AWARD CONTRACT: PURCHASE OF TWO COMPRESSED NATURAL GAS POWERED PASSENGER BUSES FOR ALHAMBRA COMMUNITY TRANSIT (ACT) ~ F2M18-6A, N2M18.21, C2M18-16, M2M18-54 ‘Staff requests that the City Council award a contract to Creative Bus Sales for the purchase of two Compressed Natural Gas powered passenger buses for Alhambra ‘Community Transit. On February 26, 2018, the City Council approved the cistribution of Notice Iviing Bids for the purchase of two compressed natural gas buses for the ‘Alhamibca Communty Transit System. On March 29, 2018 the City Clerk received one bid for the purchase, The bid was received from Creative Bus Sales in the amount of $000,936, Staf has reviewed the bid and found its in full compliance and conformance vith the bid specications. Recommended Action: City Council award a contract, subject to final language ‘approval by the City Manager and City Attomey, to Creative Bus Sales in an amount of {$900,936 for the purchase of two S4-paseenger compressed natural gas buses: and, rect staf to undertake the steps necessary to finalize Councis action. (M2M18-84) ACCEPT DONATION: MISS HANNAH KIM —F2118-12, MZM1-55 Staff requests that the City Counell accept iit of $450.00 from Miss Hannah Kim, President of Happy Village Student Clu, a non-profit youth volunteer program aiming to share and help others fora happier community. Happy Vilage Student Club selected the ‘Alhambra Civic Center Library to receive profits from the salo of donated items at the recent Lunar Festival. The liorary will use the donated funds to purchase books for the teen collection Recommended Action: City Council accept with gratitude the git of $460.00 from Miss Hannah Kim, President of Happy Vilage Student Club; instruct the Director of Finance to amend the Library's budgets accordingly. and, cect the City Clerk to send a copy ofthe resolution accepting the donation to Miss Kim. AWARD CONTRACT: PURCHASE OF NEW SENIOR RIDE BUSES ~ F2M18-6A, ‘caMie-17, M2M18-66 42048 ‘The Community Services Department operates the Senior Ride Program for the City There are currently eight buses in the fleet and all are 2010 model year and have mileage that ranges from 145,424 to 183,918. Creative Bus Sales has provided their cost for new Senior Ride buses, including two Braun Mini Vans and fve StarCraft Ford 73608, at $415,088.58. This cost Includes vehices, tax, delivery and the CalAct fee; all ‘of which have been bid at competitive Purchasing Cooperative pricing. Through the use fof the CALACTINBTA Purchasing Cooperative, a State agency that allows for “piggybacking’ for products and services that have already been competitively bid, Creative Dus Sales nas been found to be capable to comply with purchasing using the cooperative bid from CALACTIMBTA, Alhambra Municipal Code Section 3.36.080(8)(3) allows for “piggybacking’. Therefore, staff roquests that the City Council award @ Contract forthe purchase of seven Serior Ride buses to Creative Bus Sales. Recommended Action: City Council award a contract, subject to final language ‘approval by the City Manager and City Attorney, in an amount of $418,088.56 for the purchase and delivery of seven buses for the Senior Ride program operated by the Community Services Depariment; and, direc staff to undertake the steps necessary to finalize Council's action. AWARD CONTRACT: STONEMAN AVENUE PARKING LOT REHABILITATION AND LID PROJECT — F2M18-24, N2M18-16, C2M18-48, M2M18-87 On February 12, 2018, the City Council approved distribution of a Notice nviing Bids for the Stoneman Avenue Parking Lot Rehabiltation and LID (Low Impact Development) project, Bids were opened by the City Clerk on March 28, 2018 and five bids were: Feceived ranging from $140,700 to $456,000. Meyers Consiniction was the lowest bid received at $140,700, However, staf determined Meyers Construction did not meet the ‘minimum bid qualifications due to lack of proper licensing and non-submital of the Department of Industlal Relations registration; therefore, the bid was rejected. The bid received from Cybertech Construction Company. Inc. in the amount of $149,777, Is the lowest responsive id in full compliance and conformance withthe bid specications. Recommencied Action: ily Council award a contract, subject to final language ‘approval by the City Manager and City Attorney, to Cybertech Construction Company ine. as the lowest responsive bidder for the Stoneman Avenue Parking Lot Rehebiltaton and LID Project in an amount not to exceed $148,777; and, crect staff to undertake the steps necessary to finalize Counel's action. (M2M4-57) 8, NOTICE OF COMPLETION: ALMANSOR PARK IMPROVEMENT PROJECT - OPEN ‘SPACE IMPROVEMENTS - F2M16-42, N2M18-8, C2M18-5, M2M18-58. (On January 22, 2018, the City Council awarded a contract to RS Construction & Development fo the Almansor Park Improvement Project - Open Space Improvements. ‘There were aix change orders on the projec, totaling $32,527.28. This project has been inspected by staff and all work has been completed In accordance with the Cily requirements and