Introduction:
This guidelines provide the use of eLORA system for obtaining requisites permission/approval from
the AERB for transport of radioactive material. The facilities, registered with e-LORA, can apply the
application forms for transport of radioactive material through e-LORA. If the facility is not registered
in e-LORA, it should be registered to apply the transport forms. The guidelines for institute
registration are available in the web page of www.aerb.gov.in.

1. Details of Regulatory Forms:

The transport forms available in e-LORA can be categorized as shown in figure 1. These forms are
mainly grouped into three domains :
1. Transport of registered source
2. Transport of unregistered source
3. Intimation of Export/Transport/Disposal

Here, registered source(s) shall mean the source(s) which are already registered in e-LORA. For such
source, there is no need to provide details of the source while filling the form. For unregistered
source, the user should provide the details of the source as required in the application form. The
facility should select the appropriate application form as per their requirements. The figure 2 shows
how to select the appropriate application form.

A. Transport of Registered source


This option should be selected for the transport of the source(s), which are already registered in e-
LORA. Follow below path to access the forms in this domain

A.1. Export of radioactive material


( For registered source)
Submit this form for obtaining permission for export of registered source(s)
Important Notes: The following documents should be ready before online filling forms
1. A valid copy of import license/authorisation issued by the Competent authority of the
Country to the agency which import source(s) from India
2. A copy of source acceptance letter issued by the consignee (Destination where the source
will be exported) regarding acceptance of source
3. Details about package including design approval of package ( applicable only for Type B
package), registration of package ( applicable for Type A package manufactured in India)
4. Radiation levels on the surface of package and at 1m from the surface of package

(b) Select the ‘ source’ to be exported from the list of source identification No. as shown below:

On selecting a particular source identification number, all fields for capturing subsequent information
will be populated automatically. The final auto populated source information will appear as shown
below:

Important Notes: In case multiple sources are transporting in one package, select all the
sources using ‘Add/Delete’ functionality

A.1.2 Field: Name/Type of Agency:


The type of screen for this Tab is shown below.

(a) Select ‘ Original Source Supplier’ if the source is to be exported to the same supplier of the
source. Otherwise, select the option ‘ Others’.

Important Notes: In case ‘ Others’ is selected, please upload ‘a copy of source acceptance
letter issued by the consignee (Destination where the source will be exported) regarding
acceptance of source supplied by other supplier’ in the ‘ Attachment Details’.

(b) Name of Institution:

Name of institution shall means consignee here. Provide details about name and address of the
Institute where the source is to be exported. Example: ABC Ltd., Bangalore want to export source to
XYZ company Ltd., Germany. In this field, provide details about XYZ Company Ltd.

A.1.3 Tab: Package Details


(a) Selection of Type of package:
An appropriate package should be selected from the list of package displayed ( See screenshot
below)

Important Points:
1. Separate application forms to be submitted for each transport packages (ie.
Approval is being issued on per-package basis). In case multiple sources are transporting
in one package, select all the sources using ‘Add/Delete’ functionality.

2. To select the appropriate package, refer AERB SAFETY CODE NO. AERB/NRF-
TS/SC-1 (Rev.1), 2016. This code can be freely downloaded from www.aerb.gov.in

3. If Type B package is selected, upload ‘a valid copy of certificate of design approval


of package’ in attachment details.

(b) Gross weight of package (Kg)*: Provide gross weight of package in kg

(c) Maximum radiation level

Use a suitable survey meter for measuring the radiation. Measure the radiation levels on the surface
of package in all directions. Provide the maximum measured radiation level in the field ‘On the
external surface of package*’. Care should be taken while selecting the unit of radiation level. In the
same way, measure radiation level at 1m from the surface of package in all directions. Provide the
maximum measured radiation level in the field ‘At 1m from external surface of package*’. Care
should be taken while selecting the unit of radiation level.

(d) United Nations Number (UN No):

Provide the appropriate United Nations Number (yellow highlighted box in screenshot below). Select
the appropriate UN No. from the list provided in the Table 1 of Appendix I.. A screenshot is shown
below:

(e) Proper Shipping name

Provide the appropriate Proper Shipping name (yellow highlighted box in screenshot below). Select
the appropriate name from the list provided in the Table 1 of Appendix I.

