Method Statement

1. INTRODUCTION
Southern General Limited (SGL) prides itself to working at the highest quality, within cost
effective means and with special care and attention to health, safety and the environment.
SGL approaches every job with the vision of project success and realization of Client’s
needs. SGL is therefore extremely grateful for this opportunity to provide its services to the
Mitsubishi Heavy Industries Limited (MHI) for the Supply and Installation of a Utility Pole for
CCTV. SGL’s professional approach to construction works encourages diligent, reliable and
dedicated execution. Our Team approach has brought about success to multiple projects
throughout Trinidad and Tobago and will definitely ensure the successful completion of the
works at the proposed access road within Time and budget.

2. SCOPE OF WORKS
The works involved in this scope include manual excavation of a hole, lifting and placing
pole into hole, hand mixing concrete and casting into position.
This job is scheduled to take approximately one (1) working day.

3. TEMPORARY SITE FACILITIES


Temporary Site Facilities will be set up as required on area allocated on site.
4. ACCESS/ EGRESS
Via Union Industrial Estate, La Brea; MHI Gate One (1)/ Gate Three (3) for Heavy Vehicles.
5. PROPOSED TOOLS AND EQUIPMENT
Equipment required for this project will include but not limited to the following:
 Guide Ropes
 Small Hand Tools

6. STAFF REQUIREMENTS

All necessary employees required for this project would be made available upon and are
highly skilled and experienced in the task they have been asked to perform. Employees
required for this match comprise of but not limited to the following:
 1 Project Supervisor
 1 Health & Safety Officer
 3 Labourer

7. MATERIALS
All material specifications, testing certificates and industry standards shall be met for this
project and will be sourced and available locally and would be inclusive of but not limited
to:
 25ft Utility Pole
 Concrete

9. ROLES & RESPONSIBILITIES
 Project Supervisor
 Obtaining the permit
 Conducting Tool Box Talk based on risk assessment
 Arranging for appropriate tools and necessary skilled work force as required.
 Ensuring for Housekeeping always at work place
 Implementing the control measures as per risk assessment and also as
mentioned in the permit.
 Close monitoring till completion of work.
 Ensuring quality of work carried out at site
 Ensure availability of necessary resources and approved documents.
 Ensuring the emergency preparedness.
 Ensures the work carried out as per latest approved drawings.

 Health and Safety Officer


 Responsible for ensuring HSE at all stages of work.
 Ensures all safety measures implemented/followed as per risk assessment and

 Should conduct a safety briefing in co-ordination with project supervisor over a
specific HSSE issue
 Ensures for inspection of power and tools and equipment.

 Workmen
 Wearing appropriate PPEs.
 Understanding and following the instructions given by line staff.

10. WORK SEQUENCE


On-Site Job Activity
I. Mobilization of tools, equipment and materials to job site area.
II. Manual Excavation of Hole 4 feet deep.
III. Placing bottom of Pole into hole.
IV. Manually raising of pole into position.
V. Hand-mixing of concrete.
VI. Casting Pole into position.
VII. Clean up and Housekeeping.
VIII. Demobilization.

11. HSE (HEALTH, SAFETY AND ENVIRONMENT)


In order to prevent the occurrence of site accidents, the provision of a safe working
environment for employees is essential. The following safety precautionary measure must
be implemented in avoiding and minimizing site accidents during this work period.

11.1 METHODOLOGY
i. Ensure all SGL personnel and equipment have all PPE and necessary certification to
meet applicable regulatory or client’s requirements.
ii. Procure material, equipment and power tools with respect to requested specification.
iii. Ensure all Permit to Work requirements are in place before commence of the job task.
iv. Toolbox meeting to be held before job begins.
v. Task Risk Assessment assigned for each job task.
vi. MSDS available for each chemical and review.
vii. Mobilize tools, equipment and materials to client site.
viii. Barricade/ Cordon off work area.
ix. All waste materials to be removed and dump by client requirements.
x. Cleaning up of area during and upon task completion.

11.2 SAFETY PROCEDURES


1. All conditions stated on Task Risk Assessment (TRA) must complied with Permit to
Work (PTW).
2. Trained, Certified and Competent personnel assigned for job.
3. Full use of appropriate personnel protective equipment by all personnel.
4. Tools and Equipment to be tagged and be inspected prior to using.
5. All personnel working at job site shall be informed to the safety awareness by
attending the safety induction or toolbox meeting conducted by supervisor prior to
commencing of work.
6. External Earthen Ground and Spill Containment for Generator.
7. All Heavy Equipment to be signal by a certified banksman
8. MSDS available for any chemical or substances being used for this job.
9. Evaluate Job activities.

11.3 REQUIRED PERSONNEL PROTECTIVE EQUIPMENT


Hard Hats, Safety Boots, Safety Gloves, Eye Protection, High Visibility Vest

10.3.1 OTHER ESSENTIAL PERSONNEL PROTECTIVE EQUIPMENT


3M Dust Mark, Gloves, Steel Tip Tall Rubber Boots

11.4 FIRST AID FACILITIES


Client responsible for First Aid Facilities

 All site personnel shall have MHI Site Induction

12. EMERGENCY RESPONSE PROCEDURES


In case of any emergency situation the workmen should follow MHI emergency response
procedure and must gather in the assembly point. The emergency response procedure
should be conveyed to the work men through the toolbox talk in prior to the carrying out of
the activity.

Management Notification
If an emergency, or situation that could become an emergency, occurs a MHI representative
would be informed immediately.

Direct supervisory contact can be used to notify employees of emergency situations in the
compound.
External Notification
The Fire or Police Department, Emergency Medical Service or other emergency-response
units would be contacted if necessary

13. QUALITY ASSURANCE & QUALITY CONTROL


All works will be executed in strict accordance with the Client’s requirement and
specification. The Purpose for managing quality is to validate that the project deliverables
are completed with an acceptable level of quality. Quality Management assures the quality
of the project deliverables ant the quality of the processes used to manage and create the
deliverables. Our main focus of quality control is on the deliverables of the projects. Quality
controls monitor project deliverables to verify that the deliverables are of acceptable
quality and are complete and correct.
