THE BENJAMIN WILLIAM MKAPA FOUNDATION (BMF)

ABOUT US
The Benjamin William Mkapa Foundation (BMF) is a legally registered local TRUST
established in April 2006 with the main objective to supplement and complement the health
sector development efforts of the Government of Tanzania. BMF draws its bold energy from
the visionary leadership of its Founder, the Former President of United Republic of
Tanzania, His Excellency Benjamin William Mkapa whom while in office, declared HIV and
AIDS as a national emergency and established the Tanzania AIDS Commission (TACAIDS).
The Foundation has been expanding its scope beyond HIV and AIDS with the purpose of
improving the health and wellbeing of Tanzanians, particularly control of TB, Malaria,
Maternal New-born health and addressing Human Resource for Health crisis. Our work is
geared towards contributing to the realization of goals defined in the National frameworks
and Sustainable Development Goal (SDG).

Our Vision: To be a hub of innovation for ensuring equitable, accessible and quality health
services delivery in Tanzania
Our Mission: To facilitate the delivery of responsive health services, including HIV and
AIDS, particularly in underserved areas through innovations in Health Systems.

Our Strength

Success

Until January 2017 we have undertaken major initiatives including our premier programme of
Mkapa Fellows. These initiatives which extend from large to small scale have summed up to12
projects to date and have reached almost 80% of the country. The projects implemented by
BMF include:

Below are our Programmatic and Institutional success until February 2017:

Programmatic:
 More than 760 health workers have their clinical skills improved on managing HIV and
AIDS clients including preventing HIV transmission to the child from a pregnant mother.
 Reached more than 30,000community members with HIV prevention interventions through
Combination Prevention Campaigns carried in 81wards within 8 districts of Tanzania and
Capacity development of 15 Community Based Organizations on TB/HIV collaborative
activities.
 Reached 24 districts and more than 300 wards with TB interventions through community
health workers including provision of working gears such as 700 bicycles, 700 bags, 100
boots and 100 raincoats for facilitating community based TB/HIV activities example new
case identification, defaulter tracing, sputum fixation and other TB/HIV related services.
 Improved TB diagnostic services and Multi-Drug Resistance services (MDR) by refurbishing
13 diagnostic centers and 13 MDR centres, respectively.
 Provision of maternal health services has been strengthened by capacitating 45health
workers with training on Comprehensive Emergency Obstetric Care, placement of
equipment’s and constructed 11 operating theatres at rural health centres. These have
allowed performance of emergency surgical operations, whenever required to save lives of
pregnant mothers with complications and their new-borns.
 To mitigate Human Resource for Health crisis, BMF has enhanced production, planning,
recruitment and retention strategies. BMF hired more than 1,100 health workers that were
absorbed to work in rural areas, amongst them 90% were retained within the public service
employment systems after ending their contract with BMF.
 In a combined effort, the BMF employed health staff and existing public health workers
have assured clients to receive quality health services for 12 hours and 5 days in a week.
Notable evidence is the 5 fold increase in enrolment of HIV clients Care and Treatment
within districts that have been supported by BMF
 To minimize the national health workers shortage, as from 2012, BMF in collaboration with
the Ministry of Health provided scholarship to at least 1,000 Tanzanian students studying
allied health courses in different health training institutions countrywide. On completing
the course, the graduates are deployed to work in rural health care setting.
 In the course of enhancing their attraction, motivation and retention to work in remote
areas, BMF constructed 482 standard staff houses in 268 rural health facilities in 52
District Council and are continuing to be fully occupied by health staffs. The houses are
built in the health facility premises and through this way community member have now
been accessing 24 hours health services within closer proximities.
 At least 2,000 health managers from Local Government Authorities have been trained,
coached and mentored on effective planning, supervision and management of health
workers.
 BMF active involvement in the national policy and technical forums such as being the Vice
Chair of the HRH Technical Working Group (TWG), Secretariat to the National HRH Alliance
forum; Secretariat of the Non-State Actors TNCM Coordination forum, member of the

Health Sector Wide Approach Group, Community Health Workers Task force and Safe
Motherhood Technical Team.
 BMF’s work has influenced development and amendments of various policies, guidelines
and practices that have fostered better management of Human Resource for Health and
health service delivery. For instance, review of the 1999 staffing norms for the Health
Sector, development of the National Public Pay Policy of 2012 and the recent National-led
programme of the “Big Result Now” for the Health Sector.

