

I. General Background Information and Aim of the Project

The HCFC Phase-out Management Plan (HPMP) for Macedonia was approved by the 60th Meeting of the
Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol in 2010. UNIDO,
as the Implementing Agency of the project, was assigned to phase out consumption of HCFC-22 in the
servicing sector. Following request of the Government UNIDO prepared an additional project for the foam
sector to phase out the use of HCFC-141b contained in imported pre-blended polyol.

To achieve the HCFC-141b phase-out the project envisages conversion of four eligible enterprises to the use
of Methyl Formate as a blowing agent.

Frigoteknika is a company that has been operating on the market for over 41 years (established 1971) in the
production and sale of furnishing and refrigerating products for shops, supermarkets and for the food industry,
such as horizontal and vertical display cases, shelving, specialised units and plug-in cases. Production is
mainly based on the demand, and the present sales have been quite moderate.

The Company Frigoteknika has an annual consumption of HCFC in preblended polyol of approx. 520 kg/year
kg/year PU insulation - mixture of polyol and isocyanate with HCFC-141b as blowing agent.

To implement the selected alternative technology, UNIDO has to supply a new low pressure rigid PU foam injection
machine and spare parts to allowing Frigoteknika to eliminate the use of HCFC-141b at this enterprise.

II. The Scope of Supply

The scope of supply consists of:


 Rigid PU foam injection machine suitable for operation with Methyl Formate as a blowing agent
 Spare parts required for at least one year operation of the above foaming machine
 Operating and maintenance manuals in English

The detailed description and quantities of equipment are reflected in Annex A, Equipment Specifications.

III. Guarantee Requirements

1. The supplier shall warrant for at least 12 months that goods supplied under the contract will be free from
defects. The supplier shall repair or replace at his own expense and as soon as practicable any defective
item within the warranty period.
2. Government authorities (NOU) or designated NOU representative reserves the right to verify the
compliance of equipment with the contractual technical specifications.

IV. General Time Schedule

1. All equipment should be delivered on DAP bases to final destinations as reflected in the
attached Table 1. Incoterms: DAP – Delivery at Place, i.e. supplier pays for the transportation

of goods to the named place (cost related to equipment import clearance is excluded) and
assumes all risks prior to the point where the goods are ready for unloading by the end-user.
2. Goods delivery time should not exceed 3 (three) months after the placement of the purchase
order.

3. The supplier or his representative will deliver the equipment and spare parts to the end user:

V. Installation, Start-up, Training and Commissioning

The scope of proposed services should include:

1. Installation and connection of the foam system (including piping and electrical wiring
connection).
2. Testing of the equipment on the system operation and relevant function.
3. Trial-run of the foaming system with the actual products under the supplier’s technician
supervision.

The training should be conducted by potential supplier’s technician and should include the following
basic activities:

1. Introduction of the equipment and system.


2. Description of various equipment circuits such as: component, electrical etc.
3. Basic maintenance and repair work
4. Practical training of the end user’s technicians.

Important note: supplier has to advise on the scope of preparatory work and material/equipment to
be provided by the end-users for installation, testing and commissioning of the foaming equipment.

VI. Special Condition

1. The supplier must have a representative in Macedonia. The representative should assume responsibility for
and be fully capable to offer local after sale technical support of the foaming equipment beyond the
guarantee period. .
2. The name, contact data of the representative must be included in the offer.
3. Catalogue of the equipment with technical specifications and list of proposed spare parts should be
included in the offer.

VII. Evaluation Criteria

The following criteria will be used for evaluation the incoming proposal:
 Availability of local sales and technical representative (well established) able to provide maintenance and
repairs in the country
 Compliance with the requested specifications
 Delivery time and guarantee requirements

11. The machine has to be suitable for working


with the local power supply of 380V, 3 Phases,
50 Hz.

13. The machine should be equipped with the


phase failure protection relay, earth leakage
circuit breaker and over currant cut-out gadgets