specications. As such, t would be appropriate forthe City Counci to ‘accept this projet as comalete and instruct the City Clerk fo fle a Notice of Completion With the County of Los Angeles Recorder's Office 5 42318 410, 1 Recommended Action: City Council accept the work of RS Construction & Development for the Almansor Park Improvement Project ~ Open Space Improvements in the amount of $161,649.28 as complete; direct the City Cierk to file a Notice of ‘Completion with the County of Los Angeles for recordation; instruct the Finance Director to release the five percent retention 35 days from the date of recordation if ne filed; and, direct staff to undertake the steps necessary to finalize Council (ma2inis-68) AUTHORIZE RFP: CONTRACT MANAGEMENT AND INSPECTION SERVICES FOR THE SEWER LIFT STATION NO. 7 REPLACEMENT PROJECT ~ F2M16.43, RFP2MA8-6 ‘Staff requests thatthe City Counel authorize staf to circulate @ Request for Proposals {or Professional Construction Management and Inspection Services for the Sewer Lift ‘Station No. 7 Replacement Project. This project wil increase the capacity of the it ‘station from 650 gallons per minute to 1,250 gallons per minute. The construction portion Of this project has been bid and awarded, Recommended Action: City Council approve the distrbution of a Request for Proposals for Professional Construction Management and Inspection Services for the ‘Sewer Lift Station No, 7 Replacament Project with proposals due no later than 4:20 p.m. fon May 18, 2018; and direct staff to undertake the steps necessary to finalize Council's action RESOLUTION: ELECT TO RECEIVE STATUTORY PASS THROUGH PAYMENTS IN CONNECTION WITH THE INDUSTRIAL, INDUSTRIAL ADDED AREA “A” AND CBD PROJECT AREAS F2W11-26, R2M18-10 ‘Staff requests thatthe City Council adopt a Resolution making an election to receive the City’s share of statutory payment pursuant to Health and Safety Code Section 33607.5(0) for Redevelopment Industrial, including Added Area °A" and CBD Project areas. LEGISLATIVE PLATFORM — F2M18-19, M2M18-60 Staff requests thatthe City Council approve the proposed City of Alhambra Legislative Platform which identifies the fundamental legislative issues deemed important to the Cy 6 425-18 2 oy 1“ ‘and, upon Counci's approval, wil allow staf to respond tothe rapidly changing nature of legislative items efficiently and immediately. The Legislative Platform will be used as a ‘guideline for requests in support against or neutral postions of a legislative proposal based on priorities that include: General Administration, Economic Development, Public Safely, Inastructure, Parks and Recreation, and Fiscal Responsibly. Most cities in the County of Los Angales with development departments refer to those departments as the Community Development Department, rather than the Development Services Department, 2. Most cities in the County of Los Angeles with recreation departments refer to those departments as the Department of Parks and Recreation, rather than the Department of Community Service. ‘3. The City Council desires to change the names of both ofthese City departments to be consistent with other cities in the County of Los Angeles and to avoid any confusion on the part of City residents SECTION 2: The name of the Development Services Department shall be changed to the Community Development Department. The name of the Community Services Department shal be changed to the Parks land Recreation Department. All references in the Municipal Code to Community Services shall be changed to Parks and Recreation, including, but not limited to, n the following sections: 2.16 220 228 230 248 249, 957 14.08, SECTION 4, Environmental Findings. The City Council exercises its independent judgment and finds that ths ordinance is not subject to the California Environmental Quality Act (CEQA) pursuant to the State CEQA Guidelines, California Code of Regulations, Tile 14, Chapter 3, ‘section 15061(0)(3) because the actiity is covered by the general rule that CEQA apples only to projects which have the potential for causing a significant effect on the environment and it can be sean with certainty that there is no possiblity that this Ordinance may have a significant ‘effect on the environment. SECTION §, Soverabilty. If any section, subsection, sentence, clause, or phrase of this, trdinance 1s for any reason held to be invalid or unconstitutional by a decision of any court of Competent jurscition, such decision will not affect the vality of the remaining portions of this ordinance. The City Council declares that it would have passed this ordinance and each and every section, subsection, sentence, clause, or phrase not declared invalid or unconstitutional without regard to whether any portion ofthe ordinance would be subsequently declared invalid or unconstitutional, SECTION 6, Effective Date, This ordinance takes effect 40 days from the date of ts posting, SECTION 7, Publication, The City Clerk is directed to certify this ordinance and cause it to be published in the manner required by aw.