Institutionally:
 Expansion of working partnerships with at least 30 Non- State Actors on
implementation of TB, HIV/AIDS, HRH programmes thus reaching more
beneficiaries and enhancing local ownership and sustainability.
 Enhanced BMFs operations with updated and robust management and
operational systems, policies and structures on programming, finance and grants
management, compliance, Monitoring and evaluation as well as on Human
Resource and Administration.
 BMF’s diversification of funding sources from conventional donors to Corporates
whereas local fundraising was initiated in 2012 leading to having at least 50 - 100
Corporates and individuals supporting BMF annually.
 BMF average annual budget for the past five years is equivalent to US $
10.2million and from all the years of operation, the Foundation has been awarded
unqualified audit.
 Expanding financing portfolio through a subsidiary business company, namely
Imara Horizon Company Ltd which oversees profit making business and
investments mainly focused on social services.

BMF have continued sustaining existing partners and creating


new ones which extend from Government of the United
Republic of Tanzania, bilateral and multilateral donors, Non-
State Actors and friends, as they continued with their
commitment in supporting realization of our mission. The
financing partners that have or continue partnering with BMF
include the Irish Aid, Abbott Fund, Global Fund to fight against
AIDS, TB and Malaria; USAID, UK Comic Relief; The Embassy
of Japan Tanzania, Norway Government and UNFPA. Others are

BMF GOVERNING BOARD AND MANAGEMENT PROFILE

Board of Trustees:
1. Amb. Charles A. Sanga - Chairperson
He holds three Post-graduate diploma Certificates in International Relations and
Diplomacy, A certificate in Administrative Law, BA in Economics, Master degree in
International Relations and Diplomacy as well as Executive Master of Business
Administration from USA. Before joining BMF Board of Trustee, he served various
capacities and retired in 2008 with a post of Deputy Permanent Secretary of Ministry of
Foreign Affairs.

2. Dr. Adeline Kimambo


She is a medical doctor graduate with health sector experience of more than 30 years.
She is the former Chief Executive of the Christian Social Services Commission a
position held for the last 5 years. She has a sound leadership skills obtained from
holding different high level posts including being a former Chief Medical Officer of the
Ministry of Health of Tanzania. She has wide scope of working as a Consultant with
World Bank, USAID and UNFPA.

3. Dr. Yahaya Ipuge


He is a senior medical doctor and public health specialist with more than 29 years’
experience in the health sector. He has broad experience of working with International
organizations towards improvement of Health services being Former Country Director
(CD) of CHAI and Deputy CD of CDC Tanzania. He has held various senior positions
within the MOH leading the National TB Programme. He has published several research
and scientific papers. He is among the lead person that established BMF. Currently he
works with IHI as a consultant.

4. Dr. Eden E. Maro


He holds a Degree of Doctor of Medicine as well as Masters Degree of Internal Medicine.
He has served in several positions in Tanzania and internationally under his capacity as
medical practitioner. Todate, he is a Consultant Physician/Cardiologist and Senior
Lecturer, School of Medicine - Muhimbili University of Health and Allied Sciences. He
has a vast experience in health science and has released several publications regarding
health issues.

5. Mrs. Blandina Nyoni


She holds a Masters of Business Administration. She has 34 years working experience
and served in various capacities as lecturer, commissioner for Finance, and permanent
secretary of two Ministries (Ministry of Tourism and Natural Resources and Ministry of
Health and Social Welfare). Currently she is the Director for Special Duties under the
Commissioners General Office – Tanzania Revenue Authority.

