Agency Reports:
Senate Bill 18-143 passed. This is a fee bill that will increase CPW licenses.
Chronic Wasting Disease testing for deer will be mandatory for 2nd and 3rd Rifle season.
Update on Swinging Bridge project. Tipton stated construction on the bridge has started.
The anticipated finish date is August 1st.
Sonja Jahrsdoefer with USFWS stated she will be leaving for a new job soon. She stated
working with the commissioners and Roy on the swinging bridge project has been a
pleasure.
Habitat burns will be starting soon at the Refuge. There are 5-7 year cycles that they do.
Aaron Million is still working on his permit to get water rights and pump it to the Front
Range.
Dale Beckerman’s retirement party was at the Pavilion. Seim wanted to thank the County
for allowing them the use of it. Beckerman worked for the BLM for 34 years.
Working with the State Land Board to update 2 leases at South Beach and Juniper Park.
Maybell Bridge and Sunbeam leases were just renewed.
Elk Head has been having more success. There will be a new campground added this
summer on the Moffat County side near the boat ramp. Hoping to have it done by late
fall.
Commissioners:
Cook asked Comstock to speak on behalf of the County Resource group that the County
put together. Comstock stated the group has been working on the following:
Loudy-Simpson Park fishing access points.
Proposed OHV map and trails draft.

WHEREAS, on the first Sunday in May of each year, locals and visitors gather in
Maybell, Colorado, an unincorporated portion of Moffat County, to witness the annual Sombrero
Ranches’ Great American Horse Drive (“Horse Drive”). Hundreds of horses are driven from
winter pasture to summer pasture during this Horse Drive, giving both the riders who drive the
horses and those who watch the Drive a unique experience of the Old West; and
WHEREAS, the Board of County Commissioners of Moffat County finds that health,
safety and welfare of the residents of Moffat County would be better protected if the Board urges
participants and spectators at the Annual Sombrero Horse Drive to be mindful of the inherent risks
associated with horses and the riders driving horses. Section 13-21-119 (2)(f) of the Colorado
Revised Statutes sets forth the inherent risks of equine activities as those dangers or conditions
which are an integral part of equine activities, including the propensity of the animal to behave in
ways that could result in injury; the unpredictability of the animal’s reaction to such things as
sounds, sudden movement, and unfamiliar objects, persons, or other animals; and collisions with
other animals or objects, certain hazards such as surface and subsurface conditions; and other
potential hazards; and
WHEREAS, some of the objects which could potentially spook horses are Unmanned
Aerial Vehicles or Unmanned Aircraft Systems, commonly called “drones.” The FAA has
established certain Safety Guidelines for operating a drone or Unmanned Aircraft System, and
those Guidelines are attached hereto and incorporated herein.

AND, FURTHER BE IT RESOLVED that the Board of County Commissioners of
Moffat County encourages participants and viewers at the Sombrero Ranches’ Horse Drive who
pilot Unmanned Aerial Vehicles or Unmanned Aircraft Systems at that event to comply with the
Safety Guidelines established by the FAA.

Safety Guidelines
While operating a drone or Unmanned Aircraft System (UAS) the pilot is occupying national
airspace, making these guidelines vital to aircraft safety:
Fly below 400 feet above ground level (AGL) at all times
Keep your aircraft in sight at all times
Do not fly near airports- stay outside a five mile radius from any active airport / airfield
Remain clear of and do not interfere with manned aircraft operations
Do not fly near or over sensitive infrastructure or property, power stations, water treatment
facilities, correctional facilities, sporting events, heavily traveled roadways
Stay clear of FAA temporary flight restrictions, fires, crime scenes, sporting events
Follow community-based safety guidelines developed by organizations such as the
Academy of Model Aeronautics
Check and follow all local laws and ordinances before flying over private property
