1 INTRODUCTION

1.1 Purpose
The purpose of this document is to define:
 the design criteria
 the authority requirements (National metrology standards)
 3rd party requirements (Contractual agreements between custody transfer partners)
 operational requirements
of the measurements of all product stream (based on flow, level or weight) subject for Fiscal
Metering, Custody Transfer of Settlement by 3rd parties, for the STAR Refinery located in Aliağa /
Izmir in Turkey.
The purpose for issuing this document is to combine the information as stated in the several
FEED documents combined with the latest project-requirements.

1.2 Objective
The objective of the proposed flow, level and weight measurement system configuration is that all
custody transfer and fiscal entities such as:
 the Turkish Authorities : TC Sanayi Bakanlığı, Ölçü ve Ayarlar Müdürlüğü
 Petkim
 other external Clients (e.g. sulphur / coke trade parties)
of the STAR refinery, understand and accept the specified hardware configuration, network-
architecture and reporting / documentation possibilities.

2 FLUID TRANSFER SYSTEMS WITH FISCAL METERING

2.1 Description of function.


The flow transfer units for fiscal metering are planned for product flows to the jetties (U-690) and
for final product flows of the transfer pipelines (U-640) to PETKIM.
Flow transfers systems for fiscal metering applications are highly accurate measurement flow
devices combined with pressure and temperature compensation devices, automatic sampling unit
and preferable with densitometers, normally built into one skid. Accuracy, repeatability, sampling,
calibration and document generation are subject to requirements of the Turkish Authorities. These
skids are planned to be used for flows metering to the jetties (U-690), product flows of the export
pipelines (U-640) to PETKIM and the Turkish Natural Gas grid import line.

2.2 Requirements
The hardware requirements for the skid mounted fiscal metering systems to the jetty are the
described in document 690-J-CE-0020001 rev. F03. Requirements as stated therein should be
read in conjunction with this document and are applicable for all skid mounted fiscal metering
systems for the STAR refinery. This document will describe in more detail some of the technical
and authority requirements and is not limited to the metering skid for the jetties only.

2.2.1 Fiscal metering skid


Measuring principle of the flow in this application is dependent on the service and operating
condition, but shall be either:
- Coriolis Mass flow meter (compliant with API MPMS 5.6 + OIML R117-1 + Measuring
Instruments Directive 2004/22/EC, Annex MI-005.)
or
- Multipath Ultrasonic flow device (compliant with API MPMS 5.8 + OIML R117-1 + Measuring
Instrument Directive 2004/22/EC, Annex MI-005)
- For the Natural Gas Metering skid turbine flow meters shall be applied (compliant with API
MPMS 5.3 + OIML R117-1 + Measuring Instrument Device 2004/22/EC, Annex MI-002)
Other measuring principles are only allowed after written approval of the Owner.
The measured flow shall be compensated for pressure and temperature influences and suitable
for normal and defined off-set conditions. All calculations must be traceable and auditable.
Density referral should not introduce significant bias in determination of the mass flow rate. Where
densitometers are used, two devices should be normally installed in series, as close as possible
to the volumetric flow device, while a discrepancy alarm shall be connected to the flow-computer.

Each flow-skid shall be designed in such a way that no cavitation will occur during operating
conditions.
Each flow transfer skid for fiscal metering shall be equipped with:
- high accuracy flow devices
- pressure, temperature and density measurements
- high repeatability
- rangeability covering the specified minimum and maximum operating conditions without any
relaxation of the required minimum accuracy.
- high availability of the unit, by means of “n+1” configuration where the number of parallel
measuring streams (n) , are provided with one spare meter run.
- in-line calibration possibility
- flow computer connected to a dedicated network
- automatic sample system
- provided with comprehensive reporting and documentation provision
- all signals shall be available via redundant fibre optic cable connected to the STAR DCS
For a listing of planned flow systems for fiscal metering purposes: see section 2.4.