6. Eng. Ladislaus Mwalimu Salema
He studied and obtained B.Sc. in Civil Engineering from the University of Nairobi in
June 1972.He was employed by TAZARA from July 1972 to June 1982 starting as an
Assistant Civil Engineer, rising to a Principle Civil Engineer in charge of Construction
Division. Eng. Salema then joined the National Engineering Company in July 1982 and
was the General Manager from Feb 1984 to May 1997. From Nov 1999 to Dec 2011 he
worked as a Consultant and Chief Executive Officer for TASAF and MKURABITA
respectively. In his forty years career he saved as a Director in the Boards of over ten
Cooperate Entities, and simultaneously persuade several courses including obtaining
an M.Sc Engineering in 1982 and Post Graduate Diploma in Management in 1983. He
is a practicing Civil Engineer, registered with the ERB and a FIET as well as a FICE
(UK), specializing in Geotechnical Engineering, Project Management and Techno-
managerial Consultancy in general.

7. Mr. Ali Uki


He is a lecturer at the Zanzibar University. He was born and grew in Zanzibar. He took
his first degree in Tanzania and pursued Master of Laws in Intellectual Property Law at
the School of Law, Turin University in Italy. He has 30 years working experience, as a
school teacher, journalist, lawyer and lecturer. He has also been actively participating
in legal researches and contributed a number of academic articles and chapters in
journals and books in Tanzania and East Africa. Currently, he is pursuing his Ph.D.

Board Observer

1. Ms. Eileen A. Swai


She is currently Personal Assistant to Former President of the United Republic of
Tanzania, H.E. B.W. Mkapa & Settler of BMF. She is one of the Observers of the Mkapa
Foundation Board of Trustees, and a member of the Resource Mobilization Committee
of BMF. She has over 25 years working experience in senior positions as Administrator
and Coordinator of the Lutheran World Federation/Department for World Service
(LWF/DWS) Emergency Relief and Development projects, both within and outside
Tanzania.

Management Team and Staff


BMF operates with a lean and effective organisational structure whereas, the Chief Executive
Officer (CEO) leads the Management team and staff effective organizational leadership and
management to attain the BMF’s mission and vision.

Dr. Ellen Mkondya Senkoro – Chief Executive Officer


As the first CEO of BMF, she provides stewardship and strategic leadership to the institution.
Prior to joining the Foundation, she worked with UNFPA managing Reproductive Health and
HIV/AIDS portfolios. She has led two Municipal Council Health departments. In her work, she
has enforced partnership, policy dialogue and effective programming across Government,

Donors and NGOs for health service development. She is a medical doctor and a public health
specialist, with over 20 years work experience.
Rahel Sheiza – Director of Program
She is a trained professional expert in Human Resources Management, Administration and
Business Development with proficiency trainings on public health, Program Management,
Monitoring and Evaluation and other Business development competency training. She has
vast experience working as a Director, Manager, Advisor in areas related to Programme
Management and Human Resource Management. She has worked with or for the Public
Service Institutions, Private sector and Non-Government Organizations with vast experience in
the HIV/AIDS and MNCH programs particularly in the Health Systems Strengthening focusing
on Human Resource for Health, Capacity building for the health managers/supervisors, Health
Systems Development Performance Improvement, Health Information Management Systems,
Work Climate Initiatives and Public Sector Systems Strengthening..
Anna Tenga – Director of Finance and Grants
She is a professional accountant holding CPA and Masters in Business Administration with
more than 15 years working experience. She has previously worked with several local and
International organizations. She has hold several posts among them Director of Finance and
Administration and Payroll Accountant, assistant accountant and Chief cashier of The Open
University of Tanzania. She received various awards among them IPP Best CPA Award, TAC
Auditing and Investigation award, Price Water house Coopers Best CPA Graduate Prize winner,
and the like.
