Dear Governor Ivey and Members of the Board,

It is with a great sense of purpose, determination, and hope for our state's future that I
submit this letter of application for State Superintendent of Education. Most of you know
examples of my work, and the accompanying application packet, resume, and letters should help
complete a picture of my life's commitment to making Alabama the best it can be. I am after all,
a life-long resident, seventh-generation Alabamian who loves this great state of ours. As a first
generation college student and beneficiary of Alabama's public schools from first grade to
doctorate, I am committed to excellence in our schools so that eve-ry Alabama child has the
opportunity and capacity to fulfill his or her potential and to pursue his or her dreams.

Because I believe in a bright future for our state and the young people who live here, I am
compelled by conviction to place my name in consideration. Conviction and convince derive
from the same root: a deep and profound sense of certainty. I am convinced that the vast majority
of educators in our state believe in their students and want to help them excel. I am also
convinced that we can do better, but only if we have a consistent and focused plan to support our
teachers and local school administrators and, especially, the students and families they serve. The
role of the state is to set clear expectations and direction as well as to empower and support our
local educators by providing resources and strategies for meeting those expectations. As state
superintendent, I would work with the Board to establish and disseminate policies and
procedures on issues from teacher preparation and certification to student assessment and
accountability. I would also work to increase the effectiveness and efficiency of the Department
in its invaluable role to support local school systems by ensuring that our goals were clearly
articulated to instill a sense of confidence and a clear direction.

From high school, I set out to be a science teacher. Actually, J found all my courses
fascinating. I enjoyed learning science, but I was just as engaged and active in agribusiness -
where I earned my FFA State Farmer pin- as I was in science, math, literature, and history.
When asked how I describe myself, I often respond, "a balance of hopeful and pragmatic."

professional network, retreats, and growth opportunities. I am currently president of
this network.

Montgomery Rotary Club, President-elect. After years of service and leadership in various
positions, In July 2018, I will become president of one of Alabama's oldest service
clubs. I am proud to be engaged in service in out community and around the world through
Rotary.

Tukabatchee Area Council, BSA, Executive Committee, VP for Membership. Having served in
both local Scouting units and at the district and Council level for almost two decades, I
am pleased to serve Central Alabama in this role.

Capstone Society, College of Education, The University of Alabama, Board member. As an


alumnus, I am pleased to serve on this Board that coordinated alumni activities, gives

While serving as principal of Kitty Stone Elementary School, the superintendent,


Board, and I were all sued by an unsuccessful applicant over whom I was hired. She
claimed both age and gender discrimination. It was unusual that I was named in the
suit, since I was just another candidate for the same position (albeit, ultimately
the successful candidate) . The case never went before a judge and was settled. I
was not involved in the settlement discussions and am unaware of the exact
settlement. Since I was sued only in my ministerial/official capacity, my defense
was considered part of the board's defense; and, therefore, fully compensated by
the board's attorneys.

I am very honored to write a letter of recommendation for Dr. Eric Mackey


for State Superintendent of Education.

I spent twelve years on the Board of Education for Jacksonville City Schools,
eight of those years as President of the Board.

During that time I observed Dr. Mackey both as principal of Kitty Stone
Elementary School and then as Superintendent of Jacksonville City Schools. Dr.
Mackey excelled in both of those capacities.

As principal, Dr. Mackey earned the respect of the teachers and the love of
the children. He was stern, yet approachable. He handled all problems both
with teachers and with parents in a very professional manner and always with
courtesy and compassion.

Teachers and parents were sorry to see him leave as principal, but excited
that he would be the Superintendent of the entire school system.

As board members we found it very easy to work with Dr. Mackey, he


always had the best interests of the school foremost in his mind. He was an
advocate of technology and educational enhancements. Dr. Mackey was
adamant that Jacksonville City Schools would not be left behind in educational
endeavors.

I have observed Dr. Mackey handle an unpleasant parent, bent on


disrupting board meetings and causing problems in the community. While
treating the parent with respect, Dr. Mackey was firm in his resolve that the
parent would not cause disruptions in our meetings and was firm in the way
he handled the parent.

I have also had the privilege to see how Dr. Mackey interacted with his own
family. When his children were young, they could often be seen going to Dr.
Mackey's office after school, and when he wasn•t in meetings they would do
their homework while sitting there with their dad. It is easy to see how Dr.
Mackey was so loved by all the students just by seeing how he treated his own
children with so much love.

Dr. Mackey's children, John Curtis, Brandon and Christopher are


outstanding young men and are well on their way to becoming well respected
citizens of Alabama and indeed the United States. Dr. Mackey's wife, Robin, has
always supported her husband and the two are an exemplary couple.

The State of Alabama would be hard pressed to find anyone more deserving
of being the State Superintendent of Education than Dr. Mackey. He would be
someone that others, both in the state of Alabama and beyond, would hold up
as a great example.

