SECTION 01150

MEASUREMENT AND PAYMENT (UNIT PRICE)

PART 1 - GENERAL

1.01 MEASUREMENT AND PAYMENT:

A. The following subsections describe the measurement of and payment for the work to
be done under the items listed in the BID.

B. Each unit or lump sum price stated in the BID shall constitute full compensation as
herein specified for each item of work completed in accordance with the drawings and
specifications.

C. The prices for those items which involve excavation shall include compensation for
disposal of surplus excavated material, handling water, and installation of all
necessary sheeting and bracing.

D. In all items involving excavation, the price shall be based on doing the entire
excavation in earth. Where rock is excavated, the price therefor, shall be in addition
to the cost of excavating earth, and no deduction will be made in the amount for earth
excavation.

(NTS: In following paragraph add "force mains" where appropriate.)


E. The prices for all pipe items (sewers and building connections) shall constitute full
compensation for furnishing, laying, jointing, and testing pipe; earth excavation and
backfill; cleaning up; and screened gravel.

(NTS: Use the following two paragraphs if more than one size sewer pipe.)
1.02 LIMITS OF NORMAL EXCAVATION:

A. In determining the quantities of excavation to which unit prices shall apply, the limits
of normal width and depth of excavation shall be as described below, unless other
limits are indicated on the Drawings or specified.

B. For pipes in trench, the normal width of the trench shall be measured between vertical
planes which are a distance apart equal to the sum of 18 in. (450 mm) plus 1-1/3 times
the nominal inside diameter of the pipe. If the width so computed is less than 3 ft.
(0.9 m), a width of 3 ft. (0.9 m) shall be taken as the normal width for payment. The
normal depth shall be measured to a distance of 0.2 ft. (60 mm) below the bottom of
the pipe in earth and 0.7 ft. (210 mm) in rock, unless there be a cradle underneath the
pipe, in which case the normal depth shall be measured to the underside of the cradle.
The width of trench for the cradle shall be assumed to be that specified above for
pipes in trench.

C. For concrete placed directly against undisturbed earth, the normal width and depth of
the excavation for such concrete shall be measured to the neat lines of the concrete as
indicated on the Drawings or as ordered.

D. For concrete placed against rock surfaces resulting from rock excavation, the normal
width and depth of the excavation shall be measured to 4 in. (100 mm) outside the
neat lines of the concrete as indicated on the Drawings or as ordered.

E. For other structures, except manholes as noted below, the normal width shall be
measured between vertical planes 1 ft. (300 mm) outside the neat lines of the several
parts of the structure, except that the width at any elevation shall be measured as not
less than the width at a lower elevation. The normal depth shall be measured to the
underside of that part of the structure for which the excavation is made.

F. No additional width or depth of trenches excavated in earth or rock shall be allowed at


standard circular manholes.

G. Wherever bell holes are required for jointing pipe, they shall be provided without
additional compensation over and above that resulting from measurements as above
described.

1.03 CONSTRUCTING SEWERS:

A. The lengths of sewers to be paid for under the appropriate subdivisions of this item
shall be measured by the linear meter along the horizontal projection of the centerline
of the completed sewer, the lengths of manhole inverts (as measured between the
inside walls of the manholes) being deducted.

B. The unit prices for the appropriate subdivisions of this item shall constitute full
compensation for constructing sewers, complete, as indicated on the drawings and as
specified including all work incidental thereto and not specifically included for
payment under other items.

(NTS: Use the following two paragraphs if only one size of sewer.)
1.04 CONSTRUCTING SEWER:

A. The length of sewer to be paid for under this item shall be measured by the linear
meter along a horizontal projection of the centerline of the completed sewer, the
lengths of manhole inverts (as measured between the inside walls of the manholes)
being deducted.

B. The unit price for this item shall constitute full compensation for constructing the
sewer, complete, as indicated on the drawings and as specified including all work
incidental thereto and not specifically included for payment under other items.

