EXECUTIVE SUMMARY

The Annual Accomplishment Report 2016 was based on the joint efforts of the
Provincial Nutrition Multi-Sectoral Council and the Provincial Nutrition Action Office.
The 2016 report includes the office Mission, Vision, Goals and Objectives which was
created in the aforementioned year and also included in the Provincial Nutrition Action
Plan 2017-2019. The report accords with the Philippine Plan of Action for Nutrition
(PPAN) IG number 10 which is also the standard monitoring and evaluation tool of the
National Nutrition Council; hence the following sub-components are indicated herein.

PROVINCIAL NUTRITION ACTION OFFICE CORE FUNCTIONS

The Provincial Nutrition Action Office shall primarily be the office responsible for the
development and implementation of nutrition program, projects and activities of the
Provincial Government of Quezon. Also, the PNAO shall:

a. Conduct qualitative and quantitative research on nutrition and nutrition related


programs.
b. Plan and integrate nutrition and nutrition related plans, programs and activities in
the Province of Quezon.
c. Synchronize, incorporate and coordinate all ongoing nutrition programs in the
province including those in connection with the Barangays, Municipalities and
Cities which hereafter may be planned by the provincial level.
d. Promote, encourage and sustain nutrition related programs in the Province.
e. Invite and engage the services of consultants and experts for the various nutrition
and nutrition related activities and therefore create action teams to supervise the
different programs.
f. Harmonize nutrition activities with other government and non-government agencies

with similar nutrition and nutrition related programs, projects and activities.
g. Facilitate in providing such incentives to deserving nutrition workers such as
District Nutrition Program Coordinators, Municipal/City Nutrition Action Officers,
Assistant Municipal/City Nutrition Action Officers, Barangay Nutrition Scholars
and all nutrition related workers in the local levels.
h. Issue rules and guidelines; and adopt measures as may be necessary for the
attainment of its objectives.
i. Conduct fund raising projects to help finance nutrition and nutrition related
activities in line with the general purpose of the National Nutrition Council.
j. Solicit and receive donations from different agencies and entities, provided however
that it will be in concurrence with the mandate provided by law and the ethical
considerations and trust of the Provincial Government of Quezon.
k. Make, present and submit Annual Provincial Nutrition Action Plan to be
incorporated in the Local Development Plan and Annual Investment Plan of the
Provincial Government duly approved by the Local Chief Executive.
l. Purchase equipments materials as may be required for the attainment of its
objectives from its appropriations and other fund sources.
m. Train Nutrition workers as part of the delivery of basic services in the local level.

PROGRAM GOALS
1. Increase normal nutritional status among Quezonian Children.
2. Promote good nutrition, healthy food choices and wellness across the life cycle.
3. Stimulate economic, cultural and community engagement in nutrition program
management

GENERAL OBJECTIVES
1. To reduce the prevalence rate of under nutrition by 3% from 10.75 to 7.75%;
stunting by 5% from 27.64% to 22.64; and wasting by 3% from 7.02 to 4.02%
among preschool children ages 0-5 years old until year 2020.
2. To advocate proper nutrition in different age groups and sectors.
3. To encourage sustainability of nutrition programs, encourage use of local food
supply, encourage participation of community members in nutrition service

package delivery and train nutrition workers in all levels.


SPECIFIC OBJECTIVES
1. To provide each child the opportunity to participate in the provincial nutrition
programs.
2. To increase the proportion of infants who are exclusively breast fed from
41.86% to 70%.
3. To provide supplementary foods to underweight, stunted and wasted children.
4. To fortify complementary feeding through the use of micronutrient powders.
5. To deliver integrated package of nutrition services in the school system that
includes: frequent nutrition education classes to targeted schools, annual
deworming and dental care.
6. To promote healthy lifestyle anchored on healthy eating and increased physical
activity through multi-media campaign and wellness programs.
7. To ensure high coverage of Vitamin A supplementation to all children under 5
years of age.
8. To increase iron supplementation coverage of pregnant and lactating women.
9. To increase iodized salt utilization among Quezonian.
10. To encourage Local Government Units to do frequent iodized salt testing to all
establishments and mobilize them in establishing Bantay Asin Program.
11. To advocate on establishing breastfeeding and lactation stations in all
municipalities.
12. To promote home based food production and consumption of foods through
Gulayan sa Bakuran and Gulayan at Halamanang Gamot sa Paaralan.
13. To provide material and technical support for fruit, herbal and vegetable
gardening and raising of small animals.
14. To stockpile emergency commodities to ensure food supply during emergencies
and disasters
15. To pursue infrastructure development (irrigation, post-harvest facilities, ports
development, construction of farm-to-market roads) to ensure equitable
distribution of food and stabilized food prices through the commitment of the
Provincial Nutrition Multi Sectoral Council.
16. To advocate on appropriate agriculture, agrarian reform, trade policies and
programs that will ensure stable supply of key food commodities at affordable
prices.
17. To implement capacity building activities that involves nutrition workers at all
levels.
18. To tap the national, regional, local budgets, private organizations and the
business sectors to raise and mobilize resources for effective implementation of
the LNAP through private-public partnership programs.
19. To continue providing incentive mechanisms to all nutrition stakeholders.
20. To function as an integral part of the provincial government

PROGRAM EFFICIENCY

1. 63 Members composed the Provincial Nutrition Multi-Sectoral Council (29


departments head, provincial directors, presidents of different government and non-

government organizations) and 25 permanent alternate members and 12 PNAO staff.

