International Seminar
“Comprehensive Safe Hospital: Policy and Practices in Indonesia”
Jakarta, April 24th, 2018

Background

Building on the Sendai Framework for Disaster Risk Reduction 2015-2030, which strongly
promotes health resilience, we need to explore the linkages between disaster risk reduction and
health. Highlighting the significant loss of life and the serious economic and social impacts of
health crisis and epidemics, this seminar will underscore the importance of prevention and
preparedness of hospital community and pre-hospital system for disaster. To reduce risk of all
types of hazards, the need to incorporate health crises into national disaster risk reduction
strategies and to build capacities of health workers in understanding disaster risk and applying a
risk-informed approach in their work was emphasized.

At the 3rd World Conference for Disaster Risk Reduction in Sendai, Japan, WHO released the
Comprehensive Safe Hospital Framework that will guide the development and implementation
of Safe Hospital programmes at national, subnational and facility levels. It is a guiding document
developed for use by governments, health authorities, financial institutions and disaster
management organizations. Safe hospitals and other health facilities must remain operational in
the aftermath of emergencies and disaster. Disruption of health services due to damage to
hospitals and the lack of adequate preparedness to respond effectively are two major factors
that can prevent people from receiving facility-based life-saving medical care and other essential
health services. So, the new paradigm of safe hospital is not only focus on in hospital aspects but
also link it to larger aspect: safe health system and disaster risk management.

Some of Institutions in Indonesia have practiced this concept in “Indonesian approach” those we
can learn from them how to implement this to another thousands of hospitals in Indonesia.
Muhammadiyah and PKMK UGM are some institution that have those valuable experiences
excelently.

Meanwhile, Indonesia which use hospital-based health system recently is developing pre-
hospital health system, named Public Service Center (PSC) 119, to response public needs of
emergency and disaster service. This is on growing system that still need to be backed up by
hospital-based system. The question is how do hospitals back up the pre-hospital health system?
And how does they cooperate in disaster responses?

Aims and Objective

1. To diseminate the whole picture of Comprehensive Safe Hospital start from basic thought,
standard, policy up to implementation model and to bridge Safe Hospital issue and
Emergency Medical Team Issue as fundamental aspect of disaster response and risk
reduction in Indonesia.
2. To contribute to the building of Comprehensive Safe Hospital system in Indonesia.
3. To contribute to the building of Disaster and Emergency Medical Team, both hospital-based
and pre-hospital-based.
4. To increase the interest of public and hospital practitioner in Comprehensive Safe Hospital
5. To contribute to the improving ways of the cooperation among the stakeholders –
government and non-government— to reduce disaster risk in health and hospital issues.

There are important International issues and standard of Safe Hospital those can be
applicated in Indonesia. This session will provide current issues, standard and policy
on Safe Hospital, both internationally and Nationally, also how govermental policy
establish the Indonesian standard of Safe Hospital implementation based on
Indonesia system.

III. Model and Practice of Safe Health Facilities in Indonesia


Indonesia has various level of heath facilities, start from private medical service,
puskesmas up to hospital level A those must be safed from disaster. The question is
how to implement Safe Hospital in those various health facilities? This session will
provide models of safe hospital implementation in Indonesia; hospital and other
health facilities such as PUSKESMAS and how to ensure the concept of Safe Hospital
implemented on them.

IV. Hospital Supports for EMT


Emergency Medical Team (EMT) is important aspect of disaster response system. On
the other side, Indonesia is still use Hospital-based health system while developing
prehospital system. In this transition era, it is important to establish the concept of
‘hospital-based EMT’ and ‘hospital supports EMT. This session will provide good
discussion on how it is by showing some models those already existed in Indonesia
and International.
