Please accept this letter as an expression of interest for the position of State
Superintendent of Alabama. I have spent nearly 30 years in education policy at the
state and federal level and am currently in pursuit of new challenges to assist states
and local school districts in improving student performance and outcomes.
I began my career in education in the Texas State Senate and quickly moved with my
former employer to the U.S. House of Representatives where he served on the
education committee. In 1994 I was hired by the Texas Education Agency and rose
through the ranks to the positions of Chief Deputy Commissioner and Commissioner
of Education. I also served as Senior Education Advisor to Governor Rick Perry of
Texas from 2001-2003.

Robert Scott currently serves as a Principal at the Texas Star Alliance. Prior to joining Texas Star
Alliance, he served as the Texas Commissioner of Education from 2007 until2012 and was confirmed
unanimously by the Texas Senate in 2009 and 2011. As Commissioner he served as the head of the
Texas Education Agency, which oversees the state's 1200 school districts and charter school.
Prior to becoming Commissioner of Education, he served twice as Interim Commissioner in 2003 and
2007 and served as Chief Deputy Commissioner from 2004 until 2007. He has also served as an
assistant to two previous Commissioners of Education and as a legislative advisor to the Texas State
Senate and United States House of Representatives.
While primarily focused on public and higher education, he has advised legislators in a number of other
areas at the state and federal level. He has also been involved with candidates in campaigns at the local,
state and national level. Considered an expert in education policy, Scott provides strategic counsel to
state and national clients on education issues.

I have known Robert Scott for 30 years and have worked with him in several capacities throughout my
career. Robert possesses one of the sharpest education policy minds in the There is not much

creative and very strategic problem solver and an extraordinary and confident leader who can
competently address any matter concerning public education. He will be an incredible asset to your
state, an excellent and collaborative colleague and a game changer for the students, educators and tax
payers of Alabama. Further, Robert is a leader that has demonstrated the unique ability to forge
compromises on complex and difficult issues whether those issues have been federal, state or local

opportunities for the state of Texas to participate in groundbreaking partnerships that leveraged state,
federal, private and philanthropic funding to support innovative education reform initiatives.
While my experience with Alabama's education system is limited, I am aware of the many years of hard
work that the state has undertaken to improve post-secondary readiness by raising standards and
improving the alignment of standards, curriculum, accountability and educator While there are
certainly differences between the Alabama and Texas systems, Robert will bring with him a tremendous
amount of experience with whole-system education reform and which is highly aligned with progress
that has been achieved in your state.

searching for a talented !eader to serve as your State Superintendent of Public lnstructiorL It is my honor
to recommend Robert Scott, former Texas Commissioner of Education, for that position.
Growing up and being educated in the South and doing work with your State's Chamber of Commerce,
gives me a clear perception of your great State and an insight into the type of leader that you need to
help you significantly improve the quality of education your students receive. As goes your public
schools, so goes Alabama.
Robert Scott knows this and he knows how to work with others to make it happen. !n Texas, he was
masterful at working with State, local, and National elected officials and developed a strong working

in what got results. Under his watch, the state's dropout rate declined to its all-time low and the
graduation rate grew every year he was Commissioner, Scholarship dollars offered to high school senior
soared across the state because of the rigorous, relevant, curriculum he and his team championed.
While he treats others with dignity and respect, he will not hesitate to hold others accountable.