2.2.2 Fiscal metering for Natural Gas grid


For the metering skid connected to the Natural Gas Grid (518PK-001) the requirements as per
section 2.2.1 are applicable with the following additional requirements as requested by the Natural
Gas-supplier Botaş :
- measuring principle flowmeter : turbine
- Two Gas Chromatograph (GC) shall be incorporated to measure all components as listed in
Document STGPS-A0, section 6.12 and to calculate the Wobbe-index. The deviation between
the two GC’s shall be monitored for each component and shall initiate an alarm if exceeding a
specific deviation value.
- reporting and calibration possibilities and signals to/from other parties shall be in accordance
with the Botaş requirements, which shall be developed during EPC-phase of the project.

2.2.3 Prover requirements


The requirements for the prover units are listed in document 690-J-CE-0020001 rev. F03,
paragraph 7.0. However additional requirements are stated to these in this document.
Each prover shall be portable and suitable for installation on a pick-up truck, while each portable
prover should be suitable to serve several metering skids as specified in this section.
Each mobile provers shall be tested, approved and certified by independent party, recognized by
Turkish Authorities for quality, repeatability and accuracy and comply with essential health and

safety requirements for equipment used in potentially explosive environments. The mobile
proversshould be manufactured at a traceable installation and calibrated over the full range for all
below listed metering skids, before delivery on site.The minimum total number of provers shall be
based on:
- at least one (1) prover suitable for all fiscal metering and custody transfer skids on the
refinery see table 7.1 : all skids with P.U.-number 640PK-xxx
- at least one (1) prover suitable for all fiscal metering and custody transfer skids on the jetty
see table 7.1 : all skids with P.U.-number 690PK-xxx
- one (1) prover suitable for Natural Gas skid 518PK-001 :
If one prover-installation in the jetty area and one prover-installation in the refinery area is not
suitable to cover all fiscal metering and custody transfer skid, than the Contractor shall include
additional provers in the scope of supply.
As the mobile prover is used to verify the Ultrasonic meters, a transfer Turbine meter shall be
supplied as part of the prover (i.e. transfer standard)
.

2.2.4 Civil requirements


Each metering skid shall be reachable by road for a small pick-up truck with a portable prover
installation, at least at the side of the metering skid where the connections of the calibration are
installed.
A reinforced concrete slab is required for each metering skid. The concrete level slab shall be
greater than the highest point of the paving. The levels of foundations are described in STGPS-
R1R2.
Each metering skid shall be provided with a fence to avoid any unauthorized access to the
metering skid. The type of fence that it has to be used is described in STGPS-S5.
The fence shall be provided with an access system which is connected to the respective operator-
and control-room.
A shed shall be considered for each metering skid and provisions for accessing platforms,
including walkways, stairs and hand railing are required for operation and maintenance.
The minimum distance of these auxiliary roads between the metering skid shall be 5 meters
For space management, it may be considered to grouped the metering skids in pairs and have
access roads, every two metering skids, taken into consideration that the calibration connection
are mirrored.
Barriers with steel pipe are required to avoid any damaging of the skid construction, by trucks or
vehicles.

2.3 Operational Procedure Product unloading to Jetty or product export to Petkim


The correct tank(s), with sufficient on spec product inventory to dispatch the cargo volume or
exporting product to Petkim, will be manually lined-up by the tank farm operating personnel. The
Tank inlet valves will be closed and locked during the unloading and/or transfer procedure.
Custody transfer flow measurement totalizer value will be reset prior starting the unloading and/or
transfer operation. There will be a totalizer for each product in DCS (hence with graphic pages)
with multiple reset options (each load, per shift, per day, per month, per user defined, etc.). A
Historian Database will store these data in the DCS.

