CONSTITUTION

ARTICLE I NAME

This non-profit educational organization shall be known as the:


Junior Philippine Institute of Accountancy(JPIA).

ARTICLE II MISSION AND OBJECTIVES

Section 1. The mission and objectives of this non-profit organization are the following:

1.1. The mission statement of JPIA is:


To serve the public interest, JPIA will continue to strengthen the accountancy profession
worldwide and contribute to the development of strong international economies by establishing
and promoting adherence to high-quality professional standards, furthering the international
convergence of such standards, and speaking out on public interest issues where the
profession’s expertise is most relevant.
1.2. JPIA will carry out this mission within the framework of this Constitution and in the
manner provided for in its Bylaws.
1.3. identify with and promote a positive image of the students, faculty and programs of the
School in the professional community and to the general public;
1.4. provide an outside voice to the administration relative to the School’s needs, directions
and activities;
1.5. assist the Westmead International School in maintaining accreditation of the accounting
program
1.6. In carrying out this mission, JPIA shall reinforce the values of integrity, expertise and
transparency and in relation to its members act appropriately as leader, facilitator,
collaborator and observer.

ARTICLE III MEMBERSHIP

SECTION 1.

1.1. The membership of IFAC shall consist of those accountancy students of Westmead
International School that have been approved pursuant to Section 2.3 and that have not
resigned or have not had their membership revoked by expulsion. The term “member body”
is used to refer to a member of JPIA.

1.2. Member bodies shall:

1.2.1. Act in the furtherance of fulfilling the mission of JPIA as set forth in Article II Section 1.1;
1.2.2. Support the mission, programs and services of JPIA;
1.2.3. Make such financial contributions at the beginning of each financial year as may be
determined in accordance with the Constitution;
1.2.4. Demonstrate compliance with the obligations set out in the Statements of Membership
Obligations, as they exist from time to time; and
1.2.5. Abide by the provisions of this Constitution and the Bylaws.

SECTION 2. Application for Membership

Accountancy students shall make application to JPIA for membership and shall provide
all information required to support such application and shall pay all fees required for such
application before such application can be accepted.

SECTION 3. Voting

Members shall have only one vote in all election processes and shall specify one
representative for purpose of voting. Any member shall be eligible to hold an office or a
chairmanship of a standing committee and vote on policy and procedure matters. They shall not
be eligible to vote on constitution or bylaw changes; only institutional members will be eligible
to vote on these matters.

SECTION 4. Membership Termination

Memberships may be terminated by the Board of Directors, after appropriate review, by


majority vote for failure to adhere to the educational standards set by Westmead International
School.

SECTION 5. Liability

No member of JPIA shall be personally liable for any debts, liabilities, or obligations of
the organization.

ARTICLE IV OFFICERS OF THE ORGANIZATION

SECTION 1. The Board of Directors

The elected officers of this organization shall be the President, VP for Academic, VP for
Non-Academic, VP for Finance, VP for Audit, VP for Public Communication and Secretary
General.

SECTION 2. Nominations, Elections and Appointments

2.1. Nomination and election of officers shall be at the annual meeting. Officers shall be
installed at the termination of the annual meeting. Officers shall be elected by majority vote
of institutional members in attendance at the annual meeting. Officers shall be eligible for
nomination and reelection to the same office for one additional term.
2.2. Chairman of standing committees shall be elected by majority vote of the committee
members at the annual meeting.
2.3. When any office becomes vacant due to resignation or ay other cause, the Board of
Directors shall appoint by majority vote, a successor to fill the unexpired term of office.
SECTION 3. Duties
3.1. The duties of the elected officers shall be those usually devolving upon such officers. The
President shall serve as chairman of the annual and special meetings of the organization. In the
event of his or her absence, such duties shall automatically be delegated to the Vice-President.
3.2. The Board of Directors shall exercise general control of the affairs and inters of the
association and shall plan the meetings of the organization ad recommend for organization
action the general policies to be observed by the organization. The Board of Directors may
appoint an annual meeting chairman to plan and organize the annual meeting. The duties of
members shall be relative and restrictive to the internal workings and needs of JPIA.
ARTICLE V MEETINGS
SECTION1. Annual Meeting
An annual meeting shall be called once a year at such time and place as designated by
the Board of Directors.
SECTION 2. Special Meetings
Special meeting shall be called as deemed necessary by the Board of Directors or upon
petition by twenty percent of membership or five institutional members, whichever
number is greater.
ARTICLE VI NON-DISCRIMINATION
It shall be the policy of JPIA that no person will be excluded from participation, be
denied services or benefits, or be otherwise subjected to discrimination regardless of
race, color, national origin, ancestry, gender, age, religion, marital status, medical condition or
disability.
BYLAWS
ARTICLE I OFFICERS/STAFF

SECTION 1.

The President shall serve as ex-officio member of all committees. He/she


shall authorize any bills of expense incurred by committees or members of the
organization in the conduct of association business.

SECTION 2.

The Secretary General shall keep complete and accurate minutes of all
meetings of the organization including those of the Board of Directors. He/she shall be
responsible for proper dissemination of such minutes and for all appropriate
correspondence of his/her office and for such communications as assigned by the
President.

SECTION 3.

The Vice-President for Academic shall assume all the duties which are relevant to
academics, especially in the course of competition inside or outside the school.

SECTION 4.

The Vice-President for Non-Academic shall assume all the duties which are relevant to
non-academic factors that explicitly featured the talents of the members.

SECTION 5.

The Vice-President for Finance will keep accurate financial records of the organization.
They shall have charge of the books of account, shall collect all money due the organization,
and upon arrival of bills, make payment of same.
SECTION 6.

The Vice-President for Audit shall maintain a current and


active roster of all members of the organization. They will present all books of account
to the Board of Directors annually, and/or on demand for audit.

SECTION 7.
The Vice-President of Public Communication shall plan initiation ceremonies and plan all
social events. He/ She must eligibly inform all the members of JPIA about all the activities the
organization is engaged in.
ARTICLE II BOARD OF DIRCTORS AND OTHER COMMITTEES

Section 1.

All bills incurred by any committee for expense shall be approved by the
chairman of that committee and submitted to the President for approval.

Section 2.

Members of the Board of Directors may vote by mail ballot when so


requested by the President on matters requiring attention between meetings or if
members are unable to attend scheduled meetings of the Board. A majority shall
constitute affirmative action.

ARTICLE III MEMBERSHIP DUES

Membership dues within the school shall be P50.00 annually. The membership year
shall be for the whole school year. In terms of external registration, membership or registration
dues for the local chapter shall depend on specific terms.

Article IV AMENDMENTS TO BYLAWS

Amendments to the Bylaws may be made by a two-third majority of those members


voting on the proposed amendment at any time during the year, but must be publicized one
month before the time of ratification.

Article IV AUTHORITY

Section1.
These bylaws shall be the principal governing document of Junior Philippine Institute of
Accountancy (JPIA).

Section 2.
These bylaws will be subordinate to the local chapter of Junior Philippine Institute of
Accountancy (JPIA). Any provision of this document that conflicts with the National Constitution
and Bylaws of the local chapter of Junior Philippine Institute of Accountancy (JPIA) that is
currently in effect will be null and void.
Section 3.
JPIA shall comply with rules and regulation of Westmead International School.
Section 4.
JPIA will not discriminate on the basis of race, color, religion, national origin, ancestry,
sex, age, disability and status
