WHAT? - BUNKER SURVEY
■ The survey is carried out to measure and ascertain the quantity of Bunker
on board at the specific time. This survey is produced the report that states
the amount of bunker, usually Fuel Oil (FO) and Diesel Oil (DO), and
sometimes Lubricating Oil (LO) is included.
PURPOSE? - BUNKER SURVEY
■ A bunker survey establishes the amount of bunker
and lube oil onboard the vessel. These surveys are
an important loss-prevention measure since
documentation of bunker operations is required in
the event of a dispute or claim.
■ Improper collection and distribution of bunker
samples may risk the settlement of a subsequent
claim in the event of a dispute.

Documentation
Bunker surveyors may have their own format for the documents as set
out in 2.4.1, but the information as set out in the relevant annexes
shall be provided. These documents shall not contain terms which are
inconsistent with this standard. Example of the documents are given
in Annexes S, T, U, V, W, X, Y and AA.

Documentation
The following documents should be obtained by the bunker surveyor in
respect of the bunker surveying operation:
■ Bunker delivery note
■ Copy of tank gauging/Calculation form
■ Copy of bunker requisition form
■ Copy of non-cargo tank declaration/Inspection form
■ Note of protest from chief engineer (if applicable)
■ Note of protest from cargo officer (if applicable)
Role of Bunker Surveyor
■ Bunker surveyors shall inspect, measure, sample, investigate and
report as required on the bunkering operations. In carrying out their
duties, the bunker surveyor shall comply with the procedures
contained in this standard.
■ Bunker surveyors shall have an independent role over the
concerned parties to ensure compliance to this standard. They
shall report to the implementing authority on any non-compliance
to this Singapore Standard or any irregularities to the bunkering
operations.

Essential Equipment
■ Bunker surveyor shall equip themselves with the following items
when attending a bunker survey.
a) Gauging tape of approved standard and accuracy
b) Elektronic thermometer or thermometer of accepted
international standards such as ASTM or ISO. It is advisable to
carry a spare bettery for the electronic type
c) Flashlight (if applicable)
d) Water and/or oil indicaring pastes and
e) Sample bottles with caps, seals and labels which comply with
the sampling requirements as set out in Annex I.
■ Gauging tapes and thermometers used by bunker surveyors shall
be calibrated and show appropriate levels of traceability on the
accuracy of these equipment.

■ All electronic and electrical equipment shall be intrinsically safe. If


a camera is brought on board by the bunker surveyor, prior consent
from the master of the bunker tanker/vessel should be obtained for
its use.
■ Bunker surveyors shall equip themselves with the following
minimum safety items: safety helme, safety shoes and gloves, H2S
and O2 monitors and life jacket. They shall wear personal protective
equipment at all times while on board the vessel and the bunker
tanker.
■ Bunker surveyor may use the bunker tanker measuring equipment
in conjunction with SS 524 : 2006, 9.1.2 on control of measuring
devices.

1. Time Log
Bunker surveyor shall record the time of all relevant events related to
the entire bunkering operation until their return to base.
The time can be recorded in Annex S
Abnormal events can be stated in Annex T
2. Pre-delivery Procedure
■ There are three things that should be done in this part:
– Pre-delivery conference
– Checks on receiving vessel
– Checks on bunker tanker
■ Pre-delivery conference
A pre-delivery conference shall be conducted between the bunker
surveyor and the representatives of the bunker tanker and vessel.

The conference shall include:


– Safety
– Health
– Environmental checks
– Review of the pre-delivery safety checklist
– Establishing communication links
■ Checks on receiving vessel
– Pre-survey acknowledgement
The surveyor shall identify himself and request the chief
engineer to sign the pre-survey acknowledgement form.