For jetty unloading operations, after the pump(s) in the tank-farm are manually started and
positive pressure has been established on the transfer line, the motor operated valves (at the jetty
area) in this line, will be opened and the unloading operation will start. With the current design
there will be no flow control on these services and the control operator will have to control the
required flow to the ship by controlling the minimum flow line.
Upon completion of the loading operation the MOV’s in the transfer line will be manually closed,
upon which the final value of the respective flow totalizer will be recorded and transferred to the
logistics department for inventory control and accounting purposes.
For Petkim transfer operations, after the pumps in the tank-farm are manually started and positive
pressure has been established on the transfer line the valves in the line to Petkim, will be opened
and the export operation will start. With the current design there will be no flow control on these
services and the control operator will have to control the required flow to the Petkim site by
controlling the minimum flow line manually.
Signals from the respective MOV’s, loading arms and running signals of the pump(s) shall be
interlocked and connected to the metering skid PLC. The following automatic loading philosophy
will be implemented. Jetty Control Operator will specify the loading amount, respective meter,
loading rate, and the loading arm through DCS. The system will receive the permissive from the
MOVs, the loading arm and the confirmation that the pump is running with minimum flow line open
to the respective tank. Then the system will ramp up the loading rate within a
reasonable/calculated time, continue loading, ramp down the loading rate at the end and stop
loading.
Upon completion of the export operation, the manual valves in the transfer line will be closed by
the tank farm operating personnel, upon which the final value of the respective flow totalizer will
be recorded and transferred to the logistics department for inventory control and accounting
purposes.
Testing, calibration and certification of the flowmeters shall only be performed by accredited
persons from Sanayi Bakanlığı, Ölçü ve Ayarlar Müdürlüğü Each metering skid shall be designed
according to the directive of ‘Ölçü ve Ölçü Aletleri Muayene Yönetmenliği’ with regard to testing,
calibration, certification, reporting and accessibility possibilities and facilities.

1) The flow transfer skid, delivered and installed by Natural Gas supplier BOTAŞ shall be
installed in the same pipe line as 518PK-001 at battery limit by the respective EPC.

3 FLUID TRANSFER SYSTEMS WITH CUSTODY TRANSFER

3.1 Description of function.


Flow transfer systems for custody transfer for settlement with 3rd parties (such as Petkim), exist of
in-line flow devices with pressure and temperature compensation. The measuring principle of the
flow devices will depend on the product and operation conditions. Signals shall be connected to
the STAR DCS for standard reporting and trending, while a junction box with the same signals
(flow, pressure and temperature ) near the battery limit shall be made available for connection to
Petkim’s existing DCS.
The following signals shall be available for connection to Petkim’s Control System:
- Flow
- Pressure
- Temperature
- Common Alarm in case of malfunction
For a listing of flow interfaces measurements see section 3.4.

3.2 Requirements
Flow measurements for (external) settlement to 3rd parties are in-line measurements with the
following requirements:
- Industrial type of flow devices : with typical accuracy better than 1% (Ref. STGPS-J1, Section
II, Par. 4.0). If the specified accuracy for the flow measurement can only be obtained by
introduction any compensation measurement (e.g. temperature, pressure), than these
measurements shall be incorporated in EPC-proposal as well, irrespective the absence of any
presentation of such compensation measurement on the P&ID.
- Pressure and/or temperature compensation (Ref. STGPS-J1, Section XVII, Par. 5.2.3.8.1 thru
5.2.3.8.8) and document 600-A-CB-50005 P&ID interconnecting battery limits detail.
- Connection to DCS with standard reporting and trend facilities.
- Standard calibration procedure.

3.3 Operational Procedure


Typical transfer procedure to PETKIM (or any other distribution company) will follow the same
procedure as outlined in section 2.3.1. for jetty transfers. Line-up on both sides will be manually
established, flow totalizer values will be reset and transfer will be started by starting the respective
pump(s). Upon transferring the required amount of product the pump(s) will be stopped and the
final value of the respective flow totalizer will be recorded and transferred to the logistics