All members were reflected in the 2017-2019 Provincial Nutrition Action
Plan.
2. 16 Municipalities submitted their 3 years and Annual MNAPs
3. For 2016, there are 2 Executive Orders, 2 Provincial Ordinances and 3 Resolutions
passed by the Sangguniang Panlalawigan to wit:
 Executive Order number 25 series of 2016 (signed Aug.2, 2016) – An Executive
Order Enjoining All Departments And Agencies Under The Provincial
Government Of Quezon To Adopt And Observe Healthy Food Choices And
Promote Healthy Lifestyle (Please see Annex A )
 Executive Order number 26 series of 2016 (signed Aug.2, 2016) – creation of
provincial nutrition cluster during emergencies and disasters (Please see Annex
B)
 Resolution No. 2016-291- A Resolution Authorizing The Honorable Provincial
Governor David C. Suarez To Sign And Enter Into A Memorandum Of
Agreement By And Between The Provincial Government Of Quezon And
Selected Municipalities For The Implementation Of The First 1,000 Days Of
Life Program (F1K) (Please see Annex C)
 Resolution No. 2016-3490 (signed January 11, 2016) – A Resolution Enacting
Provincial Ordinance No. 2015-49, Entitled: An Ordinance Requiring All
Commercial And Service Establishments Whether Private Or Public Operating
In Quezon Province To Provide Lactation Breaks And Install Lactation Station
For All Nursing Mothers In The Workplaces And Providing Penalties For
Violation Thereof. (Please see Annex D)

2. Establishment of fruit and vegetable gardens/nurseries


There are 955 primary and secondary schools participated in the Gulayan at
Halamanang Gamot sa Paaralan project of the Provincial Government through the
office of the Provincial Agriculturist and the Department of Education-Quezon. Also,
2,625 established home gardens (1,000 from Q1K beneficiaries and 1,625 from
Nutricombo beneficiaries in 16 municipalities) are identified in 2016.

3 existing nurseries are maintained by the Office of the Provincial Agriculturist in
Brgy.Talipan Pagbilao, Brgy. Ikirin Pagbilao and Brgy. Sto. Domingo Calauag.

3. Distribution of Poultry/Livestock/Fingerlings
The Provincial Government through the Office of the Provincial Veterinarian
established the Quezon Native Pig Center which produces swine for dispersal. There are
125 swine (given 13 municipalities) and 85,560 fingerlings distributed to 20,000 target
families of UW and SUW children province wide.

The provincial government of Quezon maintains its 3 fishery facilities. The Provincial
Fingerlings of Bangus, Tilapia and Sea bass were most commonly bred.

MICRONUTRIENT SUPPLEMENTATION
The Provincial Nutrition Action Office distributed to 39 municipalities the
micronutrient supplementation received from DOH-CALABRZON and PLGU. The
following are the breakdown of items.

FOOD FORTIFICATION

In Quezon province, there are 273,857 out of the 304,285 (90%) households, 955 public
schools and 2,868 out of 3,242 (88%) establishments in the province using iodized salt.
As reported by the Integrated Provincial Health Office, 90% of the households, 88% of
the establishments and all schools were salt tested. Also 100% of all 3,242
establishments, 955 public are identified selling food commodities with Sangkap Pinoy
Seal and other fortified foods.

FOOD ASSISTANCE
There are 11,335 underweight and severely underweight pre-school children given
supplementary foods for 2016 from the Provincial Government of Quezon. Breakdowns

Also, there are 39,166 Day Care Children provided supplementary feeding by the
DSWD in 1173 Day Care Centers and Supervised Neighborhood Play in Quezon worth
70,498,800.00 While 13,598 School aged children provided with hot meals by DEPED
Quezon in 97 schools in 31 school districts worth Php 29,306,880.00.

STATUS OF NUTRITION EDUCATION

The Provincial Nutrition Action Office continuously supports each municipality in


conducting effective symposiums, trainings and seminars to convey nutrition education
that will help them in the management of nutrition programs and nutrition interventions.

9. Distribution of Early Childhood Care and development (ECCD) cards


17,700 ECCD cards were distributed to 39 municipalities as reported by the Integrated
Provincial health Office also, the Quezon First 1,000 days of Life Program distributed
20,000 of its own under 5 cards / booklet to different pregnant mother province wide.

10. Establishments of Breastfeeding Stations


The Provincial Government of Quezon maintains its Provincial breastfeeding station
catering to the provincial employees and other clienteles. Quezon Medical Center also
caters to OPD clienteles. Furthermore, there are identified 39 Municipal, 280 Barangay,
1 provincial hospital and 16 public hospitals with breastfeeding stations/ corners.