As a twelve-year veteran superintendent of Lowndes County Public Schools and an


adjunct instructor of 16 years at Alabama State University, it is my sincere pleasure to
write a letter of recommendation for Dr. Eric Mackey in support of his application for
Alabama State Superintendent of Education.

I have known Dr. Mackey for the past twelve years. I first became acquainted with him
in 2006 when he was the superintendent of Jacksonville City Schools. Immediately, I
realized that he was a committed and level-headed leader. Additionally, I found
Dr. Mackey to be passionate about educating students and that he valued the input of
key stakeholders. His goal back then is the same as it is today which is to be a servant
leader by positively transforming organizations to achieve maximum benefit for the
constituents he serves.

In 2010, Dr. Mackey applied for the associate director position with School
Superintendents of Alabama (SSA), and he had overwhelming support from
superintendents across the state. In 2011, Dr. Mackey became the executive director for
the organization. As the executive director, Dr. Mackey made strong contributions to
SSA through his industrious and goal-oriented leadership style. He was quick to
provide keen insight on many issues faced by superintendents. As a superintendent, I
can attest to the valuable contributions made by this purpose-driven leader.

As the District II president for four years, I worked closely with Dr. Mackey and can
therefore substantiate his ability to analyze issues and develop effective solutions. For
example, prior to Dr. Mackey taking the helm ofSSA, one of the biggest complaints of
district and school administrators was the lack of communication and information
sharing regarding legislative actions and mandates and from the Alabama State
Department ofEducation (ALSDE). Dr. Mackey was quickly able to resolve this issue
by communicating important information on legislative bills. Dr. Mackey's ability to
grasp complex and sophisticated legislative platforms while understanding the subtle
nuances of the legislative agendas has been a big asset for public education. Many

hann:ful bills have been redacted or modified due to his leadership at SSA. In addition,
he regularly emails superintendents regarding strategies and sometimes reminders
regarding ALSDE memos and directives. To further expand his services to local
educational agencies (LEAs), Dr. Mackey and his staff regularly attend district
superintendent meetings which enables him to gain additional insight on issues facing
school districts. He is a quick study and is able to provide sound advice during these
meetings. In an effort to provide comprehensive and holistic communication, on
weekly bases he emails "Monday Starters" to every superintendent. This information
newsletter recaps the previous week's major events and provides a roadmap for the
upcoming week.

Dr. Mackey is the consummate professionaL He has high standards for himself and for
others in his organization. I am pleased and impressed with his breadth of knowledge
regarding education, legislative issues, fiscal, and societal issues. He has a keen
awareness of the existing issues in our schools, governmental organizations, and
communities. This gift has enabled him to fmd solutions that may seem elusive to
most. Being a true learned professional, he is quick to share research articles or
experiential advice which has salient points on ameliorating current issues facing
superintendents. Dr. Mackey is a distinguished educational leader and a well-respected
member ofthe educational community who always carries himself in a professional
manner.

While working in academia and public education, I have formally and informally
evaluated and assessed the work of numerous professionals over the past 20 years. Of
the individuals that I have met, Dr. Mackey ranks at the top of the list. He is a
trustworthy, homegrown, creative problem solver who will provide outstanding
leadership for all the students and citizens of this state. Counting our current interim
state superintendent, Alabama has had three state superintendents over the past four

almost twenty years. Our paths have crossed in many areas of our professional career. I tirst met Eric when he was principal at Kitty
Stone Elementary in Jacksonville Alabama. After visiting several schools in the area, r moved to Jacksonville for the school system.
He personally gave us the tour of the school and it was obvious from the very beginning his dedication to the education of the children
in the Jacksonville City Schools. The staff and faculty interacted with ease as he took us around and I was so impressed with the team
spirit of the administration, faculty, and staff. As I bec-ame more involved with the school and the community, Eric was everywhere.
He and his family attended many school events and community activities.

Several years later I decided to run for the Jacksonville City Board of Education. Eric was the superintendent at this time and
l was excited and honored to serve with him on the board. I was the only new board member at this time and as a new board member,
I had a lot to learn. Eric was always available to answer my questions and address my concerns. We didn't always agree but we were
able to work together towards a positive outcome for our students and employees. Getting to know him in this capacity, I saw once
more his dedication to the education of our students, staff. faculty, and administration. As superintendent he was seen regularly in the
schools and in the community. He worked closely with our City Council to secure funding and build relationships between our
council and school system. His leadership throughout his tenure as superintendent was building relationships with all stakeholders of
our community to ensure we were all involved with providing the best education for the students of Jacksonville City Schools.