(f) Proposed mode of transport*

Multiple selection modes are provided in this field (yellow highlighted box in the screenshot below).
More than one option can be selected.

(g)Whether material is proposed to be transported in the original package (shielded


container+outer package if any) supplied by the supplier *

Select either ‘ Yes’ or ‘ No’.


Please note that original package shall mean the package which was used to transport the same
source.

(h) How the package is proposed to be immobilized in the vehicle during transport *

Please provide a brief description of the way of immobilizing package inside the vehicle.

On successful submission, the following screen will appear;

A.1.7 Status of submitted application form :


(a) An inbox message will be received about successful submission

(b) The submitted application form can also be accessed from ‘My Applications’ menu.

(c) After review and approval by AERB, you will get intimation in Inbox regarding approval/rejection
of application form. E-mail will also be send to the registered mail id regarding this. The approval
letter will be accessible from ‘My Applications’ menu.

A.2 Transfer of radioactive source for disposal in India


( For registered source)

Submit this form for obtaining permission for transfer of sources for safe disposal in the disposal
facilities located in India
Important Notes: The following documents should be ready before online filling forms
1. Details of the package in which radioactive material is proposed to be transported along
with blue print or sketch showing all the dimensions including shielding details.
2. If the disposal agency is BRIT/ECIL, a concurrence letter issued by BRIT/ECIL regarding
acceptance of source
3. Details about package including design approval of package ( applicable only for Type B
package), registration of package ( applicable for Type A package manufactured in India)
4. Radiation levels on the surface of package and at 1m from the surface of package

Important Note: 1.For imported source(s) whose original source(s) supplier does not exist, can
be cosidered for safe disposal in India. Institutes possessing such source(s) from Southern
India, should select ‘ CWMF-Kalpakkam ‘ and rest all other should select ‘ WMD-BARC’. Proper
justification should be provided about non-existence of original source supplier
2. BRIT/ECIL should be selected if source(s) is /are originally supplied by BRIT/ECIL
(s) from Southern India, should select ‘ CWMF-Kalpakkam ‘ and rest all other should select ‘
WMD-BARC’.

Important Note: If the supplier selected is not original supplier of your source, an
‘Accepted letter issued by selected supplier regarding acceptance of source supplied
by the original source supplier’ should be uploaded in the ‘ Attachment details’.

This file contains an excel sheet. It has two sheets: (i) Package information sheet and (ii) Supplier
Details sheets. Select this file as shown below.

Download the file as shown above. After filling the excel sheets, upload in the ‘ Attachment
Details’.

C. Intimation of Export/Transport/Disposal
Submit this form for intimation of export/transport/disposal to the authorised Indian supplier
Important Notes:
1. This application form should be submitted after carrying out transport of source with
permission from AERB
2. It is a common form for both registered source and unregistered source
3. A Copy of proof of Export/Transport/Disposal should be uploaded. It shall be a copy of
letter (duly signed, sealed/stamped)/ e-mail issued by consignee regarding receipt of source.
4. This form is not applicable if the source is disposed off at WMD-BARC/ CWMF, Kalpakkam
5. In case of disposal in WMD-BARC and CWMF-Kalpakkam, these agencies will submit
receipt. Users are required to verify that the status of source changed to ‘Disposed’
6. The status of the source(s) will be changed to ‘Disposed’ after the approval of this
application form only.

(a) Select Document ID of the approval as shown below . Follow the steps as shown in screenshot

(b) On selecting Document ID of the approval, a list of all transport approvals for which intimation is
pending will appear in the screen. In the above figure, it is represented by green box. Select the document
ID, which is to be submitted. On pressing button, all related information will be auto populated.

(c) Upload a copy of proof Export/Transport/Disposal as shown below

(d) Submit the application as shown above. After approval by AERB, you will get intimation in Inbox
regarding approval/rejection of application form. E-mail will also be send to the registered mail id
regarding this. The approval letter will be accessible from ‘My Applications’ menu.