Municipal Nutrition Action Plans were collated. (Please see separate PNAP
2017-2019)
6. The Provincial Nutrition Plan and all 16 MNAPS were integrated into local
development plan of the province and in every municipality.
7. Nutrition oriented development projects were introduced in the Province
such as the expansion of NutriCombo Program, Quezon Herbal Program,
Quezon’s First 1000 Days of Life Program and the F1K or First 1000 Days
of Life Program of the National Nutrition Council.
8. The PPAN Annual Report was submitted and thus not included annual
accomplishment report as instructed by the Regional Office.
9. There are 18 conducted monitoring visits by the Provincial Nutrition Action
Office in different municipalities. Monitoring of the programs implemented
to the different municipalities including their nutrition activities were
conducted by the district nutrition program coordinators. There are 5
Municipalities visited by the Regional Office in 2016 the municipalities of
Macalelon, Pagbilao, Atimonan, Real, Burdeos and Alabat.
10. 4 quarterly Meetings were presided by the representative of the Governor
through the Provincial Nutrition Officer Mr. Roberto Gajo and 2 emergency
meetings were conducted. (Please see Annex I Minutes Of The Meetings )
11. The Nutrition Month Celebration Documentation was submitted at the
regional office last November 2, 2016. (Please see separate NM report
2016)

FUNDING SUPPORT FOR NUTRITION PROGRAM


The Provincial Nutrition Action Office received Php 15 million pesos allocation from
the 2016 general appropriations of the provincial government (Please see annex K
budget utilization plan of 2016). Since 2014, the Provincial Nutrition Action office
receives the aforementioned amount which was approved by the Sangguniang
Panlalawigan.

Food commodities from the World Food Programme valued at PhP 4,450,000.00 were

determined. The commodities were used in selected municipalities in response to El

Nino and poverty stricken municipalities.


PhP 33,120.00 in monetary value was given by the National Center for Nutrition in
support to the complementary feeding program of the provincial Government of
Quezon.

The source of Funds came from the Provincial Government of Quezon amounting to
PhP 2,238,000.00 identified as honorarium to Baranggays Nutrition Scholars, MNAOS,
AMNAOS and DNPCs.

B. Quezons First 1,000 Days of Life Program (Q1K)
The Provincial Government of Quezon through the Q1K will embark in a program that
will promote and uphold the quality of life of each pregnant Quezonian. “Quezon’s First
1000 Days of Life”. This refers to the first one thousand days of a newborn’s existence.
It starts from conception then continues until the child reaches 2 years old.
Acknowledging that the first 1000 days of a child’s life is key to development and long
term health, this program is designed to ensure that the pregnant mother with her child
gets adequate information and health interventions during this period. It will offer a
unique window of opportunity to shape healthier and more prosperous futures. The first
1,000 days of a child's life can actually be reflective of how healthy he will be for the
rest of his life and how well he will do in school. It is believed that improving the
overall nutritional status of children will have a direct impact on the health and
economic aspect of a community or a nation.

Quezon was awarded as the 1st LGU to implement the 1,000 beneficiaries were selected to partake in the Q1K
First 1000 days program by the DOH-NNC program of the provincial government of Quezon

C. 2nd BNS Convention


The barangay Nutrition Scholars plays a big role in the conduct of Provincial nutrition
Programs. As prime workers in the Barangay Nutrition, they are the ones who conduct
the Operation Timbang Plus, follow-up weighing and monitoring of underweight
children, planning and ensuring that nutrition programs are implemented in the
Barangay, campaigns in the eradication of malnutrition, promotes breastfeeding,
monitors nutrition programs, mobilizes and advocates nutrition programs and activities.

D. Quezon 1st Gawad Parangal sa Nutrisyon


The Provincial Government of Quezon through the Provincial Nutrition Action Office
and the Provincial Nutrition Multi-Sectoral Council gives awards to recognize
excellence in nutrition programs at the local level. Awardees are regarded as role
models and leaders in the provincial level. It is also the basis of their commitment to the
nutrition programs and their desire to further the mission and participation of nutrition
stakeholders in civic and community affairs. The award selection process recognizes the
achievements of diverse groups that reflect the breadth of the standard nutrition
excellence in the Quezon province.

Mostly in emergency operations or at the beginning of a WFP intervention for
prevention or treatment of moderate malnutrition. RUFs are to be used in addition to
breast milk and other food for children (6 to 59 months) which are at high risk of
developing malnutrition due to severe food insecurity. Hence from February to May
2016 target beneficiries all over Quezon are provided with Plumpy Sup from World
Food Programme.

F. Research Study on Preventive


A total of 5,073 underweight and severely underweight children aged 6-71 months
received 30 sachets of RUSF for 4 and 8 weeks. Children were selected from fourteen
municipalities in Quezon Province. The rations were purposely based on the
conventional treatment of 250kcal/day. The results of the study revealed that there is an
increase of 9.94% from the baseline weight to the end line results on which the study is
based. There’s also an increase in height incurring 1.86 centimeters in height from the
baseline to the end line results. This analysis demonstrates improvements in weight and
height of participating pre-school children in the targeted areas.

PROCEEDINGS
The meeting started at 9am in the morning with a prayer by Josephine Sibulo, the BNS
President of Lopez, Quezon. Opening remarks was presented by the Focal Person for Nutrition,
Mr. Julius Carmelo A. Parcarey. After that, the representative of Alabat, Ms. Elenita Gendrano
started the roll call of the attendees consisting of 29 attendees from different
municipalities/cities and 5 participants coming from the Provincial Nutrition Action Office.

At 9:20 a.m., the QFBNS President discussed the ways of acquiring the permit of the
organization from the Security and Exchange Commission in order to be legally registered. The
BNS President, Ms. Josephine Sibulo of Mulanay will be in-charge of this task. She said that she
is preparing all the documents needed and will inform the federation about its details.

Having a logo for the organization was also suggested by Mr. Wilfredo O. Deseo of Atimonan,
Quezon who also happened to be the Vice President of the organization. He also proposed the
ratification of the QFBNS by-laws and was seconded by Ms. Josephine Sibulo of Lopez, Quezon.