Our paths crossed again with the Calhoun County Chamber of Commerce. I serve on the Board of Directors and Eric
Mackey was a name we all knew very welL He participated in our Education committee and served as chairperson for several years.
During his time with the chamber he went through our Leadership Calhoun County program and was later the recipient of the Roy
Crow Award that goes to the outstanding Leadership Alumni. Eric has been our leadership speaker several time on our Education Day
for Calhoun County. The Calhoun County Chamber of Commerce lost a very active member when Eric moved to Montgomery.
As an educator and administrator in the two year college system, Eric has supported the higher education institutes in the
Calhoun County area while serving as principal and superintendent. Strong relationships were built with Gadsden State Community
College arid Ja~ksonville State University. As students in the Jacksonville City Schools prepared for life after high school, Eric along
with the higher: education institutes, made students and parents aware of opportunities available to them upon graduation. The
education bf our students didn't stop when they graduated from hig.'t school and Eric wanted to make sure all in the system were

Eric could understand the disparate requirements of commerce and industry, and bring together the

It is with great respect and honor that I write this letter in support of Or. Eric G. Mackey as State Superintendent of
Education/Chief Executive Officer of the Alabama State Department of Education. 1am currently Chief School Finance Officer of
Jacksonville City Schools and was CSFO during Dr. Mackey's tenure as the Superintendent of Schools for the Jacksonville City
Schools. Dr. Mackey had been appointed to the position of Superintendent in June, 2002 and I was named the CSFO in
November, 2002. During the eight years he was Superintendent, he and I worked together to maintain positive fund balance
growth and a balanced budget each year so as to provide our students with the very best education possible with the limited
resources that were available. It was during this time that we were hit with 11% proration followed by another 9.5% the
following year. Dr. Mackey's ability to understand the budgeting process and financial reports made the decision making process
needed to overcome the sudden loss of funds possible with as little interruption to our students and faculty as possible. During
his tenure and despite proration we were able to double our Fund Balance and have more than the one month operating reserve,
as required. He was also instrumental in working with our County Commission to start a 1% county sales tax that is shared by all
of the schools systems in Calhoun County. It was this additional revenue that saw us through proration and gave us the ability to
begin our one-to-one device program to equip all of our students with 21st century technology, as was Dr. Mackey's vision.

As a member of his administration, 1 was witness to his interaction with the school board, the mayor and city council, our state
representative and the county commission. He is professional and knowledgeable in working with officials at all levels. The same
can be said of his interaction with his peer superintendents in our area, his administrators, faculty, staff and community while at
Jacksonville City Schools. He and I were members of the Jacksonville Exchange Club, of which he served as Club President, Vice-
President/Program Chair and as a member of the Board of Directors. This service club is one of the largest, if not the largest
Exchange Club in Alabama with over 100 members, and was named Outstanding Club during his term as president. He provided
excellent leadership and community involvement while representing Jacksonville City Schools.

On a more personal note, I first met a young Eric 22 years ago, it was about a week after his first son was born. I was impressed
with his fatherhood skills at that time and remain so today, having watched his and Robin's three boys grow up and become the
young men they are today. The Mackey boys are blessed with having parents with good morals, caring, loving and involved with
their schools and their activities.

I would be honored to be a part of the education system led by Dr. Eric G. Mackey as State Superintendent of Education for the
State of Alabama.

This letter is written in support of Dr. Eric Mackey as a candidate for the position of Alabama
State Superintendent of Education. I have been acquainted with Eric for five years through
various relationships. He served as director of the School Superintendents' Association, as a
parent whose child attended a school in the system where I served as superintendent and as a
mentor during my tenure as superintendent. He displayed a tremendous sense of caring in each
affiliated role by actively listening and willingly engaging in collaborative problem solving.

As director of the superintendents' association, Dr. Mackey has awareness of all the issues and
concerns that plague school systems; but even moreso, he uses every opportunity to make
available the necessary professional learning and possible resource solutions for superintendents.
Eric's engagement with system administrators is always encouraging and his interactions with
the numerous other personalities that make up the education community appear respectful and
professional. He is a positive voice for the many constituents that are represented by the
superintendents he serves.

As a parent, Eric has an ear for the needs of students and mindfulness for the requirements of
effective teachers and school administrators. He participated with parent groups and worked as
advisor to students who desired to engage in civic responsibilities. Dr. Mackey is active in civic
organizations whose objectives are to support student learning through the provision of resources
a.'ld through being active in learning environments.

Dr. Mackey served as a local school system superintendent and therefore has much to offer in
advice and strategy to new superintendents. During my administration, I relied on Eric and was
never disappointed when I needed to share or discuss concerns. He would not always provide
answers but his listening was invaluable.

Children in Alabama deserve a quality education. They deserve to be heard by leaders who are
familiar with where they live and who care about where they want to go. Dr. Mackey has the
knowledge and is progressive enough to align the art of teaching with the needs of students so
that learning occurs for them all.
