Purpose People credited with this unit standard are able to: prepare for
testing on distribution oil filled power transformers of 33kV and
below 10 MVA; set up test facilities on distribution oil filled
power transformers of 33kV and below 10 MVA; carry out tests
on distribution oil filled power transformers of 33kV and below
10 MVA; interpret test results and complete compliance
documentation on distribution oil filled power transformers of
33kV and below 10 MVA; and place or return distribution oil
filled power transformers of 33kV and below 10 MVA into
service.

1 This unit standard can be assessed against in a workplace environment, or in a


training or educational environment if simulated equipment response and examples
are able to be provided, or in a combination of both environments.

2 Performance and work practices in relation to the outcomes and evidence


requirements must comply with all current legislation, especially the Electricity Act
1992, and any regulations and codes of practice recognised under that statute; the
Health and Safety in Employment Act 1992; and the Resource Management Act
1991. Electricity supply industry codes of practice and documented industry
procedures include the Safety Manual – Electricity Industry (SM-EI) (Wellington:
Electricity Engineers’ Association, 2010). A full list of current legislation and industry
codes is available from the Electricity Supply Industry Training Organisation, PO Box
1245, Hamilton 3240.

3 The phrase in accordance with industry requirements is implicit in all outcomes and
evidence requirements in this unit standard.

4 Industry requirements include all asset owner requirements; manufacturers’


specifications; and enterprise requirements which cover the documented workplace
policies, procedures, specifications, business, and quality management requirements
relevant to the workplace in which assessment is carried out.

5 The range of this unit standard is limited to carrying out tests on single unit and 3
phase unit distribution oil filled power transformers 33kV and below 10 MVA capacity.
Testing is normally applied at electricity supply substations.

6 The following terms and abbreviations relate to this unit standard:

Outcomes and evidence requirements

Outcome 1

Prepare for testing on distribution oil filled power transformers of 33kV and below 10 MVA.

Evidence requirements

1.1 The relevant equipment technical specification and performance standards are
selected and interpreted.

Range may include but are not limited to – insulation class, rating, type of
transformer, manufacturer or client standards for oil type
transformers.

1.2 The test specifications and performance standards are selected.

Range may include but are not limited to – ANSI-C57, IEC-76, IEC-726
1982.

1.3 The selected test circuitry and inspection requirements are identified.

Range may include but are not limited to – Buchholz relay test, pressure
relief valve signal test, winding resistance tests, insulation
resistance, oil electric strength, ratio tests, cooling control and
indication test, tap changer position tests, impedance tests,
polarity tests, phasing.

1.4 The extent of main equipment to be released from service is identified and
equipment release requested for work access.

Range may include but is not limited to all release requests being
completed in the required time in accordance with enterprise
requirements.

1.5 The inspection and test plan are developed to meet all testing requirements.

Range may include but is not limited to – personnel doing tests, test
equipment to be used, programme, required outcome from
inspection and tests.

Outcome 2

Set up test facilities on distribution oil filled power transformers of 33kV and below 10
MVA.

Evidence requirements

2.1 Access Permit or its equivalent has been obtained and safe work zone
identified.

Range may include but is not limited to – making release applications in a


timely manner in accordance with enterprise requirements,
identifying safe work area with boundary ropes and signs.

2.2 The necessary circuit and test equipment are correctly assembled according to
the standard test circuit diagram.

Range may include but is not limited to – test equipment being checked
for correct connection, test leads free of damage and suitable for
the purpose.

2.3 The standard test and inspection procedures are available for use during
testing.

Range may include but are not limited to client required procedures,
manufacturer’s procedures or manuals.

2.4 Accuracy of test instrument calibrations is checked as required by test


procedures.

Range may include but is not limited to all test equipment being checked
to ensure calibration certification is valid.

2.5 Any hazards associated with the testing are identified and safety measures are
prepared and implemented.

Range may include but are not limited to – safety to personnel and the
environment, oil spill containment.

Outcome 3

Carry out tests on distribution oil filled power transformers of 33kV and below 10 MVA.

Evidence requirements

3.1 The selected tests are carried out using the standard procedures.

Range may include but are not limited to client provided requirements or
manufacturer procedures for tests listed – Buchholz relay tests,
pressure relief valve signal test, winding resistance tests,
insulation resistance, oil electric strength, ratio tests, cooling
control and indication test, tap changer position tests, impedance
tests, polarity tests, phasing;
evidence required – must be able to competently perform any
seven of the listed tests.

3.2 The results of the tests and inspections are recorded in accordance with
enterprise and client requirements.

Range may include but are not limited to – accurate measurements


recorded, other relevant conditions, recorded temperature, RH %,
time, instrument used.

Outcome 4

Interpret test results and complete compliance documentation on distribution oil filled
power transformers of 33kV and below 10 MVA.

Evidence requirements

4.1 The documented test results are correctly interpreted and analysed against the
standard required.

Range may include but are not limited to – checking test results against
relevant international standards, measurement uncertainty, limits
of accuracy, name plate data, manufacturer’s specifications,
previous history for similar equipment.

4.2 Compliance or non-compliance documentation is completed for each unit


tested.

Range may include but is not limited to – written reports, test results
within accepted standard, recommendations for correcting non-
compliant equipment, degree of non-compliance.

Outcome 5

Place or return distribution oil filled power transformers of 33kV and below 10 MVA into
service.

Evidence requirements

5.1 The equipment being tested is safely placed in or returned to service.

Range may include but is not limited to – careful checks of the test area to
ensure all test equipment and leads have been removed, main
leads are reinstated correctly, the work party work permit or
equivalent has been returned, return of transformer service without
incident.