As of this date, five BNS passed away in the previous year due to different illnesses throughout
the province. To get monetary assistance from the National Nutrition Council, documents like
the BNS Masterlist from the PNAO Quezon and death certificate is needed. These documents
are to be submitted to the PNAO Office and will be forwarded to the NNC Regional Office. The
QFBNS president suggested that they could contribute maybe at least Php 5.00 from each BNS
to provide assistance to their fellow BNS who h ave passed away recently.

Ms. Elenita Gendrano of Alabat also reminded her fellow BNS Presidents to submit the OPT
Plus monitoring tool in due time shortly after the 1st quarter of the year. In this way, the
prevalence rate of malnutrition in the province can be evaluated early.

In his closing remarks, Mr. Parcarey suggested that the next QFBNS Meeting should be held at
Atimonan, Quezon, a consistent Outstanding Municipality Awardee of the National Nutrition
Council. Two (2) participants from each municipality/city should attend the said meeting. In
that sense, participants would be able to learn ways on how to be an outstanding municipality
awardee through visiting the barangays that propel them. The host municipality will shoulder
the foods for the event while the sending LGU will be responsible for the travelling expenses,
per diem and other related expenses.

PROCEEDINGS
The meeting started at 9:40 in the morning. After the Morning Prayer and the Philippine
National Anthem via visual presentation, the opening remarks was held by Ms. Emma F.
Coronado. All the participants was greeted and acknowledged by her. By 10:00 in the morning,
Mr. Roberto D. Gajo, the Provincial Nutrition Officer, started presenting the NutriCombo
program (Complementary Feeding, Supplementary Feeding, Livelihood Programs and Backyard
Gardening) being implemented at four (4) pilot municipalities namely Jomalig of the 1st
District, Tiaong of the 2nd District, Macalelon of the 3rd District and Tagkawayan of the 4th
District. He said, when ultimately successful, this aforementioned program will be
implemented Quezon-wide with the importance of sustainability. The program aims to lower
down the prevalence rate of malnutrition in these municipalities as it targets the underweight
and underweight pre-school children.

At 10:30 a.m., Ms. Elenor M. Jetomo, District Nutrition Program Coordinator of the 4th District,
discussed the Provincial Nutrition Situation of 2015. She said that the province currently has a
prevalence rate of 10.75%. The goal of the province is to achieve a provincial malnutrition rate
of a single digit in 2016. There will be a lot of programs in 2016 to help combat the

malnutrition in Quezon Province. The Operation Timbang Plus, Poverty Incidence Rate, OPT
Page

Coverage, and Data for School children were also tackled with data coming from the
Department of Education. Ms. Milagros Flavier, a member of the Provincial Nutrition Multi-
Sectoral Council, said that the figures presented helped her having a clearer picture of the
nutrition situation in each municipalities and the province of Quezon as a whole.

To help combat malnutrition, Mr. Julius Carmelo Parcarey, the Provincial Focal Person for
Nutrition told everyone that, through the efforts of the Provincial Nutrition Action Office, 730
cartons of 150 packs each will arrive in the coming days from the World Food Programme. He
coordinated with them last 2015, stating that these supplementary foods were all imported
goods, not available for sale in the Philippines. These boxes will be picked up at the Quezon
Convention Center. It is a ready to use supplementary food (RUSF), which requires no other
food preparation needed. RUSF are better suited to meet the nutritional needs of young and
moderate malnourished children than Fortified Blended Foods. These are distributed by WFP
and contains vegetable fat, dry skimmed milk, malt dextrin, sugar and whey. Mostly, they are
used in emergency operations or at the beginning of a WFP intervention for prevention or
treatment of moderate malnutrition. Preschool children aged 6-59 months who are
underweight and severely underweight are to assessed, targeted and evaluated within a in 60
days from February to March with a total of 3,623 beneficiaries. Mr. Parcarey said that the
program needed to be properly documented so that the PNAO can lobby other programs from
World Food Programme in the future. The forms will be coming directly from WFP. A total of
11 municipalities will benefit from this including Infanta, Unisan, Macalelon, Panukulan, Perez,
Quezon, Plaridel. Guinayangan, Dolores, San Narciso and General Luna.

Lunch was served at 12:11 in the afternoon.

At 1:10 in the afternoon, the proceeding resumed. Two (2) of the four (4) pilot municipalities
presented their report on their ongoing NutriCombo Program. Tiaong first presented using a
visual presentation. Even though the province funded the Pandesal supplementary feeding,
the municipality’s counterpart is the bread’s stuffing or filling. The chocolate drink is being
procured by each barangay as their own counterpart. Through weekly weight monitoring, data
already showed that the beneficiaries’ weight are trending upwards. The program’s launching
was held to intensify the awareness in Tiaong. Meanwhile, the municipality of Tagkawayan
presented that in addition to the Nutri Pandesal supplementary feeding, Vitameal
supplementary feeding for undernourished preschool aged 24-71 months and mincronutrient
powder for preschool aged 6-23 months were being distributed for consumption. The
VitaMeal feeding has a meal plan to suit the palates of the children and is given to them every
other day. A pack can suit 120 beneficiaries when cooked. Micronutrient Powders are
complementary foods that can be added to the meals of children every day, thus consuming a
small pack a day. Proper documentation and evaluation was also required for this program.
The Provincial Nutrition, Municipal Nutrition Committees and Barangay Nutrition Committees
were working hand-in-hand to achieve their goals.

