Facility Manager Job Descriptions

1. Management and Planning


This includes but not limited to:-
a) Administrative Responsibilities
i) To make arrangement and work schedules according to the user requirement or
standard requirements
ii) To coordinate with colleagues and supervisor to ensure work schedules are carried
out.
iii) To plan and optimize the usage of all the consumable items, tools and equipment.

b) HR Responsibilities
i) To plan and propose the number of staff required in his/her hospital
ii) Provide required data to HQ HR dept whenever requested in time

c) Financial Responsibilities
i) Ensure the financial budget is met at all time
ii) Ensure optimization all resources and cost effective without compromising the quality
services delivery.
iii) Ensure that there is no unproductive use and abuse of company assets such as Test
Equipment, Hand-phones, Pagers, Vehicles etc.
iv) Extend full cooperation to auditors if requested.

2 Operations and Implementation


This includes but not limited to:-
a) Scheduled Maintenance
i) Execute the scheduled or assigned task according to work schedules in time to
the satisfaction of the Customer, as well as meeting the Quality Assurance
Guidelines
ii) To ensure all your staff carry out the task according to the standard procedures
or instruction correctly by using approved and calibrated Test Equipment
iii) Proactive in carrying out corrective measures or additional works as required
iv) Ensure your staffs are using correct checklists and perform PPMs as indicated
with appropriate tasks and test equipment.

b) Unscheduled Corrective Maintenance including routine corrective maintenance,


breakdown and emergency maintenance.
i) Attend all assigned calls within the response time as mentioned in the contract.
ii) Carry out service calls in time and ensure that the work orders are accurately reported.
iii) Ensure that service reports are properly filed, and a high quality of service
documentation is maintained.
iv) Ensure that purchase requisitions for spare parts are properly filed

c) Acceptance, Safety and Performance tests.


i) Carry out all Acceptance tests according to guidelines of HEPPM & MOH and ensure
that proper documentation is maintained.
ii) Ensure that all asset register files are properly documented and updated
iii) Ensure that all statutory regulations pertaining to the products are monitored by the
authorized person.
d) Provide mechanism to avoid failure or breakdown during diagnosis or therapy.
i) Coordinate with the Hospital coordinator in preparing a Hospital Contingency plan.
ii) Coordinate with Hospital coordinator in identifying equipment within the Hospital
that could be used as standby during an emergency for all Hospitals.
iii) Coordinate with Hospital coordinator in Identifying equipment in neighboring
hospitals, that could be used as standby during an emergency
iv) Maintain standby equipment in good condition at all times.

e) Hospital Engineering Quality Assurance Plan.


This includes but not limited to:-
i) To ensure that OMSB Quality Plan is implemented.
ii) To ensure that appropriate documentation is maintained for securing and retaining
ISO certification

f) To provide, implement and maintain a computerized ASIS in the region.


This includes but not limited to:-

i) To update & maintain data in CMIS/ASIS.


ii) Ensure that proper documentation is provided, and coordinate in the implementation
of CMIS in the respective Hospital.

g) Handling hazardous/contaminated equipment - implementation of relevant processes in


handling hazardous equipment.
This shall include but not be limited to:-
i) Use appropriate personnel protective equipment (PPE) while servicing the equipment.
ii) In general ensure safe operations
iii) Adhere to the statutory requirements and regulations which are applicable for the
Engineering activities eg. Radiation regulations, Environment regulations etc.

h) Incidents and Hazards.


i) Cooperate and identify appropriate action to eliminate identified hazards
ii) Ensure circulation of Hazard Alerts to Hospital Director.
iii) Ensure that proper hazard documentation is maintained at all hospitals.

i) User Training in the zone.


i) Ensure your staffs conduct user training as scheduled in time and documented.
ii) Assist / prepare schedules & submit to the Hospital Director.

3 Technical and Documentation


This includes but not limited to:-

i) To understand his/her duties as mentioned in the job description.


ii) To understand the standard procedures or instruction to carry out his/her job
iii) To submit complete document or report to his/her supervisor in time

4 Productivity and Efficiency


This includes but not limited to:-

i) Able to complete his/her task in time without reminder


ii) Respond to the user request within 10 minutes
iii) Completion of assignment in time
5 Image and Quality
This includes but not limited to:-

i) Customer Satisfaction Feedback


ii) Work Order Report Rating
iii) No of NCR Received
iv) Deduction Formula Performance

j) To maintain an optimum level of genuine spare parts in the his/her zone.


i) Assist zone managers in identifying fast moving spare parts.
ii) To ensure that all necessary documentation is submitted & inventory lists are properly
maintained in an auditable format at all times.

k) Deduction Formula
i) Ensure that there are no deductions on any indicator from the hospital
ii) Ensure appropriate documentation is available in the respective hospitals
iii) Carry out all necessary documentation and ensure is kept properly.