(NTS: Use the two following paragraphs if project includes a force main.)
1.05 CONSTRUCTING FORCE MAIN:

A. The length of force main to be paid for under this item shall be measured by the linear
meter along a horizontal projection of the centerline of the completed force main.

B. The unit price for this item shall constitute full compensation for constructing the
force main, complete, as indicated on the drawings and as specified including all work
incidental thereto and not specifically included for payment under other items.

1.06 Y-BRANCHES:

(NTS: Use the following two paragraphs if only one size of Y-branch.)
A. The number of Y-branches to be paid for under this item shall be equal to the actual
number installed.

B. The unit price for this item shall constitute full compensation for the additional cost of
furnishing and installing Y-branches, and stoppers if required, over the cost of straight
pipe.

(NTS: Use the following two paragraphs if more than one size of Y-branch.)
C. The number of Y-branches to be paid for under the appropriate subdivisions of this
item shall be equal to the actual number installed.

D. The unit prices for the appropriate subdivisions of this item shall constitute full
compensation for the additional cost of furnishing and installing Y-branches, and
stoppers if required, over the cost of straight pipe.

1.07 T-BRANCHES IN REINFORCED-CONCRETE PIPE:

A. The number of T-branches in reinforced-concrete pipe to be paid for under this item
shall be equal to the actual number installed, exclusive of those T-branches installed
as part of chimneys.

B. The unit price for this item shall constitute full compensation for the cost of
furnishing and installing T-branches in the reinforced-concrete pipe, complete, as
indicated on the drawings and as specified.

1.08 CONCRETE ARCH:

(NTS: Choose one of the two following paragraphs.)


A. The lengths of concrete arch to be paid for under the appropriate subdivisions of this
item shall be measured by the linear meter along the horizontal projection of the
centerline of the pipe over which the concrete arch is placed and between the limits
indicated on the drawings or as otherwise directed.

B. The length of concrete arch to be paid for under this item shall be measured by the
linear meter along the horizontal projection of the centerline of the pipe over which
the concrete arch is placed and between the limits indicated on the drawings or as
otherwise directed.

C. Concrete arches ordered to be constructed because of over-excavation of trench below
the "Line of Narrow Trench Limit" will not be measured for payment, but shall be
constructed at the Contractor's expense.

(NTS: The preceding paragraph should be used only when there is a necessity for
restricted trench width. Also see the Design Guide for Sewers and Drains concerning
limited trench width. Make sure the General Notes on the drawings agree with the
specifications.)
D. Concrete arch for sewer chimneys shall not be measured for payment under this item
but shall be included for payment under the appropriate item for chimneys.

(NTS: Choose one of the two following paragraphs.)


E. The unit prices for the appropriate subdivisions of this item shall constitute full
compensation for constructing arches, complete, as indicated on the drawings and as
specified.

F. The unit price for this item shall constitute full compensation for constructing the
arch, complete, as indicated on the drawings and as specified.

1.09 MISCELLANEOUS EARTH EXCAVATION:

A. The quantity of earth excavation and backfill above normal depth to be paid for under
this item shall be the number of cubic meters excavated and backfilled, measured to
the extent of the work done as ordered by the CM/CS for test pits.

B. The unit price for the appropriate subdivision of this item shall constitute full
compensation for excavation and backfill for test pits.

C. The quantity of earth excavation below normal depth (limit of normal excavation) to
be included for payment under this item shall be the number of cubic meters of
unsuitable material excavated, measured to the depths and lengths ordered, and to the
width between payment limits for normal excavation as indicated on the drawings.

D. The unit price for the appropriate subdivision of this item shall constitute full
compensation for excavation below normal depth and disposal of unsuitable material.

1.10 CHANGE IN QUANTITY OF EARTH EXCAVATION AND BACKFILL


DUE TO SEWER DEPTH CHANGES:

A. Should a change in the depth of sewers be ordered or should the depths of sewers be
changed by changes in alignment or by differences between the ground surface
indicated on the drawings and that encountered during the work, and should such
changes increase or decrease the quantity of excavation and backfill upon which the
unit prices for sewer pipe are based, adjustment shall be made therefor under the
appropriate subdivision of this item.