PROCEEDINGS
The opening prayer was started at exactly 9:20 in the morning by the organization’s secretary,
Ms. Vessie Vinluan followed by a roll call by its secretary, Ms. Elenita R. Gendrano. The host
Municipality led by its BNS President, Mr. Wilfedo Deseo told everyone that Brgy. Zone 4 and
Malusak will be the two (2) selected barangays where the Lakbay Aral will be held. Before
going to those two places, the following agendas were discussed during the meeting:

At 10:02 a.m., Ms. Josephine Briones said that there is a problem arising from the previously
distributed NNC handbook, whereas some of the assigned color for each nutritional status
differs from what is taught during the BNS Training of Trainers held last year attended by some
District Nutrition Program Coordinators and Municipal Nutriton Action Officers. Mr. Nigel
Imperial said that the PNAO is coordinating with the NNC Regional Office about this
discrepancy. The Regional Office has already lobbied this problem to the Central Office.

Mr. Imperial also stated that the BNS Handbook has a BNS Feedback form at the last page. The
Regional Office requires the BNS to submit it to them. Mr. Imperial said that the BNS must

include this discrepancy in the feedback form to be submitted to him once the BNS President

has collected them.


At 11:15 in the morning, it is suggested that the next meeting will be held at Tiaong, Quezon,
in which its BNS President rejected temporarily. The BNS said that she will lobby it to her
MNAO and her Mayor before preceding the meeting there. She said she doesn’t have the
authority to accept the suggestion.

There is a plan for a procurement of identical clothes and identification cards specifically for
the usage of BNS Presidents of Quezon Province. The aforementioned clothing will be the
official one that will be worn during every QFBNS meeting. The logo that will be embedded in
the shirt is still in the works.

The organization’s president, Ms. Josephine Briones, told everyone that there is a one time
Php 200.00 membership fee, Php 100.00 per year and Php 12.00/NNC contribution per year
for every BNS member, if approved by the quorum of the federation. She also said that all
municipalities and cities of Quezon should submit their own BNS Directory including the source
of fund if with Philhealth and the directory for Height Boards and Weighing Scales. These data
are also required for submission to the National Nutrition Council.

Mr. Nigel John S. Imperial, District Nutrition Program Coordinator, updated the BNS present in
the meeting nt to submit as soon as possible the previously mentioned directories because it
will also be used for the upcoming BNS Convention that will be held in the coming months.
Monitoring and evaluation of the beneficiaries of the NutriCombo, Micronutrient Powders,
Plumpy Sup Supplementary Feeding and Vitameal Feeding was also reiterated through
reinforcing proper documentation.

The meeting was adjourned at 11:22 in the morning before making a courtesy call to the
Mayor and heading out to visit Brgy. Zone 4 and Brgy. Malusak, its top awardee for
Outstanding Barangay.

PROCEEDINGS
At 9:25 in the morning, the meeting commenced. The prayer was led by Mr. Wilfredo O. Deseo
followed by the roll call by Ms. Vessie P. Vinluan. Ms. Vinluan, the organization’s treasurer
reminded her fellow BNS to submit their BNS masterlist including the Philhealth beneficiary.
About the previous meeting at Atimonan, Quezon, Mr. Deseo, the organization’s vice-
president, told everyone that it was a success, having visited two (2) barangays known for
being yearly awardees by the National Nutrition Council. In Atimonan, they were able to see
both the awawrdees of Brgy. Malusak and Brgy. Poblacion IV. Both have accomplished BNAP
and BNSAP forms in their desks in a nutrition corner. In addition, both BNS have
accomplishment reports, masterlist of beneficiaries and diaries, a great example for the
visiting BNS and officers.

With regards to 1st Quarter Activities, Ms. Josephine Briones, the organization’s president,
reminded the BNS presidents present to collate their OPT carefully in order for a smooth
endorsement to their respective Municipal Nutrition Action Officers. The OPT is crucial in
determining the malnutrition rate in the provincial, municipal and barangay level. She also
reminded them to have innovative ideas and programs for the upcoming nutrition month
celebration in July. Ms. Briones also reminded everyone to submit their BNS masterlist to be
used in the upcoming Baranagay Nutrition Scholars annual convention.

By 10:45 a.m. Ms. Geraldine Moreno, 2nd District Nutrition Program Coordinator, told
everyone that a lactation station and BNS corner is very important during MELLPI (Monitoring
and Evaluation of Local Level Planning and Implementation). The station should have a curtain
to provide privacy and water source for hygiene. She also added that there must be a logbook
for all the mothers who used the breastfeeding station.

At 11:30 in the morning, for preparation for the Nutrition in Emergencies Program, Mr. Nigel
Imperial, District Nutrition Program Coordinator of the 2 nd district, taught the BNS Presidents
present on how to use the MUAC or the Mid Upper Arm Circumference tape through visual
presentation and return demonstration. He stated that the MUAC tape is not purchased by the
government because it is not for available for sale. Rather, it was coordinated, requested and
given by the National Nutrition Council and the World Food Programme to be used by the BNS
in emergency situations. The MUAC Tape can be used to identify underweight and severely

underweight preschool children in evacuation centers during calamities and disasters. A return

demonstration was held to assess the BNS Presidents in using the MUAC Tape.
In addition, the BNS Presidents received calendars, magazines and other paraphernalia from
the National Nutrition Council through the Provincial Nutrition Action Office.

The meeting adjourned at 12:20 in the afternoon followed by the serving of meals.

