ABOUT US
The Benjamin William Mkapa Foundation (BMF) is a legally registered local TRUST
established in April 2006 with the main objective to supplement and complement the health
sector development efforts of the Government of Tanzania. BMF draws its bold energy from
the visionary leadership of its Founder, the Former President of United Republic of
Tanzania, His Excellency Benjamin William Mkapa whom while in office, declared HIV and
AIDS as a national emergency and established the Tanzania AIDS Commission (TACAIDS).
The Foundation has been expanding its scope beyond HIV and AIDS with the purpose of
improving the health and wellbeing of Tanzanians, particularly control of TB, Malaria,
Maternal New-born health and addressing Human Resource for Health crisis. Our work is
geared towards contributing to the realization of goals defined in the National frameworks
and Sustainable Development Goal (SDG).

services delivery in Tanzania
Our Mission: To facilitate the delivery of responsive health services, including HIV and
AIDS, particularly in underserved areas through innovations in Health Systems.

BMF’s programs are guided by its 2ndfive year Strategic Plan (2013-2018) with the five
Key Result Areas are:
Success
Until January 2017 we have undertaken major initiatives including our premier programme of
Mkapa Fellows. These initiatives which extend from large to small scale have summed up to12
projects to date and have reached almost 80% of the country. The projects implemented by
BMF include:
Programmatic:
More than 760 health workers have their clinical skills improved on managing HIV and
AIDS clients including preventing HIV transmission to the child from a pregnant mother.
Reached more than 30,000community members with HIV prevention interventions through
Combination Prevention Campaigns carried in 81wards within 8 districts of Tanzania and
Capacity development of 15 Community Based Organizations on TB/HIV collaborative
activities.
Reached 24 districts and more than 300 wards with TB interventions through community
health workers including provision of working gears such as 700 bicycles, 700 bags, 100
boots and 100 raincoats for facilitating community based TB/HIV activities example new
case identification, defaulter tracing, sputum fixation and other TB/HIV related services.
Improved TB diagnostic services and Multi-Drug Resistance services (MDR) by refurbishing
13 diagnostic centers and 13 MDR centres, respectively.
Provision of maternal health services has been strengthened by capacitating 45health
workers with training on Comprehensive Emergency Obstetric Care, placement of
equipment’s and constructed 11 operating theatres at rural health centres. These have
allowed performance of emergency surgical operations, whenever required to save lives of
pregnant mothers with complications and their new-borns.
To mitigate Human Resource for Health crisis, BMF has enhanced production, planning,
recruitment and retention strategies. BMF hired more than 1,100 health workers that were
absorbed to work in rural areas, amongst them 90% were retained within the public service
employment systems after ending their contract with BMF.
In a combined effort, the BMF employed health staff and existing public health workers
have assured clients to receive quality health services for 12 hours and 5 days in a week.
Notable evidence is the 5 fold increase in enrolment of HIV clients Care and Treatment
within districts that have been supported by BMF
To minimize the national health workers shortage, as from 2012, BMF in collaboration with
the Ministry of Health provided scholarship to at least 1,000 Tanzanian students studying
allied health courses in different health training institutions countrywide. On completing
the course, the graduates are deployed to work in rural health care setting.
In the course of enhancing their attraction, motivation and retention to work in remote
areas, BMF constructed 482 standard staff houses in 268 rural health facilities in 52
District Council and are continuing to be fully occupied by health staffs. The houses are
built in the health facility premises and through this way community member have now
been accessing 24 hours health services within closer proximities.
At least 2,000 health managers from Local Government Authorities have been trained,
coached and mentored on effective planning, supervision and management of health
workers.
BMF active involvement in the national policy and technical forums such as being the Vice
Chair of the HRH Technical Working Group (TWG), Secretariat to the National HRH Alliance
forum; Secretariat of the Non-State Actors TNCM Coordination forum, member of the
BMF carries its non-core business tasks through outsourcing most of its
services to reputable local service providers and/or vendors.
The Mkapa Foundation remains committed and shall continue forging strategic
partnership with other key partners in order to improve health and well-being of
Tanzanians.

He holds three Post-graduate diploma Certificates in International Relations and
Diplomacy, A certificate in Administrative Law, BA in Economics, Master degree in
International Relations and Diplomacy as well as Executive Master of Business
Administration from USA. Before joining BMF Board of Trustee, he served various
capacities and retired in 2008 with a post of Deputy Permanent Secretary of Ministry of
Foreign Affairs.

walk every day from my house to the facility. Sometime at night despite it was very scary. But now
thanks to BMF we will not have to walk long distance again. Also our clients will reach us easiy