B. The quantity of earth excavation and backfill to be considered under the appropriate
subdivision of this item shall be the additional number of cubic meters excavated and

backfilled, or that quantity of excavation and backfill omitted in accordance with the
requirements of the CM/CS, and as specified above.

C. The quantity to be considered under the appropriate subdivision of this item shall be
cumulative; that is, an increase on any part of the work shall offset a decrease on any
other part of the work, and the final adjustment shall be based on the net increase or
decrease for the appropriate subdivision of this item.

D. If the quantity of earth excavation and backfill work performed is greater than that
indicated on the drawings, the Contractor shall be paid therefor under the appropriate
subdivision of this item.

E. If the quantity of earth excavation and backfill performed is less than that indicated on
the drawings, the Owner will receive credit for such decrease at the unit price for the
appropriate subdivision of this item.

F. The unit price for the appropriate subdivision of this item shall constitute full
compensation for making additional excavations and backfilling such excavations, as
specified.

1.11 ROCK EXCAVATION AND DISPOSAL:

A. Where rock is encountered, it shall be uncovered but not excavated until


measurements have been made by the CM/CS, unless in the opinion of the CM/CS,
satisfactory measurements can be made in some other manner.

B. The quantity of rock to be paid for under this item shall be the number of cubic meters
of rock, measured in place before excavation, within the payment limits indicated on
the drawings and as defined in this Section, unless rock excavation beyond such limits
has been authorized in writing by the CM/CS, in which case measurements shall be
made to the authorized limits.

C. Excavated rock which has not been disposed of shall not be included for payment.

D. The bidder shall include in his bid for items involving excavation, the cost of doing
the entire excavation as earth, the price for this item being intended to cover the
difference between the cost of rock excavation and the cost of earth excavation. The
price for this item shall be paid in addition to any payment made for earth excavation.

E. The unit price for this item shall constitute full compensation for rock excavation and
disposal, for all necessary backfilling, and for furnishing all additional material
needed for backfilling.

1.12 SHATTERING ROCK AT ENDS OF BUILDING CONNECTIONS,


BRANCHES, AND STUBS:

A. The quantity of shattered rock to be paid for under this item shall be measured by the
vertical meter from the bottom of the trench to the top of the rock.

B. The unit price for this item shall constitute full compensation for shattering rock as
specified.

1.13 BUILDING CONNECTIONS:

A. The length of building connections to be paid for under this item shall be measured by
the linear meter along the top of the completed pipeline over its centerline within the
limits indicated.

B. The unit price for this item shall constitute full compensation for constructing the
building connections, complete, as indicated on the drawings and as specified,
including the removal and replacement of pavement, sidewalks, curbs, drives, bushes,
plantings, sod, and all necessary grading and reseeding of grassed areas disturbed by
the Contractor's operations, and all other work incidental to construction of the
connection.

1.14 CHIMNEYS:

A. The length of chimneys to be paid for under this item shall be measured by the
vertical meter from the invert of the sewer to the top of the Y-branch, as indicated on
the drawings.

B. The unit price for this item shall constitute full compensation for constructing
chimneys, complete, as indicated on the drawings and as specified.

C. The unit price shall also constitute full compensation for sheeting left in place at
chimneys to retain screened gravel.

1.15 MANHOLES:

A. The number of manhole bases to be paid for under this item shall be equal to the
actual number constructed.

B. The unit price for manhole bases shall constitute full compensation for constructing
the manhole bases, complete, as indicated on the drawings and as specified.

C. Manhole walls and cones shall be measured by the vertical meter from the invert of
the manhole base at its center to the bottom of the manhole frame.

D. The unit price for manhole walls and cones shall constitute full compensation for
constructing manhole walls and cones, complete, as indicated on the drawings and as
specified.

E. The number of manhole frame and cover sets to be paid for under this item shall be
equal to the actual number furnished and installed.