PROCEEDINGS
The meeting commenced at 9:30 in the morning with an opening prayer. The Philippine
National Anthem and the Provincial Hymn followed through an audio visual presentation.The
host, Ms. Elenor M. Jetomo, District Nutrition Program Coordinator of the 4 th District,
acknowledged the participants. Twenty Four members of the Association of Quezon Nutrition
Action Officers with its six alternates, thirty two representatives of the Quezon Federation of
Barangay Nutrition Scholars, twenty three participants from the Provincial Nutrition Multi-
Sectoral Council and eight members from the Provincial Nutrition Action Office came into
attendance. In addition, Ms. Jetomo discussed the agenda for the said meeting and they are as
follows: Operation Timbang Plus of the previous year, Provincial Monitoring of Local Level
Planning and Implementation, Nutrition Month Celebration, and Gawad Parangal sa
Nutrisyon. At 10:08 a.m., Mr. Allan B. Valencia, 1st District’s Nutrition Program Coordinator,
then discussed the first agenda namely the Operation Timbang Plus result of 2015. He stated
in his powerpoint presentation that there is a downward trend of the provincial prevalence
rate of malnutrition from 17.92% in 2009 to 10.75% in 2015, a noteworthy achievement of the
Provincial Government’s efforts. He also presented that there is also a similar trend on the
number of underweight and severely underweight preschool children in Quezon Province from
27,303 to 21,957 in 2012 and 2015 respectively. On the contrary, the prevalence rate of
stunted and severely stunted spiked from 20.61% in to 27.64% in a span of two years while the

Operation Timbang Plus coverage declined from 89% in 2009 to 71% in 2015. The municipality

who garnered the highest prevalence rate for stunting was Burdeos at 46.23% while the
municipality of Sariaya has the highest number of stunted with 4,398 preschool children.

In addition, the municipalities of Gumaca, Padre Burgos, Dolores, Pagbilao, Guinayangan,


Mulanay, Pitogo, San Antonio and Unisan submitted their Municipal Nutrition Action Plan
(MNAP) for the year 2016. At 11:15 in the morning, Mr. Julius Carmelo A. Parcarey, the
Provincial Focal Person for Nutrition requested the other municipalities to submit immediately
their MNAP in order to prepare for the Regional Awarding of the Nation Nutrition Council or
NNC. Moreover, Ms. Elenor M. Jetomo discussed the details on the municipalities that are
beneficiaries of the Plumpy Sup Feeding and the Nutricombo Program.

Ms. Emma F. Coronado, the District Nutrition Program Coordinator of the 3 rd district, discussed
the Provincial Monitoring of Local Level Planning and Implementation or MELLPI. Firstly, under
this monitoring tool is Program Efficiency, in which evaluators can see the degree of
involvement of the Municipal Nutrition Committee in the LGU’s nutrition programs for a whole
year. Secondly, the Impact Programs were discussed by Ms. Coronado afterwards namely
Micronutrient Supplementation, Food Fortification, Food Assistance, Nutrition Education,
Nutrition in Essential Maternal and Child Health Services and Livelihood Assistance. Thirdly, in
Program Management, the LGU are to be evaluated for the trainings attended and conducted.
Lastly, in Program Effectiveness, the OPT from 2013-2015 will be evaluated for the increase or
decrease in the prevalence rate of malnutrition.

Lunch was served at 12 noon. The program resumed at 1:00 in the afternoon.

At 1:05 p.m., Ms. Emma F. Coronado, resumed the powerpoint presentation. She presented
the strengths, improvements and recommendation for each municipalities that were
evaluated in the Provincial MELLPI. The municipalities of Atimonan, Lucban, Pagbilao, Lopez,
Quezon, Perez, Alabat, Gumaca, Tiaong, Dolores, Agdangan, Mauban and Real were all the
municipalities that were evaluated.

Mr. Julius Carmelo A. Parcarey then stated at 2:40 p.m. that there will be a Barangay Nutrition
Scholars Basic Training that will be held in the upcoming months. On September 20-23 at
Ouan’s The Farm Resort, the municipalities of Poillo, Panukulan, Patnanungan, Burdeos and
Jomalig will undergo the aforementioned training. The municipalities of San Francisco, San
Narciso and San Andres are scheduled on October 5-7, 2016 at Queen Margarette Hotel
Downtown. Quezon Premiere Hotel will be the venue for the REINA area and General Luna /
Pitogo on October 12-14 and October 19-21, 2016 respectively. He also stated that on the last
week of October, the municipality of Buenavista will conduct their own BNS TOT training, thus
inviting some PNAO staff in their hometown. Queen Margarette Hotel Downtown will be the
last phase of training. The Nutrition in Emergencies Training will consist of municipalities such
as Alabat, Perez, Quezon, Tagkawayan, Guinayangan, Macalelon, Dolores, Agdangan, Unisan
and Gumaca. The delegates are the Municipal Nutrition Action Officers, Municipal Social
Welfare and Development Officer, Municipal Disaster and Risk Reduction Officer, Municipal
Agriculturist Officer and the Municipal Health Officer.

Mr. Parcarey also stated the details on the upcoming Nutrition Month Celebration in the
upcoming month. He suggested to moderately intensify the activities in the month of July to
intensify nutrition awareness in all the municipalities. The 2 nd annual Barangay Nutrition

Scholars Convention at the Quezon Convention Center will also be conducted in this month,

thus inviting all the MNAOs, Assistant MNAOs and all the BNS in Quezon Province. He stated
that the municipalities who have not submitted their masterlist of BNS should do so as soon as
possible. In this same event, municipalities or cities will be awarded based on their
performance in the recently concluded MELLPI. There will be awards for outstanding MNAOs,
BNS, Baranagay Nutrition Committee and Municipal Nutrition Committees categorized based
on the class/type of municipalities.