department for inventory control and accounting purposes. There will be a totalizer for each
product in DCS (hence with graphic pages) with multiple reset options (each load, per shift, per
day, per month, per user defined, etc.). A Historian Database will store these data in the DCS.
The correct tank(s), with sufficient on-spec product inventory to dispatch the required volume will
be manually lined-up by the tank farm operating personnel. Tank inlet valves will be closed and
locked during the transfer procedure. Custody transfer flow measurement totalizer value for the
respective pipeline supplier will be recorded prior to starting the transfer operation.
After the pumps in the tank farm are manually started and positive pressure has been established
on the transfer line the unloading operation will start.
Upon completion of the transfer operation the block valves of the transfer line will be manually
closed by the Tank farm operating personnel, upon which the final value of the respective flow
totalizer will be recorded and transferred to the logistics department for inventory control and
accounting purposes.
The following signals shall be available for connection to Petkim’s Control System :
- Flow rate
- Pressure
- Temperature
- Common Alarm in case of malfunction

4 TANK GAUGING SYSTEMS FOR FISCAL METERING

4.1 Description of function.

In the Raw Material Storage area U-620, Intermediate Storage area U-630 and the Final Product
Storage area U-640, all storage tanks shall be provided with level devices with accuracy,
operating and reporting specifications in accordance with contractual requirements and
obligations of the Turkish Authorities and/or Trade partners. The liquid Sulpur Tanks shall be
provided with level devices that don’t fall into above category.
For a listing of planned tank gauging systems for fiscal metering, see section 4.4.

4.2 Requirements.
Tank gauging systems for fiscal settlement for each storage tank, should exist of the following
components as a minimum:
- Two (2) analog level devices, see par. 4.2.1.
- One (1) multipoint temperature element, see par. 4.2.2.
- One (1) Local temperature gauge, see par. 4.2.3.
- Control cabinet with comprehensive reporting facility
The overall density of each storage tank shall be obtained by calculating the densities of each
layer of the fluid based on it’s respectively temperature point, by the tank gauging system.

4.2.1 Hardware requirements for Level devices


Each storage tank shall be provided with two (2) high accuracy analog level devices. These
analog level devices shall be of the contactless radar principle and installed on the top of the
storage tank and measuring the level.
The application of stilling wells shall be determined for each storage tank, during the detail EPC-
phase of the project and is the responsibility of the EPC-contractor.

To increase the accuracy, the operating principle of each radar level measurement devices shall
be based on Frequency Modulated Continuous Wave technology. The hardware architecture of
the two level devices shall be as such that both level devices are suitable for SIL 2 rated overfill
protection applications, by means of a dedicated separated switch action (1oo2) connected to
owners ESD system.
The accuracy of each level device shall not exceed +/- 1mm under controlled conditions. Under
operating conditions, the accuracy of the complete level measurement after installation shall not
exceed +/- 4 mm as per STGPS-J1, section II, par. 4.0. The hysteris error when changing the
direction of the movement of the level shall not exceed 1 mm.

4.2.2 Hardware requirements for Multipoint Temperature Element


Each storage tank shall be provided with a multipoint temperature measurement system, which
shall support up to 16 temperature measuring points. The maximum distance between two
temperature measuring points shall not exceed 3 meters. The field electronics shall be capable of
automatically determining an average from the submerged measuring points. In case of non-
cylindrical tanks, weighing factors shall be possible to use for correct average product
temperature calculations.

4.2.3 Hardware requirements for Local Temperature Gauge


Each storage tank shall be provided with a local temperature gauge, installed at the lower part of
the wall of the storage tank, for visual inspection purpose. The requirements of this local
temperature gauge is described in STGPS-J1, section VII, par. 5.0