– Draught, trim and list


The surveyor shall record the draught, trim, and list of the
vessel in the gauging ticket (it should remain the same
throughout when measuring the tank).
– Vessel’s Information
The surveyor should confirm the following information (with the
chief engineer):
a. Requested type, grade and quantity of bunkers
b. Nominated bunkering tanks
c. Requested pumping rate
d. Bunkering sequence

– Witnessing of bunker tanker by chief engineer


The surveyor shall confirm with the chief engineer whether he
will witness bunker tanker gauging, meter reading and/or
sampling.
– Vessel’s calibration tables
The surveyor shall inspect the vessel’s bunker tank calibration
table so as to record in the gauging ticket the names of all the
tanks and their respective reference heights.

– On board quantity measurement


This shall include:
a. All nominated and non-nominate tanks
b. Settling tank
c. Service tank
d. Day tank
e. Overflow tank
– Gauging criteria
At least three consecutive gauges shall be taken for each tank.
If all the readings are within a range of 3 mm, the final gauge is
obtainer by averaging all the three readings.
A re-gauging shall be carried out after all tanks have been
gauged.

– Free water check


The check shall be taken by using water-indicating paste. Any
free water detected shall be recorded and highlighted.

– Temperature check
The surveyor shall determine the temperature of the bunker by
using a calibrated thermometer.
■ Checks on bunker vessel
– Pre-survey acknowledgement
The surveyor shall identify himself by producing a valid surveyor
license for examination by the bunker tanker representative.

– Draught, trim and list


The surveyor shall record the draught, trim, and list of the
bunker tanker in the surveyor’s bunker tanker measurement
report (Annex X).
– Bunker requisition form
The surveyor shall note:
a. Nominated bunker quantity
b. Grade of bunker
c. Rated pumping capacity of the bunker tanker
d. Basic specification of bunker such as viscosity, density at 15˚C,
flash point and water content of the bunker to be supplied.

– Bunker tanker calibration tables


The surveyor shall inspect the bunker tanker calibration tables
before taking opening gauges and record down the name of all
the tanks and their respective reference height.
– On board quantity measurement
The surveyor shall gauge the bunker tanker’s cargo and non-
cargo tanks. Tank gauging, temperatures, density and GOV
shall be recorded.

– Gauging criteria
At least three consecutive gauges shall be taken for each tank.
If all the readings are within a range of 3 mm, the final gauge is
obtainer by averaging all the three readings.
A re-gauging shall be carried out after all tanks have been
gauged.

– Free water check

– Stock movement logbook


The surveyor should compare the opening gauges quantities
with the bunker tanker’s stock movement logbook.

– Flow meter
If the use of flow meter is contractually agreed method for
measuring the delivered bunker quantity the bunker surveyor shall
record the opening and closing readings of the totaliser.
– Tank gauging/calculation form
The bunker surveyor should verify the contents of the bunker
tanker’s tank gauging form to ensure that they are consistent
with the bunker surveyor’s findings.

– Zero dip volume application


The bunker surveyor shall notify the cargo officer that the zero
dip volume of the tank shall be included in the bunker tanker
calculations.
3. Delivery Procedure
■ Bunker surveyor should observe the delivery procedure which
should include (not limited to):
– Hose connection
– Sampling
– Pumping Rate
– Leakage
– Presence of Unauthorized Bunker Tanker
– Blending Operation
– Line Clearing of Bunker Hoses/Pipeline
■ Abnormalities should be recorded in Annex T
4. Post-delivery Procedure
■ Bunker Tanker
– Tank gauging
The surveyor shall carry out the closing gauge upon confirmation of
the completed bunkering operation and stopped cargo pumping
operation.

– Witnessing of tank gauging

– Determination of delivered quantity


The surveyor shall calculate and determine the delivered quantity as
per the procedure set out in Annex Z.
■ Receiving Vessel
– Tank gauging
The surveyor shall gauge all nominated tanks with the chief engineer.

– Determination of received quantity


The surveyor shall calculate and determine the received quantity as
per procedure set out in Annex Z.
During the calculation of quantity received, the density used shall be
the supplier’s provided density.
The surveyor shall compare the vessel’s received quantity with the
bunker ranker’s delivered quantity.