PROCEEDINGS
The meeting started at 1:00 p.m. starting from an opening prayer and the Philippine National
Anthem and Provincial Hymn. Ms. Josephine Briones, the Quezon Federation of Barangay
Nutrition Scholars, acknowledged the 37 BNS Presidents from different cities/municipalities in
Quezon Province.

The first concern opened up by Ms. Briones was about the hospital assistance coming from the
NNC whenever an active BNS member gets hospitalized. Mr. Julius Carmelo A. Parcarey, the
Provincial Focal Person for Nutrition, stated that he will coordinate with the National Nutrition
Council if such benefits exist. By 1:30 p.m., he also said that the Barangay Nutrition Scholars
should have their own insurance coming from the federation. He also stated that the
federation can coordinate or lobby with the Governor if they can get assistance like Philhealth
Medicare from the provincial government.
Ms. Vessia P. Vinluan questioned the fruition of procuring clothing to be worn by the BNS
presidents during meetings. Mr. Deseo said that the federation still has no budget allocation
for that matter.

At 2:15 p.m., Mr. Julius Carmelo A. Parcarey said that the province will distribute new
identification cards to be used by all the Barangay Nutrition Scholars. He requested that the
i.d. allotment/designated should be submitted to Mr. Nigel Imperial of the PNAO so they can
be registered in the BNS directory. About the recently concluded 2 nd Annual BNS Convention,
the PNAO staffs are coordinating with the Provincial Treasurer’s Office regarding the
unclaimed BNS honorarium. He said that he will update the BNS if such honorariums will be

ready for claimants. The tentative date will be around October of the same year.

At 3:00 in the afternoon, Mr. Parcarey stated the Micronutrient Powder distributed by the
Integrated Provincial Health Office should be accounted for by the Municipal Nutrition Action
Officers and the Barangay Nutrition Scholars. The primary responsibility of the BNS is the
distribution of the MNP to the respective beneficiaries of their barangays.

In addition, by 3:29 p.m., he said that the PNAO team has brought height boards, weighing
scales and steel rules that are allotted to different municipalities. These tools can help the BNS
in providing a more accurate measurement in weighing preschool children. He also reminded
the participants about the upcoming series of Barangay Nutrition Scholars Basic Course
provided for the different municipalities including the AlQueRez and REINA area. The details of
these trainings will be sent via a communication letter through an e-mail to their respective
Municipal Nutrition Action Officers.

the National Anthem and the Provincial Hymn. The host, Mr. Bedwyr Cliff V. Maranan,
acknowledged the participants from the 24 Barangay Nutrition Scholars, 29 City/Municipal
Nutrition Action Officers and the 25 members from the Provincial Nutrition Multi-Sectoral
Council.

Mr. Allan B. Valencia, the 1st district’s Nutrition Program Coordinator presented the results of
the Operation Timbang Plus of 2016. Only the municipalities of Unisan, Tagkawayan,
Sampaloc, Plaridel, Pagbilao, Mauban, Jomalig, Gumaca and Candelaria have complete reports
including the OPT hard copy signed by the Local Chief Executive, the soft copy of the OPT,
Malnutrition Prevalence Rate and the OPT Coverage. Other municipalities/cities have been
given deadlines to submit the expected data as soon as possible. At 10:14 in t he morning, Mr.
Valencia also revelead that as of that date, the municipalities of San Narciso, Polillo, Real,
Guinayangan, and Quezon have the highest prevalence rate of malnutrition while the
municipalities of Agdangan, Mulanay, General Nakar, San Antonio and Dolores have the lowest
ones.

By 10:40 in the morning, Mr. Elijah Emmanuel P. Anorico, District Nutrition Program
Coordinator of the 3rd District, discussed the steps in making the Accomplishment Report.

Firstly, Program Efficiency requires resolutions, ordinances and executive orders that is directly
or indirectly related to

the nutrition programs in the municipal and barangay level. Secondly under Home, School and
Community Food Production, he said that documentation here is essential from the
distribution of seeds/seedlings, distribution of fruit and vegetable gardens, distribution of
poultry/livestock/fingerlings, construction of small water impounding projects and
establishment of fish ponds/fish processing centers. Data from Micronutrient
Supplementation and Food Fortification can be extracted from the City/Municipal Health
Office. Thirdly, data from Food and Livelihood Assistance can be extracted from the office of
the social Welfare and Development Officer and the Department of Education. Nutrition
Education Classes include nutrition advocacies, integration of nutritional awareness in schools,
distribution of IEC materials, airing on radio/television, breastfeeding promotion, distribution
of ECCD cards and various nutrition trainings. Under Program Management, these include
conducting of Advocacy meetings, attending to and organizing various trainings. Lastly under
Enabling Mechanisms, planning, monitoring and surveillance are key. By 11:25 a.m., Mr.
Anorico also stated that innovative programs such as NutriCombo Program can also be added
to the accomplishment report. Annexes include ordinances, resolution, executive orders, spot
maps, problem trees, minutes of the meetings, utilization plan, PPAN Accomplishment Report,
the OPT Plus and the Nutrition Month Celebration.

Lunch was served at 11:49 in the afternoon. The meeting resumed at 1:02 in the afternoon.