F. The unit price for manhole frames and covers shall constitute full compensation for
furnishing and installing manhole frames and covers, as indicated on the drawings and
as specified.

G. Drop inlets at manholes shall be measured by the vertical meter between inverts of the
upper and lower pipes, as indicated on the drawings.

H. The unit price for drop inlets shall constitute full compensation for constructing drop
inlets, complete, as indicated on the drawings and as specified.

I. The number of stubs to be paid for under this item shall be equal to the actual number
of stubs furnished and installed in manholes for future connection thereto or for
building connections.

J. The unit price for stubs shall constitute full compensation for furnishing and installing
stubs in manholes as indicated on the drawings, including stoppers and concrete
supports.

K. The number of flat slab tops to be paid for under this item shall be equal to the actual
number furnished and installed.

L. The unit price for flat slab tops shall constitute full compensation for furnishing and
installing flat slab tops as indicated and as specified.

1.16 BANK-RUN GRAVEL:

A. Bank-run gravel backfill below normal depth shall be paid for under this item. The
quantity of bank-run gravel backfill below normal depth to be paid for shall be the
same as that number of cubic meters of earth excavation below normal depth
measured for payment under the appropriate subdivision of "Miscellaneous Earth
Excavation", which said gravel replaces.

B. Bank-run gravel ordered for backfill of trenches above normal depth shall be paid for
under this item. The quantity of bank-run gravel used as backfill for trenches above
normal depth shall be measured by the cubic meter to the depth and length ordered
and to the width between payment limits for normal excavation as indicated on the
drawings. Bank-run gravel outside the limits of normal excavation shall be furnished,
placed, and compacted at the Contractor's expense, and no measurement will be made
for such gravel.

C. Bank-run gravel ordered to be used at other locations shall be measured after


compaction and paid for under this item as the number of cubic meters of gravel
actually placed and compacted as directed.

D. Bank-run gravel used to backfill rock excavations will not be measured for payment
under this item.

E. The unit price for this item shall constitute full compensation for furnishing, placing,
and compacting bank-run gravel, as specified.

1.17 ADDITIONAL SCREENED GRAVEL:

A. Screened gravel backfill below normal depth shall be paid for under this item. The
quantity of screened gravel backfill below normal depth to be paid for shall be the

same as that number of cubic meters of earth excavation below normal depth
measured for payment under the appropriate subdivision of "Miscellaneous Earth
Excavation", which said gravel replaces.

B. Additional screened gravel used for support of existing utilities or ordered to be used
at other locations shall be paid for under this item. The quantity to be paid for shall be
the number of cubic meters, measured in place after compaction, of additional
screened gravel within the limits directed by the CM/CS.

C. Screened gravel used for bedding pipe, to backfill unauthorized excavations, for any
drainage purpose, or as indicated on the drawings for work for which appropriate
payment items have been provided, shall not be measured for payment under this
item.

D. The unit price for this item shall constitute full compensation for furnishing, placing,
and compacting screened gravel, as specified.

(NTS: If sufficient suitable material will not be available from the excavations, then the
following item should be included for imported material)
1.18 SELECTED BORROW:

A. Selected borrow backfill below normal depth shall be paid for under this item. The
quantity of selected borrow backfill below normal depth to be paid for shall be the
same as that number of cubic meters of earth excavation below normal depth
measured for payment under the appropriate subdivision of "Miscellaneous Earth
Excavation," which said borrow replaces.

B. Selected borrow ordered for backfill of trenches above normal depth shall be paid for
under this item. The quantity of selected borrow used as backfill for trenches above
normal depth shall be measured by the cubic meter to the depth and length ordered
and to the width between payment limits for normal excavation as indicated on the
drawings. Selected borrow outside the limits of normal excavation shall be furnished,
placed, and compacted at the Contractor's expense, and no measurement will be made
for such borrow.

C. Selected borrow ordered to be used at other locations shall be measured after


compaction and paid for under this item as the number of cubic meters of borrow
actually placed and compacted as directed.