4.2.4 Requirements for storage tanks


Tank strapping reports shall be certified by 3rd party and issued to the Manufacturer of the Level
Devices for final implementation into the tank gauging system.
Each storage tank and its tank capacity calibration procedure shall comply with the requirements
of the International Recommendations :
- OIML R71
- API MPMS Chapter 2
- API MPMS Chapter 3
In case of internal stilling wells, these shall be preferably supported out of the tank bottom. The
top end support of the stilling well shall be properly guided and allow vertical movement of the
tank shell and tank roof in respect to the stilling well. Therefore top end connection of the stilling
well, fixed to a platform or other construction isnot allowed.
Internal stilling wells shall be considered if :
- the specified minimum accuracy cannot be met without these stilling wells.
- swirls in the tanks occur, which increase the inaccuracy of the level measurements
- the fluid has a very low vapor pressure
Internal stilling wells shall be provided with two rows of overlapping slots or holes on opposite of
the pipe as per API recommendation (API Chapter 3 Section 1A) and in accordance with the
installation requirements of the Vendor of the level devices. All slots or holes of the stilling well
shall be inside and outside de-burred to avoid any false radar reflection and additional error
reading of the radar device.
Each stilling well shall be grounded to the storage tank shell with braided wires on two locations :
- at the tank roof
- at the bottom.

4.3 Operational Procedure

4.3.1 Crude oil tanks (Unit 620)


The correct tank(s), with sufficient free volume to receive the cargo volume will be manually lined-
up by the tank farm operating personnel. Outlet valves to the CDU will be closed and locked
during the loading procedure. Level(s) of the tank(s) will be recorded prior starting the loading
operation. It shall also be verified that the transfer line is fully filled or in case the line has been
drained that the dead volume is included in the final calculation (transfer line is currently estimated
to have approximately 990 m3 volume).
After the pump(s) on the cargo vessel has/have been started and positive pressure has been
established on the transfer line the motor operated valves in this line, will be opened and the
loading operation will start.
Upon completion of the loading operation the MOV’s in the transfer line will be manually closed,
upon which the final level(s) of the tank(s) will be recorded and transferred to the logistics
department for inventory control and accounting purposes.

4.3.2 Intermediate storage tanks (Unit 630)


Coordination between unit’s operating personnel and tank farm operating personnel will be
established in order to line-up the feed and/or product stream to/from a specific intermediate
tank(s).
At the moment one tank is ready for sending / receiving a stream to/from a specific unit, the
respective inlet/outlet valve will be opened. Final / initial volume will be recorded and close
monitoring of level instruments shall be performed in order to guarantee that a right line-up has
been established.

4.3.3 Final product tanks (Unit 640)


For the final product tanks, the correct tank(s), with sufficient free volume, to load a specific cargo
volume, will be manually lined-up by the tank farm operating personnel. Transfer pump(s) will be
started initially with the minimum flow line open. Tank inlet valves will be closed and locked during
the unloading procedure. Level(s) of the tank(s) will be recorded prior starting the unloading
operation. It shall also be verified that the transfer line is fully filled or in case the line has been
drained that the dead volume is included in the final calculation.
After the transfer pump(s) has/have been started and positive pressure has been established on
the transfer line the motor operated valves in this line, will be opened and the unloading operation
will start.
Upon completion of the unloading operation the MOV’s in the transfer line will be closed, upon
which the final level(s) of the tank(s) will be recorded and transferred to the logistics department

5 LEVEL MEASUREMENTS ON REMAINING STORAGE TANKS

5.1 Description of function.


All storage tanks in Unit 530 and Unit 690 shall be provided with level measurements, with a
similar instrumentation hardware architecture as described in paragraph 4.0
For a list of the remaining storage tanks, see section 5.4

5.2 Requirements.
Level measurement should exist of the following components as a minimum:
- Two (2) analog level devices
- One (1) single temperature element
- One (1) local temperature gauge
- Alarm, control, trending and reporting will be done in DCS.
The overall density of each tank shall be obtained by calculating the density of the fluid based on
the temperature measurement

5.2.1 Hardware requirements for Level devices


Each storage tank shall be provided with two (2) analog level devices. These analog level devices
shall be contactless radar ..The level devices shall be installed on the top of the storage tank and
measuring the level The hardware architecture of the two level devices shall be as such that both
level devices are suitable for SIL 2 rated overfill protection applications, by means of a dedicated
separated switch action (1oo2) connected to owners ESD system.
- Industrial type of level devices : with typical accuracy better than 1% (Ref. STGPS-J1,
Section II, Par. 4.0)
- Connected to DCS, standard reporting and trend facilities.
- Standard calibration procedure

5.2.2 Hardware requirements for Temperature Element


Each storage tank shall be provided with one single temperature element, installed at the top of
the storage tank. However provisions shall be made in the storage tanks to adapt the installation
of a multipoint temperature measurement for future use.