Mr. Julius Carmelo A. Parcarey, the Provincial Nutrition Focal Person for Nutrition, said that the
participants will be handed out photocopies of the following:
a. Executive Order No. 26 – Creation of Provincial Nutrition Cluster During Emergencies and
Disasters
b. Resolution No. 2016-3490 – An Ordinance Requiring All Commercial and Service
Establishments Whether Private or Public Operating in Quezon Province, to Provide Lactation
Breaks and Install Lactation Station for All Nursing Mothers in the Workplaces, and Providing
Penalties for Violation Thereof

Under the Executive Order No. 26, a nutrition cluster is essential whenever disasters or
calamities happened. Through this cluster, government personnel can act smoothly when
dealing with these circumstances. Undernourished children can easily be assessed and
intervened with target and blanket feeding. The Resolution No.2016-3490 states that all
commercial and service establishments should have existing lactation stations for public or
private service and provide lactation breaks for employees. Members of the Integrated
Provincial Health Office are tasked to evaluate these public and private establishments.

At 3:12 in the afternoon, Mr. Parcarey also discussed the Plumpy Sup Supplementary Feeding.
According to his presentation, the purpose of these Ready to Use Supplementary Foods is
increasing the nutritional status of underweight and severely underweight preschool children
in selected areas of Quezon Province. The aim was to discern effectiveness of recommended
ration of these RUSF in preventive treatment of acute malnutrition in children. The results is

PROCEEDINGS
The meeting commenced at 9:15 in the morning starting with an opening prayer followed by
the Philippine National Anthem and the Provincial Hymn. Ms. Elenor M. Jetomo, the host,
acknowledged everyone in attendance. She thanked them for attending the meeting even
though they have busy schedules. She called Mr. Allan B. Valencia to tackle the OPT Coverage
of the year 2016. Mr. Valencia said that the municipalities of Calauag, Perez, Agdangan, San
Antonio, San Francisco and Jomalig have garnered an acceptable OPT Coverage of 80 and
above. He also presented the updated Legend Scheme Series of November 2016 of the Spot
Map. I this scheme, it differs from what is universally thought. The color green pertains to the
children with normal weight / length and height while the color yellow belongs to the children
with underweight, stunted and wasted preschool children. Red belongs to the children who
are severely underweight, severely stunted, and severely wasted. Preschool children who are
overweight and obese should have a color orange. Pregnant women should have pink colors
while Lactating women should be violet. Infants who were exclusively breastfed for 6 months
will be color maroon while infants who were given complementary food should be colored
purple. The color brown should be allocated to infants 0-11 months old. Households with large
family size are to be colored blue while households without potable water supply and without
sanitary toilets should be colored black and gray respectively.

At 10:00 in the morning, Mr. Elijah Emmanuel P. Anorico discussed the 2016 accomplishments
of the Provincial Nutrition Action Office. He said that on July 5, 2016, the National Nutrition
Council held its launching here in Quezon Province at the Quezon Convention Center. Even the
Assistant Secretary of the National Nutrition Council, Ms. Bernardita Flores attended the
event. Quezon Province pioneered the First 1,000 Days of Life Program which is also adopted
by the National Nutrition Council’s F1K. July 11, 2016 was the date that the PNAO hosted the
Flag Ceremony at the Quezon Capitol Grounds. IEC materials and free nutrition assessment
were offered to the employees of the Quezon Capitol. He also proudly presented the 2 nd BNS

Convention that was held last August 4, 2016, inviting all the City/Municipal Nutrition Action
Officers together with their respective assistants and Barangay Nutrition Scholars. He said that

the Vice Presidential candidate Bong-Bong Marcos was present in the aforementioned event.
Nutrition Workers were also awarded for their outstanding efforts in promoting nutrition and
combating malnutrition in Quezon Province. Mr. Anorico also presented numerous TV and
Radio Guestings by the PNAO staff to increase the Nutrition Month awareness to the public.
The Provincial Nutrition Action Office also held and attended various trainings, meetings,
conferences, conventions and forums. In addition, numerous programs such as NutriCombo
program, distribution of Micronutrient Powder, VitaMeal sSupplementary Feeding and Plumpy
Sup Feeding were all distributed and consumed by Quezonians in 2016. Lastly, he said that
Quezon Province is the only awardee of the Green Banner, the highest award for nutrition in
the Region. “This feat cannot be achieved without the efforts of all the nutrition workers all
over Quezon”, said Mr. Anorico.

At 11:02 in the morning, Mr. Nigel John S. Imperial discussed the new OPT Tool Version 4.4
that will be used in 2017. He said that this software is designed to facilitate recording and
assessment of the nutritional status of pre-school children between the ages of 0-71 months.
It is also designed to aid the BNS and Local Government Units in conducting the Operation
Timbang Plus. He said that this tool facilitates nutritional assessment of children through
automatic calculation of age and nutritional status with ease, speed and accuracy. It can also
produce summary tablets in both electronic and hard copy formats. He said that new features
include listing of mother/caregiver per child for easier child identification and program
targeting, alphabetical arrangement of children’s name, highlighted names of overage children
for delisting and printing of next year’s masterlist of children for recording of new growth
measurements, which built-in column for comparing previous years, compressed file size for
faster software operation. Moreover, new features also include a smaller file size and it is
compatible with Microsoft Excel 2007, 2010, 2013 and 2016.

The meeting adjourned at 11:57 in the morning and lunch was served at 12:06 in the
afternoon.