D. Selected borrow used to backfill rock excavations will not be measured for payment
under this item.

E. The unit price for this item shall constitute full compensation for furnishing from an
acceptable borrow pit, placing, and compacting selected borrow, as specified.

1.19 ADDITIONAL CONCRETE:

A. The quantity of concrete to be measured for payment under this item shall be the
number of cubic meters placed as directed by the CM/CS.

B. No measurement shall be made under this item for concrete used as indicated on the
drawings for work for which appropriate payment items have been provided or for
concrete used to backfill unauthorized excavations.

C. The unit price for this item shall constitute full compensation for furnishing and
placing concrete as specified.

1.20 SHEETING LEFT IN PLACE:

A. The quantity of sheeting left in place to be paid for under this item shall be that
sheeting indicated on the drawings to be left in place, and not included for payment
under other items, or otherwise ordered by the CM/CS to be left in place, and shall be
measured by the square meter along vertical planes parallel to the centerline of the
pipe.

B. The number of square meters of sheeting to be measured shall be ONLY that left in
place, as specified above. No measurement shall be made for sheeting, bracing, and
cofferdamming which is left in place at the option of the Contractor or which is
removed from the excavation, it being understood and agreed that the compensation
for all such sheeting and for cost of furnishing, placing, cutting, and removal thereof
is included in the price to be paid for the items involving earth excavation for which
sheeting is used.

C. The unit price or prices for this item shall constitute full compensation for all sheeting
including bracing and other accessories left in place as specified.

1.21 PAVEMENT:

A. The quantities of gravel-base course, temporary pavement, and permanent pavement,


to be measured for payment under the appropriate subdivisions of this item shall be
measured by the linear meter along the centerline of the pipeline without deductions
for manholes. Where two pipelines are constructed in the same trench, measurement
shall be at 1-1/2 times the linear meter quantity.

B. The unit price for gravel-base course shall constitute full compensation for furnishing
material for gravel-base course as specified and as indicated, when so ordered by the
CM/CS. Placing and compacting the gravel-base course is incidental to the
appropriate items involving backfill.

C. Suitable material, as determined by the CM/CS, taken from excavations made as part
of the contract work and used for gravel-base course shall not be included for
payment under this item.

D. The unit price or prices for temporary pavement shall constitute full compensation for
constructing and maintaining the temporary pavement, as specified and as indicated.

E. The unit price or prices for permanent pavement shall constitute full compensation for
removing the temporary pavement, restoring and regrading the gravel-base course,
and constructing the permanent pavement, as specified and as indicated.

1.22 CALCIUM CHLORIDE:

A. The quantity of calcium chloride to be paid for under this item shall be equal to the
number of pounds furnished and spread to the extent ordered by the CM/CS.

B. The unit price for this item shall constitute full compensation for furnishing and
spreading calcium chloride as directed.

1.23 JACKING PIPE:

A. The quantity to be measured for payment shall be the actual number of linear meters
of pipe installed by jacking methods within the limits indicated on the drawings.
Measurement shall be made along a horizontal projection of the centerline of the pipe
to the limits indicated.

(NTS: Choose one of the two following paragraphs.)


B. The unit price for this item shall constitute full compensation for furnishing and
jacking the pipe as indicated and as specified, and all work appurtenant thereto.

C. The unit price for this item shall constitute full compensation for furnishing and
jacking the casing pipe; and furnishing, and placing the carrier pipe, as indicated and
as specified, and all work appurtenant thereto.

(NTS: Fill in following paragraph as appropriate.)


1.24 INVERTED SIPHON:

A. The lump sum price for this item shall constitute full compensation for constructing
the inverted siphon from Sta. ____ to Sta. ____ as indicated on the drawings and as
specified.

1.25 ADDITIONAL WORK IN EASEMENTS:

A. The lump sum price for this item shall constitute full compensation for doing all
additional work in easements, as specified and as indicated on the drawings, and not
specifically paid for under other items.

1.26 EXTRA WORK:

A. Extra work, if any, shall be performed in accordance with the General Conditions and
will be paid for in accordance with the General Conditions.