5.2.3 Hardware requirements for Local Temperature Gauge


Each storage tank shall be provided with a local temperature gauge, installed at the lower part of
the wall of the storage tank, for visual inspection purpose. The requirements of this local
temperature gauge is described in STGPS-J1, section VII, par. 5.0

All storage tanks mentioned in this section 5, shall be provided with the recommendations and
requirements as stated in ANSI/API 2350-2012 and project specifications.

5.3 Operational Procedure


Tank levels will be used for inventory control, Operating and reporting will be done via STAR DCS
system.

6 WEIGH BRIDGES / TRUCK SCALES

6.1 Description of function


Weigh bridges are required for final products which depart the refinery per truck. Permanent
mounted load cells in concrete foundation are used for measuring the weight of entire vehicles
with and without their content. A local PC-network shall be available with comprehensive
identification, registration, accounting, ticketing and reporting possibilities, which is connected to
the Plant Network.
For a listing of weigh bridges per application, see section 6.4.

6.2 Requirements
Weigh bridge foundations will have the shape of a pit and will be prefabricated concrete elements
put on 100 mm leaning concrete. Typically the bottoms of these foundation pits are sloped and
the pit has to be connected to the Oily Water Sewer System. The pit itself is connected to the
earthing grid. The cable duct to the pit has to be watertight after the installation of the cables.
The weigh bridge deck is a prefabricated concrete element in a steel frame. At least two
manholes with heavy duty covers will be embedded in the deck. The finishing of the deck will be
non-skid. Steel frames will be hot dip galvanized.
The elevation of the top of the deck will be at top of pavement or higher.
To reduce the effect of an unequal distribution of the load within the truck, a minimum number of
loadcells is 4 per weigh bridge shall be provided. Load cells shall be connected via a summarizing
junction box to the electronic equipment and print facilities in the vicinity of the weigh bridges.
Overall accuracy +/- 5 kg based on a rated capacity of 30T
- Connected to dedicated reporting system
- Provided with comprehensive access, reporting and documentation facility.

6.3 Operational Procedure


Currently no split between jetty and truck loading has been defined, however the system should
be capable of accommodating 100% of the daily production. The table below provides the
production of each of the services. Assuming that 20 tons will be loaded per truck the number of
trucks per day can be calculated. Assuming that loading will be done for 10 hours per day the
trucks per hour can be calculated. Finally knowing the number of weigh bridges per service the
maximum loading time per service can be calculated. This time includes the process of pre-
weighing, loading and post-weighing. Available time for registration and cargo documentation will
be limited by the number of parking spaces available.

The sulphur loading bridge will be used for both solid and liquid sulphur weighing. Both the Cokes
as the Sulphur trucks will be weighed, loaded and reweighed again on the weigh bridge itselves.
The difference in weigh of the trucks will be recorded to calculate the loaded amount. This value
will be used for the preparation of the required cargo documentation, inventory control and
accounting purposes.
The total number of 4 weigh bridges for dispatching of the cokes, is not in accordance with. the
current plotplan.
A detailed logistic study shall be performed to determine the number of weigh bridge(s) for each
application.

6.4 Overview weigh bridges / truck scales


In the Sulphur Loading Area U-640 and the cokes loading unit U-643, products are dispatched via
trucks. To control and document these product streams, permanently installed weigh bridges in
the concrete foundation are required. Miscellaneous weigh bridge measurements, such as
catalyst, waste materials, are not taken into consideration and may require an additional Weigh
Bridge.
